Minutes of the 87th Meeting of the FIP Board of Directors on June 18th

<strong>Minutes</strong> <strong>of</strong> <strong>the</strong> <strong>87th</strong> <strong>Meeting</strong> <strong>of</strong> <strong>the</strong> <strong>FIP</strong> <strong>Board</strong> <strong>of</strong> <strong>Directors</strong>
on June 18 th , 2010, at Hotel Novotel-Bercy, Paris
President Wolff welcomed <strong>the</strong> <strong>Board</strong> members and thanked all <strong>of</strong> <strong>the</strong>m for <strong>the</strong>ir help and co-operation
since <strong>the</strong> last meeting in London.
Finances
Director Tay, in charge <strong>of</strong> finances, commented <strong>the</strong> financial report as at May 31 st , 2010, submitted by
<strong>the</strong> Secretary General.
Exhibitions
PORTUGAL 2010
President Wolff reported that <strong>the</strong> preparative work was running satisfactorily.
INDIPEX 2011
<strong>FIP</strong> Consultant Director Tay informed that INDIPEX 2011 had extended <strong>the</strong> application date for
competitive exhibits to end <strong>of</strong> June and that he was waiting to see what exhibits would be accepted
before deciding <strong>the</strong> composition <strong>of</strong> <strong>the</strong> jury
PHILANIPPON 2011, INDONESIA 2012, DOHA (QATAR) 2012, AUSTRALIA 2013, BANGKOK
2013
Director Tay confirmed that <strong>the</strong> Organising Committees <strong>of</strong> <strong>the</strong>se exhibitions were working very hard
to ensure <strong>the</strong> success <strong>of</strong> <strong>the</strong>se events.
Those exhibitions that were applying for patronage at <strong>the</strong> Congress would be asked by <strong>the</strong> Secretary
General to make a presentation on <strong>the</strong>ir exhibitions on this occasion..
PHILALUX 2011
President Wolff gave some details about <strong>the</strong> exhibition PHILALUX 2011 that will take place under
<strong>FIP</strong> Recognition in Luxembourg from April 28 to May 1 st , 2011. In 1250 frames exhibits <strong>of</strong>
Traditional Philately, Postal History, Thematic Philately, One-Frame and Youth exhibits in <strong>the</strong>se
classes, and Literature will be shown.
PARAGUAY 2011
Director Comelli reported on <strong>the</strong> progress <strong>of</strong> this exhibition that had been granted <strong>FIP</strong> Recognition. It
will take place from May 5 to 11, 2011, in Asuncion, and <strong>the</strong> <strong>FIP</strong> <strong>Board</strong> is invited to hold a meeting on
this occasion. (see page ....... for more details)
Seminars
During PORTUGAL 2010 in Lisbon seminars will be held on occasion <strong>of</strong> some <strong>of</strong> <strong>the</strong> Commissions'
meetings, and in Johannesburg, during <strong>the</strong> exhibition JOBURG 2010, <strong>the</strong> chairman <strong>of</strong> <strong>the</strong> Commission
for Postal Stationery will hold a judging seminar. (see page ......).
Vice-President McCann got <strong>the</strong> <strong>FIP</strong> approval for <strong>the</strong> Postal History seminar he would hold at <strong>the</strong>
national show in August 2010 in Richmond, Virginia (USA). This seminar would be <strong>the</strong> same that had
been held in London, and was published in FLASH N° 111 and on <strong>the</strong> website.
Jury Matters
New applications for jury apprentice assignment, for cross accreditations and for team leader assistant
were considered and approved as far as <strong>the</strong> applicants were qualified and fulfilled all <strong>the</strong> requirements.
Jury rotation <strong>of</strong> <strong>FIP</strong> <strong>Board</strong> members
As <strong>the</strong> <strong>FIP</strong> <strong>Board</strong> members have <strong>the</strong> problem that <strong>the</strong>y are on almost every exhibition as jury and have
no opportunity to exhibit any more, and to allow more rotation in <strong>the</strong> jury assignments, it was decided
that firstly at INDIPEX 2011 only part <strong>of</strong> <strong>the</strong> <strong>Board</strong> would be in <strong>the</strong> jury, so that <strong>the</strong> o<strong>the</strong>r <strong>Board</strong>

members could enter one <strong>of</strong> <strong>the</strong> competitive classes if <strong>the</strong>y wanted to. This will also free <strong>the</strong>ir jury
seats for o<strong>the</strong>r jury <strong>of</strong> <strong>the</strong> <strong>FIP</strong> members.
Juror training programme
As this had been one <strong>of</strong> <strong>the</strong> most frequent requests in <strong>the</strong> answers to <strong>the</strong> questionnaire sent out by
Vice-President Tuori to all federations, he was charged to create a working group with some
experienced jurors <strong>of</strong> all continents and classes to develop <strong>the</strong> "Juror training programme" to put at <strong>the</strong>
disposal <strong>of</strong> federations that would ask for it.
UPU / WADP
Vice-President Todd reported on <strong>the</strong> Postal Administration Competition held in Paris at PLANETE
TIMBRE 2010. The jury was composed by J. Wolff, R. Todd, B. Jimenez from <strong>FIP</strong>, and J.-F. Logette,
J.-F. Thivet, and <strong>the</strong> apprentices Monika Podolska, Slovakia, and Nicola Burdiat, Italy, from UPU.
Some <strong>of</strong> <strong>the</strong> exhibits had to be taken out <strong>of</strong> competition as <strong>the</strong>y did not meet <strong>the</strong> requirements <strong>of</strong> <strong>the</strong>
regulations. Winner was Spain, second Australia and third France.
<strong>FIP</strong> Congress
The agenda and <strong>the</strong> course <strong>of</strong> <strong>the</strong> Congress was discussed and finalised, as <strong>the</strong> Secretary General
would have to send out <strong>the</strong> Congress documents at latest on July 10, 2010.
Commissions' Chairmen meeting
This meeting <strong>of</strong> all <strong>the</strong> Commissions' Chairmen would last 3 hours on October 5 th from 14.00 to 17.00
h and Vice-President Tuori as initiator would act as moderator. He will draft an agenda with some
subjects that should be discussed, including <strong>the</strong> suggestions <strong>of</strong> <strong>the</strong> Chairmen. The feedback he got
from <strong>the</strong> Chairmen had been very positive.
<strong>FIP</strong> medal for Research
Following <strong>the</strong> proposal <strong>of</strong> <strong>the</strong> Chairman <strong>of</strong> <strong>the</strong> Commission for Philatelic Literature, <strong>the</strong> <strong>FIP</strong> <strong>Board</strong>
awarded <strong>the</strong> <strong>FIP</strong> medal for Research to Michèle Chauvet, RDP, France, for her outstanding research in
many philatelic domains.
Honours
On proposal <strong>of</strong> Director Tay <strong>the</strong> <strong>Board</strong> unanimously granted President Wolff <strong>the</strong> distinction <strong>of</strong>
Honorary President, after 22 years <strong>of</strong> service in <strong>the</strong> <strong>FIP</strong> <strong>Board</strong>.
President Wolff thanked <strong>the</strong> <strong>Board</strong> members for this distinction.
Publications in FLASH
The <strong>Board</strong> members stressed <strong>the</strong> point that FLASH is intended to be a journal for circulation to
member federations <strong>of</strong> <strong>the</strong> <strong>Board</strong>'s and o<strong>the</strong>r members' activities. It is not intended to be a forum for
communicating individuals' election programmes.
Next <strong>Board</strong> meetings - Lisbon
The next <strong>Board</strong> meetings are scheduled in Lisbon on October 9 th and October 11 th , 2010, in <strong>the</strong>
mornings, during PORTUGAL 2010.
President Wolff closed <strong>the</strong> meeting thanking <strong>the</strong> <strong>Board</strong> members for <strong>the</strong>ir cooperation. He thanked
