Presidential Report<br />

Dear friends in <strong>Baseball</strong>,<br />

<strong>Confederation</strong> <strong>of</strong> <strong>European</strong> <strong>Baseball</strong><br />

The highlight <strong>of</strong> the 2011 season was undoubtedly the 2-1 victory <strong>of</strong> the Dutch<br />

National Team over the “consistent champions” Cuba (25 gold medals) in the World<br />

Cup final. The <strong>Confederation</strong> <strong>of</strong> <strong>European</strong> <strong>Baseball</strong> is very proud <strong>of</strong> the Dutch team<br />

and its historic win. Never since the first World Cup in 1938, has a <strong>European</strong> Team<br />

won a medal in the World Cup. But the Dutch have shown such a good team spirit,<br />

fought a hard fight and made the impossible possible! We have to thank every single<br />

player, coach, manager, and <strong>of</strong> course the Dutch federation, for making this dream<br />

<strong>of</strong> ours come true. This title has brought about a higher interest, and a much better<br />

reputation to our sport in Europe. We are no longer an unimportant area on the<br />

<strong>Baseball</strong> World Map anymore. People have now become aware <strong>of</strong> the fact that<br />

Europe is getting stronger.<br />

We also would like to congratulate all <strong>of</strong> the other winners <strong>of</strong> our 2011 tournaments,<br />

especially T&A San Marino, winners <strong>of</strong> the <strong>European</strong> Cup Final Four, and once again<br />

to the Netherlands for becoming champions <strong>of</strong> the <strong>European</strong> Championship Juniors.<br />

More and more <strong>European</strong> Players are being signed by US pr<strong>of</strong>essional teams. Danny<br />

Arribas (NED) signed for the Pittsburgh Pirates, Alex Liddi (ITA) was promoted to the<br />

Big Leagues by the Seattle Mariners. Donald Lutz (GER) has been put on the 40man<br />

roster <strong>of</strong> the Cincinnati Reds for spring training, and might become the first German<br />

player to play in the Major Leagues. The interest <strong>of</strong> foreign pr<strong>of</strong>essional teams in<br />

<strong>European</strong> players is growing, and that shows us that <strong>Baseball</strong> in Europe is really<br />

developing well.<br />

The International <strong>Baseball</strong> Federation has “sold” the <strong>Baseball</strong> World Cup to Major<br />

League <strong>Baseball</strong>, expanding the World <strong>Baseball</strong> Classic tournament from 16 to 28<br />

teams with a qualifying round and therefore no extra World Cup tournament will be<br />

played. For the Qualifying Round <strong>of</strong> the WBC, which will be played in September<br />

2012, eight <strong>European</strong> teams have been invited to participate, making CEB the largest<br />

representative <strong>of</strong> any continental federations. This is a record number <strong>of</strong> <strong>European</strong><br />

teams, and represents a great achievement for baseball in Europe.<br />

IBAF has started an Olympic Reinstatement Campaign fighting for the return <strong>of</strong><br />

<strong>Baseball</strong> onto the 2020 Olympic Program. Therefore IBAF and the ISF at their annual<br />

congresses both voted for and approved a joint bid. On a <strong>European</strong> level, the CEB<br />

and ESF have presented and signed an agreement regarding future cooperation at<br />

the 2011 congress in Brussels. During 2011 two joint meetings <strong>of</strong> both federations<br />

took place, deciding to jointly invest in the “BeeBall” promotion programme, and are<br />

actively looking for the possibility <strong>of</strong> holding joint tournaments and a joint congress<br />

starting 2013. In my opinion we have finally opened some important avenues <strong>of</strong> cooperation,<br />

and will now follow in the right direction.

A very sad moment this year has been the tragic news that Dutch MLB player<br />

Gregory Anthony Halman was stabbed to death by his own brother. <strong>Baseball</strong> has lost<br />

a great player and an ambassador <strong>of</strong> the game, but above all we mourn for a young<br />

life that was taken in his prime. On behalf <strong>of</strong> the <strong>Confederation</strong> <strong>of</strong> <strong>European</strong> <strong>Baseball</strong>,<br />

I would like to express my sincere condolences to his family and friends.<br />

I wish to express my thanks to my board, the various commissions, and all the<br />

helping hands who work in the background. Special thanks also to all the hosts <strong>of</strong> our<br />

CEB competitions. Let’s keep up the good work!<br />

Development workshops at the Congress 2011<br />

During the Congress 2011 we had different workshops with information about<br />

BeeBall, EU-funding, coach development, player development and baseball<br />

Academies.<br />

We also had an interactive part where the members could point out the main areas <strong>of</strong><br />

development for the nearest future.<br />

Before the Congress the Development Commission sent out a questionnaire to the<br />

member in order to get a picture <strong>of</strong> the development status <strong>of</strong> the federations. 24<br />

federations answered the questionnaire and during 2011 the Development

Commission has put the results together as a basic document for the work program<br />

for 2012-2013.<br />

Work program 2012<br />

The work program for 2012 is formed out <strong>of</strong> the four areas that were discussed<br />

during the workshop at the Congress 2011. We have also formed the results <strong>of</strong> the<br />

discussions into priorities for 2012 to try to set focus on activities that are <strong>of</strong> a main<br />

interest for the members.<br />

At the following pages the work program for 2012 is presented.<br />

Lack <strong>of</strong> resources?<br />

In the earlier years CEB had a development fund where money from IBAF (Olympics)<br />

could contribute to development activities in Europe. As it seems now we have a<br />

question mark about the possibilities to get future funding to the necessary activities<br />

in Europe. Therefore we have to make a priority in the different working areas to have<br />

the resources put into activities that can have the best result for the development <strong>of</strong><br />

baseball in Europe.<br />

Technical Commission Report<br />

The Technical Commission gathered together three times during 2011. Once end <strong>of</strong><br />

January, once during the Congress in Brussels and the third meeting was held 9 th<br />

December in Barcelona.<br />

All statistics and the “play by play” details for all C.E.B. tournaments 2011 are<br />

published on the C.E.B. Website. The years 2007, 2008, 2009 and 2010 are also<br />

available. The T.C. worked in cooperation with the C.E.B. Office in Frankfurt to<br />

publish our Manuals, Umpire-systems and forms on the website. This year all<br />

international Umpires were supplied with OBR booklets, the Umpire Camp DVD <strong>of</strong><br />

MLB and the C.E.B. Umpire patches.<br />

In 2011 a total <strong>of</strong> 18 tournaments were played. 9 Club and 9 National team<br />

competitions were organized all over Europe.<br />

In the 1 st week <strong>of</strong> June, 34 teams <strong>of</strong> 29 different Federations participated in the<br />

<strong>European</strong> Cup competitions (the Qualifier for the Final Four event) and the <strong>European</strong><br />

Cup qualifiers. In September two play-<strong>of</strong>f tournaments and the Final Four event were<br />

played. In the Club competitions overall 43 Club teams from 29 Federations took<br />

part. In these competitions 20 Technical Commissioners, 58 International Umpires<br />

and 9 International scorers were active.<br />

In July 54 National team selections <strong>of</strong> 24 different Federations participated in the<br />

various <strong>European</strong> Championships and qualifiers. Total 22 Senior teams, 10 juniors,<br />

14 Cadet and 8 Juveniles teams took part in these competitions. CEB nominated 25<br />

Technical Commissioners, 61 International Umpires and 11 International Scorers for<br />

these events.<br />

Competitions 2011<br />

<strong>European</strong> Cup – Qualifier for the Final Four 2011<br />

Parma: In Italy it appeared to be a rainy week but luckily only one game had to be<br />

cancelled definitive. This game had no influence on the final standings.<br />

Amsterdam: Very good tournament and all went very well.<br />

Qualifier <strong>European</strong> Cup tournaments<br />

Athens: Was the revival <strong>of</strong> the facility <strong>of</strong> the 2004 Olympics trainings field.<br />

Attnang: Very good organized event.<br />

Solingen: Suffered a little from rainy weather but all games were played.<br />

Montpellier: This qualifier was heavily hit by severe weather circumstances. The<br />

finals could not be played and the ranking <strong>of</strong> the preliminary were declared as final<br />

standing.<br />

Play-Off –<strong>European</strong> Cups<br />

The play <strong>of</strong>f games were this year organized in Brno, Czechia and Solingen,<br />

Germany.<br />

Five teams competed for promotion and both teams <strong>of</strong> the Organizers succeed in<br />

clinching a spot for their Federation in the <strong>European</strong> Cup A-pool in 2012.<br />

Final Four – <strong>European</strong> Champions Cup<br />

Played in Brno,Czechia: Organizers did a splendid job and this event was in every<br />

way a big success. It was a promotion for the top level <strong>of</strong> club baseball in Europe.<br />

Qualifiers for the Senior Championship<br />

Antwerp, Barcelona, Tel Aviv and Zagreb: Good fields and well organized.<br />

Krymsk: Hit by misty communication <strong>of</strong> the Moldova Federation. Finally the team <strong>of</strong><br />

Moldova did not appear in the qualifier and the Belarus team arrived one day late.<br />

The Krymsk field was just completed before the event and a few items were not yet<br />

ready.<br />

The Moldova Federation will be punished according the Competition Rules.<br />

<strong>European</strong> Championship Juniors<br />

Gijon (Spain): Well organized event and it was a pity that the field condition appeared<br />

to be not too good for this important youth event.<br />

<strong>European</strong> Championship Cadets<br />

Trebic & Brno (Czechia): This event was a very good example how C.E.B. youth<br />

events should be Organized. Good fields, Good arrangements and a very active<br />

Local Organising Committee.<br />

Qualifier for the <strong>European</strong> Championship Cadets<br />

Belgrad (Serbia): Played on the only existing baseball field in Serbia. Everything went<br />

well.<br />

<strong>European</strong> Championship Juveniles<br />

Brest (Belarus): Very good organized event with lot <strong>of</strong> attention <strong>of</strong> the Brest<br />

Authorities.<br />

Schedule had to be changed due to one day rainfall. There are still some local<br />

problems between the Brest area and the <strong>Baseball</strong> Federation in the capital Minsk<br />

which is not in favour <strong>of</strong> Belarus <strong>Baseball</strong>.<br />

All events and winners are listed in this yearbook.<br />

This year C.E.B. was badly surprised by the withdrawal <strong>of</strong> the Moldavian Federation<br />

for the Senior Qualifier in Russia. The withdrawal was less than two weeks before the<br />

event. According the Competition Rules the Moldavian Federation is fined and<br />

suspended.<br />

The Technical Commission wants to thanks all persons working in any position within<br />

C.E.B. who made it possible that 2011 season was a success.<br />

Annual Report 2011 Umpire Commission<br />

Clinics<br />

Instructors clinic in Frankfurt<br />

For the first time CEB organised a clinic for umpire instructors as part <strong>of</strong> the program<br />

to licensing CEB umpires.<br />

Participants from ITA (2), NED (1), GER (1), SVK (1), CZE (1) and ESP (1) with Paul<br />

Bokern (NED) as instructor.<br />

Umpires clinics in:<br />

Ljubljana (SLO) 11 participants with Yuri Macchiavelli (ITA) as an instructor<br />

Stavanger (NOR) ? participants with Tony Jones (FIN) as an instructor<br />

Kirovograd (UKR) 17 participants with Michael Larkin (RUS) as an instructor<br />

Zôry (POL) 26 participants with Winfried Berkvens (NED) as an instructor<br />

Exchange umpires international tournaments in Europe<br />

CEB working always to improve umpires. Arranges were made with a few organisers<br />

<strong>of</strong> important tournaments to invite CEB-umpires to participate.<br />

The goal is to help umpires staying at a high level <strong>of</strong> umpiring.<br />

CEB Umpires active in IBAF tournaments<br />

CEB umpires were invited by the IBAF for the next tournaments:<br />

• World Cup (Panama) Henri van Heijningen (NED); Marco Screti and<br />

Pierfranco Leone (ITA); Jens Waider (GER) and Dana Beszczynski (AUT)<br />

• WC U16 (Mexico) Fred Groenewegen (NED)<br />

• WC U12 (Taipei) Silvano Filippi (ITA)<br />

Matters <strong>of</strong> instruction<br />

All the CEB-umpires received in 2011 the DVD “the virtual umpire camp” The DVD<br />

shows the several umpire mechanics. Also the rulebook was send by the Office.<br />

At the beginning <strong>of</strong> 2011 the 2- en 3 men mechanics were published on the CEB-site.<br />

Umpire evaluations<br />

In 2011 we started with a new form that has to be sent after the game digital to the<br />

Umpire Commission. Many times this was successful. In the rest <strong>of</strong> the tournaments<br />

we received the forms after the tournament. At least we received 215 forms from the<br />

16 events. The important thing was that the remarks <strong>of</strong> the commissioner has to be<br />

explained to the umpires after the game.<br />

The Technical commission started to appoint in many tournaments a commissioner<br />

with umpire experience for evaluating during the tournament. In some tournaments it<br />

was possible to arrange mini clinics.<br />

The information got from the tournaments is put in a sheet for qualifying the umpires.<br />

When the information is on a higher level we will inform the federations about the<br />

results <strong>of</strong> their umpires in Europe.<br />

Next season we have to reduce the (big) differences in scores given by the<br />

evaluators. We also working at the improvement <strong>of</strong> the collection and calculations <strong>of</strong><br />

the numbers we get so we get an Umpire ranking system in Europe.<br />

Contact Umpire Director ESF<br />

Last year there was a contact with the Umpire Director <strong>of</strong> ESF.<br />

Information exchange about:<br />

clinics; nomination umpires by the countries; licensing umpires; nomination umpires<br />

during tournaments; organisation umpires during tournaments; Evaluations to the<br />

countries; relationship between ESF and ISF; manuals (umpire and umpire-in-chief).<br />

Some <strong>of</strong> the ESF-ideas are very useful within CEB.<br />

Annual Report 2011 Scoring Commission<br />

Clinics<br />

In 2011 there was only one request for a scoring clinic, which the Scoring<br />

Commission unfortunately could not fill in.<br />

Tournaments are also used to teach the local scorers the CEB scoring method as<br />

well as the TAS program that is used for the live play-by-play in the internet.<br />

To do this, high levelled scorers from different countries work the tournaments, not<br />

only in their own country, but also abroad.<br />

CEB scorers active in IBAF tournaments<br />

During the last couple <strong>of</strong> years more and more <strong>European</strong> scorers have qualified<br />

themselves to also score in IBAF tournaments. <strong>European</strong> scorers were invited to:<br />

International contacts<br />

The Scoring Manual is under construction. As this is a manual that will not only be<br />

used within CEB, but also within IBAF, the <strong>Baseball</strong> World Cup in Panama was also<br />

used by the CEB Scoring Commission (all present in Panama) to discuss with the<br />

Scoring Commission <strong>of</strong> COPABE. In 2012 we expect to finalize the manual.<br />

Also the manuals to use the TAS program (both for Data Entry as well as for Central<br />

Operator) are reviewed with experiences from the different CEB tournaments.<br />

As there is no Scoring Manual for s<strong>of</strong>tball, ESF Scoring commission asked for<br />

permission to write their manual based on the CEB version. This means that scoring<br />

in Europe for both baseball and s<strong>of</strong>tball is built on the same method.<br />

Marketing Commission Report<br />

There were not many activities <strong>of</strong> the Marketing Commission in 2011 due to<br />

the lack <strong>of</strong> budget, lack <strong>of</strong> events and lack <strong>of</strong> personnel on the Commission.<br />

But CEB did have the following activities in the realm <strong>of</strong> Marketing:<br />

§ New Facebook site was established and administered very effectively by<br />

Rhena with many likes and uploads;<br />

§ The IBAF ball tender has been shared with all the CEB countries;<br />

§ Five CEB Federations were chosen to participate in the World <strong>Baseball</strong><br />

Classic new qualifying round to be played in the fall <strong>of</strong> 2012. A meeting<br />

among them will be held at the upcoming Congress to discuss how this can be<br />

leveraged for the promotion <strong>of</strong> the game throughout Europe;<br />

§ Initial contacts were made with the marketing arm <strong>of</strong> the <strong>European</strong> S<strong>of</strong>tball<br />

Association to see how we could cooperate together;<br />

§ An LOC Contract/Host Agreement for 2014 and beyond was discussed and is<br />

being worked on.<br />

PR & Media Commission Report<br />

The activity <strong>of</strong> the media commission during 2011 was very limited, due to lack <strong>of</strong><br />

funding and the precise directive <strong>of</strong> the Executive to concentrate our activity on the<br />

TV production <strong>of</strong> the 2012 <strong>European</strong> Championship.<br />

We actually tried to cooperate with the Czech Federation and the Czech national<br />

television to produce the Championship Game <strong>of</strong> the <strong>European</strong> Championship for<br />

Clubs. We had already an agreement with RAI for a live broadcast, but at the last<br />

moment the Czech TV decided they would not produce the game due to lack <strong>of</strong><br />

funding.<br />

In this last year <strong>of</strong> action we will concentrate on the TV production <strong>of</strong> the <strong>European</strong><br />

Championship in The Netherlands.<br />

In the future, I will need some guarantees to be part <strong>of</strong> the Commission again:<br />

1) some stronger directives from the Executive<br />

2) the possibility to refer directly to the Executive<br />

3) the definition <strong>of</strong> some actual goals<br />

4) the definition <strong>of</strong> an actual budget (for TV productions especially)<br />

I am not interested in being part <strong>of</strong> a joint Media and Marketing Commission. Due to<br />

lack <strong>of</strong> time, I do not intend to be involved in meetings about things (material,<br />

merchandising, ball tenders) I am not interested in and also not too competent about.<br />
