and Fisheries Extension Network (RAFEN I) held at Bonuan<br />
Binloc, Dagupan City on March 22-23, <strong>2012</strong>. RAFEN I now on its 2nd year, continued to expand its partnership and network with the different<br />
agencies in order to strengthen its extension service to be provided<br />
to the farmers and fishermen, especially among the identified<br />
Indigenous People (IPs), thus tapping the National Commission on<br />
Indigenous Peoples (NCIP).<br />
During the fellowship night, Dir. Alberto B. Maninding, Deputy<br />
Director for AFE Extension on Operations, ATI Central Office gave an<br />
inspirational message. He mentioned that due to climate change rice<br />
yields in the coming years will be affected. He encouraged the extension<br />
workers to help the Filipinos consume more on vegetables, and<br />
high valued crops like tubers and other root crops and be less dependent<br />
on rice, in order to address the problem on too much rice importations.<br />
He even challenged the extension service providers to send<br />

SSS cuts interest rates;<br />
offers higher housing loans<br />
THE SOCIAL Security System (SSS) has cut down its interest<br />
rates and raised the maximum amount of its housing<br />
loans to help members gain wider access to decent shelter<br />
at affordable terms, a top official said.<br />
SSS President and Chief Executive Officer Emilio de<br />
Quiros, Jr. said members can now borrow up to P2 million,<br />
which is double the amount offered in the past, while annual<br />
interest rates were reduced by as much as five percent.<br />
“The revised guidelines aim to align SSS housing loan<br />

Fire razes LC building<br />

A THREE-STOREY commercial<br />
building in Laoag City’s business<br />
center was razed in a fire<br />
that lasted for more than three<br />
hours, according to the Laoag<br />
Bureau of Fire Protection.<br />
The fire broke out at about<br />
3 pm on <strong>April</strong> 15 and it later led<br />
to a general alarm.<br />
The building, identified as<br />
Felmar Building owned by William<br />
Ruiz, housed various business<br />
establishments as well as<br />
a boarding house and a worship<br />
service church. It housed 18<br />
occupants.<br />
Fire Sr. Insp. Bonifacio<br />
Sacatrapos, Laoag fire marshal,<br />
reported that five fire trucks im-<br />
mediately responded to the<br />
alarm where they set up in strategic<br />
location—the eastern,<br />
western and southern portion of<br />
the building.<br />
Shortly after, fire fighters<br />
from all over the province joined<br />
the Laoag firemen.<br />
Records later showed that<br />
there were no fatalities or injuries<br />
during the fire.<br />
Sacatrapos said they still<br />
have not yet determined the<br />
cause of the fire nor the amount<br />
of the damages and that they are<br />
still investigating the incident.<br />
Reacting to this, Laoag<br />
Mayor Michael V. Fariñas apologized<br />
to members of the local<br />
media for he had no time for interview<br />
during the fire as he<br />
also had to do his job that at<br />

He said some of the different<br />
department offices of the<br />
city hall also responded during<br />
the fire.<br />
The mayor said the city<br />
government plan to purchase<br />
additional firefighting equipments<br />

proposed equipments were recommended<br />
by the agencies involved<br />
including the Department<br />
of Public Safety.<br />
He instructed the city social<br />
welfare office head to list all the<br />
names of the affected occupants<br />

The AFA was inaugurated in<br />
February 2008 and operates as<br />
a training facility of the BFAR/<br />
NFRDI. The academy aims to<br />
be the leading training center in<br />
the Philippines for sustained<br />
dissemination of new and improved<br />
fisheries technologies.<br />
The RAFEN I members also visited<br />
the Seafood Processing<br />
Complex in Dagupan City; which<br />
was established through the<br />
partnership of the Korean Government<br />
and the Philippine Government<br />
provide training and<br />
research facility on seafood processing<br />
to produce high-quality<br />
and safe seafood products<br />
for domestic and export markets<br />
and to make the country’s aquaculture<br />
industry globally competitive.<br />
There was also a visit to the<br />
Bangus breeding and hatchery<br />
station, as well as for the Ulang<br />
production, Saline/Red Tilapia,<br />
Sea Bass, Aquarium fishes, and<br />
the Live Oyster Farm which was<br />
first established in the Philippines<br />
located in Dagupan City.<br />
He said that the city government<br />
already did this during<br />
Christmas and New Year and<br />
probably the suggestion will be<br />
granted and it will be located at<br />
the city public market.<br />
The BFP building was located<br />
here at the poblacion but<br />
it has since been transferred to<br />
Barangay 1 in front of the city<br />
police headquarters.<br />

for Development Loans. Borrowers<br />
aged 60 at the time of application<br />
will have a maximum loan term of<br />
five years.

(The following is an article written by Fr. Roy Cimagala—Ed)<br />
ASIDE from being a season of joy because of our Lord’s resurrection,<br />
the culminating event of his redemptive work, Easter time is also for<br />
preparing ourselves for the coming of the Holy Spirit, since our life is<br />
supposed to be Life in the Spirit.<br />
And so in many readings of this season’s Masses, together with the<br />
alleluias that we sing with gusto, a lot of references are made to the<br />
Holy Spirit. Typical of such readings is the gospel about the meeting of<br />
Nicodemus with our Lord, as recorded in the Gospel<br />
of John, Chapter 3.<br />
Editorial<br />
Editorial There we have the famous lines about being<br />
born again, a phenomenon we have to be very familiar<br />
with, because we have a big part to play in<br />
our own rebirth. Sad to say, this need for being born again is not yet<br />
known to many.<br />
Our Lord said, “Amen, amen, I say to you, unless one is born from<br />
above, he cannot see the Kingdom of God.” Nicodemus said to him,<br />
“How can a man once grown old be born again? Surely he cannot reenter<br />
his mother’s womb and be born again, can he?”<br />
“Jesus answered, “Amen, amen, I say to you, unless one is born of<br />
water and Spirit he cannot enter the Kingdom of God. What is born of<br />
flesh is flesh<br />
and what is born of spirit is spirit.”<br />
To be born again is, as our Lord said, to be born of water and Spirit.<br />
Our first birth, our natural birth, is God’s first creation of us, an event<br />
where we did not have any part.<br />
But since, we have been made in God’s image and likeness, we are<br />
supposed to be free and do things knowingly and lovingly, we need to<br />
correspond to God’s will in creating us, and so there is the second birth,<br />
our rebirth, our being born again, where we willingly should go along<br />
God’s designs for us.<br />
To be born again is to willingly link ourselves with God who in the<br />
Spirit continues to be with us, always intervening in our life, showing<br />
us his will and ways, in manners both discernible and understandable<br />
as well as mysterious and inscrutable. This is what is meant to be born<br />
in water and Spirit.<br />
Water refers to the sacrament of baptism that signifies that we are<br />
willing to link up with God in the Spirit, and everything that is involved<br />
in such a link-up—fidelity to Christ, following his teachings, etc.<br />
That’s why our Lord told Nicodemus, “Do not be amazed that I told<br />
you, ‘You must be born from above.’ The wind blows where it wills, and<br />
you can hear the sound it makes, but you do not know where it comes<br />
from or where it goes; so it is with everyone who is born of the Spirit.”<br />
It is the Holy Spirit who will guide us, and all we have to do is to be<br />
docile to the Holy Spirit, a relationship that does not undermine our<br />
freedom, but rather enhances it.<br />
Let’s remember that our freedom is never absolute, since we as<br />
man, as persons, are not absolute beings, but creatures, who receive our<br />
existence and everything in it, like our freedom, from God.<br />
We need to be clear about this point, because many times we believe<br />
that we just have to live our own life, in complete and absolute autonomy<br />
from God and from others. We often consider our relationship<br />
with God and others as purely optional, developed at the instance of our<br />
own convenience, etc.<br />
And we often depend only on what we have—our intelligence, our<br />
talents, our privileges, our looks, our wealth and fame, our earthly<br />
powers. These endowments, without the guidance of the Holy Spirit,<br />
can go anywhere and nowhere. The only way we can be on the right<br />
track is when we are living and doing things with the Holy Spirit.<br />
This point may still sound strange, and even outrageous, to many.<br />
That’s unfortunate, because it simply shows a gaping ignorance of some<br />
fundamental truths about ourselves that can come only from our faith.<br />
It’s faith that enlarges and completes the picture, that gives us the<br />
ultimate dimensions of our life. Our sciences and other human knowledge<br />
can only cover so much, and if not guided by the Holy Spirit, again<br />
can go anywhere and nowhere.<br />
We need to be born again and cultivate a Life in the Spirit. Are we<br />
beginning to develop an intimate relationship with the Holy Spirit, in<br />
deeds more than in words and intentions?<br />

GEMS OF EVERYDAY LIVING:<br />
Brisk walking on busy thoroughfares<br />
in the metropolis on late afternoons<br />
as a way of shedding unwanted<br />
fat brings untold gems of<br />
everyday living, if only one’s eyes<br />
are opened wide enough and one’s<br />
ears are geared up for hearing good<br />
enough.<br />
One particular gem—or gory<br />
detail, if you may—that hits me everyday<br />
is the facility with which<br />
very young Filipino kids utter invectives<br />
and profanities against one<br />
another, in public yet. It is as if saying<br />
“p..ang ..a” or “h….t” or even<br />
“h…p ka”, or uttering or displaying<br />
some other abuse against their fellow<br />
youngsters, has become a way<br />
of life for them.<br />

gates of hell, according<br />
to Dante’s Inferno.<br />
A similar warning<br />
is believed inscribed,<br />
albeit invisibly,<br />
at the gates of<br />
American jails. “Unless<br />
you get an excellent<br />
lawyer,” is an invisible footnote.<br />
“Expose thyself, all ye who enter<br />
jail,” is a new sign that can now<br />
be sketched at the entrance to<br />
American jails. On <strong>April</strong> 2, <strong>2012</strong>, the<br />
United States Supreme Court effectively<br />
gave the go-signal for such a<br />
sign when it ruled that “stripsearching”<br />
of people brought to jail<br />
does not violate the Fourth<br />
Amendment’s guarantee against<br />
unreasonable searches and seizures.<br />
Florence v. Bd of Chosen Freeholders,<br />
No. 10-945, 04/02/12.<br />
Florence was arrested during a<br />
traffic stop by a police officer after<br />
checking a computer database<br />
which showed a bench warrant for<br />
his arrest after he failed to appear at<br />
a court hearing. At the first jail, Florence<br />
disrobed, showered, and was<br />
checked for scars, marks, gang tattoos,<br />
and contraband. He opened<br />
his mouth, lifted his tongue and<br />
genitals. At the second jail, he removed<br />
his clothes, showered, lifted<br />
his genitals, an officer looked for<br />
body markings, wounds, and contraband,<br />
looked at his ears, nose,<br />
mouth, and other body openings.<br />
He was released when jailers discovered<br />
the fine had been paid.<br />

VULGAR AND PROFANE LAN-<br />
GUAGE OF PINOY KIDS: Surely,<br />
this kind of an attitude and way of<br />
talking are merely imitated—and I<br />
cannot help but think that the children<br />
who are vulgar and profane in<br />
their language have either been subjected<br />
to such indignities right in<br />
their own homes, or have not been<br />
properly taught by their parents, by<br />
their relatives, and even by their<br />
schools.<br />
Do we want to remedy this<br />
malady? We should, unless we want<br />
our next generations to grow up<br />
with foul language in their mouths<br />
(and with foul language, bad character).<br />
And the only way to do this<br />
is God’s way. In Ephesians 6:4 of<br />
the Bible, we are told: “Fathers, do<br />
not exasperate your children; in-<br />
violated. He argued<br />

Safety vs. privacy<br />
JUSTICE Kennedy and four other<br />
justices concluded that the search<br />
procedure at the jail struck a reasonable<br />
balance between inmate<br />
privacy and the needs of the institution,<br />
and thus the Fourth and<br />
Fourteenth Amendments were not<br />
violated. Maintaining safety and<br />
order at detention centers requires<br />
the expertise of correctional offiments<br />

key note this two-day meeting.<br />
Discussions will include sessions<br />
on a Philippine Center for<br />
Investigative Journalism presentation<br />
on an “Asian Media Barometer”,<br />
“Self-Regulation” to<br />
“Reporting the Environment”.<br />
It promises to be a useful exercise.<br />
Far too many today take<br />
liberty of expression as a constitutional<br />
given, “constant as the<br />
northern star,” Shakespeare<br />
would write.<br />
This was not always so. In<br />
fact, a free press had to be<br />
fought for every step of the way<br />
from World War II resistance<br />
papers to the “mosquito press”<br />
that struggled against the<br />
Marcos dictatorship’s gag. That,<br />
too, remains a “constant.”<br />
“When you do battle for<br />
press freedom, don’t put on your<br />
best trousers,” old editors tell<br />
their cubs. But we’re also craftsmen<br />
with abbreviated memories.<br />
“Baby-boom-ers” in our<br />
newsrooms never saw Juan<br />
Ponce Enrile’s photocopied arrest-and-seizure<br />
orders. Few<br />
recall how Metrocom troops<br />
padlocked the Manila <strong>Times</strong> and<br />
Manila Chronicle as well as vari-<br />
KNOWING that I like<br />
songs and music, some<br />
friends introduced me to<br />
two of our latest singing<br />
sensations, Adele<br />
and Bruno Mars. This<br />
development triggered<br />
in me the thought that<br />
we need to be most careful<br />
and very discerning<br />
in the appreciation of<br />
today’s music.<br />
When I first heard Adele, my<br />
first reaction was negative. She<br />
sounded drunk, or a woman<br />
wronged, mournful, melancholic.<br />
My friends immediately assured me<br />
it’s worthwhile to be more patient<br />
and to try to grow a certain taste for<br />
her style.<br />
True enough, when I heard her<br />
“Set fire to the rain,” I started to<br />
reconsider. She has a very powerful<br />
voice, but more than that, it’s a<br />
voice with a great ability to shift<br />
tones with rapidity, and to think that<br />
she’s only in her early 20s.<br />
That flipping style and her very<br />
unusual or, I would even say, erratic<br />
way of phrasing seem to<br />
sound like the rumblings of a volcano<br />
nearing eruption. The pentup<br />
emotions and passions are seeking<br />
a hole, or making it, to find urgent<br />
release.<br />
Then I started to listen to her<br />
other songs. “Someone like you”<br />
can really make you cry. Those<br />
abrupt and sharp shifts from low to<br />
high tones can leave you feeling<br />
like you are twisting in the wind.<br />
“Chasing pavements,” “Rolling in<br />
the deep,” etc., reinforce the lingering<br />
impression she has a distinctive<br />
style that’s worth taking note<br />
of.<br />
I examined the lyrics, and what<br />
can I say? They seem to be mainly<br />

The name of columnist Antonio<br />
Abad Tormis, who was the<br />
first to be gunned down for exposing<br />
corruption in Cebu rings<br />

journalists have been murdered.<br />
In a “culture of impunity,” no one<br />
has been called to account.<br />

Just last Tuesday, the Committee<br />
to Protect Journalists published<br />
in New York its <strong>2012</strong> impunity<br />
survey. A dysfunctional<br />
justice system wedges the Philippines<br />
third among the four nations,<br />
failing to nail journalist<br />
murderers. The other three<br />
“black sheep” are: Iraq, Somalia<br />
and Sri Lanka.<br />
Journalism students learn,<br />
early on, the law shields reporters<br />
from revealing their sources<br />
of information. But who recalls<br />
that five newsmen chose jail in<br />

plaintive, sad, and all that. There’s<br />
a king of angst, a sensation of being<br />
caught in a corner and not knowing<br />
what to do. And with her style,<br />
the emotions and sentiments become<br />
so transparent and raw they<br />
can be easily felt by the listener.<br />
Composers nowadays seem to<br />
reflect very well the complicated and<br />
confused character of our times.<br />
There’s, of course, some merit in<br />
that. But I would not allow myself<br />
to be taken in by them completely.<br />
Caution always helps so as to avoid<br />
being swallowed by rampaging<br />
emotions. These composers can<br />
express the pathos and ethos of the<br />
times.<br />
Sometimes, I say, poor Adele.<br />
Oh, what she has to go through,<br />
and how she is coping with it all!<br />
No wonder, Adele is raking in many<br />
awards. Must be making a lot of<br />
money too.<br />
Then I listened to Bruno Mars<br />
and I immediately understood why<br />
many people, especially the young,<br />
like him. He has such a funny and<br />
cheerful style that you like to dance<br />
and simply to be carefree. I believe<br />
his songs are more of the R and B<br />
and reggae types, but he actually<br />
blends many genres. That’s versatility<br />
for you.<br />
And yet he is also capable of<br />
being extremely mushy. His “Talking<br />
to the moon” is even haunting.<br />

Code of Ethics. If enacted into<br />
law, this would convert government<br />
into editors.<br />
Failure, by some, in our<br />
ranks, to curb “abuse of press<br />
freedom as a marketing strategy”<br />
would be compounded by<br />
government intrusion—minus<br />
military jackboots—into a constitutional<br />
no man’s land.<br />
The media meanwhile basks<br />
complacently in these liberties.<br />
The Philippine Press Institute<br />
conference reminds us that “we<br />
drink from cisterns we never<br />
built; and we reap from vineyards<br />
we never planted.”<br />
The People Power Constitution,<br />
indeed, guarantees a free<br />
press. “Liberty is the right not to<br />
lie,” Albert Camus reminds us.<br />
Thus, the flip side is: The press<br />
itself should guarantee a fair—<br />
and a perceptive—one.<br />
That task demands unflag-<br />

Yes, he has a powerful<br />
voice, high-pitched yet<br />
solid, and yes, he also<br />
knows how to flip not<br />
only tones but also in<br />
phrasing. What a singer!<br />
I again looked at the<br />
lyrics of his songs,<br />
mostly if not all composed<br />
by him. And again<br />
they reflect the temper of<br />
the times—complex, a bit confused,<br />
playful, mischievous, rebellious, etc.<br />
But there’s no doubt that together<br />
with the tune and beat, they<br />
are very catchy, and easily accessible,<br />
as the Wiki describes them. Just<br />
check out his “Lazy song.” I find it<br />
funny, but also disturbing. I know<br />
it’s not just a song. It is an expression<br />
of today’s mind and attitude.<br />
All these considerations bring<br />
us to what I feel we need to do—to<br />
be careful, to not easily be taken in<br />
by the external charms of the songs<br />
and music. We need to go deeper<br />
into the spirit that animates them—<br />
whether they are good, healthy and<br />
safe or not. We have to learn to sift<br />
the good from the evil, the safe from<br />
the dangerous.<br />
Truth is the more engaging or<br />
stimulating or absorbing or, worse,<br />
addicting, some things like songs<br />
and gadgets are to our senses, emotions<br />
and mind, the more we have<br />
to refer them to God.<br />
They should not be left to tickle<br />
us only in those levels and aspects.<br />
They need to be related to God,<br />
scrutinizing them spiritually, not<br />
carnally or emotionally, nor even<br />
intellectually alone. Those would<br />
not be enough. Those only give us<br />
a part of the picture, and can be dangerous<br />
if not related to God and not<br />
assessed spiritually also.<br />

Have our constitutional reflexes<br />
so atrophied, we glamorize<br />
junta builders? And why are<br />

than substance? Do we prefer<br />
the obvious instead of reporting<br />
“deep-running currents? Corruption<br />
in our ranks?<br />
And what can we do as the<br />
country stumbles into what will<br />
be probably the most bitter election<br />
of this century?<br />
Those called to the “priesthood<br />
of journalism,” Nobel Laureate<br />
Gabriel Garcia Marquez<br />
insists, must examine ourselves.<br />
Do we measure up? The call is<br />
for balance. We all need perspective.<br />
What advances the<br />
common good—not what entertains—should<br />
command priority.<br />
Journalists who come after<br />
us will also need cisterns of<br />
press freedom. We too, must<br />
replenish that for them.<br />

Research Institute ng Department of Science and Technology (o FNRI-<br />
DOST), ang yakon ay maaaring gawin sa ibat-ibang produkto gaya ng<br />
tsaa, juice, salad, at iba pa.<br />
Ang mga lamang-ugat gaya ng yakon ay nagbibigay ng enerhiya at<br />
lakas sa katawan. Ang kakulangan sa pagkain ng karbohydrat (o carbohydrates)<br />
ay hahantong sa mababang timban, panghihina, pagkahilo at<br />
pagbaba ng l;ebel ng asukal sa dugo, ayon sa Gabay sa Wastong Nutrisyon”<br />
ng FNRI-DOST.<br />

General on the 65th anniversary of PRC IN-LC Chapter<br />
CONGRATULATIONS to<br />
<strong>Ilocos</strong> Norte-Laoag City Chapter<br />
for holding the Run for Humanity<br />
<strong>2012</strong> as its way of celebrating<br />
the 65th Anniversary of<br />
the Philippine Red Cross. I share<br />
the bliss and sense of fulfillment<br />
that each of you feels at this moment<br />
for emerging triumphant<br />
amidst the hurdles of the past<br />
year.<br />
I commend your chapter for<br />
greatly contributing to the overall<br />
success and accomplishments<br />
of the entire Philippine Red<br />
Cross. The commitment, hard<br />
work and endurance of the<br />
Chapter staff, volunteers, Board<br />
of Directors, partners and donors<br />
have propelled Red Cross<br />
to where it is now—at the top<br />
of service and the leading humanitarian<br />
organization in the<br />
Philippines.<br />
As we celebrate our 65 th anniversary,<br />
I would like to enjoin<br />
everyone to reaffirm the reasons<br />
why we are with the organization—we<br />
value human life and<br />
we believe in affecting meaningful<br />

THE ROOM for improvement is<br />
said to be the largest room. Hence,<br />
we should always find a way to<br />
enter into this place. Let us soar<br />
to the level of excellence. But what<br />
are we going to do? How can we<br />
become more professional?<br />
We should allocate time for<br />
professional development by participating<br />
in educational seminars<br />
and workshops, reading educational<br />
materials regularly, engaging<br />
in educational research and<br />
enrolling in short-term courses<br />
and post graduate programs. We<br />
should pursue our graduate studies<br />
and try all our very best to finish<br />
it because you cannot give<br />
what you do not have. We should<br />
attend trainings and seminars to<br />
keep abreast with the trends and<br />
innovations in education.<br />
Maintain proper stature and<br />
are. The years that passed were<br />
filled with remarkable challenges<br />
that tested our efficiency and tenacity<br />
as an organization. But<br />
because of the inspiration we<br />
draw out from the vulnerable<br />
people and from one another, we<br />
have risen above the challenges<br />
and we have remained steadfast<br />
in responding to the calls of time.<br />
The Philippine Red Cross has<br />
become the flicker in the dark<br />
and the hope in the midst of despair.<br />
We succeeded in transforming<br />
the lives of people in<br />
dire need and of communities on<br />
the edge of despondency. We<br />
have been champions in the past<br />
65 years in providing millions of<br />
people with a quality life—and<br />
we remain visionary to soar<br />
higher in the coming years.<br />
Let this event be a tribute as<br />
well to the people who have<br />
been with us, then and now, for<br />
selflessly devoting their resources<br />
and lives towards<br />
achieving the goals of the Philippine<br />
Red Cross.<br />
I wish only the best for the<br />
Chapter and for the whole organization.<br />
I know that we will<br />
continue to grow strong and progressive<br />
as the years pass. The<br />
Run for Humanity will certainly<br />
be a massive success in bringing<br />
together PRC stakeholders<br />
to show what the Red Cross is<br />
all about: unity, service, and<br />

to teachers has relevant significance<br />
in education because it affects<br />
the role of the teacher and<br />
in the long run affects the pupils’<br />

should reach our pupils in a meaningful<br />
way and develop innovative<br />
approaches and techniques.<br />
We maintain good conduct<br />
whenever and wherever we are.<br />
We should have the ability to initiate<br />
and maintain quality communication<br />
with pupils, fellow teachers,<br />
administration and parents.<br />
Active communication opens understanding<br />
and develops rapport<br />
among people.<br />
Lastly, handle all situations<br />
with utmost professionalism.<br />
Thus, to become more professional,<br />
inculcate yourselves the<br />
value of decisiveness, honesty/<br />
integrity, dedication/commitment,<br />
initiative/resourcefulness, courtesy,<br />
human relations, leadership,<br />
stress tolerance, fairness/justice,<br />
proper attire and good grooming<br />
and punctuality. We should perform<br />
these values at all times. It is<br />
not enough that we are hired as a<br />
permanent teacher. Strive to be<br />

AN EDUCATIONAL superior must<br />
acquire the needed attributes to<br />
achieve the desired goals.<br />
Being a superior, she must be<br />
ready to give others credit. Once a<br />
subordinate is discriminated upon<br />
by her superior, she cannot be expected<br />
to be an effective or efficient<br />
worker. So, this will come in the form<br />
of deficiency of the employee’s performance.<br />
She may have a lower level<br />
of satisfaction.<br />
A superior must be fair to her<br />
subordinates to avoid trouble. She<br />
should treat them equally, give what<br />
is due to them. She should not demote<br />
her teachers, instead, she<br />
should help them succeed.<br />
A superior must be problem-oriented.<br />
While she looks at the future<br />
with more achievements everyday,<br />
she should perform and achieve<br />
everyday.<br />

Batac set to hold 4th Balasang Ti Away search<br />

BATAC CITY, <strong>Ilocos</strong> Norte—The Batac City government is set to hold the<br />
fourth search for the Farmers’ Festival Queen but this time, they have changed the<br />
name to “Balasang Ti Away <strong>2012</strong>”.<br />
The search is set on May 2, <strong>2012</strong> in time for the celebration of the <strong>2012</strong><br />
Farmers’ Festival.<br />
Batac Mayor Jeffrey Jubal Nalupta said the title itself will be very different<br />
from other festivals in the province and even the country as it is exclusively for<br />
rural barangays only.<br />
The mayor said that he never knew that there is an existing song entitled<br />
“Babbalasang Ti Away” and that the said song will be used during the said search<br />
proper.<br />
He added that this will also be the time that the city government will be<br />
launching the city’s welcome song and will be used by the candidates in their<br />
production number.<br />
He said that the type of search in terms of criteria may be the same with the<br />
usual pageants but only the candidates were limited to those from the rural<br />
barangays carrying the banner of their respective barangays.<br />
This will give honor and recognitions to the rural folks because of their big<br />
contribution wherein they are not only feeding the people of Batac but the entire<br />
nation, the mayor added.<br />
The mayor also said that the urban barangays will also be participating during<br />
the parades especially barangay officials and witness the farm products produced<br />
by Batac.<br />
The mayor feels proud what the rural barangays have achieved in terms of<br />
agricultural products and this will be the time that all the rural barangays would<br />
display their best product on May 1-6.<br />
It was learned that there will be a booth/exhibits to be displayed for the<br />
agricultural products of Batac during the six-day festival.<br />
The mayor also said that there will be the much awaited and rare experience<br />
“A taste of Old Batac” featuring old foods in Batac and can be tasted for free on<br />
May 3 in the morning.<br />
The said festival’s main highlights will be the grand parade, parade of floats<br />
and street dance with a dance showdown in the evening plus the awarding of<br />
winners, all scheduled on May 5.<br />

and conscientiously. She<br />
must have skill in listening, skill in<br />
presenting ideas and information,<br />

with all the teaching staff<br />
makes for easier coordination of the<br />

MUSEO PAMBATA is the first<br />
children’s interactive museum in the<br />
Philippines located at Roxas Boulevard<br />
corner South Drive, Manila and<br />
was opened to the public in 1994. It<br />
provides various educational programs<br />
and innovative hands-on exhibit<br />
enjoyed by 2-12-year old children<br />
which allow them to hypothesize,<br />
manipulate and experiment,<br />
test their ideas, and stretch their<br />
imagination.<br />
The Museo Pambata has put up<br />
several theme rooms that encourage<br />

various concepts while they play<br />
like Kalikasan/Environment,<br />
Maynila Noon/Old Maynila, Bata sa<br />
Mundo/Children in the Village,<br />
Tuklas/Science through Discovery,<br />
Katawan ko / My Body Works,<br />
Paglaki Ko/Career Options,<br />
Pamilihang Bayan/ Marketplace, and<br />
Money Matters for kids.<br />
All year round programs and<br />
activities such as cultural shows,<br />
puppet shows, workshops and<br />
demonstrations, storytelling, film<br />
showing, stage plays and many others<br />
are held to educate, entertain and<br />
develop creativity of young visitors.<br />
Recognizing the fact that the<br />
Museo Pambata is anchored on the<br />
belief that learning takes place more<br />
readily in an environment of fun,<br />
challenges and discovery, the Department<br />
of Education(DepEd) encourages<br />
parents and children to<br />
visit and experience the interesting<br />
