1 Police Report:<br />

In additi<strong>on</strong> it was reported that the police have been involved in joint patrols with the dog<br />

warden in relati<strong>on</strong> to dog fouling. JM commented that with the dark nights the situati<strong>on</strong> was<br />

getting worse. BA said that he would speak to Peter MacLucky further.<br />

BA reported that a ‘Getting ready for winter’ initiative was underway. This was aimed at<br />

educating the public about ensuring that tyres were legal/inflated etc and that warm clothing etc<br />

was carried in the car. MP noted that winter tyres made a significant difference to tracti<strong>on</strong><br />

during the winter m<strong>on</strong>ths and asked if people were being advised about this. BA said it was not a<br />

legal requirement and that it was expensive.<br />

MM commented <strong>on</strong> the problem <str<strong>on</strong>g>of</str<strong>on</strong>g> Soroba Road parking near Mill Park. BA said that this was<br />

not prohibited.<br />

The police had recently <str<strong>on</strong>g>held</str<strong>on</strong>g> a public <str<strong>on</strong>g>meeting</str<strong>on</strong>g> to hear peoples c<strong>on</strong>cerns but this had been<br />

attended by <strong>on</strong>ly 4 people.<br />

2. <str<strong>on</strong>g>Minutes</str<strong>on</strong>g> <str<strong>on</strong>g>of</str<strong>on</strong>g> Last Meeting<br />

Accuracy: KM wished it to be noted that c<strong>on</strong>trary to the minutes (Item 3/2)no pennants had<br />

been ordered as there were plenty in stock. Otherwise the minutes were c<strong>on</strong>sidered to be an<br />

accurate representati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the last OCC <str<strong>on</strong>g>meeting</str<strong>on</strong>g>. Proposed by KW, Sec<strong>on</strong>ded by KM.<br />

Matters arising:<br />

1. As there was no report <strong>on</strong> the existence <str<strong>on</strong>g>of</str<strong>on</strong>g> a street sweeper SMacI asked that this be put <strong>on</strong><br />

the next agenda.<br />

3. Hydro<br />

DM had revised the letter to Maureen Liddell (<strong>on</strong>e <str<strong>on</strong>g>of</str<strong>on</strong>g> the owners <str<strong>on</strong>g>of</str<strong>on</strong>g> the Hydro) following the<br />

comments at the last OCC <str<strong>on</strong>g>meeting</str<strong>on</strong>g>. The resp<strong>on</strong>se from Maureen Liddell is attached to these<br />

minutes as is the e-mail reply from DM.<br />

BM ask why we would want to take <strong>on</strong> ownership <str<strong>on</strong>g>of</str<strong>on</strong>g> the Hydro as in his view the existing parks in<br />

<str<strong>on</strong>g>Oban</str<strong>on</strong>g> are not looked after properly. MP commented that existing ‘parks' such as Dungallan Park<br />

were open space used by people did not have to be gardens and park benches. DM commented<br />

that ‘gentrificati<strong>on</strong>’ was not the aim and that enhancement <str<strong>on</strong>g>of</str<strong>on</strong>g> the wild area to make it more<br />

accessible was more in line with his thinking.<br />

DM’s letters are more exploratory that committing: as part <str<strong>on</strong>g>of</str<strong>on</strong>g> the <str<strong>on</strong>g>Oban</str<strong>on</strong>g> <str<strong>on</strong>g>Community</str<strong>on</strong>g> Plan the<br />

OCC has taken <strong>on</strong> the ‘acti<strong>on</strong>’ <str<strong>on</strong>g>of</str<strong>on</strong>g> exploring the landownership and potential for community buy<br />

out. There is no existing community group at present with any plan to progress this. DM is<br />

currently awaiting a resp<strong>on</strong>se to his e-mail.<br />

4. Planning<br />

Main planning proposal <str<strong>on</strong>g>of</str<strong>on</strong>g> significance at the moment is Tesco Click and Collect which is in<br />

progress and involves various works and structures in the Tesco Car Park.<br />

5. CHORD<br />

The CHORD Board <str<strong>on</strong>g>meeting</str<strong>on</strong>g> is at 11.00 tomorrow (Tuesday 30 th October). DM handed out the<br />

papers relating to the <str<strong>on</strong>g>meeting</str<strong>on</strong>g>. The proposals relating to the Bay are currently c<strong>on</strong>fidential to<br />

the Board. The proposals outlined in the paper for approval at the Board Meeting relate to<br />

making the Stafford street triangle into a paved pedestrian area, altering the traffic flow in the<br />

Miller Road/Sinclair Drive area and making some adjustments to the layout <str<strong>on</strong>g>of</str<strong>on</strong>g> Argyll Square.<br />

6. Cruise Liners<br />

MM commented that there had been no further <str<strong>on</strong>g>meeting</str<strong>on</strong>g>s involving the OCC over the last<br />

m<strong>on</strong>th. Following the Yes vote for BIDS, BIDS development proposals have been produced. MM<br />

expressed c<strong>on</strong>cern these did not menti<strong>on</strong> any ideas in relati<strong>on</strong> to the Cruise Liner issue. She was<br />

also c<strong>on</strong>cerned that the OCC that had been closely involved in putting together ideas should be<br />

included in any discussi<strong>on</strong>s.<br />

<str<strong>on</strong>g>Council</str<strong>on</strong>g>lor Elaine Roberts<strong>on</strong> said that things were currently <strong>on</strong> hold pending the Launch <str<strong>on</strong>g>of</str<strong>on</strong>g> BIDS<br />

<strong>on</strong> Tuesday 6 th November at 5.30 at the Royal Hotel. MM was invited to this and will be<br />

attending.<br />

7. Bye Electi<strong>on</strong>s<br />

The deadline for nominati<strong>on</strong>s for the OCC is M<strong>on</strong>day 5 th November at 4.00pm.<br />

8. <str<strong>on</strong>g>Oban</str<strong>on</strong>g> <str<strong>on</strong>g>Community</str<strong>on</strong>g> Plan<br />

Laura MacD<strong>on</strong>ald circulated the penultimate draft <str<strong>on</strong>g>of</str<strong>on</strong>g> the <str<strong>on</strong>g>Community</str<strong>on</strong>g> Plan. This acti<strong>on</strong> strategy<br />

was agreed by the OCC.<br />

9. AOCB<br />

1. KM has received a request from the <str<strong>on</strong>g>Oban</str<strong>on</strong>g> Pipe Band for funding from <str<strong>on</strong>g>Oban</str<strong>on</strong>g> 200. However, the<br />

<str<strong>on</strong>g>Oban</str<strong>on</strong>g> 200 accounts have not yet been finalised and can therefore not be <str<strong>on</strong>g>of</str<strong>on</strong>g>ficially handed over to<br />

OCC for dispersal. There is about £2840 available. KM to organise a <str<strong>on</strong>g>meeting</str<strong>on</strong>g> <str<strong>on</strong>g>of</str<strong>on</strong>g> the committee<br />

to wind up the group and agree the arrangements for the outstanding balance.<br />

2. JM asked who should be c<strong>on</strong>tacted about streetlights being out and trees needing cut down.<br />

<str<strong>on</strong>g>Council</str<strong>on</strong>g>lor MacIntyre suggested that she c<strong>on</strong>tact the <str<strong>on</strong>g>Council</str<strong>on</strong>g> Offices <strong>on</strong> Albany Street and<br />

depending <strong>on</strong> resp<strong>on</strong>sibilities perhaps WHHA. It was also reported that the path from Mill Park<br />

to Lochavullin was becoming very overgrown.<br />

3. SMacI commented that toilets were needed at MacCaigs Tower.<br />

4. There was a lengthy discussi<strong>on</strong> <strong>on</strong> the Health Services provisi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> Renal Dialysis. This is<br />

currently not available in <str<strong>on</strong>g>Oban</str<strong>on</strong>g> with patients travelling to Fort William. The <str<strong>on</strong>g>Community</str<strong>on</strong>g> Health<br />

Partnership is in the process <str<strong>on</strong>g>of</str<strong>on</strong>g> producing a paper analysing the issues and the related costs. DM<br />

to invite Derek Leslie (Director <str<strong>on</strong>g>of</str<strong>on</strong>g> the <str<strong>on</strong>g>Community</str<strong>on</strong>g> Health Partnership) to talk to OCC at the next<br />

<str<strong>on</strong>g>meeting</str<strong>on</strong>g> about the results <str<strong>on</strong>g>of</str<strong>on</strong>g> the analysis as well as the general situati<strong>on</strong> relating to our hospital.<br />

5. Elena MacKinn<strong>on</strong> informed the OCC that the Winter Festival would take place between the<br />

16 th and 25 th November and there were 60 events scheduled.<br />

Thank you very much for your quick resp<strong>on</strong>se, which I will take back to the <str<strong>on</strong>g>Community</str<strong>on</strong>g> <str<strong>on</strong>g>Council</str<strong>on</strong>g>.<br />

The package <str<strong>on</strong>g>of</str<strong>on</strong>g> documents I took from the Register Office lists all the parcels <str<strong>on</strong>g>of</str<strong>on</strong>g> land which your<br />

father had disposed <str<strong>on</strong>g>of</str<strong>on</strong>g>, although it didn't include maps.<br />

My pers<strong>on</strong>al resp<strong>on</strong>se (and I am not a lawyer) to the points you raise would be:<br />

I appreciate your c<strong>on</strong>cern over the legal status <str<strong>on</strong>g>of</str<strong>on</strong>g> 'in perpetuity', and this would have to be<br />

established. Certainly if a <str<strong>on</strong>g>Community</str<strong>on</strong>g> Company were to take over the land <strong>on</strong> the basis that it<br />

was all Open Space, and then decide that some part <str<strong>on</strong>g>of</str<strong>on</strong>g> it was not essential to this, then there<br />

would have to be some clause to allow you at least a share <str<strong>on</strong>g>of</str<strong>on</strong>g> the gain; for example if a some<br />

land at the S end near the Water Tank was deemed to be surplus.<br />

I would certainly not be looking to 'gentrify' the area, whose wildness is part <str<strong>on</strong>g>of</str<strong>on</strong>g> its attracti<strong>on</strong>.<br />

Apart from improving access to the core <str<strong>on</strong>g>of</str<strong>on</strong>g> the site, the <strong>on</strong>ly improvements which had been<br />

suggested were some protecti<strong>on</strong> against the occasi<strong>on</strong>al, but serious, injuries when people fall <str<strong>on</strong>g>of</str<strong>on</strong>g>f<br />

the crags. Sadly. I feel the some protecti<strong>on</strong> to the remains <str<strong>on</strong>g>of</str<strong>on</strong>g> the hydro might be insisted up<strong>on</strong>.<br />

The <str<strong>on</strong>g>Community</str<strong>on</strong>g> Right to buy always requires the establishment <str<strong>on</strong>g>of</str<strong>on</strong>g> community support for the<br />

project, and the establishment <str<strong>on</strong>g>of</str<strong>on</strong>g> a an appropriate body with suitable expertise. <str<strong>on</strong>g>Oban</str<strong>on</strong>g> has, in<br />

Atlantis Leisure, <strong>on</strong>e <str<strong>on</strong>g>of</str<strong>on</strong>g> the first substantial <str<strong>on</strong>g>Community</str<strong>on</strong>g> Enterprises, and I am sure that we would<br />

be able to create an excellent <strong>on</strong>e for this purpose as well. If you have visited <str<strong>on</strong>g>Oban</str<strong>on</strong>g> recently, you<br />

will realise that it has grown significantly in recent years, and there is eagerness to create the<br />

future <str<strong>on</strong>g>Oban</str<strong>on</strong>g>, within which the Hydro will always be a central feature.<br />

We would be open to hearing from you with more detailed proposals for improving<br />

paths etc <strong>on</strong> any land in our ownership for the benefit <str<strong>on</strong>g>of</str<strong>on</strong>g> the local community.<br />

However I am sure you will also realise that any decisi<strong>on</strong> <strong>on</strong>e way or the other in<br />

terms <str<strong>on</strong>g>of</str<strong>on</strong>g> the actual sale <str<strong>on</strong>g>of</str<strong>on</strong>g> any land would require c<strong>on</strong>siderably more informati<strong>on</strong> and<br />

deliberati<strong>on</strong>.<br />

You say that a suitable community body might acquire the land 'with the express<br />

commitment to dedicate it in perpetuity as a public open space'. I have recent first<br />

hand experience in the Edinburgh area <str<strong>on</strong>g>of</str<strong>on</strong>g> seeing land which was green belt being<br />

rez<strong>on</strong>ed for housing and also land in the city centre which was designated for the<br />

comm<strong>on</strong> good and used as a park, supposedly in perpetuity, being suddenly redesignated<br />

and sold for development by the council to house-builders. I am therefore<br />

somewhat sceptical <str<strong>on</strong>g>of</str<strong>on</strong>g> the ability <str<strong>on</strong>g>of</str<strong>on</strong>g> any body to make such guarantees.<br />

As a child and when I still visit <str<strong>on</strong>g>Oban</str<strong>on</strong>g> I have always liked to enjoy the relatively wild<br />

nature <str<strong>on</strong>g>of</str<strong>on</strong>g> the Hydro area as a whole and I am sure that many residents also find that<br />

this is part <str<strong>on</strong>g>of</str<strong>on</strong>g> its appeal. It would be interesting to know what level <str<strong>on</strong>g>of</str<strong>on</strong>g> c<strong>on</strong>sultati<strong>on</strong> has<br />

been, or will be, undertaken with local people to ascertain their views <strong>on</strong> the<br />

proposed 'gentrificati<strong>on</strong>' <str<strong>on</strong>g>of</str<strong>on</strong>g> the Hydro?<br />
