Financing Large Energy Projects
- Who’s To Pay For It?
Investments in new power units are necessary in order to maintain national energy security. Energy capacities
to be achieved by 2020 are due to replace some of the old power units that must be switched off.
Those new facilities should be powerful enough to meet the rising energy consumption. It is estimated that
Poland’s energy sector will require investments worth PLN 170 billion in the next ten years. The current financial
crisis limits the flow of foreign capital, which makes it difficult to precede with new projects. Thus,
the question arises who is to pay for the large energy infrastructure projects?
Energy Policy vs. EU’s Climate Policy
Objectives
Including climate policy objectives in the general energy strategy will contribute to the growth of innovation
in the EU’s energy sector and will increase the security of energy supplies. EU’s fuel comes mostly from
imports. Thus, seeking a path to independence from external suppliers seems to be a reasonable option.
Many initiatives have been undertaken in order to enhance energy efficiency, strengthen the role of local
energy resources, as well as to improve the energy transportation and distribution networks. The pace of
these processes differs between EU member states. Hence, it is worth discussing how to alleviate these differences,
how to use the energy produced by 27 states, and how to cooperate with external partners.
Natural, Liquid, Shale – Which Gas Will
Become Europe’s Fuel?
Fulfilling the European consumers’ needs until renewable resources will be widely used, which implicates
implementing balanced and coherent policy aiming to develop gas infrastructure. Experts claim that the
upcoming decade will be the decade of gas. The significance of natural gas for the global economy is constantly
growing. The capacity to extract natural gas from a country’s own pools and to use it effectively is
the measure of its economic security. Prices of natural gas in Europe are strictly related to oil prices. Most of
gas contracts are long-term and set minimum amounts for importing gas regardless of the current situation
on the market. Therefore, local exploration of shale gas on flexible terms of delivery is more and more
appreciated. Europe needs energy security and shale gas is largely seen as an important factor of energy
stability.
Energy: Politics vs. Business
Europe is about to define its strategic approach towards energy sector. There’s an urgent need for investment
in this sector and their consequences will be crucial for future decades. On one hand, we need a longterm,
common policy of all EU’s member states, on the other hand, individual interests of the members
should not be forgotten. It seems that rational interventionism and regulations are necessary for the energy
sector to operate effectively. Energy, energy efficiency and renewables are widely discussed issues. Who,
then, manages energy issues and who has real impact on these matters?
Low-Emission Buildings
- New Model of the Economic Politics
Low-emission buildings will play a leading role in the process of the transformation of the EU economy into
a climate-friendly one. Modern technologies have already enabled construction of low-emission buildings.
This allows to reduce dependence on traditional energy sources as well as provides the best quality at a
competitive price. Private construction projects are granted subsidies for the construction or acquisition of
energy-saving buildings from the National Fund for Environmental Protection and Water Management.
The panel will present actions aiming to achieve a competitive low-emission economy.
The Role of Renewable Energy Sources in
the Energy Mix in the Ongoing
and Upcoming Decades
It seems inevitable that in the long term our energy needs will largely be met owing to renewable sources.
How to design energy bridges that will conduct us safely to this point and what power structure – centralized
or distributed – is preferable? What should be the energy mix in the perspective of 2050, and how
to reach it? What should we bank on: Should the RES sector be imposed with stringent requirements and
limitations in connection with the way the current transmission system works and balances supply and
demand for energy? Or should it be transformed by increasing its ability to interface with the “democratic”
Have Impact on Security and Effectiveness
of the Energy Sector?
The economic crisis demands certain adjustments in some sectors of the economy. It has often been repeated
that the state should be more active in the economy and strategically important companies. The main
purpose of such an involvement would be to attract capital for innovation and investments and to avoid
hostile takeovers. Will the government become more active in companies’ management boards? What will
happen to privatisation programmes and private capital growth? Will these tendencies help stop the crisis
The Energy Sector in the Times of Crisis
In the coming years, the Central European countries may have to confront the energy crisis. This will be the
consequence both of investment negligence and the decision, i.a. Germany’s, to withdraw from nuclear
energy. To avoid a negative scenario, huge investments are needed in the sector. Supporters of conventional
energy generation methods say that recession is not a good time for the introduction of new energy technologies,
as electricity derived from RES is expensive, and these costs are borne by businesses and individual
recipients. On the other hand, their opponents argue that if one takes into account the pollution emitted by
coal-fired power plants and expenses incurred for medical treatment, it turns out that energy from unconventional
sources is not more expensive at all. Which energy sources should be developed in times of crisis?
How should the Polish energy mix change, taking into account the EU Climate Package?
Fuel Sector – Yesterday, Today, Tomorrow
Despite the fact that the world’s attention is currently focused on tackling the consecutive phases of the
economic crisis, there is no doubt that in about fifteen years the demand for energy will increase, because
the world’s population is constantly growing. At the same time, due to the higher oil supply, refinery profits
will no more be as certain as they used to be in the past. Experts predict that the sector will remain stable
as the main source of energy will still be hydrocarbons and the resources will be sufficient. What is the best
strategy for the fuel sector in changing energy market conditions? Should it minimise risks by embarking
on a development strategy based on investing in new profitable fields? Will petrochemicals become more
important that fuels? What will be the impact of new technologies on the fuel sector?
Green Energy and Its Impact
on the Economic Effectiveness
Programme
Green race with time in Europe has started. It’s an obvious consequence of EU’s decision that Member States
should reduce the emission of greenhouse gases by 80 % till 2050. First step towards fulfilling these goals
is the plan 3x20, currently being in progress. In result, due to substantial technological development in the
last year, the energy produced from renewable sources will be competitive enough to face market rivalry
with energy based on fossil fuels. In Poland, an introduction of transparent legislation and reduction of economic
obstacles is a prerequisite to create a friendly environment for Green Energy. The main purpose of the
debate is to find the answer to the question what final shape the plans for the development of renewable
Energy Sector In The Cities of 21st Century
Sustainable urban development in the 21st century cannot exist in isolation from energy issues. Energy is
a business activity carried out to a great extent in the area of public services. Therefore, rapid growth of
cities should be followed by adequate development of energy infrastructure and by increasing production
on the other hand, the public sector is forced to cut spending because of the crisis. Therefore, in order to
