During my first full year as President and Chief Executive 

Officer of Midwest Eye-Banks, I’ve been privileged to 

visit dozens of the communities we serve. It’s an honor to meet 

our supporters and friends in each community, to rekindle those 

meaningful relationships and to feel the energy that drives our 

mission from all points of the compass. 

And I haven’t been alone in my travels. Eye-Bank staff, Lions and 

other dedicated volunteers throughout New Jersey, Illinois and 

Michigan have taken to the highways on our behalf. In a way, it’s 

history repeating itself: Lions who served in Michigan during the 

1960s and ‘70s may recall the network of Lions Substations that 

created the Eye-Bank, providing safe transport for donated eye 

tissue at all hours of the day and night. Today, instead of carrying 

eye tissue, we carry a simple message: Join your state’s Organ 

Donor Registry. 

Our I Joined! program, which launched this summer, is an effort 

by the Illinois Eye-Bank, the Michigan Eye-Bank and the Lions 

Eye Bank of New Jersey to increase participation in state Donor 

Registries throughout our service area and beyond. During this 

inaugural year, Lions and Lioness Clubs are playing a leadership 

role by introducing I Joined! among their own membership. Joining 

the Donor Registry is another way to join Lions and others in our 

community in the effort to eradicate blinding eye conditions and 

save lives. Our goals include reaching out to many Lions Clubs in 

Illinois for the first time, as well as all Clubs in Michigan and New 

Jersey. We’ve developed an array of promotional materials and 

have launched www.IJoined.org, an online portal to each state’s 

Donor Registry. 

Through its community connections and longstanding Lions 

relationships, the Eye-Bank is poised to make a measurable 

difference in Donor Registry participation throughout its service 

areas. I feel strongly that eye, organ and tissue donation is 

something we can all stand ready to do for one another. To echo 

the words of one of our donor family members: If a doctor said 

you needed an organ to survive, you’d accept that organ. And if 

you’re willing to accept an organ, you should be willing to donate 

one. 

That’s one reason I joined the Donor Registry. I’ll bet you and your 

family have your own reasons, and I’d love to hear your stories. 

Supporting Donor Registry participation is just one of the ways 

we’re fulfilling our mission. As you will read in the pages to follow,

your charitable contributions have also enabled us to provide more 

substantial research support than ever before. With awards totaling 

nearly $200,000 this year alone, Our Eye and Vision Research 

Program has now awarded more than $2.5 million in grants 

funding scientific inquiry into the causes and cures of blinding eye 

conditions. This brings hope to people suffering from glaucoma, 

diabetic retinopathy, macular degeneration and a host of other 

conditions that can’t be cured through corneal transplantation. 

Each research proposal is scientifically evaluated by the members 

of our Research Review Committee, a panel of esteemed scientists 

working in the field of ophthalmology and vision research. They 

volunteer their time and expertise to make our research program a 

reality, and I’m grateful for their tremendous efforts. 

Just as we are responsible to the communities we serve, we’re 

also responsible to the environment in which we live. That’s why, 

beginning this year, we have undertaken a new “green” initiative 

to assess our organization’s environmental concerns, minimize our 

environmental impact and seize opportunities to make a positive 

difference. The initiative, led by President Emeritus Florence 

Johnston, will scrutinize our use of energy and other natural 

resources, including things like fuels, chemicals and paper products 

we consume in our daily work. All Eye-Bank sites will participate 

and, by this time next year, I’ll be able to report on our progress. 

All of this reflects continuing growth across the organization, yet 

it comes at a time when national and local economies are in crisis. 

In some ways, it may appear that the Eye-Bank is isolated from 

economic hardship, but that’s clearly not the case. My staff and 

I are keenly aware of the challenges we face in the months and 

years to come, as a result of this dangerous economic climate. 

Our service fees, employee benefits and operational costs require 

careful attention on an ongoing basis. We are aggressive in 

pursuing cost reduction measures and identifying new sources of 

revenue, all of which is designed to protect our mission and our 

communities’ investment in the excellent services we provide. 

Now, more than ever, we at the Eye-Bank treasure your support. 

Whether your involvement is expressed through financial 

contributions, volunteer participation or just committing to 

donation by joining your state’s Donor Registry, know that you are 

part of the fiber that will keep us strong and help to ensure our 

service to your community for years to come.

Three Midwest Eye-Banks divisions celebrated milestone 

anniversaries in 2007, beginning with the illinois Eye-Bank, 

Watson Gailey’s “Eye-55” event commemorating its 55 years 

of service. The celebration also honored the late Dr. John 

Randolph, a respected local cornea surgeon, with the launch of 

the John E. Randolph Memorial Fund. The fund will provide 

humanitarian aid to those who are in need of the Eye-Bank’s 

services, but who cannot afford to pay for cornea transplant 

procedures. 

a few weeks later, the illinois Eye-Bank in Chicago celebrated 

its 60 th anniversary, while the Michigan Eye-Bank turned 50. 

Both divisions hosted gatherings for local constituents and 

individuals who have been a part of their history. During the 

illinois Eye-Bank’s 60 th , longtime volunteer advisory Council 

member Jim Kinney received Midwest Eye-Banks’ Founder’s 

award, the highest award given by the organization, in 

recognition of Kinney’s years of support. 

The Michigan Eye-Bank’s 50 th , held november 14, 2007, 

featured 50 of the organization’s most influential people and 

groups from 1957 to the present, and unveiled commemorative 

pavers inscribed with those 50 names. The Michigan 

celebration was also the “changing of the guard” for Midwest 

Eye-Banks’ office of the President and CEO, as Kevin Ross 

assumed the role and Florence M. Johnston moved into her 

new capacity as President Emeritus. She continues as an 

advisor to the Eye-Bank on a variety of issues, including its 

new environmental stewardship initiative. 

During the 2007-08 fiscal year, Midwest Eye-Banks added 

10 staff positions, bringing the total to more than 60 

staff members across illinois, Michigan and new Jersey. 

These included new staff to handle a growing workload in 

laboratory, communications, community engagement, quality 

improvement and education functions. The amount of corneal 

tissue being prepared and distributed for new partial-thickness 

graft procedures, known as Descemet’s Stripping Endotheial 

Keratoplasty (DSEK), increased by 117 percent to keep up 

with sharply increasing demand among corneal surgeons. 

Preparation of tissue for DSEK is a relatively new service 

provided to surgeons by Midwest Eye-Banks, and it has 

required substantial capital investment as well as additional 

staff resources and training. at the close of the fiscal year on 

June 30, 2008, DSEK tissue accounted for 25 percent of total 

surgical tissue distributed by Midwest Eye-Banks.

Susan Bresler 

new face at Midwest Eye-Banks may be familiar to 

a those involved with the vision-impaired community in 

Michigan. Midwest Eye-Banks welcomed Susan Bresler as its 

new Fund Development Director in July. 

“as the new Fund Development Director, i am responsible 

for generating a stable source of revenue to support current 

and future programs that enhance Midwest Eye-Banks’ ability 

to carry out its mission – the restoration of sight,” Bresler 

explains. 

Bresler comes to Midwest Eye-Banks from Seedlings Braille 

Books for Children, an organization that promotes Braille 

literacy for blind children, where she spent nine years as the 

Community Outreach and Fundraising Director. Prior to that, 

she was a substance abuse therapist. She has spent her career 

working for non-profit organizations. 

“it’s very important to me that i feel passionate about the 

mission of our organization,” she says. “Helping provide the 

second chance for sight gives purpose to my work.” 

Bresler left Seedlings in search of a new challenge, and she 

found it at Midwest Eye-Banks. 

“The Fund Development Director position was a natural 

progression from my previous position,” she says. although 

Midwest Eye-Banks’ larger size presents different challenges, 

Bresler says she is pleased to continue serving the needs of the 

vision-impaired. 

Bresler is available to review all charitable giving options 

with you and/or your organization. Planned giving, bequests, 

underwriting and corporate sponsorship are means by which 

anyone can provide substantial support. The lions Eye Bank of 

new Jersey, for example, is the recent recipient of a bequest set 

up by new Jersey resident nelson C. Doland, Jr., who died on 

nov. 24, 2007 at the age of 87.

“Mr. Doland’s commitment to serving the blind and visually 

impaired is evident through his 25 year involvement with 

his local lions Club,” says Bresler. “His bequest to the 

lions Eye Bank of new Jersey honors that commitment, 

and his belief in helping make a difference to those with 

visual impairments.” 

Doland’s estate has provided $120,000 to the lions Eye- 

Bank of new Jersey. an additional contribution installment 

is expected during the current fiscal year. The bequest was 

given in memory of Doland, his wife, Jayne S. Doland and 

his parents, nelson C. Doland, Sr. and Ethel S. Doland. 

Bresler notes that, although Doland’s gift was larger than 

most people are able to consider, anyone can include the 

Eye-Bank in their estate and financial planning. “Even 

a small gift can have a great impact over time,” she says. 

“By including a bequest in an estate plan, you have the 

opportunity to make a difference for the future.” 

Bresler also notes that Midwest Eye-Banks raises some 

funds through individuals’ participation in special events, 

such as the upcoming Gift of Sight Gala in Chicago on May 

15, 2009 and the lions Eye Bank of new Jersey’s visionary 

awards Dinner on June 4, 2009. Corporate sponsorship and 

underwriting for these events are also accepted. 

“We depend on silent auction and raffle donations from 

businesses and individuals, as well as support through 

attendance, in order to raise funds to support our mission,” 

Bresler says. 

Past silent auction item donations have included everything 

from tickets to sporting events to gift certificates to vacation 

packages to medical procedures, such as laSiK.

More than two million people in our service 

areas throughout illinois, Michigan and 

new Jersey directly received information 

about the gifts of eye, organ and tissue 

donation during Fiscal Year 2007-08. 

One of Midwest Eye-Banks’ greatest achievements 

from the past year is the development of I Joined!, 

a grass roots initiative to get the word out about 

the importance of joining your state’s Organ 

Donor Registry. The program’s key messages: 

Donors have the power to save or enhance 

dozens of lives by offering their organs and 

tissues to others upon their death. Signing up 

on the Donor Registry is easy, takes only a 

moment and will ensure that your wishes are 

carried out upon your death. 

I Joined! was created when the

organizations to offer their own 

resources to promote organ 

donation. Midwest Eye-Banks 

CEO Kevin Ross was inspired by 

the history of the Eye-Bank, and met the 

challenge head-on. 

“Kevin’s bold offer… was to do all that he could 

to engage the lions in promoting the Organ Donor 

Registry,” says lisa langley, Midwest Eye-Banks 

Community Engagement Manager. 

I Joined! revolves around the concept of training 

presenters – mainly lions Club members, in 

the program’s initial stage – to go out into their 

communities and put on educational presentations 

about joining the Donor Registry. at the heart of the 

presentation is a short video featuring donor families, 

who candidly explain why giving the gifts of life, sight 

and mobility to others was the most positive thing they 

could do after suffering the loss of their loved ones. 

By telling their stories, donor families help dispel 

common misconceptions about donation while 

inspiring viewers with the joy experienced in helping 

others. after the presentation, attendees are given the 

information necessary to actually sign up on their 

state’s Donor Registry. although new Jersey 

residents still have to head to a local Motor vehicle 

Commission (MvC) office to sign up, illinois and 

Michigan residents can join their state registries 

online, and some will even have the opportunity 

to join during I Joined! presentations. it’s this 

action step that takes I Joined! a step beyond other 

community engagement programs.

The program was launched publicly in July, 2008, 

and aims to reach more than 700 audiences within 

the Eye-Bank’s service areas by the end of 2009. 

although I Joined! was an important part of Midwest 

Eye-Banks’ community outreach activities, it was just 

one part of a much larger calendar of events. 

another important part of community engagement is 

promoting eye health – something the lions Eye Bank 

of new Jersey has teamed with Rutgers University to 

accomplish. The Eye Bank is a participant in the school’s 

annual RU Healthy Fair, held in the fall. at the fair, Eye 

Bank staff members use a game called “Eye Win!” to 

teach attendees basic ways to keep their eyes healthy. 

Community engagement staff at the illinois Eye-Bank 

and the illinois Eye-Bank, Watson Gailey took time to 

recognize the tremendous gift given by donor families by 

taking part in the Donor Family Tribute Ceremony 

held in September 2007 at Peoria’s Wildlife Prairie 

Park. about 1,000 people attended the annual 

event, sponsored by the illinois Eye-Bank, Gift of 

Hope Organ & Tissue Donor network and the 

Heartland lions Eye Bank. 

and, as always, Midwest Eye-Banks continued 

its longstanding relationships with local lions 

Clubs. Throughout the last year, lions 

Clubs invited the Eye-Bank to be a part of 

community events, such as health fairs and 

community fairs, in an effort to help increase 

public knowledge and awareness about the 

Eye-Bank and its mission. lions Clubs were 

also invited to tour Eye-Bank facilities to 

enhance their regular meetings. 

This year, Michigan lions provided tremendous 

support to Michigan’s annual Buddy Day, an 

event put on by Secretary of State Terri lynn 

land and branch offices across the state. On 

Buddy Day, volunteers working on behalf 

of the Eye-Bank and other organizations set 

up information tables at Secretary of State 

branch offices, telling their own stories and 

reminding those who come in to the branch 

about the importance of joining the Michigan 

Organ Donor Registry. lion volunteers, who 

teamed with Michigan Eye-Bank ambassadors 

and Gift of life Michigan volunteers, helped to 

set a new Buddy Day record – for the first time, 

every branch office in the state was able to have at 

least one Buddy.

research grants offer a 

vision of the future 

Dr. Tom Glaser, of the University of 

Michigan Medical School, received 

one of 12 Research Grant Awards 

from Midwest Eye-Banks in 2008. 

in keeping with its mission to restore 

sight by any means possible, Midwest 

Eye-Banks offered eye and vision 

researchers a landmark $197,400 in 2008 

for the 2008-09 fiscal year. This funding, 

which represents a high point in research 

grant funding, provided seed money to a 

dozen promising research projects, and 

also included five stipends awarded to 

university students in new Jersey, illinois 

and Michigan. 

The Eye-Bank supports eye and vision 

research to offer help and hope for 

those whose blindness can’t be reversed 

through corneal transplantation. Grant recipients are selected after 

careful project review by Midwest Eye-Banks’ prestigious Research 

Review Committee, comprised of volunteer members of the medical 

and academic community, many of whom have previously served on

donate their time and expertise to review each proposal in detail, 

ensuring that any Eye-Bank funding will be used appropriately and 

that the proposals carry sufficient scientific merit. 

“i think the committee members work together quite harmoniously,” 

says Dr. Peter Ward, who has been an active participant in the Research 

Review Committee since its inception in 1980. “Each grant gets at least 

two reviewers, then it’s discussed at the (annual) meeting.” 

according to Ward, the board is usually in consensus about who 

should receive grant funding. “it’s rare that there is a minority 

opinion,” he says. 

When reviewing grant applications, committee members look for 

research projects that are both feasible and original. They also take the 

researchers’ background and experience into account, ensuring that 

the researcher has both the technical ability and access to appropriate 

resources to carry out the proposed project. above all, they look for 

the projects that have the best chance of gaining niH funding and 

contributing to the restoration of sight. 

Because the Eye-Bank’s grants are significantly smaller than niH 

grants, the Research Review Committee doesn’t expect the same 


amount of preliminary data necessary to qualify for an niH grant. 

in fact, in many cases, Midwest Eye-Banks’ grants help fund research 

aimed at gathering data for niH grants. 

“The expectation of the review committee is that a significant number 

(of researchers) will use their grants to gather data for niH grants,” 

says Ward. “Sometimes this is the only way to fund the cost of doing 

preliminary studies.” 

Grant recipient Dr. Tom Glaser, who works at University of Michigan 

Medical School, echoes Ward’s sentiment. “Grant money is hard to 

come by these days, particularly in the early stages,” he says. 

Glaser’s research, which received Eye-Bank Grant Funding in 

2008, is an effort to identify a gene that can cause Microphthalmiaanophthalmia-Coloboma 

(MaC) disorders, which result in the eye 

being small (Microphthalmia), missing (anophthalmia) or clefted 

(Coloboma). 

Glaser and his colleague, Dr. Christine nelson, have identified a 

family that seems to have a genetic 

predisposition to MaC disorders. 

Two children in the family – secondcousins 

– are affected, and twelve 

family members have been identified 

as carriers. Complicating their search for a cause is the fact that some 

people seem to have the mutated gene, but don’t have any outward 

expression of it. 

new technology allows Glaser and 

his team to examine 6,000 Dna 

markers from all 12 carriers of the 

mutated gene on a single slide. From 

these markers, they’ve narrowed their 

focus to 40 genes. 

as his research progresses, Glaser 

plans to test other patients from 

different families. 

Once the gene is identified, Glaser and his staff can attempt to figure 

out why the gene mutation affects some people, but not others. Glaser 

believes it may be a combination of genetics and some external factor, 

such as the environment, or the gene itself could be a receptor for a 

vitamin that aids in eye development. The gene’s expression and the 

severity of the condition could also be dependent upon which parent 

passes along the mutated gene. continued on page 5

The research funded by his grant from Midwest Eye-Banks has 

allowed Glaser to gather enough data to apply for an niH grant. Based 

on the score given to his application –“Genetic Basis of Congenital 

anophthalmia” – he expects to be approved for funding when the 

national Eye institute meets in January to set its budget for the next 

year. if approved, funding from the niH would start in april.

Midwest Eye-Banks has awarded $2.5 million in seed money grants since

STATEMENT oF FuNCTioNAL EXPENSES 

AND REVENuES 

Direct expenses are allocated between two major categories, 

which are reported on a functional basis: program services (clinical 

programs, public and professional education programs and research 

programs) and support services (administration and fundraising). 

indirect expenses are allocated among the various programs 

and support services. Certain indirect expenses are allocated 

among all five (5) areas, such as depreciation of equipment, 

salaries of corporate staff and liability insurance. 

Clinical Programs: includes the cost of tissue recovery; 

medical supplies; tissue shipment to Midwest Eye-Banks labs, 

surgeons and researchers; serological testing; tissue evaluation, 

preservation and storage; surgery scheduling; placement of tissue; 

salaries of technical staff. 

Education Programs: includes the cost of developing and 

printing educational materials such as brochures, donor cards, 

audio-visual materials for hospital in-services, public speaking 

engagements and a variety of other outreach programs, as well 

as salaries for the education staff. 

Research Programs: includes the cost of the Research Grant 

Program and costs related to recovery and distribution of research 

and training tissue, the cost of subsidizing research and training 

tissue to researchers and ophthalmology residents and an 

appropriate allocation of technical and support salaries. 

Administration: includes the cost of rent, utilities, information 

services, financial audits, personnel, accounting and the salaries of 

administrative and clerical support staff. 

Fundraising: includes salaries of development office staff and 

the expenses related to solicitation of contributions, as well as 

an appropriate allocation of overhead. 

Tissue Distribution: includes reimbursement received from 

hospitals and surgical centers.

lost a longtime friend 

this year when former 

Board member Granville 

Berry Cutler died 

from complications of 

pancreatic cancer on 

april 13. He was 88 

years old. 

“He was probably the 

epitome of what a lion 

is supposed to be,” says 

former Midwest Eye- 

Banks Board member 

Dennis Cobler, O.D., 

PiD, who knew Cutler through their involvement with the lions 

of Michigan’s District 11C-1. 

Cobler first met Cutler in 1984, when he was the District 

Governor. Cobler recalls that Cutler would come to the meetings 

in a safari hat. 

“He was hunting a few good lions,” Cobler explains. 

Cutler joined the lions Club as a young man, shortly before he 

joined the US army, which took him overseas to fight in World 

War ii. When he returned home, he resumed his duties with the 

lions. Throughout the years, Cutler held a variety of offices at 

his local club – the Plainwell lions – as well as state and district 

offices. He was the recipient of the international President’s 

leadership Medal, len Butler awards and the S.a. Dodge 

Distinguished Service award – lower Peninsula. The lions 

Club international Foundation recognized him as a Melvin Jones 

Fellow and posthumously awarded him the Ken lautzenhizer 

Fellowship. 

it was through the lions Club that Cutler became involved with 

Midwest Eye-Banks. 

“He was here for so long that i wouldn’t be a bit surprised if he 

was one of the first lions to step forward (when the lions of 

Michigan joined with Dr. John Henderson to create the Michigan 

Eye-Bank in 1957),” says Cobler. 

Cutler served on Midwest Eye-Banks’ Board of Directors from 

1995 to 2001. For the Michigan Eye-Bank’s 50 th anniversary, he 

was recognized as one of the 50 most influential individuals in 

the organization’s history with a commemorative paving stone 

bearing his name. The 50 paving stones will be placed at the 

entrance to the Eye-Bank in the near future. 

“He was really a very nice, positive, steady force on the board,” 

says Florence Johnston, President Emeritus and former President 

and CEO of Midwest Eye-Banks. 

Cutler, who spent more than 40 years as a music and social studies 

teacher, was able to combine his musical background with his 

lions Club service through his involvement with the Boards of 

the lions’ all-State Band. 

He was also a longtime member the american legion and the 

veterans of Foreign Wars, as well as the Three Oaks Masonic 

lodge #239 F&aM. 

Cutler is survived by his wife of 62 years, Betty Cutler of 

Heritage Oak Community-Kalamazoo; their daughter, Dr. Mary 

l. Cutler, a theatre arts professor at the University of north 

Dakota; his sister, Ellen May (nathan) Cutler; their daughter, 

natha ann (Martin) Olds; plus nieces, nephews and their 

children.

its Dr. John E. Randolph Memorial Fund during 

the organization’s 55 th anniversary celebration in

Dr. Randolph, a Bloomington corneal surgeon,
