‘Excellent Dynamic’ Touted By<br />
French Ambassador to Russia<br />
JEAN DE GLINIASTY DISCUSSES FRANCO-RUSSIAN EFFORTS, BUSINESS DIPLOMACY<br />
AND REGIONAL DEVELOPMENT IN AN INTERVIEW WITH RACHEL NIELSEN.<br />
In 2010, The Moscow Times interviewed you for<br />
its first Russia-France publication. Since last<br />
summer, what have been the most important<br />
developments in the relationship between our<br />
two countries?<br />
Over the course <strong>of</strong> this year, our relationship has<br />
continued to develop along all lines. Our leaders<br />
meet <strong>of</strong>ten and carry on a meaningful dialogue<br />
dedicated to solving the fundamental problems<br />
<strong>of</strong> the 21st century. Those lines include more<br />
actively bringing in Russia for cooperation on<br />
questions related to the fight against drug trafficking<br />
or the volatility <strong>of</strong> prices <strong>of</strong> raw materials<br />
within the framework <strong>of</strong> the Group <strong>of</strong> Eight<br />
and the Group <strong>of</strong> 20, which is chaired by France<br />
this year.<br />
A huge number <strong>of</strong> large-scale projects related<br />
to various areas <strong>of</strong> manufacturing and trade<br />
were signed <strong>of</strong>f on this year, such as in the<br />
agricultural and food production sector, the<br />
financial sector, civil aviation, real estate. And<br />
these are just a few examples.<br />
Our collaboration in the energy sector has<br />
also been strengthened by the creation <strong>of</strong> the<br />
French-Russian Energy Efficiency Center, which<br />
brings together the National Energy Agency<br />
and French and Russian enterprises in this sec-<br />
tor. I would also like to point out the bilateral<br />
agreement on modernization between France<br />
and Russia that was signed as part <strong>of</strong> an intergovernmental<br />
seminar in December last year.<br />
This agreement confirms France's intention <strong>of</strong><br />
helping develop the dialogue between Russia<br />
and the European Union, using our capabilities<br />
and the capabilities <strong>of</strong> French businesses for the<br />
modernization and diversification <strong>of</strong> Russia’s<br />
economy.<br />
Besides all this, a decision was made by our<br />
countries’ leadership to hold Russo-French cultural<br />
sessions in 2012 to strengthen the cultural<br />
successes we achieved thanks to the mutual<br />
year <strong>of</strong> Russia and France. [President Dmitry<br />
Medvedev and French President Nicolas Sarkozy<br />
declared 2010 the Year <strong>of</strong> Russia in France and<br />
the Year <strong>of</strong> France in Russia.] These sessions<br />
will touch on many topics: the particularities<br />
<strong>of</strong> translation, literary meetings, the role <strong>of</strong> language<br />
in schools.<br />
The role <strong>of</strong> ambassador is traditionally perceived<br />
as a diplomatic role, but it also can<br />
have a business component. How do you<br />
advocate for French businesses in Russia?<br />
‘Now, the representatives <strong>of</strong> French companies<br />
better understand the specifics <strong>of</strong> the<br />
Russian market, namely because they are<br />
successfully doing business.’<br />
What are some recent examples <strong>of</strong> your work<br />
in that sphere?<br />
One <strong>of</strong> the tasks before me is to support, within<br />
my expertise, an excellent dynamic for our<br />
bilateral economic cooperation. Today, France<br />
occupies eighth place among Russia's economic<br />
partners. In 2010, the volume <strong>of</strong> trade between<br />
our countries totaled $22.6 billion, and the volume<br />
<strong>of</strong> exports to Russia increased by $10.2 billion,<br />
allowing France to take sixth place among<br />
Russia’s suppliers. These results are inspiring,<br />
but I think that they could be improved upon.<br />
My energies are focused on organizing regular<br />
meetings between our partners to develop<br />
productive cooperation between Russian and<br />
French companies, and especially between small<br />
and medium-sized businesses.<br />
The theme <strong>of</strong> this issue is French enterprise<br />
throughout Russia’s regions. What are some<br />
perceptions or impressions that you have<br />
gathered from your visits to places outside<br />
<strong>of</strong> Moscow?<br />
In my opinion, the dynamism <strong>of</strong> the development<br />
in the Russian regions shouldn’t be<br />
overlooked. For this reason, I visit different<br />
regions <strong>of</strong> Russia at first opportunity, in order<br />
to acquaint myself with their diversity and talents.<br />
The regions have a large potential for the<br />
growth <strong>of</strong> our economic, cultural and academic<br />
connections and contacts between the citizens<br />
<strong>of</strong> our countries. That <strong>said</strong>, the warmth with<br />
which I am greeted in the regions testifies
