Sponsored by the Portland Human Rights Commission, the Portland Commission on Disability, and the Portland chapter of the United Nations Association, the evening’s theme centered on human rights issues. Predictably, all four candidates supported human rights, if in slightly different ways. All agreed that Portland had made some headway in protecting the rights of its denizens. Likewise, all conceded that Portland still has a way to go. Choice Voucher program — commonly called “Section 8” — aims to pay for “any rental unit located in any neighborhood of your choice.” Fritz said, “I hate to read ads that say Section 8 [renters] need not apply.” Hales concurred, saying, “Housing should be available to everyone.” Noting the “gentrification” programs often hurt the people they propose to help, Smith said that Portland had made a huge investment in gentrification projects, such as along Alberta Street, without giving adequate thought to the consequences. Nolan said we should admit our failures in previous housing plans and provide more affordable housing. jobS in portlAnd Regarding hiring people to fill jobs for the City of Portland, Hales said, “When we have an opening, we want to have the best in the country, but [that will] include local talents.” “I’d like to hire more people of color,” Hales said, adding he would look for local residents, not those from other places. Responding to a suggestion that the MLK Worker Center might lose its lease, Nolan said she would want to keep the center open. The center helps put short-term workers in touch with employers. Smith said the center was not in the city’s budget, but he might be able to find support from local businesses. Looking at another source of labor, Smith said that “If we help [people with disabilities] then we would get better use of their talents.” thE lAw And tErroriSm Hales said Portland should be “very wary about entrapment.” This apparently referred to a teenager who allegedly planned to blow up Pioneer Square two years ago. Federal agents pretended to help the young man. Fritz said she wants to be the person who connects people with the city government.
