Editorial
Welcome to this Jubilee edition
of the magazine. You will see
that it has a new feel to it,
refl ecting something of the
evolving nature of the Village
for the 21st century.
With more serious news
content to be included we’ve
introduced a new feature:
a tickertape strip ‘WHT
attention. Th ey will, where
possible, occupy the fi rst part
of the magazine with Villager
articles, fun and photos
coming later.
Many thanks to all those
people who submitted photos
and articles. We think we’ve
managed to squeeze them
all in by making it a bumper
issue, but if we missed
anything we hope you’ll
forgive us. Have a great Jubilee
month. Hazel and Heather
The Warden
Writes
We may ‘have the Hump’
about losing the Eurovision
Song Contest (again!),
but there’s still plenty to
celebrate in the next few
months! Jubilee Street
Parties, including our own,
followed by the Olympics
and Paralympics, herald a
season of celebration with
renewed pride in Queen and
country. As I write fl ags and
bunting are appearing in
towns and villages, no doubt
reminding many of you of
the Coronation itself.
I hope that the host of
events in the Village over
the summer will not only be
opportunities to have fun but
to build on the atmosphere of
celebration and shared pride
in community.
An important feature of the
summer for us will be our
annual Village Day in July
for which we are always
delighted to welcome large
numbers of visitors to the
Village.
Sadly, there really is no room
within the Village for all of
the cars that come through
the gates on that day so, as in
previous years, the WVRC
has asked me to remind you
that parking will have to be
strictly controlled.
In the past there have
regrettably been a number of
confrontations with car park
marshals, possibly as a result
of confused expectations
of visitors. Please help us
to avoid that this year so
that we can all enjoy the
PARKING IN THE VILLAGE ON VILLAGE DAY
1. ONLY vehicles with a current Village registration disc,
blue badge or a special “Village Day Permit” will be able to
park in the Village on Village Day, 14 July.
2. Cars with external blue badges, with the disabled person
in the car, will be allowed into the Village but will have to
park in the disabled car park. Th e Village is exceptional in that
we have to control even disabled parking because of the sheer
numbers involved.
3. Visitors to the Care Centre will be issued with special
permits, as required, through reception but they must be
requested beforehand and must use the designated area.
IN THE CAR PARKS
4. ALL other vehicles will be asked to use the car parks
near the gate. Th ere will be a small charge for parking and a
programme (as at other large events locally).
5. Th ere will be a shuttle bus service from the car park into
the centre of the Village.
ADVANCE PLANNING
day. Parking some distance
from the proceedings is the
norm at most large events
so we hope your friends and
family will understand. Th e
following may help:
6. Make sure that your car registration is up to date in the
General Offi ce and that your parking disc is on display.
Without it, busy marshals may not recognise you coming
back into the Village and will direct you to the car park.
PLEASE DON’T GET CAUGHT OUT.
7. Please let family and friends know about the arrangements
well in advance - particularly those who are accustomed to
coming into the Village on a regular basis and parking near
your cottage. THIS WILL NOT BE POSSIBLE.
With a little forethought and planning we can all have a
great day so please ask for advice if you, or your family, have
any queries or concerns. Mike Roycroft.
District Heating - The Warden Advises
Th is article relates only to the
distributed district heating
system installed in Sections A-
D and G,H and J.
Villagers sometimes ask
how the district heating
costs are calculated. Th e
basic system is that each
property has its own meter
that calculates how many
units of heat have been
consumed. To calculate the
property’s bill the number
of units of heat consumed in
the period is multiplied by
the unit price to give the cost
of the heat and then VAT is
added.
Th e next question then
is “how is the unit price
calculated?”. Th e costs taken
into account are just the
running costs of the system,
the main ones being the
cost of the gas consumed
generating the heat and
the electricity consumed in
getting it to you. Typically,
other providers would
include in the charges the
maintenance of the system
and even the capital cost
of installing it and, in due
course, replacing it. Th e
Trust does not currently
include any of these costs.
Over the years, the Trust has
built up a good experience
of how the system is used
and how many units are
used each year. Th ere is no
intention to make a profi t so
the Trust simply divides the
running costs of the system
by the projected number of
units that will be consumed
over a year to determine
the price per unit. Th e
actual usage goes up and
down from week to week
depending on the weather
and other factors but it does
average out fairly accurately.
In the event that it did not,
over a protracted period, we
would adjust the unit price.
We did this early on when
we fi rst set the price slightly
too high. Again, I reiterate
that there is no intention
to make a profi t and both
the Trust’s management
and the Trustees monitor
the situation to ensure that
remains the case.
Th e system is highly eff ective
and this can catch people
out. I have heard of residents
extolling the virtues of their
lovely new cottage and “how
warm it is”. Well of course,
it is only warm if you turn
the thermostat up and the
higher it is, the more heat
you consume and the bigger
your bill. Nobody should
have any misunderstanding:
heating homes is expensive
but the aim is to make it as
easy as possible for residents
to budget so we have the
Direct Debit system.
Now that we have more
information we hope soon
to be able to make better
estimates as to how much
heat you are likely to use and
therefore what your Direct
Debit amount should be.
We will be making more
frequent recommendations to
try to ensure that the amount
you pay matches your
consumption over the year.
Nobody should be faced
with either a signifi cant debit
or credit balance on their
account. When averaged
over a year your Direct Debit
amount should pay for your
heat without signifi cant
payments in or out at the end
of the year. In other words,
we will be helping you to
set your payments so that
you pay a twelfth of your
annual charge each month.
Th is requires a change to our
not quite there yet but we
hope to be soon.
Th e experience that we are
allow us to create projected
the Village (depending
on whether they are light,
typical or heavy users).
Th is means that when
type of property.
We will also be analysing
we would expect. Obviously
Politics and Economics..... In the Villager?!
Earlier this year there
was a general rising of
anxiety levels around the
future of Housing Benefi t,
and what problems this
might cause for Villagers. I
was asked by the Chairman
to write a few words in the
magazine to put minds at
ease, with the cautionary note
“rather than rush this, make
sure the content is accurate”.
Th ere lies the problem, the
situation remains about
as clear as mud! However,
rather than delay any longer
I thought I would provide an
outline of the current state of
play.
Th e starting point has to be
a general overview of the
current fi nancial situation,
which can probably be
summarised in one sentence;
we can no longer aff ord the
(welfare) state we are in!
For those who have not seen
TV or newspaper, there is a
crisis in public expenditure,
the statutory sector is too
large and too expensive, and
national government are
transferring responsibility
(but probably not the
associated funding) down to
a local level. Th ere are two
particular funding streams
Paul Martin looks at Funding and Benefits
being aff ected that are of
importance to most Villagers;
Supporting People Funding
and Housing Benefi t.
Supporting People Funding
Th is is the money that is
made available to fund lowlevel,
housing related support,
of the type that enables
individuals to remain living
independently. Supporting
People Funding has been in
existence for about 9 years
now, and has traditionally
been paid to the Trust based
upon the number of cottages
occupied, rather than the
number of individuals being
accommodated.
Research, as recent as 2009,
shows just how eff ective
this type of support is in
providing cheap assistance to
those individuals who require
help to live independently
within the community. A
government commissioned
study determined that
for every £1.60 providers
received in Supporting
People funding, they saved
Health & Social Services in
excess of £3.41.
Someone once said that
there are two ways of
managing crowds on a cliff
top; either build a fence
at the cliff edge, or run
a fl eet of ambulances at
the bottom! Supporting
People is very defi nitely
the former approach. As
such it has become an easy
target for government penny
pinching almost since it was
introduced ( removing the
odd fence pole is not noticed,
so another and another is
removed the second year etc).
Since its introduction
payments to the Trust have
probably been cut by 60% in
real terms. Th is year it was
accompanied by the message
that they do not feel they
should be contributing to
the cost of a Chaplain, Bus
Driver, or Security Offi cer /
Caretaker. Further cuts have
already been announced to
next year.
As local government can
now spend the money that
was originally earmarked
exclusively for Support
Services on whatever they
choose (and not even have to
declare what it was spent on),
one has to be pessimistic as
to the future of this source of
income.
By the nature of the service,
it is always only a small
percentage of the Village
population that has a real
need of intensive support
at any one time, but at the
moment the safety net is
there for everyone. In my
mind £10 - £12 per cottage,
per week, does not seem
excessive for ensuring this
safety net remains in place.
Housing Benefi t
Th e Department of Works &
Pensions recently undertook
a review of Housing Benefi t
(as it relates to Supported
Housing) which was
published in July 2011. Th is
followed the introduction of
such concepts as “Universal
Credit” and “Local Housing
Allowance” of which you may
have heard mention - they
caused a stir at the time.
Th ere followed a consultation
period, whereby opinion
needed to be submitted
by October 2011. Perhaps
unsurprisingly the volume of
submissions made was such
that they are still working
their way through them!
Th ere is therefore little
likelihood of clarity until
early Autumn 2012.
What does appear to have
been suggested in a recent
response is that Housing
Benefi t will not form part
of the Universal Credit until
after 2013, and also that
Housing Benefi t payment
can in certain circumstances
continue to be paid direct
to the landlord. So this all
means that there is very
little clarity at the moment,
but also that there is little
likelihood of any immediate
change in the system you are
currently familiar with.
As a side issue, it appears
that Lord Freud (Minister
for Welfare Reform) is keen
to devolve responsibility
for managing Housing
Benefi t to both the Scottish
and Welsh Assembly. So
once again the English get
overlooked!
Council Tax Benefi t
A third area of interest, but
one that does not directly
involve the WHT, is that
of Council Tax Benefi t.
Government has decided
that the current national
scheme of Council Tax
rebates will cease at the end
of this fi nancial year.
is going on
July and the
trips have been
arranged accordingly.
As from April 2013 these
will be replaced by locally
devised arrangements, and
so the rules may well be
diff erent across the country,
and indeed across the county.
Th e current information
coming from Elmbridge
BC suggest that those over
retirement age will continue
to receive the same rate
of benefi t as they do now,
and so for Villagers there is
unlikely to be any change.
Paul Martin
Th e conversation went
something like:
Paul: “I have been here
over six years and
we have never
had a Villager go
missing on the
estate”.
Mike: “Let’s just
hope it stays that
way.”
Th e comments
were followed almost
immediately by a knock
on the offi ce door and the
cheerful face of Heather
advising us both that Mrs X
had just been reported lost in
the woods.
Th e incident itself was
resolved very quickly, as Mrs
X soon reorientated herself,
and had settled herself in
front of her television at
about the same time as the
hue and cry was raised. Th e
incident did, however, cause
me to brush off the cobwebs
and re-visit the policy we
have concerning our response
to such situations. I would
thus like to use this column
to highlight a few of the
lessons learnt:
1. Firstly, it would be
useful if those Villagers
using the woods around
us prepared for such
expeditions; let a neighbour
Missing in Action.....
know where you intend
walking, carry a mobile
phone if you have one, and
recognising that mobile
reception can be poor, think
about carrying a whistle
to attract
attention.
2. Th ere
are probably
many other
occasions
where it
would also
be worthwhile to have
the telephone number of
reception (842360) and
the out of hours response
number 0845 434 5971,
programmed into your
mobile phone.
3. Our Estates
Department will shortly
be working on introducing
a system of path names /
marker points, throughout
the estate. Th is will enable
anyone who is lost / injured
to be able to describe their
location with some accuracy.
4. Assuming our
Reception is open when
the “missing person” report
comes in, it will remain as
the control centre for any
search being conducted.
All information - including
that the individual has been
spotted sitting comfortably
at home watching Eggheads
- should be passed through
Reception. (During evenings
and weekends, Reception will
also be opened up for any
major incident).
5. Should there be a
need to send out “search
parties” then willing
volunteers should report into
Reception before heading
off into the wilderness. By
keeping a record of who
is out looking, and each
person’s appropriate contact
details, we can ensure the
search is eff ective and that
everyone is stood-down as
soon as the missing person is
found. Paul Martin
What a Trip Out
Can Lead To...
Th e 2012 Sony Radio Award
has gone to Britain’s oldest
radio double act. Beryl
Renwick, 86, and Betty
Smith, 90, have had a show
on BBC Humberside for the
last six years.
Th ey describe new music
as ‘absolute piffl e’ and give
regular shout outs to ‘Vera
next door’. Th eir musings on
everything from Madonna’s
dancing (“two left legs”) to
wartime sugar shortages have
proved a hit with listeners.
Th ey were ‘discovered’ and
given a show after being
overheard on a studio tour.
Trips don’t just happen - but accidents might!
One of the dubious benefi ts
of working in the Welfare
Department is the occasional
opportunity to arrange
outings for some Villagers.
Whilst this usually results in
a nice little jolly for everyone
to enjoy it does not happen
without some forward
thinking and preparation.
With several outings in
the planning stage at
the moment, such as the
Volunteers’ outing, it might
interest some of you as to
what is involved in bringing
this together.
Firstly, when we have an idea
of places to visit we have to
look at how viable it will be.
Very often we have to visit
the place fi rst, often in our
own time, to carry out a Risk
Assessment. We need to
have a clear understanding
of parking
facilities,
disabled
the mobility
of the clients
we are taking.
Th ere are
also some
emergency
procedures
that have to be satisfi ed as
things can go wrong. Illness,
injury, lost people, and as
in the case of last year’s
Volunteers’ outing, coach
breakdowns. We are not
always lucky enough to have
Paul Martin with a ready
supply of money to enable
us to have coff ee whilst we
wait for breakdown recovery
and we generally have to rely
on having bottled water or
a fl ask of hot water with us.
We have been known to take
Without all this preparation,
outings on the mini bus
could result in people being
seriously hurt and others not
being able to enjoy a day out.
So bear this in mind the
next time an opportunity
arises for an outing. It did
not just happen overnight
to make it successful for
everyone. Vanetia
Facilities
Facts
Another very busy month
has gone by in the Facilities
Department. Christopher
our Supervisor has been
around to see or introduce
himself to many of you
now, and he has taken a fair
bit of the workload off my
shoulders over the last couple
of months leaving, me to get
on with the backlog of offi ce
work and deal with some of
the new projects that have
been in the pipeline; I do
miss being out in the Village
so much, but that’s the way
it is.
One thing that cannot
go unnoticed is the road
resurfacing of West Avenue
and part of Octagon Road.
It is now fi nished, even the
white and yellow lines have
been reinstated. Barry, our
builder, we hope will be
round other parts of the
Village again fi lling potholes
soon. Some of the sign posts
have also been changed a
little to include signs to the
Conservatory and Coach
House Mews and I have
others ready to put in place
to the Whiteley Museum
and St Mark’s Church; they
may even be in place by the
time you read this.
Huntley House is currently
in the middle of having all
the corridor and communal
lighting repaired and
changed for new modern
LED fi ttings, that are much
more reliable and energy
effi cient.
Th e Conservatory roof has
now been repaired and
redecoration of the club
house complex has been
scheduled for late July.
Unfortunately, this means
that the club/café/snooker
room/Conservatory will be
closed for a short time.
Cottage and Whiteley House
redecoration and upgrades,
including new windows are
going on as usual but it does
take time, general day to day
maintenance and repairs take
a lot of our time but we are
going as fast as we can.
After the digital TV switch
over in April it all seems to
have gone well, but I have
been asked to point out a
small problem some residents
are having with Sky and Set
Top Boxes. Some of you are
complaining that the systems
are rebooting or need to
be reset when switched on,
please DO NOT switch
these units off at the wall,
they need power to retain the
settings, switch to standby
only, this will save Raymond
or Paul from having to come
round to reprogram them.
Well that’s it for this month,
have a good bank holiday and
Jubilee Day. Dennis Gibson,
this does not cause any
Now we are in June hopefully
the weather will improve
so that the residents of
residents, which we all look
forward to very much.
Also in June, I am hoping to
book another Swingbridge
River Boat Trip (weather
residents really enjoy going
out on a boat and taking a
is very relaxing for them.
Snakes Alive!
Estate Clippings
I can barely believe we are
in June already. Like many
of you I am hoping for the
warmer weather to make a
welcome return. Th is should
bring on this year’s bedding
nicely and produce a good
show. Th at’s if we get a little
rain as well as the summer
sun.
Even with all of last month’s
rain we are still aff ected by
the hose pipe ban. I will
monitor the condition of the
Bowling and Putting greens
carefully. If they look like
they are wearing out too
much from a lack of water I
will regretablly have to ask
for a brief stop to the games
Photo: Bruce Harrison
so that the greens don’t wear
out completely.
Th e wildlife appearances on
the estate have been prolifi c
during the month of May.
We have had the pleasure of
watching a Roe doe being
followed by a one week old
fawn at the start of May.
Th is is quite early for Roe
deer to give birth, but not
unheard of.
Th e buzzards are proving
very diffi cult to track. I have
watched them in the woods
near the Rugby fi elds as well
as deep in the woods in the
southeast corner of the estate
(area 8) but have had no luck
fi nding the nest.
My other delight has been
watching a Grass snake, also
on area 8. Th ese snakes are
completely harmless, and are
under a lot of pressure
due to a loss of habitat
throughout the country.
It’s great to have them
here and goes to show the
value of Whiteley Village
as a conservation
area. I am
trying to
give them
a helping
hand by
positioning
suitable compost
sites to lay their
eggs in.
If you spot any snakes
on the Village please let
me know where so I can
plot the sightings.
If you need advice on how
to identify a grass snake
(although it’s unlikely you
will see any other snakes!)
please ask me.
Sightings will help me gain
some valuable knowledge
of the main areas of
population, and I can adapt
my management plan to help
them out in the future. Ian
Whilst at school I would
supplement my pocket
money by working just down
the road from the Village
as a waitress at Burhill Golf
Club. I am now married with
three sons and live not far
away in Addlestone. I guess
you could call me a local.
I have worked in
Accounts and Financial
Administrative positions in
companies such as Birds Eye
Walls, Welmede Housing,
Th e Nantucket Group and
ADP. When I am not
working, I enjoy spending
time with my family and,
if the weather is fi ne, long
coastal or countryside walks.
I was born and grew up in
Kingston upon Th ames,
but I am currently living in
Lower Feltham with my
wife Natalie. I have two
teenage sons from a previous
relationship, Harry (18) and
George (15) and Natalie
and I are expecting a baby in
August.
I love all kinds of sport but
in particular football and
cricket, though these days I
watch rather than play. My
son George also shares my
love for cricket and he plays
for his local team, so I spend
a lot of my time driving him
to his matches throughout
Surrey at unsociable times
on a Sunday morning – but
these are the occasions I
don’t mind being Dad’s taxi
service!
My dad told me recently that
my grandmother used to be a
cashier at Whiteley’s store in
London, so as they say it’s a
small world.
I am slowly fi nding my way
around the Village, and look
forward to meeting you all
on my travels!
Th is month we come into
a season of rejoicing (that’s
what jubilee means) as
we celebrate the Queen’s
diamond jubilee, 60 years as
monarch, six decades through
which the world has changed
so much. We at Whiteley
Village will have our own
celebrations and we will no
doubt take part or at least
watch as others do theirs.
In this jubilee year many
of us will be looking back
over the queen’s reign,
remembering our shared
history, the good times
and the not so good times
that have been part of our
life together as a nation.
I was talking to someone
who had been at the
Queen’s Coronation and
she described what people
were wearing, what it felt
like to be part of the vast
crowd in the streets and the
excitement that everyone felt,
her memories brought her
great joy and were a cause of
Jubilee Rejoicing
great rejoicing even all these
years later.
Many of us can remember
where we were and who we
were with for lots of the
major national celebrations,
I can remember standing
on a street corner waving a
fl ag when I was only 5 years
old and the Queen came to
visit our village on the Isle of
Wight.
As we think about this
season of rejoicing, this
jubilee year for our Queen,
we can all think about the
impact our lives have on each
other and our world. What
will we be remembered
for, whose
lives have we
touched with
joy?
Each of us
will remember
our hopes and
dreams, some
we will have
accomplished,
many will have
changed or
fallen by the
wayside as we
travelled down
the years, but
each of us will
have had a
great impact
on some people
in one way or
another.
I would love to be able to
ask the Queen what her best
memories of the last 6o years
have been, what has given
her joy and who she has
enjoyed spending time with,
but I know that’s not going
to happen.
As we share with each
other the celebration of our
Queen’s reign and look back
at the years she has shared
with us I hope it will give
us a sense of joy that we can
continue to share every day
here at Whiteley Village. Rev
A Rather Successful
Marketing Campaign
We were delighted by the
response to our recent Appeal
letters and it is a tremendous
pleasure to welcome
dozens of new Guardians
to Whiteley Village. I am
sure all the Residents and
Staff would like to join
Warden in thanking them
very much indeed for their
kind support of our Cottage
Modernisation Appeal. We
look forward to welcoming
them for their fi rst visit as
Guardians on Village Day so
they can learn a little more
about William Whiteley and
the extraordinary legacy of
beautiful almshouse cottages
he created. A second visit is
being planned to coincide
with Founder’s Day, when we
also hope to open our new
Museum.
We hope that Villagers will
be keen to create a Whiteley
Village Historical Society,
which can then lead the
project into the future. If
you’re interested, please come
along to the Museum on
Th ursday 7 th June at 10:30am
progress. (See main article
Mrs Marian Horwood Celebrates 100 Years
Congratulations to
Mrs Marian Horwood
of Huntley House who
celebrated her 100th
birthday on 28th April.
She is pictured here with
her son Peter and his wife.
Marian has lived in
Whiteley Village for
nearly 29 years, most of
which were spent in an
upstairs bedsit on Circle
Road before she moved, at
age 99 years, into Huntley
House in September last
year. I think she must hold
a record for being the oldest
resident to live independently
in an upstairs bedsit in
Whiteley Village!
During her time in the
Village Marian has made
a large number of friends
within the community and
it was good to see many of
these present at her 100 th
birthday party.
Th e party was arranged by
her son Peter and his wife
and was held in the upstairs
lounge at Huntley House
so that her friends could
celebrate this very special
occasion with her. It was
very generous of her family
to share Marian with us on
this very special day. We all
admired Marian’s birthday
card from the Queen, and
we also enjoyed browsing
through the photo album that
Marian’s family had made,
which showed photos of her
throughout her life.
Naturally, Whiteley Village
formed the background
to many of the photos of
Marian and her friends, and
it was fun to look at photos
taken many years ago, and
try to identify some of our
residents in their younger
years.
Marian looked lovely, as
usual, and I hope she enjoyed
her party as much as we did.
A Young Student
asks for your support
My name is Katie Mead,
granddaughter of Gill
Cooper, a carer from
Huntley House and greatgranddaughter
of Win
Cooper, a resident of
Huntley House and I am
a fourteen year old student
from Farnham.
In the summer of 2013, I
am planning on going on an
expedition along with my
school to a small rural town
in Ghana called Dwabor.
Previous groups of students
have already been out there
and I shall be amongst the
seventh team to go there.
Our main aim while we are
there is to help improve the
school in Dwabor. We shall
be renovating classrooms and
building a play area for the
children, making it a better
learning environment for
them. One year, the main
aim while a group was there,
was to build a log path to
the new, more hygienic toilet
block.
It is such a privilege to be
able to go on an amazing
trip like this and I would be
very grateful if you would
come over to see my stall on
Village Day, where I will be
themed friendship bracelets
and much more! Katie Mead
Whiteley Village Historical Society
An invitation to get involved in a new venture
On passing the museum
building next to St Mark’s
Church, many of you will
have seen that substantial
progress has taken place in
the last few weeks.
Th e time has come to start
making plans for the long
term, and I would like to
suggest that the Museum
should in future be organised
like any other activity in the
Village.
What I am proposing is that
we form a Whiteley Village
Photo: Val Buckley
Historical Society. Like
other clubs in the Village
this will have a committee
comprised of Villagers. To
discuss this and start making
formal arrangements, I am
organising a meeting at the
museum building itself at
10.30am on 7 th June. Th ose
attending will be able to see
the layout of the museum
building, and we will then
adjourn to a suitable place for
coff ee and discussion.
I should say a word of thanks
to Richard Exworthy. It
has been due to his vision
(with the occasional nudge
from yours truly) that the
museum has reached the
stage it is now, including
getting funding for the
work and equipment. He
does, however, agree that it
is now appropriate that the
Villagers themselves move
the project forward.
Apart from the museum
housing interesting objects
and displays to do with the
Village, it is also intended
over a period of time to build
a database of every Villager
that has ever occupied the
Village and where possible
to get video memories of
existing and future Villagers.
Th ere will therefore be
plentiful opportunities for
people to get involved with
one or more of the projects.
I hope that you will be as
excited by this project as I
am, and I look forward to
meeting you on 7 th June.
Please keep an eye on Notice
Boards around the Village
for Museum news, and if
anybody needs assistance
with transport to get to the
meeting, do let me know.
The Annual
Macmillan Walk
Th e annual Macmillan walk
went off very well with
a keen group setting off
from Huntley House. It is
certainly something that
strikes a chord with people.
Fortunately we had a fi ne
day and, with lots of help
from Villagers and the
Facilities Department, we
managed a fairly ‘together’
walk round the Octagon and
back to Huntley House for
tea and cakes. Th e distance
is about one mile.
personal experience the
amazing support that the
Macmillan nurses give to
be able to do something to
support the nurses and have
a laugh at the same time. Pat
‘He who would a Councillor Be......’
Villager Doug Clarke takes us behind the scenes of local
Elections
To parody a famous hymn “–
He who would a (Borough)
Councillor be, let him
consider.....”
Borough Councillors are
probably at the foot of
the ladder in the political
pecking order that could
lead to “No 10” should you
be so ambitious. Let him,
or her (and many now feel
so inclined) consider what
is involved in setting out
on this road to the stardom,
should you so desire.
First, you have to be
motivated towards being
involved in making sure
the ”weekly” bin collection
is organised, and many
other important, although
humdrum similar tasks. All
absolutely necessary, local
tasks. Whilst ensuring basic
services you will also be
helping in conserving the
Green belt, investigating
planning applications and
trying to get the things that
are supposedly done (in
theory more effi ciently) by
the next authority up the
chain, the County Council,
to actually happen.
Th at they do not happen
at the moment is plain to
see and on rainy days our
gutters overfl ow because
the grids that are supposed
to take the rain water away
are silted up and the “CC” is
too busy on other matters or
“issues” to use the modern
parlance. Who makes sure
the “contractor” they have
appointed to the task actually
does the job and does not
just pocket the money; and
leave us getting soaked by
the passing, often speeding,
traffi c? Th e matter of massive
puddles that last for days at
Hersham Green has been
going on for so long that
the newer residents do not
remember a time when it
was not like this. Th e older
ones that do, or did have,
memories of not having a
puddle at Th e Green after
the rains, are fast moving
heavenwards, where nirvana
is the order of the day, and
an orderly puddle free life is
assured.
If there is a drainage problem
,should it not have been fi xed
by now or are the present
Councillors so unaware of
the plight of the Hersham
Villagers they are supposed
to be representing? Or
more accurately, is this the
norm, that the party machine
gets you elected and once
the ballot is over you forget
about the people who elected
you, until you want their
votes next time?
I stood for election as a local
Borough Councillor for this
reason and many more. Th e
villager residents of all of
Hersham do have issues that
need the immediate attention
of the councillors, and they
need to fi nd out what they
are and do something about
resolving them.
Firstly to become a candidate
you have to register your
intent to stand as a candidate
for election with the local
returning offi cer. You can
do this as an individual, or
26 Whiteley Villager June 2012 June 2012 Whiteley Villager 27
as a member of a political
party. In my case this is the
Hersham Village Society,
registered to stand as
“independents”, not attached
to the party system that we
have in the UK. Locally
there are several Village
societies who have a total
of about 21 councillors on
Elmbridge Borough Council,
and Hersham North is now
one of them.
Forms are sent to you, that
you return with a proposer
and seconder, and also
signed by eight others, who
all must be on your
electoral roll as their
roll number has to be
included alongside
their name.
You pay the registration
deposit, appoint an agent
who will keep track of all the
clerical side of your campaign
and assist with the canvassing
and other necessary tasks,
and you receive instructions
back from the Returning
Offi cer on how much money
you can spend on your
campaign; £500 plus 5p for
every name on the electoral
roll, about £860 in my case,
and the rules of engagement.
Th e expenses are your
printing and other costs
such as postage etc. One of
the most important parts
is your manifesto and the
pledges it enshrines. You will
all have had a copy of mine
come through your door for
an example, and it covers
all things from who you are
and what you are aiming to
improve. It takes time to
put together, is edited many
times and emerges with your
name and picture on the
front, in the right colour.
Green for us Independents.
Massive changes are
not possible locally, but
improvements in the quality
of local life are!
Ward Hersham South is
larger in area than most,
stretching as it does from
A drowned rat candidate cannot really
successfully go door knocking....
the M25/A3 junction, along
the A3 to the River Mole
and Painshill, Seven Hills
Road, the Burwood Estate,
and down to Hersham, the
Village side of the Mole and
the Hersham by-pass. Th e
other side of the by-pass to
the Railway Line and the
River Mole is Hersham
North. Both wards have a
similar number of voters on
the electoral roll.
Canvassing the ward posed
many problems especially
when it kept raining, as each
door in some parts was often
quite a walk, even under my
new large Whiteley Village
brolly. Sadly there comes a
point when a “drowned rat”
looking candidate cannot
really successfully go door
knocking and I also realised
too late that I should
have done some training
beforehand in the Village
Gym in the Activities
Centre. My legs and feet
may have felt less tied and
have been far more willing to
pound the local roads which
sadly are not, or were not for
me, paved with success.
To those that supported
me in my endeavour I off er
my sincerest thanks and my
pledge to continue fi ghting
and standing on your behalf.
Further to this I off er my
especial thanks to
many of my fellow
Villagers and also the
many people I have
come to know in Hersham
itself, who off ered great
encouragement and support.
To those at the HVS
who helped dispense my
manifesto, who acted as
tellers and did other tasks
including making the tea;
no words could accurately
cover my level of gratitude,
so I will just settle for thank
you and the tea’s on me! And
all those who gave me their
“kisses” on the day, and not
the least, bless her, my Ann,
who gallantly kept me going
throughout the campaign in
many ways, which sadly I lost
by just a rainy 300 votes.
Next time, who knows?
Millie Lavender – “Good
Barbara Barnett – “Very
It was a lovely day for a
walk and I asked Christine
Goldsmith if she would like
to visit Leith Hill which is
a walk through woods up
to an 18 th century Gothic
tower, which the guide book
said,’ panoramic views over
25 miles’. It said we would
be able to see views over
London and the English
Channel.
We set off in sunshine
through beautiful
countryside; the drive was
idyllic with tunnels of
trees and sweeping fi elds
of spring freshness. As we
parked the car it started to
rain, the walk up through
the woods had us knee deep
in mud and holding onto
tree branches to cross deep
puddles.
When we reached the top
Climb every Mountain.....
A Visit to Leith Hill, west of Dorking (highest point in the South)
the views were
obscured by the
mist and rain
and the tower
stood forlornly
on top of the
hill surrounded
by about 30
other walkers
desperately
trying to get
warm with
mugs of hot tea
and coff ee. Th e
café that had been advertised
in the guide book was a small
window in the tower through
which you could purchase
drinks.
We joined the queue and
then sat in the rain drinking
our hot chocolate on a grassy
bank overlooking what would
have been a really good view
on any other day. Th e dogs
loved every second of the
walk, the food at the top and
the slippery descent back
down to the car.
Chris and I on the other
hand look forward to going
again if we get a summer
when the earth is baked dry
and we can picnic looking
over the view to the sea.
Th e moral of this story is
always check the weather
forecast for the whole day,
not just what it’s doing
outside and be prepared to
have a laugh when it all goes
pear shaped. Rev Terrie
In 1835 the poet Alfred
Tennyson visited Leith Hill.
Walking among the trees
of Leith Hill he wrote Th e
Sleeping Beauty and began Th e
Black Bird and Sir Galahad.
Sir Galahad, like Tennyson,
climbs a hill in search of
something:
I leave the plain I climb the
No branchy thicket shelter
yields;
But blessed forms in whistling
A New Chairman for Whiteley Village
Representative Committee
Following the sudden and
unexpected resignation of
Roy Hone, I fi nd myself
in the position of Chair of
the WVRC eight months
earlier than scheduled.
However, I’m sure that with
the support of Alan Burrows,
who was elected as the new
vice-chair, we can face with
confi dence the many varied
and challenging situations
that lie ahead. Christine
Goldsmith, our trusty
secretary, completes the new
team of offi cers.
I’ve been a committee
member for four years,
and I believe that this
present group is the most
committed that I’ve served
with. Th e meetings that
we have had so far in 2012
have certainly been more
passionate and vociferous
than any I can remember.
Th at’s a good thing, because
we are speaking our own
minds, which has not always
happened in the past. I look
forward to more of the same,
and I don’t think that my
gavel will be gathering any
moss.
Th e WVRC, as most of you
will know, are the section
representatives that you
yourselves have elected. Th ey
are there to help you in any
way they can, which includes
bringing your views and
concerns to the attention of
the Trust, but they can only
do so much. Some are maybe
more willing and able to go
beyond the bounds of duty,
but we should remember that
they are also Villagers with
everyday problems of their
own.
When I moved into the
Village with my wife Pat
in April 2007, we found
9 Circle Road, to be very
diff erent from anything we
had encountered before,
and we seriously doubted
whether we had made the
right move. On our second
day in residence, a lovely
lady rang our doorbell
and introduced herself as
our section representative.
She welcomed us to the
Village, and gave us as much
information as she could, also
patiently answering our many
questions. She advised us to
take one day at a time, which
is very good advice for any
new Villager. Th at lady was
Elizabeth Whiting, who has
become a good friend and
neighbour, and is still a much
valued section representative.
Under Roy’s leadership, and
Elizabeth’s before him, many
strides have been made to
secure a stronger platform
for the WVRC within our
community. We have made
several changes to the rules
and constitution, which
clarifi es and strengthens
our position. We have
made changes to the way in
which your Welfare Fund
is controlled. We have
requested a clearer and more
direct line of communication
between Villagers and
management. Th e Trust has
taken this on board, and
things are moving forward.
You will now receive “Th e
Villager” free of charge
and delivered to your door.
Th is resulted from an initial
suggestion by Roy Hone
and your WVRC, which was
endorsed by the Trustees.
We don’t envisage that the
format of the magazine will
change, but we hope to be
able to use it as a means of
communicating important
information to you as quickly
and concisely as possible
We want to make a
diff erence, and I believe
that having taken the fi rst
productive steps, we can all
look forward to working
together in a positive manner
that will be of benefi t to the
Trustees, the management
team, and last but certainly
not least, all the present and
that club members will
instead support the events
of the week. Any queries to
Your Letters
MY BIRTHDAY
I celebrated my 65 th birthday
the weekend of 28 th /29 th April
in the company of family,
old, new and Village friends.
Th e food was provided by
Caterplus and was excellent.
We danced the night away to
music from Keith Hayman.
My ‘Miss Piggie’ cake was
made by Vanetia, thank you
it was great. On Sunday we
enjoyed a lunch at the club
which was a super roast.
I thoroughly enjoyed my
birthday as I understand my
guests did as well. Th ank
you for my presents, I hope
I have remembered to thank
everyone. Chris Goldsmith
COACH HOUSE MEWS
REPRESENTATIVE (1)
Now that I am no longer the
Chairman of the WVRC,
I can voice my opinion
regarding Coach House
Above: Christine Goldsmith with Keith Hayman
Mews as a Villager.
Speaking to several Villagers
one to one I have had
feedback of one hundred
percent in favour of a CHM
representative attending the
WVRC meetings so how is
it we have a no vote from
our committee? I think
CHM would be invaluable
to the Village in several ways,
supporting the Post Offi ce
and shop, supporting our
Café, supporting our events,
and what is really sad is that
the CHM residents want to
be part of our Village and us.
I would suggest that
the time has come for a
Villagers’ vote before we
alienate these good people
forever. Roy Hone
COACH HOUSE MEWS
REPRESENTATIVE (2)
As a Villager who has been
involved in and loves the
Village I was very sorry to
hear of the decision not to
allow the residents of the
Mews to be represented in
the WVRC.
Firstly, I think that
there should have been
some consultation with
the Villagers by the
representatives before the
vote. Secondly, I think it
refl ects badly on the Village.
We wanted to make people
feel at home and welcomed
into the Village; at least to
give them a chance to see if
they wanted to be part of the
Committee. Of course, I do
not know all the ins and outs
of this decision but I do feel
very disappointed by it.
In his Development
newsletter of December 2010
Ray Baxendale clearly stated
that Mews residents would
pay an infrastructure charge
which would entitle them to use
the amenities of the Village on
the same basis as us. Th ey would
also have the right to apply
for membership of any one or
more of the Village Clubs and
Societies established by, and run
by, the residents of Whiteley
Village.
He pointed out that we could
not gauge Mews residents
level of interest in sharing
the Village and joining in
the activites. HOWEVER,
THE FRAMEWORK IS IN
PLACE TO ENCOURAGE
THIS AND TO WELCOME
THEM INTO OUR
CARING COMMUNITY.
It seems to me that if they
are really welcome and share
our Village then we should
be willing to allow them a
representative’s voice. Th ey
may have some good ideas
that will benefi t us!
I hope that the WRVC
decision will be reviewed.
WORK-OUT AREA
IN THE ACTIVITIES
CENTRE
Th ank you George - for
putting together this
really great centre for the
Villagers!! You have done us
proud and your generosity in
providing the equipment and
more importantly your advice
and care in the use of these
machines goes far beyond a
simple THANK YOU!!
More and more Villagers
are now feeling the benefi t
of these aids to basic healthy
exercise, and I have found it
has helped me tremendously,
easing my aches and pains,
and I feel so much better.
All Villagers are urged to
visit and use the centre as
your health will defi nitely
change for the better and
you will feel safe and secure
in knowing George is there
to guide you along the way.
It has been said, “one should
be careful about what you ask
for.” Never more true than
when I said, “rain would be
useful!” Th e Allotments are
thriving. Every plot is taken.
New members have joined
us this year: Diane Garrard,
Dorothy Kaye- Benson, Ron
and Maureen Little, Graham
We wish them a happy and
We are still enjoying our time
at the Art Group. It is really a
relaxing time sharing a hobby
and friendship. We have
coff ee, biscuits and a chat
then go back to the painting.
If you would like to come
and see what we do, please
call in Wednesday mornings
9:45am.
We usually pack up at
approximately 11:45 am as
some members of the group
have to get back for lunch at
Huntley House and the Care
Centre. Pauline Crook
bowling
Th e bowls season has started
with 2 games being played
against outside clubs. Th e
fi rst game against Mayford
was an away game and sad
to say we lost! Our second
game was at home against
Hersham, which I am
pleased to say we won. So
to date we stand at 1 won, 1
lost. Our next game is away
to Walton which I will report
on next month.
Our club season has
started, with a good
turnout of people wanting
to play. All we need now
is for the weather to be
accommodating. We are
fi nding that our green has its
usual diffi cult surface to play
on, which makes for a very
challenging game.
A big thank you to all people
coming to play and an even
bigger thank you to the
people who make the tea
and keep our hut clean. Sid
Guichard, Captain
camera club
We had a very useful
practical session at the May
meeting. Th e group was
divided into two with Cliff
taking the outdoor party
and inside Jim had brought
several interesting subjects
to explain certain aspects of
they were saying? Photo: Linda Roth
indoor photography. Th ere
are always many advantages
to going back to rediscover
the basics and judging from
the results discussed later.
All the members learnt a
great deal about the way their
camera worked.
Th ere are one or two more
meetings planned to further
develop this theme so we
look forward to those.
For now we will be focusing
on the display for Village
Day as there is always quite a
bit of preparation. Members
are asked to bring up to 6
prints, A4 size to the next
meeting on Wednesday 6 th
June to be
considered
for the
display. A
later date will
be arranged
for mounting
the prints
on card. Th e
display will
take the
usual format
on our new
boards, but it
would be nice
to see some
prints not
previously
shown.
Do have
a good look
through recent
pictures. Our meeting will
be at the Activities Centre
on Wednesday 6 th June at
2.00pm. Kate Haywood
Membership this year
has levelled out at 32,
which includes Mr & Mrs
Crawford and Mr & Mrs
Davis who are new Villagers
from Coach House Mews.
We welcome them and hope
they enjoy the course and its
facilities.
Th e new cabin is up and
running and I’m sure, in
time, will be a big asset to
members regarding clubs and
library
We have two new purpose
made bookcases to house
the audiobooks on CD. I
would like to thank Cliff
Jorgens of the woodworkers
at the Activities Centre for
his assistance in helping to
provide these. Consequently,
we have more space for books
on the existing bookshelves.
We have also had our carpet
professionally cleaned.
Many thanks to all those
responsible for this. I cannot
put down a doormat at our
entrance for fear someone
might trip and fall. Please,
therefore, check that your
shoes are reasonably clean
before entering the Library.
I would like to pay tribute
to Peggy Hurdle, who was a
Peggy Hurdle
Library Lady for many years
until 2010, when the uphill
walk became too much for
her. She, however, remained
an active reader, and enjoyed
books of all kinds. Many of
us have very fond memories
of this delightful lady.
We are beginning to think of
Village Day and we will once
more have a book stall on the
veranda outside the Library.
Th is year we will have a
wide range of books, jigsaws
and DVDs for sale. Please
encourage family and friends
to pay us a visit – with lots of
money to spend!!!
Owing to the Volunteers’
Outing on Wednesday 13 th
June the Library will be
closed on that day, but we
will open on Tuesday 12 th
June instead, so you can
change your books that week.
In the Poppy Appeal interim
report of 31 st March 2012
the sum of money raised
by Whiteley Village was
£4,537. 38. Well done to all
who helped and all who gave
welcome. Gina Webb
Following the Funeral Service
for Maureen Wade on Friday
Maureen’s daughter, Val,
a gavel which Maureen, as
leader had used to “bring them
to order” at their meetings.
We are delighted to report
that the membership has
grown since last month
(see letters page 33) and
in addition to existing
equipment there is now a
recumbent cycle and a new
step machine.
As always please make sure
you have tuition on how
these work from George
before you use them.
Sometimes we venture outside the Village gate
For an outing - but never return home late.
If you are lonely and a bit unsteady,
Come join us, you’ll fi nd warm friendship will be ready.
I have a little Satnav,
It sits inside my car.
A Satnav is a driver’s friend,
It tells you where you are.
I have a little Satnav,
I’ve had it many years.
It does so much more than
other ones,
It brings me close to tears.
It gives me full instructions
On exactly how to drive.
“It’s thirty miles an hour,” it
says,
“And you’re doing thirty fi ve.”
It tells me when a light is red
And when it goes to green.
It seems to know instinctively
Just when to intervene.
It lists the vehicles just in front,
It lists those to the rear.
Last Word
And taking this into account,
It specifi es my gear.
I’m sure no other driver
Has so helpful a device,
For when we leave and lock the
car,
It still gives its advice.
It fi lls me up with counselling;
Each journey’s pretty fraught
So why don’t I exchange it
And get a quieter sort?
Ah well, you see, it cleans the
house,
Makes sure I’m properly fed.
It washes all my shirts and
things
And keeps me warm in bed!
My Satnav is my wife.
