Hampshire Fire and Rescue Services has:<br />

• Conducted an internal review of the lessons learned from fighting a fire on board<br />

a ferry with densely packed cargo, and has promulgated these lessons to other<br />

fire services which could face similar incidents.<br />

The Maritime and Coastguard Agency has:<br />

• Conducted an internal review of the coastguard response and the management<br />

issues associated with responding to a vessel in distress as it enters harbour and<br />

berths.<br />

• Undertaken to implement the following recommendations from the internal<br />

review:<br />

– SAR Operations <strong>Branch</strong> should review all current high level Memoranda of<br />

Understanding (MOU), legislation and guidance and produce a definitive<br />

document which is clear and unambiguous regarding the jurisdictional and<br />

legislative responsibilities of the MCA/HMCG for the conduct of SAR. This<br />

should inform the rewrite of the SAR UK Framework and be passed to the<br />

SAR Strategic Committee for endorsement.<br />

– SAR Operations <strong>Branch</strong> should direct a review of all existing MOUs and<br />

Local Guidance relating to SAR to ensure that it is compliant with current<br />

policy, guidance and legislation and to remove ambiguity or doubt regarding<br />

precedence. Such plans should be available, electronically, for access by<br />

MCA duty officers. In this case, the East of England Regional Director should<br />

initiate a review of the SOLFIRE plan to ensure that it is consistent with the<br />

normal operating requirements, guidance, policies and practices of HMCG. In<br />

particular, the role of the CGLO.<br />

– New HMCG operational protocols are under development. The Operational<br />

Management System should contain guidance:<br />

• Regarding information gathering techniques used to develop a clear<br />

awareness of the situation and drawing on the deployment of liaison<br />

officers and Sitreps from other command groups.<br />

• On how to pass unambiguous information to masters to assist them in<br />

their decision making.<br />

• On how to develop a coherent plan of action that is not in conflict with<br />

existing regulations.<br />

– The SOSREP deputy/duty structure should be reviewed to remove any<br />

ambiguity about the authority of individuals. This should:<br />

• Provide for the formal delegation of SOSREP authority and powers<br />

to a nominated deputy during periods when the nominal SOSREP is<br />

unavailable (e.g during periods of leave, overseas travel or sickness<br />

absence).<br />

• Distinguish between advice that is being offered by SOSREP during<br />

evolution and requirements that result from the exercise of the powers of<br />

intervention.<br />
