HOLIDAY SAFETY TIPS<br />

This holiday season, don‘t let the spirit <strong>of</strong><br />

giving lull you into giving burglars, muggers,<br />

and pickpockets a better chance to<br />

do their dirty work. Crooks love the holidays<br />

as much as everyone else, but<br />

mainly because it’s an opportune time for<br />

crime.<br />

Homes jam-packed with glittering gifts.<br />

Stores, malls and downtown streets<br />

teeming with unsuspecting shoppers.<br />

People rushing around, stressed out and<br />

careless, looking for last-minute gifts,<br />

trying to get everything done. It’s enough<br />

to make a crook giddy with holiday joy.<br />

Here are some tips on how to celebrate<br />

safely this holiday season:<br />

IF YOU’RE TRAVELING<br />

♦ Get an automatic timer for your lights.<br />

♦ Ask a neighbor to watch your home,<br />

shovel snow, and park in the driveway<br />

from time to time.<br />

♦ Don’t forget to have mail and newspaper<br />

delivery stopped. If it piles up, it’s<br />

a sure sign you’re gone.<br />

WORK CONTINUES ON UPDATE OF<br />

2000 COMPREHENSIVE PLAN;<br />

PUBLIC MEETING SCHEDULED<br />

A Comprehensive Plan is a document that outlines community goals and aspirations in terms <strong>of</strong> a community’s<br />

development by guiding public policy regarding transportation, utilities, land use, recreation, and<br />

housing.<br />

<strong>The</strong> update <strong>of</strong> the City <strong>of</strong> <strong>Waterville</strong>’s 2000 Comprehensive Plan is an effort that began in 2009 with the<br />

formation <strong>of</strong> a 12-member Steering Committee. Due to budget constraints, the hiring <strong>of</strong> a consultant to<br />

assist with this process was postponed until this year. A team composed <strong>of</strong> the Mannik & Smith Group, Inc.<br />

<strong>of</strong> Maumee and Reveille <strong>of</strong> Bowling Green are now actively working on the update. This process is expected<br />

to take until mid -2012. <strong>The</strong> first in a series <strong>of</strong> Public Meetings to receive citizen input is scheduled for<br />

Tuesday December 13, 2011 beginning at 7:00 PM in the Conrad Park Recreation Building, 808 Michigan<br />

Ave. Please help us to plan <strong>Waterville</strong>’s future by attending this meeting. And watch the website for future<br />

meeting dates, as they are scheduled.<br />

♦ Turn on lights and a radio or TV so it<br />

looks like someone’s home.<br />

♦ Be extra cautious about locking doors<br />

and windows when you leave, even if<br />

it’s just for a few minutes.<br />

♦ Don’t display gifts where they can be<br />

seen from outside.<br />

♦ Stay alert and be aware<br />

<strong>of</strong> what’s going on around you.<br />

♦ Park in a well-lighted space, and be<br />

sure to lock the car, close the windows<br />

and hide shopping bags and<br />

gifts in the trunk.<br />

♦ Avoid carrying large amounts <strong>of</strong> cash;<br />

pay with a check or credit card whenever<br />

possible.<br />

Don’t overburden yourself<br />

with packages. Be extra careful with<br />

purses and wallets. Carry a purse<br />

coat or front pants pocket.<br />

♦ Shopping with kids? Teach them to go<br />

to a store clerk or security guard if you<br />

get separated.<br />

WATERVILLE’S SNOW EMERGENCY PARKING BAN<br />

In order for the streets to be cleared,<br />

it is necessary to ban parking on<br />

streets during a “snow emergency”.<br />

A snow emergency exists when<br />

snow reaches an accumulation <strong>of</strong> 4”<br />

(four inches) or more.<br />

“From the inception <strong>of</strong> a snow emergency<br />

until 24 hours thereafter, or<br />

until such time as the snow has been<br />

removed, if such time is sooner, no<br />

owner <strong>of</strong> any vehicle shall be permitted<br />

to park or stand on any municipal<br />

street.” (Section 351.15)<br />

Vehicles may be parked for a period <strong>of</strong><br />

not longer than 15 minutes from the<br />

actual loading or unloading <strong>of</strong> passengers<br />

or property if snow removal equipment<br />

is not being operated on such<br />

street and no other ordinance restricting<br />

parking is violated.<br />

Whenever such an emergency exists,<br />

the Municipal Administrator shall make<br />

a reasonable attempt to announce the<br />

emergency by informing at least two<br />

radio and/or T.V. stations with a normal<br />

operating range covering the community.<br />

However, owners and operators <strong>of</strong><br />

motor vehicles are responsible for<br />

assessing existing weather conditions<br />

and the depth <strong>of</strong> snowfall and should<br />

comply with the parking restrictions.<br />

“No person shall cause or permit<br />

snow to be moved, placed, or stored<br />

over or on any portion <strong>of</strong> the paved<br />

right-<strong>of</strong>-way <strong>of</strong> any street from any<br />

location on private property.”<br />

3 LEVELS FOR ROAD EMERGENCY IN LUCAS COUNTY<br />

With the winter season upon us we<br />

would like to provide you, once again,<br />

with the definitions <strong>of</strong> the 3 snow levels<br />

that the news media will be using.<br />

LEVEL I Roadways are hazardous<br />

with blowing and drifting snow. Roads<br />

are also icy. Drive very cautiously.<br />

LEVEL II Roadways are hazardous<br />

with blowing and drifting snow. Only<br />

those who feel it is necessary to drive<br />

Contact your employer to see if you<br />

should report to work.<br />

LEVEL III All roadways are closed<br />

to non-emergency personnel. No one<br />

should be out during these conditions<br />

travel. All employees should contact<br />

their employer to see if they should<br />

report to work.<br />

As we all know, the weather in our area is very unpredictable.<br />

We feel it is important to provide you with the following tips to<br />

review before getting caught in any unexpected winter weather<br />

situations.<br />

Avoid Overexertion & Exposure<br />

Exertion from attempting to push your car, shoveling heavy<br />

drifts, and performing other difficult chores during the strong<br />

winds and bitter cold <strong>of</strong> a blizzard may cause a heart attack<br />

even for people who are in good physical condition.<br />

Stay Inside Your Vehicle<br />

Do not attempt to walk out <strong>of</strong> a blizzard. Disorientation comes<br />

quickly in blowing and drifting snow. Being lost in the open<br />

country in a blizzard is almost always certain death. You are<br />

more likely to be found in your vehicle.<br />

Those traveling on the roadways may<br />

subject themselves to arrest. If extreme<br />

conditions exist (such as high winds<br />

with extreme wind chill factor) a Level III<br />

*Red Alert may be issued.<br />

we ask that residents remove their<br />

cars from the streets prior to the<br />

storm. This will allow our crews to<br />

begin clearing the roads as quickly<br />

and thoroughly as possible.<br />

AFTER the snowfall begins<br />

to move your vehicle.<br />

With the winter season<br />

upon us, high winds<br />

and ice storms can<br />

cause fallen tree<br />

branches. If you have<br />

limbs down from trees<br />

please place them in<br />

the City right-<strong>of</strong>-way<br />

and our Public Works<br />

Dept. will work as<br />

quickly as possible to<br />

remove them. Thank You!<br />

Carbon Monoxide and Oxygen Starvation Run the engine<br />

and heater sparingly, and only use the downwind window for<br />

ventilation. Freezing wet snow and wind driven snow can<br />

completely seal a vehicle, make sure you have access to fresh<br />

air at all times.<br />

Exercise by clapping hands and moving arms and legs<br />

vigorously from time to time to keep your body warm.<br />

Turn on Your Dome Lights at Night to make sure your<br />

vehicle is visible. Do not permit all occupants to sleep at one<br />

time and keep good watch.


“Project ChildSafe”<br />

Free Firearm Safety Kit<br />

<strong>The</strong> <strong>Waterville</strong> City Police Department through a<br />

partnership with Project ChildSafe, the nationwide<br />

firearms safety education program will provide to local<br />

residents firearm safety kits. <strong>The</strong> free firearm safety kits,<br />

which include a gun lock, will be available at the:<br />

<strong>Waterville</strong> City Police Department 25 N. Second Street.<br />

We encourage residents to pick up a Project ChildSafe safety kit so that they can<br />

securely store their firearm. Each kit contains a safety curriculum and a cable-style<br />

gunlock. <strong>The</strong> locks fit most types <strong>of</strong> handguns, rifles and shotguns. <strong>The</strong> goal is to prevent<br />

a child or any other unauthorized person from accessing a firearm in your home.<br />

By partnering with Project ChildSafe, the <strong>Waterville</strong> City Police Department is<br />

participating in a growing national effort to promote firearms safety education to all gun<br />

owners.<br />

Project ChildSafe is an important step forward in helping ensure that all firearm<br />

owners fully understand their responsibilities with respect to the safe handling and<br />

storage <strong>of</strong> firearms.<br />

three times the normal distance to<br />

reach a full stop and avoid skidding.<br />

you should be three times as far.<br />

And you must begin braking three<br />

times as far away from the stoplight<br />

or corner where you turn.<br />

� In heavy snow, keep your lights<br />

on.<br />

headlights and taillights<br />

before driving. Stop and clean<br />

your windshield and lights if necessary.<br />

� Keep your vehicle in top mechanical<br />

winter driving strategy is to<br />

stay home.

adopting a fire hydrant this winter.<br />

When adopting a fire hydrants you would<br />

keep it clear <strong>of</strong> snow and ice; clean an area<br />

approximately 4 foot around the fireplug.<br />

This will help the fire department locate<br />

the hydrants in case <strong>of</strong> a fire.<br />

Did you know in 2010 a structure fire<br />

occurred in the United States every 24<br />

With the cost <strong>of</strong> heating a house on the rise,<br />

many people are looking at alternative<br />

sources for heat this winter. Be sure that any<br />

alternative heating source that you are considering<br />

is properly installed and follows all<br />

manufacturers’ safety procedures before<br />

operating the appliance.<br />

Whether you use your fireplace regularly<br />

each year or not, you should have it cleaned<br />

and inspected. You should avoid using coal,<br />

charcoal, trash or paper wrappings in your<br />

fireplace. <strong>The</strong>se items burn extremely hot<br />

and can cause chimney fires. Here are just<br />

a few safety tips to keep in mind this heating<br />

season.<br />

not be used as a heating source. This is<br />

due to the danger <strong>of</strong> Carbon Monoxide<br />

that could build up in your home. Carbon<br />

Monoxide is an odorless, colorless<br />

gas that can be fatal when breathed.<br />

� Kerosene heaters should be placed on<br />

level, hard and non-flammable surfaces.<br />

Store kerosene fuel in containers intended<br />

and marked as such. Never use<br />

gasoline in a kerosene heater. Even small<br />

amounts <strong>of</strong> gasoline can cause a fire<br />

when accidentally mixed with kerosene.<br />

Always refuel the heater outside and only<br />

after it has cooled.<br />

Certain ice control techniques can be<br />

very harmful to concrete. Rock salt and<br />

fertilizers (commonly referred to as<br />

de-icers that contain calcium) will deteriorate<br />

sidewalks. <strong>The</strong>se substances will pit<br />

the concrete surface. <strong>The</strong> abrasive effect<br />

combined with the chemical reaction will<br />

have an extremely corrosive impact.<br />

generator in your home or attached<br />

garage. It should be operated in a wellventilated<br />

area and protected from the<br />

elements. It should only be refueled outside<br />

and after it has cooled down.<br />

All taxpayers will receive a pressure seal envelope containing a personal URL address and instructions for accessing your<br />

forms online. You may use this URL address to access and fill out your 2011 tax return, check 2011 estimated payments and/or credits,<br />

This is a notice for all landlords who own rental property within the <strong>Waterville</strong> city limits, and for <strong>Waterville</strong> tenants<br />

who rent from a landlord.<br />

LANDLORDS:<br />

As stated in the City <strong>of</strong> <strong>Waterville</strong> Ordinance #34-11, landlords <strong>of</strong> rental property located within the city limits have<br />

three responsibilities:<br />

1. You are required to report net pr<strong>of</strong>its from rental activity located within the city. This can be done by filling a return<br />

that includes your federal Schedule E or other appropriate schedule<br />

2. Effective January 1, 2012, Landlords are required to provide the Tax Commissioner a report showing the names,<br />

addresses (including suite letters / numbers if applicable), telephone numbers and if known, the place <strong>of</strong> employment<br />

for each resident or business that occupies each rental property.<br />

3. Landlords are also required to provide the Tax Commissioner with a list <strong>of</strong> any move-ins or move-outs within 30<br />

days <strong>of</strong> said move.<br />

TENANTS:<br />

As stated in the City <strong>of</strong> <strong>Waterville</strong> ordinance, any person who rents property located within the city <strong>of</strong> <strong>Waterville</strong> is required<br />

to pay income tax to the city and to file an annual income tax return. <strong>The</strong> <strong>Waterville</strong> income tax rate is 2%. However,<br />

if you work within another taxing municipality, we do allow for a credit <strong>of</strong> not more than 1.5% for tax paid to another<br />

municipality.


OFFICIAL WATERVILLE V2C FLAG DESIGN CONTEST RULES<br />

Purpose <strong>of</strong> Flag Contest:<br />

-- <strong>Waterville</strong> has grown from a village to a city, effective 2011. <strong>The</strong> design <strong>of</strong> the new city flag should reflect the City <strong>of</strong><br />

<strong>Waterville</strong>: yesterday-today-tomorrow.<br />

Eligibility<br />

--Contest is open to legal children grades Kindergarten - grade 12<br />

Flag Design Submission<br />

--Provide flag design in color on 8.5 x 11 (letter size) paper in landscape layout on the front side <strong>of</strong> the sheet. Place your<br />

name, address, phone number and email address on the reverse side <strong>of</strong> sheet.<br />

--Include a second 8.5 x 11 (letter size) page with a rationale for the design using 200 words or less, on the front side <strong>of</strong><br />

the sheet. DO NOT staple or paperclip to the flag design sheet. Place your name, address and phone number on the reverse<br />

side.<br />

--Suggestions:<br />

� Keep design simple (i.e. limiting colors to two or three) Cost <strong>of</strong> manufacturing the flag will be considered in judges<br />

decision.<br />

� Use meaningful symbolism. <strong>The</strong> flag’s image( s), color or patterns should relate to what it symbolizes and the history<br />

<strong>of</strong> <strong>Waterville</strong>.<br />

� All elements <strong>of</strong> the flag design must be original and created by the entrant. No “stock”, “clip art” or royalty free art or<br />

copyrighted elements can be used.<br />

� All submitted designs become the property <strong>of</strong> the <strong>Waterville</strong> V2C committee to fit flag manufacturing requirements.<br />

� By submitting a design the entrant agrees to be bound by the contest rules.<br />

� Mail entries in a 9 x 12” envelope to V2C contest, c/o <strong>Waterville</strong> Area Chamber <strong>of</strong> Commerce, PO Box 74, <strong>Waterville</strong>,<br />

OH 43566-0074. All entries must be postmarked by February 1, 2012 and received by February 5, 2012. Entries that<br />

do not follow submission requirements and any lost, late or unreadable entries will not be accepted into the contest.<br />

Judging<br />

--Judges will be named by the <strong>Waterville</strong> V2C Committee<br />

--If no suitable entry is submitted, the existing <strong>Waterville</strong> flag design may be modified at the discretion <strong>of</strong> the V2C Committee<br />

and the City <strong>of</strong> <strong>Waterville</strong><br />

--<strong>The</strong> decision <strong>of</strong> the judges is final and will be announced in the first quarter <strong>of</strong> 2012 via various media outlets. To receive<br />

a copy <strong>of</strong> the decision, send a #10 self-addressed stamped envelope to V2C Flag Design Results c/o <strong>Waterville</strong> Area<br />
