Over $1 million has been raised to date<br />
On December 26, 2004, an earthquake measuring 9.0 on the Richter<br />
scale hit of the coast of Indonesia triggering a massive tsunami that resulted<br />
in a loss of over 280,000 lives and over 5 million people left<br />
homeless across 11 countries with Indonesia, Sri Lanka, India and Thailand<br />
among the hardest hit. In response to this crisis, ICF partnered<br />
with the United Nations <strong>Foundation</strong> and other community foundations<br />
around the country to establish the UN Tsunami Disaster Relief Fund at<br />
ICF.<br />
The UN <strong>Foundation</strong> matched ICF contributions on a 1:2 basis. Private<br />
contributions totaled over $512,000 for the UN Tsunami Disaster Relief<br />
Fund, yielding $737,744 including UNF’s matching contribution. An<br />
additional $300,000 has been granted to the Indonesian Red Cross Soci-<br />

PROTECTING THE GRAY WHALES OF LAGUNA<br />
SAN IGNACIO: A new campaign for ICF donors<br />
Laguna San Ignacio in Baja California Sur, Mexico is a well-known destination for many<br />
adventurous travelers. Dirt roads lead to a remote coastal area, which is the last and<br />
most pristine whale birthing lagoon on the planet. Here, visitors can spot hundreds of<br />
whale spouts during the January-March migration season, and sometimes, can even<br />
touch a curious whale. Thousands of tourists have experienced the overwhelming sensation<br />
of looking a gray whale in the eye, but few realize how fragile the lagoon’s surroundings<br />
really are.<br />
248 miles of coastline, including 198 miles of wetlands and mangroves, comprise the<br />
one-million-acre Laguna San Ignacio Wetlands Complex. Green sea turtles, peregrine<br />
falcons, and hundreds of thousands of migratory waterfowl and shorebirds use the mangroves,<br />
wetlands, and beaches. Laguna San Ignacio is designated as a UNESCO World<br />
Heritage Site, Ramsar site (wetland of international importance), and is part of the Vizcaino<br />
Biosphere Reserve, one of Mexico’s largest protected areas.<br />

This year, the <strong>International</strong> <strong>Community</strong><br />
<strong>Foundation</strong> (ICF) celebrates<br />
its 15 th anniversary increasing<br />
charitable giving and volunteerism<br />
across U.S. borders to<br />
benefit overseas nonprofit organizations<br />
and communities primarily<br />
in Baja California, Mexico.<br />
ICF has come a long way since the<br />
Pacific American <strong>Foundation</strong> was<br />
formed by the San Diego <strong>Foundation</strong><br />
to respond to donors wishing<br />
to make charitable gifts across<br />
borders. Renamed the <strong>International</strong><br />
<strong>Community</strong> <strong>Foundation</strong> in<br />
1997, over $8 million has been<br />
granted by the foundation to nonprofits<br />
and charitable causes internationally<br />
with over $7.5 million<br />
granted in the last 3 years.<br />
The importance of ICF’s mission is<br />
affirmed by the fact that less than<br />
2% of charitable giving in the<br />
United States goes internationally.<br />
In this sense, ICF is helping to<br />
meet a critical need in assisting a<br />
growing number of individuals,<br />
companies, family foundations<br />
and even other community foundations<br />
to give across borders.<br />

The first Annual Trafficking in Persons Report, 2001 released by the State Department noted<br />
that human trafficking is recognized as a worldwide phenomenon. Marisa Ugarte, president<br />
of the Bilateral Safety Corridor Coalition (BSCC) stated that of the 50,000 people<br />
annually trafficked into the United States, a third are Latin American. In response to this,<br />
Ms. Ugarte established the BSCC in 1997 to help coordinate governmental and nongovernmental<br />
organizations working to address the complex challenges presented by human<br />
trafficking in and throughout the U.S.-Mexico border region. The mission of BSCC is<br />
to prevent the trafficking of persons; educate the community and social service providers<br />
on the issues of trafficking, commercial and sexual exploitation; and intervene to protect<br />
victims and provide them with the appropriate care and services.<br />
The greatest danger for forced prostitution, forced labor and child sexual exploitation occurs<br />
along the U.S.-Mexico border. As Ms. Ugarte mentioned, “while the impact of this<br />
horrible practice on victims is well documented and increasing attention has been paid to<br />
the difficulties in the prosecution of traffickers, witness development, and establishing legal<br />
status for victims, [there is still a lack of recognition for] suitable legal remedies.” Part of<br />
the problem resides in victim “mistrust” toward current legal remedies, partly because past<br />
encounters with law enforcement have resulted in deportation, leading to reinforced<br />
mechanisms that traffickers use to control victims and prevent them from disclosing details<br />
vital to building a case.<br />
To address this issue, ICF granted the BSCC $20,000 to begin addressing the legal facets in<br />
combating human trafficking and commercial and sexual exploitation along the San Diego-<br />
Tijuana border. The project focuses specifically on assisting victims to obtain legal status,<br />
and advocates for the prosecution of traffickers and trafficking consumers. 75% of these<br />
funds will support a new legal resource center through which new training models on identifying<br />
trafficking victims, witness development, prosecution, ORR certification and visas will<br />
be implemented for NGOs, legal practitioners, attorneys and law enforcement agents. The<br />
remaining 25% will be used for organizational capacity building, as well as increasing the<br />
outreach and promotional activities of BSCC along the border to facilitate bilateral cooperation<br />
in the extradition and prosecution of traffickers.<br />
In the long-run BSCC hopes to implement the program in three additional sites along the<br />
U.S.-Mexico border: Nogales, Arizona/Nogales, Sonora; Laredo, Texas/Nuevo Laredo,<br />
Tamaulipas; and El Paso, Texas/ Ciudad Juarez, Chihuahua. These sites were chosen by the<br />
BSCC because of the number of unaccompanied minors and immigrants crossing the border<br />
at these points, indices of violence, the presence of bustling tourist industries, available<br />
social capital, the number of social service providers, and the proximity of military installations.<br />

SAN IGNACIO FUND CAMPAIGN...<br />

Despite these international and national protection designations,<br />
Laguna San Ignacio was the proposed site for the Mitsubishi<br />
industrial salt facility that was scheduled to be built on the<br />
lagoon shores a few years ago. Rumors of new industrial projects<br />
are common, especially as new port facilities, liquid natural<br />
gas terminals, and coastal development projects are announced<br />
further north. A new road, marina, and resort are proposed<br />
for the north shore of Laguna San Ignacio right now, which invites<br />
a frenzy of land speculation. Recent changes to Mexico’s<br />
mangrove regulations leave Laguna San Ignacio’s protected<br />
status weak if development projects are approved for the area.<br />

nine percent of the land is owned by ejidos (an ejido represents<br />
communally-owned lands by a large group of rural residents). To protect their way of life and their income from tourism,<br />
local ejido leaders have decided to take matters into their own hands, with the help of Pronatura, a national-level conservation<br />
organization in Mexico, and Wildcoast, a conservation group based in San Diego that focuses on protecting wild lands in<br />
the Baja California peninsula.<br />
Ejido Luis Echeverria Alvarez has just negotiated a large-scale conservation easement of 140,847 acres. This easement will<br />
restrict development activities on lands that the ejido controls, and will establish zoning for economic uses, buffer areas, and<br />
protected sites. This transaction is being closely monitored by the other five adjoining ejidos, who will soon decide if they<br />
would like to participate in a conservation easement in the future.<br />

Between 2005-2007, Pronatura and Wildcoast will work to protect over one million acres of pristine coastal lands in the Laguna<br />
San Ignacio region through conservation easements with ejidos and private property owners. The fundraising goal is<br />
$8.6 million, of which the majority will go to paying the easements in annual installments (or one-time cash payments); Phase<br />
One’s fundraising goal is $1.7 million.<br />

The <strong>International</strong> <strong>Community</strong> <strong>Foundation</strong> is launching a campaign to raise $125,000, which will help acquire the<br />
first conservation easement with Ejido Luis Echeverria Alvarez. ICF hopes to raise this funding by Earth Day,<br />

San Diego <strong>Foundation</strong>, Orange<br />
County <strong>Community</strong> <strong>Foundation</strong>,<br />
and the United Nations<br />
<strong>Foundation</strong>. The event featured<br />

Support also came from several San Diego area companies including Accredited Home<br />
Lenders, Amylin Pharmaceutical, Hitachi Consumer Electronics, as well as Pacific Athletic<br />
Club, its parent company, Western Athletic Clubs, and their affiliate clubs along the west<br />
coast. Grassroots fundraising efforts were also undertaken in several San Diego area<br />
schools including several campuses of the Del Mar Union School District. At Torrey Hills<br />
School, for example, over $6,700 was raised by children K-6; another $2,100 was raised by<br />
the Del Mar Hills Academy; Carmel Del Mar School, $2075; and Del Mar Heights, $3,604.<br />
100% of all monies raised from the UN Tsunami Disaster Relief Fund at ICF has been targeted<br />
to support relief efforts of UN agencies in those areas most affected by the tsunami:<br />
• ICF’s first UN Tsunami Fund grant of $200,000 went to support disaster relief efforts<br />
in Indonesia, the Maldives and Sri Lanka, matched by an additional $100,000 grant from the<br />
UN <strong>Foundation</strong>. Total support resulted in $300,000.<br />
• A second grant of $300,000 from ICF, matched with $150,000 by the UN <strong>Foundation</strong><br />
is in the process of being issued to support housing re-construction efforts in the most affected<br />
communities of Banda Aceh, Indonesia. This project, with an overall cost of $24<br />
million is being overseen by the UN Development Programme (UNDP), and is also supported<br />
by the Governments of Japan, Netherlands and a consortium of twelve major Mexican<br />
donors, including Fundación Azteca, that formed an alliance called “Alianza para Asia.”<br />
• Remaining campaign funds will go to support UNICEF’s immunization programs in<br />
Banda Aceh, Indonesia.<br />
According to Richard Kiy, “the collaborative efforts of the many community foundations,<br />
corporations and clubs that came together to support the UN’s tsunami disaster relief efforts<br />
demonstrates the power of thinking globally while acting locally.”

HIS ENCOUNTER WITH ICF GRANTEES IN BAJA SUR<br />
be in desperate conditions.<br />
Recently I visited three ICF grantees in the Los Cabos areas: Liga Mac<br />
from San Jose del Cabo; The Palapa Society from Todos Santos, and<br />
Los Niños del Capitan from Los Cabos. I was greeted warmly by all<br />
three groups, and all expressed appreciation for the role ICF and the<br />
staff has played in their projects. Each was different, but all three had<br />
one thing in common: strong local leaders who take pride in their<br />
work and plan to do more fundraising and help more people in their<br />
communities. Currently, all three groups have “friends of funds” at<br />
ICF, from which their projects have benefited tremendously.<br />
In San Jose del Cabo, Liga Mac has developed a referral system to<br />
identify extremely needy families. Liga Mac volunteers evaluate the<br />
needs and provide food, clothing, medicine and counseling. I visited<br />
two of the families, all with many children, who without the help would<br />
In Todos Santos, the Palapa Society is led by a group of local business people. Their core project is built around a system of<br />
identifying at least 15 promising young women from poor families and funding the costs to enable them to stay in school<br />
through high school. The plan is give these girls the education and training they need to fill available jobs in the area. The<br />
Palapa Society also plans to repair and reopen a community swimming pool, which has been closed due to lack of funds.<br />
Young people will have a place to learn to swim and a healthy and safe place to gather. I was also shown some wonderful<br />
old murals on the walls of the Todos Santos Cultural Center. These murals need to be restored and the Society is working<br />
with the state for funding and has identified a muralist to do the restoration.<br />
In Los Cabos, I was taken to see the daycare center of Los Niños del Capitan. The group has recently completed building a<br />
facility that combines a daycare, preschool, nursery, health and dental center in a poor underserved colonia (neighborhood),<br />
several miles from downtown. The center is in full operation and is as modern, well designed and up to date as it can possibly<br />
be. The preschool children receive up to 3 meals a day and ongoing health care. The children are carefully selected from<br />
families whose parents have jobs. The care that the center provides enables the parents to work. The leaders in Los Niños<br />
del Capitan have many more ambitious plans to provide more service to the community and are implementing a number of<br />
very creative fundraising campaigns.<br />
I strongly encourage other ICF contributors to engage in grantee site visits if you’re ever visiting Baja California. Experiencing<br />
the work that these groups are doing first hand, is inspiring and motivating.<br />

INTERNATIONAL ADVISORY BOARD FORMED<br />
TO PROVIDE ICF STRATEGIC ADVICE ON<br />
FUTURE DIRECTION<br />
ICF has established an <strong>International</strong> Advisory Board to provide its Board of Governors<br />
and staff with strategic counsel on how the foundation can better serve its donors and<br />
nonprofit grantee recipients across the Americas and Asia. Chaired by former ICF<br />
President and CEO, Lucy Killea, the Advisory Board held its first meeting in early February.<br />
The 16 person advisory board will offer unique knowledge, expertise and contacts to assist<br />
and facilitate ICF grantmaking in Baja California, as well as other regions served in the<br />
Americas and Asia; review and provide on-going advice on ICF’s programmatic initiatives;<br />
identify opportunities for greater community involvement and volunteer engagement<br />
with the foundation; and assist in furthering ICF’s vision and mission by identifying new<br />
funding sources and/or donors interested in international giving. According to ICF’s<br />
Board of Governors’ Chair, Leon Reinhart, “the members of the foundation’s Advisory<br />
Board will provide ICF with added breadth and perspective as ICF positions itself for future<br />

its 15th anniversary annual gala. The event will be held on Saturday,<br />
May 14, 2005, beginning at 7:00 pm at the San Diego Sheraton Hotel<br />
and Marina-East Tower on Harbor Island.<br />
This special event will feature a VIP reception, Silent Auction, Dinner,<br />
Award Ceremony, and Dancing to Rico Tumbao, a well-known band<br />
that frequents Café Sevilla in San Diego. ICF is recognizing three outstanding<br />
award winners this year:<br />
Grantee of the Year: Niños de Capitán, A.C. for their successful construction of a day care facility<br />
and health clinic in Los Cabos, Baja California Sur<br />
Donor of the Year: Sempra Energy for their long-term commitment to nonprofit organizations in<br />
the U.S.-Mexico border region<br />
Collaborative Grantmaking Award: the <strong>International</strong> <strong>Community</strong> <strong>Foundation</strong>’s UN Tsunami<br />
Disaster Relief Fund, which has currently raised almost $800,000 toward disaster relief in South<br />
Asia with major contributions from five community foundations in the U.S. and Mexico, three local<br />
businesses, and hundreds of students, families, and individuals.<br />
Ticket prices begin at $125 per person, with sponsorship and underwriting opportunities available. Proceeds<br />
from the evening will benefit ICF’s “Sustainable Communities Fund,” which supports the foundation’s<br />
programmatic work throughout Baja California, Mexico and beyond.<br />
