A. coMpATiBiliTy <strong>of</strong> new deVelopMenT wiTh The exisTing enVironMenT<br />
Each project is unique in its program, artistic expression, form, and<br />
setting; however, the architect will also need to consider, as essential<br />
to any design, the necessity to achieve “compatibility” with <strong>Santa</strong><br />
<strong>Barbara</strong> as it has been developed in <strong>Santa</strong> <strong>Barbara</strong>. In order for the<br />
HLC to approve a project, the <strong>Santa</strong> <strong>Barbara</strong> Municipal Code mandates<br />
compatibility with required architectural styles and requires<br />
that a compatibility analysis be completed and the following review<br />

criteria considered by the HLC (Sections 22.22.104 and 22.22.145).<br />
In addition to the Municipal Code-required compatibility analysis,<br />
additional aesthetic guideline considerations apply for <strong>El</strong> <strong>Pueblo</strong><br />
<strong>Viejo</strong>, shown in parentheses.<br />
1. Compliance with <strong>City</strong> Charter and Municipal Code;<br />
Consistency with Design Guidelines. Does the project<br />
fully comply with all applicable <strong>City</strong> Charter and Municipal<br />
Code requirements? Is the project’s design consistent with<br />
design guidelines applicable to the location <strong>of</strong> the project<br />
within the city?<br />

<strong>Viejo</strong>: Does the project achieve “the continuance and perpetuation<br />
<strong>of</strong> the <strong>City</strong> <strong>of</strong> <strong>Santa</strong> <strong>Barbara</strong>’s renowned Hispanic<br />
architecture {Ordinance 22.22.100.A}? Is the project consistent<br />
with the <strong>El</strong> <strong>Pueblo</strong> <strong>Viejo</strong> Guidelines? Is the project<br />
consistent with the Urban Design Guidelines as well as other<br />
applicable guidelines listed in Appendix H <strong>of</strong> the <strong>El</strong> <strong>Pueblo</strong><br />
<strong>Viejo</strong> Guidelines?)<br />
2. Compatible with Architectural Character <strong>of</strong> <strong>City</strong> and<br />
Neighborhood. Is the design <strong>of</strong> the project compatible<br />
with the desirable architectural qualities and characteristics<br />
which are distinctive <strong>of</strong> <strong>Santa</strong> <strong>Barbara</strong> and <strong>of</strong> the particular<br />
neighborhood surrounding the project? (Additional guidance<br />

the neighborhood land use patterns and character.)<br />
3. Appropriate size, mass, bulk, height, and scale. Is the<br />
size, mass, bulk, height, and scale <strong>of</strong> the project appropriate<br />
for its location and its neighborhood?
