2009 General Meeting<br />

Director South (Mabel Martinez), Assistant Director North (Bj Kelly) and Assistant Director South (Jack<br />

Introduction of New <strong>Presidio</strong> Representatives: Kristin Read (Carlsbad Wave), Toya Carter-Williams<br />

Introduction of Guests: David De Leon, Cal South Vice President, John Mullen, Cal South District 2<br />
Commissioner and Frank Conroe, State Cup Committee.<br />
Review and Approval of Agenda: Motion to approve, 1 st Rick Lochner, 2 nd Loren Henry. Motion approved<br />
by unanimous consent.<br />
Approval of Previous Meeting Minutes: Motion to approve, 1 st Peter Minkoff, 2 nd Rick Lochner. Motion<br />
approved by unanimous consent.<br />
Introduction and Discussion by Cal South representatives: David De Leon, Cal South Vice President spoke<br />
to the membership about recent efforts and accomplishments by the Cal South Board in support of Districts 1, 2,<br />
5 and <strong>Presidio</strong> <strong>Soccer</strong> <strong>League</strong>. David spoke of his view of the future of Cal South and Southern California<br />
youth soccer. A short question and answer period followed.<br />
John Mullen, Cal South District 2 Commissioner took the floor asking the sense of the membership regarding<br />
the current player freeze period. The general consensus of the membership was to continue management of the<br />
player freeze period as currently being conducted.
Franke Conroe updated the membership on the changes to the operations of the State Cup in 2010. State Cup<br />
Bronze will include AA-B, AA-C and Signature league levels of play. State Cup Presidents level will include<br />
AA-A, AAA and Silver Elite levels of play. National Cup will include Premier and Gold levels of play.<br />
Board Reports:<br />
Secretary: No report.<br />
Treasurer: Bob Turner presented the Treasurers Report for the period ending September 30, 2009 and<br />
spoke about the need for member leagues/clubs to clean up past due balances on team or club fees due to<br />
<strong>Presidio</strong>. Motion to approve the Treasurers Report made by Dan Rubin, 2 nd by Alex Pachon. Motion approved<br />
by unanimous consent.<br />
Director Premier: The deadline for entry to <strong>Presidio</strong> Cup is November 1, 2009. Kathy reviewed the penalty<br />
point deduction list with the membership. Three leagues/clubs have had investigations regarding irregularities<br />
concerning registration form problems and two of the leagues/clubs have been referred to Cal South for PAD<br />
action as appropriate to each event.<br />
Director AAA: Rick noted we are still seeing the following problems:<br />
Coaches and Team Administrators:<br />
Not properly entering game infractions causing Caution (C) conflicts, and not knowing the (C) on the game<br />
schedule means that a conflict resulting to both teams not entering the same players with cautions.<br />
Field Safety:<br />
Please make sure you fields are safe to play on. We had a U-13 girl get injured, requiring 11 stitches because<br />
the home team had their metal bench too close to the sidelines. The player fell onto the corner of the bench<br />
causing the injury. Please focus on insuring our fields are safe for our players.<br />
Director North: Toni spoke about the Red/Yellow Card report and the point’s deductions system. She<br />
expressed concern about the continuing number of games with lopsided scores and asked the representatives to<br />
take the concerns back to their clubs, coaches and teams.<br />
Assistant Director North: Bj expressed a concern the rainout policy was not current. Member clubs/leagues<br />
are encouraged to check the “Mudlines” that exist on almost all of the clubs/leagues web sites as well as the<br />
<strong>Presidio</strong> web site if there is any question about the field being playable.<br />
Director South: Mabel noted there were at least 8 games still not scored in the ADG system and urged the<br />
clubs/leagues to review their completed games and make sure the scores were properly entered. If the games<br />
have not been played, then get the games scheduled or they might result in non-played games at the conclusion<br />
of the season.<br />
Assistant Director South: Reminded the clubs/leagues to check on the remaining open re-schedule games<br />
that need to be scheduled as soon as possible. There are approximately 20 games that fall into that category.<br />
Vice President: No report.<br />
President: Doug noted the revised seeding criteria will be published in November to be reviewed and<br />
approved by the membership.
The subject of parents of teams refereeing a game in which their child is participating was discussed. There is<br />
not a rule preventing this situation, but the action is discouraged because of the obvious potential problems that<br />
might ensue.<br />
Another reminder, no referee badge, no game. Do not play a game with an unlicensed referee or a referee who<br />
cannot produce a current badge or the receipt from the referee association indicating the referee is current.<br />
Referees must fill out the game sheet and fill in the score and sign the game sheet at the conclusion of the game.<br />
Please note Mr. Johnnie Garza, Cal South Assistant Vice President will attend our November 2009 meeting.<br />
Committee Reports:<br />
Referee Committee Report: Jack Dobransky committee chair reported that beginning in 2010 any <strong>Presidio</strong><br />
game must be assigned and officiated by a Cal South approved referee association.<br />
Motion to require all <strong>Presidio</strong> Member clubs/leagues must referee through one of the Cal South approved<br />
sanctioned referee associations. 1 st Bob Turner, 2 nd Alex Pachon. Motion passed with one nay vote and one<br />
abstention.<br />
All referees are due to be enrolled in Risk Management by January 1, 2010.<br />
The Cal South web site has the new referee Re-Certification (Grade Retention) Procedure posted. Jack D<br />
recommended all clubs/leagues be aware of the new procedure and requirement for the referees.<br />
Unfinished Business: None.<br />
New Business:<br />
Elections and Nominations: Doug noted the 2009 <strong>Presidio</strong> elections would be held at the November 2009<br />
meeting. Tim Loughney (Temecula United SC) expressed interest in running for the Assistant Director North<br />
position.<br />
H1N1 – Swine Flu: After extensive discussion <strong>Presidio</strong> reached a consensus among the members to not allow<br />
reschedules due to a team not having enough players. Reschedules are allowed for ACT, SAT and PSAT tests,<br />
unless both teams agree to a mutual reschedule of the game.<br />
Spring <strong>League</strong>: Doug asked the member leagues/clubs to take back to their respective boards a request for a<br />
continuation or discontinuation of the Spring <strong>League</strong> and to bring a response back to <strong>Presidio</strong>.<br />
Uniforms: Pennies or Bibs are not prohibited for games.<br />
<strong>Soccer</strong> Nation: <strong>Presidio</strong> has reserved a booth at <strong>Soccer</strong> Nation and will offer to member clubs/leagues the<br />
opportunity to rent a small amount of space for the distribution of tournament advertising for a nominal fee ($50<br />
to $100) to offset the cost of the booth to <strong>Presidio</strong>.<br />
Cal South Proxy Voting Letter: <strong>Presidio</strong> will send out a sample form letter (with an instruction sheet) to all<br />
clubs/leagues for the 2010 Cal South election. All Clubs/<strong>League</strong>s are encouraged to participate in the Cal South<br />
election and if your club/league cannot attend the election, then fill out the proxy and a <strong>Presidio</strong> representative<br />
will cast your vote for you. The proxy letter will need to be returned by January 2010.
December Meeting Party w/Trophy Award Distribution: Doug sought the opinion of the membership to<br />
determine if there was a desire to continue the December meeting and party. There was unanimous approval.<br />
Yellow Cards: A fourth (4) yellow card equals a red card and requires a one (1) game sit out by the player or<br />
coach. This does not count as an addition red card.<br />
Only the appropriate <strong>Presidio</strong> Director or Assistant Director can approve or authorize a game reschedule.<br />
Poor field conditions at Granite Hills High School and Kimball Park were noted and discussed by Rick La Salle<br />
and Kathy Stanton. Motion made to allow <strong>Presidio</strong> <strong>Soccer</strong> <strong>League</strong> to inspect and recommend changes and/or<br />
closures of fields for field safety issues. 1 st Richard Henry, 2 nd Sally Grigoriev. Motion approved by<br />
unanimous consent.<br />
