DEB clarifies
CE requirements
for dentists

The Dentistry Examining Board has
released a fact sheet answering common
questions about the new continuing education
requirement for dentists.
The document clarifies that 30 hours
of CE must be completed every two-year
licensure renewal period
(the current cycle runs
Oct. 1, 2007 through
Sept. 30, 2009). Twentyfive
of these hours must
be related to the clinical
(not necessarily “hands
on”) practice of dentistry
or medicine; the remaining
five can be any course
related to dentistry or
medicine (e.g., practice
management, personal/patient relations).
Up to four hours of teaching can be
counted every period.
Dentists must keep certificates of course
attendance for no less than six years after
each licensure renewal period.
The Department of Regulation and
Licensing is authorized to conduct random
audits of licensed dentists to review compliance.
Failure to comply can result in
the dentist’s license not being renewed.
What qualifies for CE?
Any courses sponsored or recognized
by a local, state, regional, national or
international dental or medical professional
organization qualify under this new
requirement. College-level courses offered
by accredited post-secondary institutions,
including dental schools, technical colleges,
four-year colleges and universities,
also qualify.
CE offered by study clubs, dental suppliers
and dental labs qualify if sponsored
or recognized by the American Dental
Association Continuing Education

Nearly 2,000 dentists, dental staff, students
and industry representatives from
several states returned to the Midwest
Airlines Center in downtown Milwaukee
May 1 – 2 for the Wisconsin Dental
Association’s 138th Jewel of the Great
Lakes Wisconsin Dental Meeting.
Participants chose from 30 different
continuing education programs, many
of which focused on patient care and
comfort using state-of-the-art clinical
approaches and dental technology.
Courses such as “New Approaches
to Diagnostic & Periodontal Therapies”,
“Piper Comprehensive TMJ Science” and
“An Update on Bisphosphonate-Related
Osteonecrosis of the Jaw” explored critical
links between oral health and various nonoral
health conditions.
This year’s Jewel of the Great Lakes
had courses addressing the special dental
health needs of all patients from the
youngest pediatric patients to baby boomers
to senior adults. Dentists identify risk
factors, examine patients, diagnose dental
disease, deliver critical treatment and provide
ongoing, preventive oral health education
and care to significantly reduce the
long-term costs and pain associated with

undiagnosed decay.
In addition to nationally-known speakers
and hands-on clinical instruction, Jewel
attendees explored a sold-out exhibit hall
of 142 booths featuring 109 companies
displaying the latest in oral health care
products and services for use in dental
offices and by consumers practicing good
daily oral hygiene at home.
The exhibit hall also was the place
where attendees got the chance to win one
of two Nintendo Wii gaming packages that
included a game console, sports accessory
package and Guitar Hero. Congratulations
to winners Dr. James Nelson from Rio, Wis.
and Sally Goggins from Pewaukee, Wis.
Anyone who has ever been involved
in planning an event of this level knows
it doesn’t happen overnight. It takes several
months of planning and hundreds of
volunteer hours to make it happen. Added
to that are corporate sponsorship that are
needed to bring in quality speakers and
have the added extras to make the meeting
enjoyable.
With that in mind, please help thank
the many volunteers who made the Jewel
of the Great Lakes possible this year.

Foreign-trained, specialty licenses top DEB agenda

The Dentistry Examining Board met
in May to review foreign-trained dentist
licensure and the definitions of dentistry
and specialty licensure. It also answered
frequently asked questions about the new
continuing education requirement for dentists
(see page 1 or WDA.org for details).
Foreign-trained licensure
The DEB is proposing to license foreign-trained
dentists who meet all of the
following criteria:
(1) Apply using a board-approved
form.
(2) Submit a fee authorized by the
Dental Practice Act.
(3) Provide evidence of successful
completion of an examination on the
Wisconsin Dental Practice Act and relevant
administrative code sections.
(4) Provide satisfactory evidence of
successful completion of a post-graduate
residency program in general dentistry
accredited by the Commission on Dental
Accreditation.
(5) Submit verification of successful
completion of a national examination
(Parts I and II of the written dental board
exam).
(6) Submit verification from the
Central Regional Dental Testing Service
or other board-approved testing services of
successful completion of an examination in
clinical and laboratory demonstrations. It
must be taken within the five-year period
immediately preceding application. This
means an applicant has passed all parts of
the examination in no more than three
attempts on any one part.
The only difference between this pathway
to licensure and the pathway utilized
by graduates of CODA-accredited dental
schools is that instead of having to graduate
from a CODA-accredited dental school, a
foreign-trained applicant must successfully
complete a CODA-accredited residency
program in general dentistry.
It is unknown how many general residency
programs accept foreign-trained
applicants, but resources indicate it is a
minority of current programs. It is difficult
to quantify how many foreign-trained
applicants will be able to meet these criteria
and become licensed in Wisconsin.
While these guidelines are still in draft
form, it appears the majority of DEB members
are in favor of its passage.
Definition of dentistry and specialty
licenses
The DEB Committee on Definition of
Dentistry and Specialty Licensure invited
specialty and dental hygiene groups to
present their reaction to potential changes
to the current definition of dentistry. (The
presenting dental hygiene groups used
this forum to advance the concept of the
Advanced Dental Hygiene Practitioner
currently receiving attention in the
Minnesota state Legislature.)
The DEB is considering whether to
recommend the state Legislature adopt
the ADA definition of dentistry and
whether to implement specialty licenses in
Wisconsin.
The specialty groups presenting to the
committee included endodontist Dr. Ann
Fergus, oral surgeon Dr. Steve Sewell, pediatric
dentist Dr. Brian Hodgson, periodon-
tist Dr. Tom Shaw and oral and maxillofacial
radiologist Dr. Lisa Koenig.
The national associations representing
the nine ADA-recognized specialties also
were asked to submit written statements
regarding the definition of dentistry and
specialty licensure.
The specialty groups had mixed reactions
to creating specialty licenses, but all
seemed to support adopting the ADA definition
of dentistry that states, “Dentistry
is defined as the evaluation, diagnosis,
prevention and/or treatment (nonsurgical,
surgical or related procedures) of diseases,
disorders, and/or conditions of the oral cavity,
maxillofacial area and/or the adjacent
and associated structures and their impact
on the human body; provided by a dentist
within the scope of his/her education,
training and experience, in accordance
with the ethics of the profession and applicable
law.”
The WDA will continue to monitor
these issues and keep member dentists
informed of any changes that may be proposed.
Minnesota
prepares
for new
Oral Health
Practitioners

Culminating months of difficult legislative
battles that began with a proposal
for an Advanced Dental Hygiene
Practitioner – ADHP, the Minnesota
Dental Association saw its compromise
provision to permit an inclusive
and broad-based group of stakeholders
determine the scope, supervision and
curriculum of a new mid-level Oral
Health Practitioner or OHP position
adopted as an agreed amendment to
a Senate higher education bill in late
April.
With agreement among the MDA,
ADHP proponents and members of
Minnesota’s Senate, the measure to
create an OHP and establish a work
group to offer ideas on the position’s
parameters is expected to be enacted
into law with little further controversy.
As of this writing, different versions
of the higher education bill have passed
each chamber and conference committee
language, including that pertaining
to the OHP, has been agreed upon.
The work group will be comprised
of representatives of the
MDA, Minnesota Dental Hygienists’
Association, University of Minnesota,
Safety Net Coalition and other allied
dental professional organizations. The
work group will report its recommendations
back to the Legislature by the end
of this year.
The MDA worked with the
American Dental Association’s state
public affairs program throughout this
difficult challenge to enhance their
public relations and lobbying capacity.

What will dentistry look like
when I retire?

Your guess is as good as mine when
predicting what the future holds for our
wonderful profession. Truthfully, there
was a time when I didn’t worry too much
about the future. I always subscribed to
the notion that as long as I worked hard
and made good decisions, life would just
work out for me.
This attitude continued through dental
school when I continually heard the
phrase, “If you perform quality dentistry
and treat your patients fairly, success
will naturally follow.” I can’t count the
number of times I was told this and, to be
honest, it was comforting to hear because
it meant my career lay solely in my own
hands.
But I have to admit, I feel that comfort
slipping away. I am entering my fourth
year of practice and despite my work ethic
and practice philosophy of quality and
compassionate care, I feel there are other
factors that will decide how successful my
career will be. I wonder if dentistry will
still be considered an honored profession
when I retire years from now.
I do believe that quality dental work
paired with a high level of morality is
essential for success in our profession. I
just don’t believe they alone guarantee
it. There are outside forces striving to
change the manner in which we provide
care to our patients, and some of these
forces wish to “solve” the access to care
crisis by compromising the quality of the
care given.
Whether it is hygienists practicing
completely independent of a dentist, the
creation of a less qualified “mid-level”
provider that will perform dental surgery,
or the licensing of graduates from
foreign non-accredited dental
schools, some people
in the state seem to think
the underserved deserve a
lower level of dentistry than
everybody else. The idea of
government run health care
continues to gain ground and
we are now seeing support
for the Alaska Dental Health
Aide Therapist model. It is
shocking that there are people
who feel an individual
with a two-year crash course
on dental procedures at a community
college is qualified to perform dental surgery.
Can dentistry continue to be a profession
or will it become a commodity in
which the patient is simply a customer
looking for the lowest price? Will the
dentist still be able to make his or her
own clinical decisions or will government
run health care dictate how we provide
treatment? Will the dentist continue to
be the only person legally allowed to
provide irreversible procedures or will it
be possible to visit the local Wal-Mart to
pick up some household goods, fill a pre-

quick oral surgery at the dental kiosk by a
“dental health practitioner”?
I’m afraid the answers will not be
favorable unless we, as an association,
continue to be proactive and vocal in
preserving the high standard
currently expected of dentistry.
The residents of Wisconsin, our
patients, deserve the highest
level of care available and to be
treated by a qualified dentist.
The most important question
is this: Are you willing to take
action now to preserve the profession
of dentistry? Will you
become politically active and
contact your legislators to educate
them about how these various
proposals will decrease the
quality of clinical care that Wisconsin’s
residents have come to expect and depend
upon to maintain and improve their oral
health? Will you join WIDPAC because
you know the only way to defeat poor
ideas is BEFORE they become law?
Now is the time to get passionate in
support of your profession because once
these ideas make it into the Legislature,
it may be too late. We need your involvement
now if we are to continue to advocate
successfully for dentistry on the legislative
front.
So, will you help? I sincerely hope your

Wisconsin CE a gem not to be overlooked
As another school year comes to an end
and we begin summer vacation mode, please
take a moment to reflect on your continuing
education. While we just wrapped up
another very successful Jewel of the Great
Lakes Wisconsin Dental Meeting, only
500 of our approximately 2,900 member
dentists attended.
I don’t understand why more dentists
don’t take advantage of this “Jewel” we
have in our own backyard.
The Jewel of the Great Lakes Committee
and Wisconsin Dental Association staff do
a fantastic job running one of the premier
meetings across the country. We compete
with the neighboring Chicago Midwinter
and Star of the North meetings which are
much larger and draw from a greater area.
Attend our meeting next year and you
might learn that sometimes smaller can be
better. I learned this once again by walking
away from this year’s Jewel not only with
valuable information that will immediately
impact the way I practice, but also by hearing
praise for the content and quality of the
CE offerings from other dentists.
Speakers consistently give the Jewel
high marks because the committee makes
sure their needs are met.
But speakers aren’t the only pampered
ones. Jewel attendees are well-educated
and well-fed with continental breakfast in
some early morning meetings and a highquality
lunch buffet included in the cost of
most courses. There is no need to stand in
inconvenient lines paying high prices for
processed food.
The free social events, such as team
fun night, are fun and very well attended;
you’ll no doubt run into someone you
know! These are great opportunities to
renew old friendships and network with
new people who can bring you differing
perspectives on what it’s like to live and
work in Wisconsin.

Modesty not always the best policy
Last month my son interviewed for
the vice principal position at a school in
his district. He didn’t get the job, but not
because he wasn’t qualified.
After the interview, one of his colleagues
on the hiring committee
approached him with some advice. “There
is no need for modesty during a job interview.”
While this colleague was well
aware of all his accomplishments because
he had worked closely with him as part of
the faculty, no one else on the committee
knew anything more than what my son
told them.
“We don’t like talking
about the care we provide
at little or no charge. “
Like my son, most of us were taught as
children to be modest. But there are times
in our lives when modesty isn’t the best
policy and we need to brag about what we
do professionally.
Giving back is a big part of being a
professional. We witness this everyday
when we hear about special charities and
foundations that professional athletes,
celebrities, corporate heads or independently-wealthy
individuals set up to forward
their special causes.
There are two facets of the dental
profession I’m particularly proud of: the
charity care we provide to low-income
individuals and the support we give our
fellow professionals in need.
We don’t like talking about the care
we provide at little or no charge. For
years, the Wisconsin Dental Association
has been accumulating data that documents
the worth of dental care members
give away; the problem is the data is
incomplete.
I say there is no shame in tooting our
own horn at the appropriate time. What
better way to honor the profession than
to tell stories of the care we provide our
patients that gets them out of pain and
restores their self-esteem?
I believe one of our best kept charitable
secrets is the WDA Foundation.
Do you know anything at all about the
WDA Foundation? I bet the majority of
our members don’t know what it does or
even that it exists.
For example, in the last 11 years alone,
the foundation has awarded more than
$454,000 to dental program grants and
scholarships statewide. These funds supported
countless programs that enhanced
the oral health care of Wisconsin’s neediest
and supported our profession with
scholarships for state resident dental and
dental hygiene students to help ensure an
adequate, well-trained work force.
My son is young and he will have
another chance to tell his accomplishments.
As foundations go, ours is young;
hopefully this issue of the WDA Journal
and the hire of new Executive Director
Vicki Bohman will give the foundation a
chance to tell of its goals and accomplishments.
I have to agree with WDA President
Dr. Monica Hebl when she wrote, “We
each need to find a way to get comfortable
sharing our stories without the fear
of tooting our own horn.”

new Wisconsin law requiring all licensed
dentists to keep certificates of attendance
for 30 hours of CE every two-year licensure
period (the current licensure period began
on Oct. 1, 2007 and ends Sept. 30, 2009).
The WDA wants to provide high quality
CE as a member benefit for you. Too few
are taking advantage of the opportunities
offered through the WDA.
I invite everyone to attend next year’s

May 1 at the Kalahari Resort in Wisconsin

Foundation’s future looks bright

When people band together for a common goal, good things happen and when
good people band together for an honorable cause, great things happen! This has
certainly been the case for the past 50 years with the Wisconsin Dental Association
Foundation.
As the charitable arm of the WDA, the WDA Foundation supports many worthwhile
endeavors. For more than half a century, organized dentistry
has made a difference by improving the lives of hundreds of thousands
of people throughout the state.
In my short tenure as WDA Executive Director, I’ve also served
as WDA Foundation secretary. During the past two years, I’ve had
the pleasure of working with foundation leadership to identify and
fund many exciting initiatives. Whether it is grants to local community
dental clinics, support of our own Donated Dental Services
Program, continuing education seminars, research projects or scholarships
for dental and dental hygiene students, we should all be very
proud of the work being done.
I would like to thank everyone who has supported the WDA Foundation and
encourage the entire dental community to take ownership of this remarkable entity.
Collectively, we can do things that individually are not possible.
During the next few years, the WDA Foundation will be more active than ever.
With the hiring of its first executive director, Vicki Bohman, in January, the WDA
Foundation will increase our fund-raising efforts to provide even more financial support
to deserving programs.
Please don’t sit on the sidelines. Get involved with WDA Foundation and show
the world how generous and caring dentists are. I urge you to get in the habit of making
an annual donation and consider including the WDA Foundation in your estate
planning. Your tax-deductible donations will be put to good use and provide some
wonderful public relations for this honorable profession.
I invite you to call or e-mail me if you would like to learn more about the WDA
Foundation. Nothing would please me more than to share the foundation’s story with

Letter to the editor
State responsible for funding care
Dear editor,
In her April 2008 President’s Message, “If you could see what I see…”, Dr. Monica
Hebl implied that, as dentists, we are no different from tradespeople unless we manage
our professional and ethical obligations. The problem with her message is that she is
confusing caring for the poor with paying for the care of the poor.
I have a professional responsibility to provide quality dental care to all my patients
with respect and courtesy. I do not have the responsibility to pay for that care. That is
the responsibility of society or the government.
If Dr. Hebl is correct and the public perceives most dentists as living comfortable lives
and that they work less than a normal work week, we need to educate the public. The
story of dentists, the cost and sacrifi ces of education, the hardships and stress of running
a small business, the wearing of many hats to succeed in a competitive world and the pro
bono work already being done needs to be told.
The WDA’s advertising dollars have been most successful in their public service
message of educating the public about dental diseases. Now we need to spend some
money to tell our story. We need to defend ourselves. If our status as professionals is at
stake, the public needs to understand why we are professionals.
As professionals, we must be steadfast and not lower the quality of care provided to
the poor. We must resist those who would suggest otherwise.
As professionals, we are also responsible for contacting our legislators. Some illtrained
foreign dentists or super hygienists will not solve the access problem, but it will
lower the standard of care. We as a dental society have tried to help the state with input.
Raise the reimbursement, Two Cents for Tooth Cents and debt forgiveness for working
in underserved areas are all good ideas. Instead, the state seems to want us to not only
provide the care, but also bear the cost.
We need to continue to pressure the state to fulfi ll its responsibility. It would be
unprofessional to give up and let the state avoid what it needs to do.

Panel addresses women in dentistry
at Marquette dental school

In years past, the subject of women in
the dental profession typically conjured
images of dental hygienists and assistants.
However, with more and more women
entering dental school, that image is no
longer the norm.
To help students and their spouses
understand the challenges female dentists
face in today’s society, Dean William
Lobb supported an effort by Marquette
University School of Dentistry Adjunct
Professor of Dental Development Sciences/
Behavior Sciences Dr. Nicolas Shane and
other dental school members to host a
panel addressing issues affecting women in
dentistry on April 8, 2008.
Holt Dental Supply (represented by host
sales representatives Sarah Derivan and
Salli Stretti) co-sponsored the event, along
with Drs. Donale Lenhardt (Milwaukee)
and Therese Pickart (Wauwatosa).
The panel, titled “Women in Dentistry:
Stories of Success, Survival and Challenge”,
addressed issues such as finding practices
to work and own and balancing dentistry
and a family.

Speaking from first-hand experience,
panelists gave an overview of their own
individual dental backgrounds, then
answered questions such as, “How do you
announce a pregnancy in such a way as
to avoid losing patients?”, “What are the
pros and cons of owning your own practice
versus working in a group practice?” and
“What challenges do you face as a female
dentist besides family issues?”

While many questions focused on balancing
family and dental practice, they
also discussed handling student loans and
debt, the importance of having a spouse/
significant other who understands the
commitment dentistry requires and finding
the right work environment, whether it be
solo or group, private or corporate.

Association Past-President Dr. Kathleen
Roth (West Bend) and Wisconsin Dental
Association President Dr. Monica Hebl
(Milwaukee) also gave overviews of their
experiences as female leaders in organized
dentistry and the importance of being
actively involved in the profession.
Also addressed was the concern of
some dentists that women take up valuable
spots in dental school and then work less
than their male counterparts after graduation.
A “mythbuster” study conducted by
Carrie Herrild, BS, Sherry L. Ortiz, MA,
RT(R) and Dr. Elise Sampson proved otherwise.
Surveying 620 Marquette dental
school female graduates with a 62 percent
response rate, less than five percent of
respondents worked part-time after graduation
because of family commitments. The
study concluded that Marquette female
dentist graduates are committed to their
profession, with almost 75 percent of post-
2000 graduates working full-time within a
year of graduation.
More than 85 students and guests
attended the panel. Attendee feedback
included comments such as, “…very
empowering; insightful; answered my questions
about fears, concerns and challenges
facing females; great information and honesty;
made me proud to be a woman in
dentistry.”

WDA Foundation awards $8,000
in hygiene scholarships

The Wisconsin Dental Association
Foundation recently awarded $8,000 in
scholarships to 16 outstanding dental
hygiene students in the state. Each $500
scholarship was awarded based on academic
achievement and financial need.
Upon learning she was a scholarship
recipient, Northcentral Technical College
student Kelsey Stroinski wrote, “I just
wanted to thank you for choosing me to be
the recipient of the (WDA Foundation)
scholarship. It’s great to know that the
members of the community support me in
my path through dental hygiene school.”
Western Technical College student
Joan Kennedy said, “Although at times
I felt my acceptance into the (Dental
Hygiene) program might never happen,
I am extremely pleased that I didn’t get
accepted until this time. I feel it was
exactly the right time for me, as my dedication
to this program is 100 percent. I

Foundation to another 50 years of success

In January 2008, I joined the Wisconsin
Dental Association Foundation filling the
newly-created position of executive director.
While I have many years of experience
in fund development and public relations,
the dental profession is a new area for me
to explore. In those few short months, I
have met many of you, learned more than
I ever thought possible about dentistry and
have begun researching new ways to bring
the WDA Foundation to a higher level.
I was surprised and
impressed to learn that
during the past five
decades, the WDA
Foundation has supported
countless programs
which have enhanced
the oral health care of
disadvantaged residents
throughout the state. I
also was pleased to find
out that the foundation
is looking into the future by supporting
scholarship programs for Wisconsin dental
students and dental hygiene students,
while also focusing on the well-being of
current dental professionals.
How can you
help the WDA
Foundation?
Let me count the
ways…
Did you realize that the WDA
Foundation:
Supports many state-wide community
dental health projects through its
annual grant program. These projects bring
dental care to the underserved regardless of
ability to pay. In just six years – from 2003
through 2008 – the WDA Foundation
awarded more than $280,000 in the form
of 79 oral health program grants.
Provides educational opportunities
to Wisconsin dental students through its
annual scholarship programs.
Brings dental education to the general
community through programs held
each year at the Wisconsin State Fair.
Administers the Donated Dental
Services program, which has been helping
disabled, elderly and medically compromised
individuals to access comprehensive
dental care since 1998.
Supports current dental professionals
through the Dentists Concerned for
Dentists program which assists alcohol
and/or chemically dependent WDA members
through education and referral to
approved addiction therapy programs.
In the coming months and years, the
Dues statement - More than 1,400 Wisconsin Dental Association
members show their support of the WDA Foundation by
donating $50 through their annual dues statement. If you
haven’t donated before, please consider using this convenient

The Wisconsin Dental Association
Foundation has

for grants. The
foundation is typically
funded by
WDA members like
you.
While there are many ways to
donate to the foundation, the gift of
life insurance is often the easiest, yet
most overlooked, method of providing
a significant donation. Often all
that is needed is the assignment of the
donor’s entire interest in the policy
(which includes cash value access and
ability to change beneficiaries) to the
WDA Foundation, resulting in the
foundation becoming the owner and
beneficiary of the policy. If there is a
present cash value in the policy, the
foundation may access those funds for
current needs. Otherwise, the funds
will be available upon the death of the
donor.

WDA Foundation awards $55,635
to 15 dental health programs

The Wisconsin Dental Association
Foundation’s 2008 grants total $55,635
and help support 15 programs that bring
oral health care to low-income Wisconsin
residents and provide other dentistryrelated
services.
An award of $2,500 has been made
to the AIDS Resource Center of
Wisconsin toward the purchase of digital
X-ray equipment. Located in downtown
Milwaukee, the ARCW is dedicated to
serving patients with HIV/AIDS exclusively
regardless of an individual’s economic
status or ability to pay.
A $1,400 grant to the Good Neighbor
Clinic of Sauk Prairie Inc. will go toward
basic dental supplies. The clinic serves
people of all ages with annual incomes
within 200 percent of federal poverty
level guidelines, including those without
insurance and who don’t qualify for government
medical assistance programs.
HealthNet of Janesville Inc. is a first-
time grant recipient. This organization
serves low-income and uninsured residents
of Rock County. The dental clinic, which
is staffed by volunteer dentists, opened in
July 2007. It will use its $5,000 in WDA
Foundation funding to purchase basic supplies
and help equip an additional dental
exam and treatment room.
In its ninth year, Healthy Smiles
for Portage County “Seal-A-Smile” targets
some 875 area second graders. The
$3,000 grant will go toward the purchase
of sealant supplies, toothbrushes and educational
brochures and help cover program
travel costs.
Howe Neighborhood Family Resource
Center Dental Clinic has helped deliver
oral health care to low-income children
in the Green Bay area since 2002. The
clinic will use its $5,000 grant to purchase
needed dental equipment, instruments
and disposable supplies such as
fluoride varnish and sealants and present

It’s not enough to just tell legislators,
public health officials and the news
media that “Dentists Do Serve (DDS)”
their communities and “Dentists Make
a Difference (DMD)” in the lives of the
state’s underserved children and adults.
The Wisconsin Dental Association needs
the statistics to prove it!
As of early May, charitable care
information for 2007 had been received
for 227 WDA dentists showing 14,591
patients received more than $2.75 million
in donated dental treatment.
While these numbers are impressive,
they represent just 9.5 percent of members
reporting. Imagine the story these
statistics would tell if all member dentists
who provide free or discounted care to
low-income patients in the privacy of
their dental offices shared charitable care
numbers with the WDA!
Tracking a dental practice’s charitable
care on an ongoing basis is relatively
easy, according to Racine general
dentist Dr. Lyndsay Knoell. In a January
2007 WDA Journal article, Dr. Knoell
explained, “Entering a designation into
our computer system for this task took
less than one minute and was extremely
easy for our staff to accomplish. Once we
had the ability to track these numbers,
we were surprised to find they were much
higher than we had guessed. These fig-

A ten-year-old patient was referred

the WDA uses charitable care information
to inform and educate members of key
constituencies and build social capital. All
charitable care information is summarized
and no individual dentists identified.

care and then fail to provide sufficient funding
to ensure access. Help show the scope of

Table-top demonstrations also count
toward the requirements.
The number of CE hours obtained through
home study or distance learning is not limited,
but all courses must be approved by one
of the aforementioned entities. The attendee
must always obtain a certificate of completion.
Time spent in CPR training can be applied
to the 25 hours of required clinical CE.
Retired dentists who are still licensed
are not exempt from this requirement; any
licensed individual will be required to obtain
the 30 hours of CE.
Since the current licensure period began
Oct. 1, 2007, courses taken prior to this date
cannot be counted toward the 30 hours.
The Wisconsin Dental Association is
developing a packet to help member dentists
understand and comply with this regulation
and track their CE. It is expected to be
mailed in June.
Tips for tracking charitable care
WDA Northeast Region 2 Trustee Dr.
John Masak’s office staff, which uses EagleSoft
software, has been tracking his practice’s charitable
care on an ongoing, patient-by-patient
basis since 2005 and offers these tips:
Many dental software programs make it
easy to track charitable dentistry.
Define a separate code and name for the
purpose of “adjusting” the fee out (e.g., goodwill
adjustment, pro bono adjustment).
Codes appear on billing statements
and account history reports, so patients are
aware fee adjustments have been made and
for what amount. Patients generally accept a
code termed “goodwill” more positively than
“charity” or “pro bono”.
Enter treatment information using the
normal coding process.
Reports listing various types of adjustments,
including “goodwill” can be run at any
time making it easy to track the amount of
your charitable or pro bono care.

Laying the groundwork for a Wisconsin
Mission of Mercy

In April, I took part in a life-changing
experience in the unpretentious town
of Garden City, Kan. Joining me from
the Wisconsin Dental Association were
Greater Milwaukee Region 3 Trustee Dr.
Jim Morgenroth and Director of Member
Services Lani Becker.
Our assignment: observe a Mission of
Mercy or MOM program
in action and return with
resources and ideas to
help us launch our own
Wisconsin version in
2009.
The MOM concept
began humbly in 2000 in
a small Virginia town with
a goal of providing dental
treatment to people living
in underserved areas,
while raising awareness of
the dire situation many residents face trying
to access dental care. The program has grown
and, to date, there have been more than 75
MOM programs held nationwide.
In Kansas, the two-day outreach was
manned by 755 volunteers, including 110
dentists and 75 hygienists. A total of 1,776
patients were treated, including 401 children.
A sampling of procedures included 2,045
extractions, 1,489 fillings and 389 cleanings.
The donated dental services were valued
at $830,700. This was that state’s seventh
mission and volunteers were well-versed in
“MASH” dentistry.
To ensure being seen by a dentist, patients
began lining up and camping out for treatment
10 hours prior to the clinic opening
each morning, despite the early morning
frost.
After patients registered, they proceeded
through triage where a medical history was
taken by a nurse. They were then seen by a
dentist; some literally for the first time. From
there, patients were routed into oral surgery,
restorative, pediatric dentistry or, for a lucky
few, just a trip to the hygiene department for
a cleaning and oral health care education.
It’s hard to just stand and watch, so we
were soon all put to work. Dr. Morgenroth
and I performed triage using only mouth
mirrors and headlamp illumination. I had to
keep reminding myself the goal was to simply
get patients out of pain or provide treatment
to prevent imminent pain.
A disheartening number of patients had
severe dental needs – from a child with a
dozen cavities to a young adult who needed
full-mouth extractions. Dr. Morgenroth saw
his first five “meth mouths”.
Patients did not have the resources for
adequate restoration. I focused on the fact
that extracting a tooth now would prevent
a more serious problem in the future. While
this is not the type of care we prefer for our
patients, it was the ONLY dentistry they had
access to under a broken medical assistance
system.

use its $5,000 grant to help cover operating
expenses and necessary supplies. The
clinic is staffed by volunteer dentists and
provides dental care to low-income residents,
40 percent of whom are children.
Infants and toddlers with developmental
delays and disabilities living in
Waukesha County will benefit from a
$3,500 grant to Lutheran Social Services’
Birth to Three Program. Hundreds of
safety, electronic and regular toothbrushes
and a variety of oral health education
information will be distributed to program
families. The children’s oral health, along
with their speech and language development
will benefit.
Madre Angela Dental Clinic’s
$5,000 grant will buy a new patient treatment
chair for the outreach facility on
Milwaukee’s south side. The largely-volunteer

Clinic provides care to underserved

$10,000 to help cover general operating
costs. Volunteer dentists, hygienists and
assistants have helped TCCDC provide
more than $4.4 million in much-needed
dental care to low-income area children
and adults since opening in 2003.
Several WDA programs are also benefiting
from the foundation’s generosity.
American Dental Association and
WDA educational materials, at a cost of
$1,400, will be made available to firstyear
MUSOD students at orientation.
Another $1,285 will go to the Dentists
Concerned for Dentists program which
helps dental professionals deal with personal
well-being issues through education
and referral services.
A foundation gift of $800 will help
purchase supplies for the 21st annual
WDA Smile Contest and another $250
will go toward Floss at the Fair expenses.
These fun, family-oriented events are held
in August at the Wisconsin State Fair and
build public awareness of the value of
good personal oral hygiene habits.
In the last five years alone (2003
through 2007), the WDA Foundation has
awarded $225,000 in the form of 64 oral
health program grants and 84 scholarships
to dental and dental hygiene students
statewide.

surgery or restorative care. It was amazing to
see the brave, yet frightened, patients having
all of their teeth removed with nothing more
than local anesthetic and leaving with only
antibiotics and Tylenol 3.
We observed all aspects of the MOM program,
from delivery of “MASH” dental care
to an empty county fairground building being
transformed into a multi-disciplinary dental
clinic and back again into a cavernous shell.
The experience was very exhausting and
extremely rewarding. We left with invaluable
information, personal satisfaction and
a strong commitment to bring MOM to
Wisconsin.
You and your dental team members are
invited to share in this unique charitable care
experience when we open the doors on our
first Wisconsin MOM program, June 27 – 28,
2009 in La Crosse. While our first MOM
outreach will not be as extensive as the more
experienced Kansas program, we promise all
who volunteer much personal and professional
satisfaction.

making a charitable gift for a number of
reasons:
Proceeds are payable immediately
upon the death of the insured.
For a relatively small annual cost (the
premium), a significant benefit can be provided
for the charity of your choice.

by your designated charity free of federal
income and estate taxes, probate and
administrative costs.
A substantial gift can be made with
no attending publicity as neither the gifting
the policy or payment of proceeds is a
matter of public record; you decide if you
want recognition for your gift.
You can donate an existing policy or
purchase a new policy. The donor should
receive charitable deductions for the cash
value of the existing insurance contract
and for all future premium payments as
long as the charity is designated as the
policy owner and beneficiary.

tract is usually associated
with a nonvital
tooth. In the
case presented here

traumatic accident (figure #2).
Microscopic evaluation of the Parulis
would reveal a central core of purulent
material (sinus tract) exerting pressure
beneath the mucosal epithelium
that is close to the point of rupture.
Treatment may include endodontic
treatment of the offending tooth, antibiotic,
and removal of the gumboil in
some cases.

changes man’s life

Allan Radant, a 57-year-old from
Portage, Wis. applied for assistance
through the Wisconsin Dental Association
Foundation’s Donated Dental Services
with only five teeth left. DDS is a program
directed at people who are unable to afford
needed dental care because of a limited
income that is clearly linked to a permanent
disability, chronic illness or advanced
age (65 or older).
Mr. Radant was deemed eligible for the
program and Dr. Mark Curran, a Portage
dentist, accepted him as a patient.
Dr. Curran extracted Mr. Radant’s
remaining five teeth and fitted him with
dentures donated by Michael Frank, CDT,
owner of Portage dental laboratory Dental
Dogs.
Dr. Curran told DDS Coordinator
Bonnie Townsend that Mr. Radant was the
most appreciative DDS patient he and his
partner have ever helped and the drastic
change in looks after the work was done
was amazing.
“It makes all of our days to help someone
in need,” said Dr. Curran.
Mr. Radant is now a happier man as
evidenced by his “after” photo shown here.
He can now properly chew food again and
will be eternally grateful for the donated
care he received.
