Investments in new power units are necessary in order to maintain national energy security. <strong>Energy</strong> capacities<br />

to be achieved by 2020 are due to re<strong>pl</strong>ace some of the old power units that must be switched off.<br />

Those new facilities should be powerful enough to meet the rising energy consumption. It is estimated that<br />

Poland’s energy sector will require investments worth PLN 170 billion in the next ten years. The current financial<br />

crisis limits the flow of foreign capital, which makes it difficult to precede with new projects. Thus,<br />

the question arises who is to pay for the large energy infrastructure projects?<br />

Objectives<br />

Including climate policy objectives in the general energy strategy will contribute to the growth of innovation<br />

in the EU’s energy sector and will increase the security of energy sup<strong>pl</strong>ies. EU’s fuel comes mostly from<br />

imports. Thus, seeking a path to independence from external sup<strong>pl</strong>iers seems to be a reasonable option.<br />

Many initiatives have been undertaken in order to enhance energy efficiency, strengthen the role of local<br />

energy resources, as well as to improve the energy transportation and distribution networks. The pace of<br />

these processes differs between EU member states. Hence, it is worth discussing how to alleviate these differences,<br />

how to use the energy produced by 27 states, and how to cooperate with external partners.<br />

Become Europe’s Fuel?<br />

Fulfilling the European consumers’ needs until renewable resources will be widely used, which im<strong>pl</strong>icates<br />

im<strong>pl</strong>ementing balanced and coherent policy aiming to develop gas infrastructure. Experts claim that the<br />

upcoming decade will be the decade of gas. The significance of natural gas for the global economy is constantly<br />

growing. The capacity to extract natural gas from a country’s own pools and to use it effectively is<br />

the measure of its economic security. Prices of natural gas in Europe are strictly related to oil prices. Most of<br />

gas contracts are long-term and set minimum amounts for importing gas regardless of the current situation<br />

on the market. Therefore, local ex<strong>pl</strong>oration of shale gas on flexible terms of delivery is more and more<br />

appreciated. Europe needs energy security and shale gas is largely seen as an important factor of energy<br />

stability.<br />

- New Model of the Economic Politics<br />

Low-emission buildings will <strong>pl</strong>ay a leading role in the process of the transformation of the EU economy into<br />

a climate-friendly one. Modern technologies have already enabled construction of low-emission buildings.<br />

This allows to reduce dependence on traditional energy sources as well as provides the best quality at a<br />

competitive price. Private construction projects are granted subsidies for the construction or acquisition of<br />

energy-saving buildings from the National Fund for Environmental Protection and Water Management.<br />

The <strong>Energy</strong> Sector in the Times of Crisis<br />

In the coming years, the Central European countries may have to confront the energy crisis. This will be the<br />

consequence both of investment negligence and the decision, i.a. Germany’s, to withdraw from nuclear<br />

energy. To avoid a negative scenario, huge investments are needed in the sector. Supporters of conventional<br />

energy generation methods say that recession is not a good time for the introduction of new energy technologies,<br />

as electricity derived from RES is expensive, and these costs are borne by businesses and individual<br />

recipients. On the other hand, their opponents argue that if one takes into account the pollution emitted by<br />

coal-fired power <strong>pl</strong>ants and expenses incurred for medical treatment, it turns out that energy from unconventional<br />

sources is not more expensive at all. Which energy sources should be developed in times of crisis?<br />

How should the Polish energy mix change, taking into account the EU Climate Package?<br />

Despite the fact that the world’s attention is currently focused on tackling the consecutive phases of the<br />

economic crisis, there is no doubt that in about fifteen years the demand for energy will increase, because<br />

the world’s population is constantly growing. At the same time, due to the higher oil sup<strong>pl</strong>y, refinery profits<br />

will no more be as certain as they used to be in the past. Experts predict that the sector will remain stable<br />

as the main source of energy will still be hydrocarbons and the resources will be sufficient. What is the best<br />

strategy for the fuel sector in changing energy market conditions? Should it minimise risks by embarking<br />

on a development strategy based on investing in new profitable fields? Will petrochemicals become more<br />

Programme<br />

Green race with time in Europe has started. It’s an obvious consequence of EU’s decision that Member States<br />

should reduce the emission of greenhouse gases by 80 % till 2050. First step towards fulfilling these goals<br />

is the <strong>pl</strong>an 3x20, currently being in progress. In result, due to substantial technological development in the<br />

last year, the energy produced from renewable sources will be competitive enough to face market rivalry<br />

with energy based on fossil fuels. In Poland, an introduction of transparent legislation and reduction of economic<br />

obstacles is a prerequisite to create a friendly environment for Green <strong>Energy</strong>. The main purpose of the<br />

debate is to find the answer to the question what final shape the <strong>pl</strong>ans for the development of renewable<br />

energy in Central and Eastern Europe should have.<br />

The German government’s decision to withdraw from nuclear power by 2022 will affect the energy security<br />

of the Central and Eastern Europe. The CEE countries have already announced projects for the construction<br />

or expansion of existing nuclear power <strong>pl</strong>ants. Thus, new markets are opening for the French, Russian, Japanese<br />

and American industries that have long been providing nuclear technology solutions worldwide. Will<br />

services: storing fuels and petroleum derivatives, dosing bio-components and performance chemicals,<br />

trans-shipping of fuels, creating and maintaining the obligatory stocks of liquid fuels. OLPP has 20 fuel warehouse<br />

facilities where it stores gasoline, diesel fuel, light heating fuel and jet fuel. Their total capacity amounts<br />

to 1.8 million cubic metres.<br />
