EDVP’s mission is to end domestic violence by changing individual, institutional and
societal beliefs, attitudes and behaviors that perpetuate it. To achieve this we work with the
community to:
Provide services in East and North King County to people, primarily women and children,
who have experienced physical, emotional or sexual abuse;
Prevent domestic violence through advocacy,
education and support.
Since 1982 Eastside Domestic Violence Program
has provided safety, support and access to
education and training for more than 109,386
victims and their children. EDVP believes

that domestic violence will end only when
individuals, institutions and society as a whole
join together to demand an end to abuse.
EDVP supports a comprehensive, coordinated
response to domestic violence by working
together with systems, organizations, community groups
and individuals to end domestic violence.
Domestic violence is a human rights issue. Eastside Domestic
Violence Program (EDVP) envisions a world in which every
person lives in a safe environment, free from oppression
and with the opportunity to thrive.

DEAR FRIENDS,
Thank you for having the courage to help us take on one of the toughest problems facing our country today — domestic
violence. Eastside Domestic Violence Program (EDVP) has completed an extremely challenging and triumphant year. With
your ongoing partnership EDVP is stronger, more resilient and better able to provide life-saving domestic violence services
to thousands of families and children in need. You play an integral role in our success.
EDVP has effectively implemented creative, cutting-edge programs that provide critical human services to victims of
domestic violence when they need them the most. We are focused on providing improved, longer-lasting solutions to
ending domestic violence by:
• Advancing transformative work, programs and leadership to prevent abuse before it happens.
• Working to protect, educate and empower victims to build lives free from domestic violence.
• Providing a continuum of comprehensive life-saving programs and supportive services for survivors and their
children as they work their way through homelessness, legal issues and ongoing barriers to independence.
In this Annual Report we hope to convey in words and numbers our ongoing commitment and dedication to victims and
families that live with domestic violence. They are struggling to put food on the table, keep a roof overhead and provide
safety for their children.
In 2010, the need for our life-saving services increased dramatically. It was a difficult economic year and we saw a dramatic
rise in poverty, mental health issues, homelessness and domestic violence. As resources decreased across the country, the
request for basic needs continued to grow. EDVP continues to provide a continuum of basic services and comprehensive
programs to everyone, including the most vulnerable and those without hope.
For 29 years EDVP programs and services have been extremely successful in supporting survivors as they move from
domestic violence and homelessness to self-sufficiency. We continue to listen to the voices of the clients we serve —
including the poor and marginalized — in order to provide the essential services they need so that their lives are no longer
defined by domestic violence.
Thank you for all you do to help us achieve our mission and solve one of our
country’s toughest challenges. Your ongoing support gives us the power
to provide life-saving services, end the cycle of domestic violence and

PROGRAMS & SERVICES
Community Advocacy Services
24-HOUR CRISIS LINE – Advocacy-based counseling and safety
planning—the gateway to all EDVP services.
ADVOCACY SERVICES – Advocacy-based counseling and education for
victims, coordination with the criminal justice system and other services.
CHILDREN’S & TEEN GROUPS – Weekly support for children and teens
who have experienced domestic violence.
COUNSELING SERVICES – Licensed therapy, mental health education
and counseling services.
EDUCATION & TRAINING – Education for health care professionals,
businesses, the criminal justice system, schools, religious communities,
social service providers and civic groups.

PROVIDING CRITICAL HUMAN SERVICES
Eastside Domestic Violence Program is one of Washington State’s
largest domestic violence service providers and is a nationally
recognized leader in the field. Since 1982, EDVP has served more
than 109,386 victims and their children providing critical human
services when families need them the most.
EDVP offers compassionate and comprehensive programs of
safety, support, shelter and education to families in critical need,
including the poor, the defenseless and those without hope. We
work closely with regional human service agencies to provide
crucial services to help every victim and child to a safe and
secure future.
Domestic violence is a human rights issue and crosses all social,
religious, ethnic, racial, gender, age and economic lines. We believe
that the inherent dignity of all members of the human family is
the foundation of freedom, justice and peace in the world. For 29
years EDVP has provided a voice for the voiceless, provided safety
for those living in fear and has been a champion for domestic
violence victims and their children. We envision a world in which
every person lives in a safe environment, free from oppression,
with the right to freedom and dignity.
Program Highlights
It is the goal of the EDVP Board of Directors and Staff to work
toward a future where violence is not tolerated. At Eastside
Domestic Violence Program we want to imagine a community
that aspires to something greater. In order to move toward
that goal we continually ask — what do our clients need? Their
needs have changed immensely over the last several years. We
pride ourselves in working with the most vulnerable, hardest to
serve and marginalized that have very few choices. EDVP offers
everyone an equal opportunity to succeed.
COMMUNITY ADVOCACY PROGRAM
2010 was a challenging economic year. Research shows that with
an economic downturn comes a significant increase in domestic
violence. Many EDVP clients are victims of domestic violence
assaults and felony domestic violence cases. The Community
Advocacy Program (CAP) Staff experienced a rise in urgent
requests for life-saving services, shelter and basic necessities. We
answered 10,069 crisis line calls and worked directly with 4,700
victims and their children. EDVP Staff see the pain, suffering and
destruction created by domestic violence every day. Our clients
arrive at our offices with frightened children and the chilling
realization that they are out of resources.
LATINA OUTREACH PROGRAM – Advocacy-based counseling,
education and support in Spanish.
LEGAL ADVOCACY – Legal advocacy counseling, education and
coordination with the criminal justice systems and other services.
WOMEN’S SUPPORT GROUPS – Weekly support groups for women in
the community facilitated by domestic violence advocates.

Many families that come to EDVP for help are living with extreme
violence. Domestic violence is the leading cause of homelessness
among women and children in the nation, as well as one of the
top causes of physical injury and death. We know the most basic
safety assessment will help save lives:
n 3.3 million Children witness domestic violence in their homes
each year. The U.S. Advisory Board on Child Abuse and Neglect
suggests that domestic violence may be the single major
precursor to child abuse and neglect fatalities in the United States.
n Women aged 15-44 are more at risk from rape and domestic
violence than from cancer, car accidents, war and malaria,
according to World Bank data.
n 1 in 4 women and 1 in 9 men will experience domestic violence
in their lifetime.
n Each year, intimate partner violence results in an estimated
1,200 deaths, two million injuries among women and 600,000
injuries among men in the nation.
n From 1997 to 2010, 755 people died in domestic violence
fatalities in Washington State.
EDVP is on the frontline connecting people through the
24-Hour Crisis Line to our continuum of comprehensive services:
Community Advocacy; Counseling; Legal Advocacy; Mental Health
Counseling; Children, Teen and Women’s Support Groups; Shelter
Services and Housing First Programs.
Shelter Services
HOTEL-MOTEL VOUCHER PROGRAM – Advocacy and emergency
housing services for short stays in hotels and motels.
MY SISTER’S HOME – Confidential emergency housing and
supportive services for families in lethal situations.
MY FRIEND’S PLACE – Confidential transitional shelter and
supportive services for families in lethal situations healing from both
domestic violence and substance abuse.
We know families are destroyed by domestic violence not only
financially and emotionally but the costs accrue for generations.
Clients live in their car until shelter space becomes available and
they survive on food and clothing that has been generously
donated. EDVP helps families build stability and a future that is
no longer defined by domestic violence. With EDVP services and
programs, families grow stronger; they get jobs, move into safe
housing and create a future filled with hope.

requests for safe shelter and
housing. It takes more than
a roof overhead to break the
cycle of homelessness particularly when domestic
violence is involved. Research shows that linking housing with
well-coordinated support services — job training, childcare,
domestic violence counseling, mental health and substance abuse
counseling — can make all the difference between a family’s
successful transition to permanent housing and repeated episodes
of homelessness.

RENTAL ASSISTANCE PROGRAM – Financial assistance and support
services for families in permanent housing.
COMING HOME PROGRAM – Rental assistance and supportive services
for families and single individuals with a history of mental illness and/or
chemical dependency achieve and maintain permanent housing.
HOUSING STABILITY PROGRAM – Flexible financial assistance with
individualized housing and domestic violence support services focused
on obtaining and/or maintaining housing as well as homelessness
prevention efforts.

Families that would otherwise be homeless find safe refuge
through EDVP’s Shelter Services and Housing First Programs:
n The Hotel-Motel Voucher Program provides immediate
assistance to those in critical need of emergency housing
services, food and basic necessities. Each year, hundreds of
domestic violence victims face an impossible choice: remain
in an abusive situation or leave and face homelessness for
themselves and their children if no shelter space is available.
n My Sister’s Home (MSH) provides safe, interim housing and
supportive services in a confidential apartment complex
and is an alternative to homelessness. Studies show lethality
increases by 75% when a victim tries to leave an abusive
relationship. Survivors are screened in to MSH based on
lethality, meaning that they face the threat of death if they stay
with the abuser.
In 2010, EDVP served 252 individuals and provided 13,290 bed
nights of safe shelter through The Hotel-Motel Voucher Program
and My Sister’s Home.
n My Friend’s Place (MFP) provides confidential, transitional
shelter and supportive services for families in lethal situations
healing from both domestic
violence and substance

and survive. Their abusers often use drugs
and/or alcohol as a control mechanism. For
some of our clients this leads to drug/alcohol
addiction which excludes them from many
emergency shelter and transitional housing
programs. MFP offers a stable place for survivors
to receive domestic violence education,
outpatient/alcohol treatment, vocational training
and employment search. Survivors and their children are
often happily reunited at My Friend’s Place.
n EDVP’s Housing First Programs have an excellent history of
strong collaboration with local affordable housing providers
such as King County Housing Authority, Downtown Action to
Save Housing, ARCH and St. Andrew’s Housing Group. These
partnerships allow EDVP to increase our ability to provide
housing stability for domestic violence survivors and their
families through the Coming Home Program; Rental Assistance
Program and Housing Stability Program.
In 2010, EDVP served 280 individuals and provided 29,071
bed nights of safe shelter through My Friend’s Place and our
transitional housing programs.
Safe, affordable housing is a basic human need. EDVP provides
emergency and transitional shelter along with basic needs for
safety and support empowering families to become economically
self-sufficient. We provide critical human services when families
need them the most.
Transitional Housing – My Friend’s Place and
Rental Assistance Program:
• 280 individuals served through our transitional housing
programs
• 29,071 bed nights of safe shelter provided
Women, Teen and Children’s Groups:
• 243 women participated in support groups
• 151 children and teens participated in support groups
Volunteers:
• More than 538 volunteers provided 16,122 hours of
volunteer service
In 2010, we celebrate 29 years of service – 109,386 victims have

Providing Hope
As survivors of domestic violence work their way through
homelessness, legal issues and ongoing barriers to self-sufficiency,
many lose hope for the future. They are struggling to keep a roof
overhead, food on the table and provide safety for their children.
Eastside Domestic Violence Program is able to provide safety and
support along the way.
We have exciting plans for the year ahead with fresh, bold goals
that capitalize on our strengths, take advantage of cutting-edge
approaches and best practices as we continue our work as
leaders in ending domestic violence. We believe education and
community engagement are some of the best ways to prevent
domestic violence. In 2011, we will continue to provide specialized
domestic violence services customized to meet the needs of each
client so that they can access life-saving services, advocacy and
resources:
n We have an exceptional Latina Outreach Program that has
tripled services to the Spanish speaking community.
n EDVP’s creative Community Engagement Program has worked
with the Russian and Ukrainian speaking community to
support their efforts to end domestic violence in their
community.
n The Legal Advocacy Program provides vital support to victims
of domestic violence to help them navigate the legal system.
This program connects victims to legal advice and assistance
from local legal clinics that specialize in family law, court
orders, police response, immigration, criminal legal issues,
victim’s rights, confidential identity change, and employment/
unemployment law.
n Our Children’s programs and Teen Voices program specialize
in prevention and help children and teens who have been
victimized by domestic violence learn new skills to end the
cycle of violence and build healthy relationships.
n Our Mental Health Therapist provides licensed mental health
therapy that specializes in Post-Traumatic Stress Disorder
(PTSD), suicide prevention and depression. The list of clients
continues to grow as survivors experience the value of this
critical service.
n United Way has provided venture funding so that we can
research best practices for an innovative Multilingual Access
Model Program (MLAM). The MLAM Program will improve
communication and services to non-English speaking clients.
n We partner with the Northwest Network to provide quality
services and support to the lesbian, gay, bisexual and
transgendered (LGBT) community in need of domestic
violence services, shelter and advocacy.
n We will continue visionary progress with the Bill & Melinda
Gates Foundation and the Washington State Coalition Against
Domestic Violence to help domestic violence victims and their
families stay in housing or move them quickly into housing
so they avoid the cycle of poverty and homelessness. We
are working together to improve resources with the goal to
ultimately end homelessness for domestic violence victims and
their families.
As we move in to our 30th year of service, Eastside Domestic
Violence Program is proud of our success and commitment to
creating lasting change — from ending domestic violence and
homelessness to giving every person the opportunity to live in a
safe environment, free from oppression and with the opportunity
to thrive. EDVP is uniquely positioned to leverage its own domestic
violence services expertise, a powerful base of donors and
volunteers, public advocacy and community partners to help
identify and end domestic violence within our region.

30 years providing critical life-saving services to the community. In
1982 EDVP began as a voice against domestic violence and today
is a nationally recognized leader in the field. We are committed
to creating lasting change — from ending domestic violence and
homelessness to giving every person the opportunity to live in a safe
