El sector eléctrico: un camino por terminar<br />
El título de esta columna no pretende ser una crítica a lo que<br />
se ha hecho y logrado hasta el momento en el sector de la energía<br />
eléctrica, sólo señalar que es una tarea que necesita continuar.<br />
Durante los últimos tres años, el sector eléctrico ha sido objeto de<br />
una profunda y exitosa modernización, cuyos positivos resultados<br />
saltan a la vista, siendo tal vez el más notorio la fuerte baja del<br />
precio de la energía como resultado de la intensa competencia que<br />
se ha generado con la incorporación de las fuentes ERNC y sus<br />
bajos costos.<br />
Las siguientes etapas en el desarrollo del país, las futuras<br />
exigencias socio-ambientales, el combate contra el cambio<br />
climático, son sólo algunas de las materias que señalan que<br />
estamos en un proceso de transición en el sector energético,<br />
proceso en el cual los importantes avances de los últimos años<br />
marcan un estado intermedio de lo que será este sector en 2020,<br />
2030 o 2050. Es por esto que desde <strong>ACERA</strong> leemos lo que está<br />
pasando como un proceso de transición hacia un sector que se<br />
distinguirá por altos grados de inclusividad, competencia y<br />
sostenibilidad. Un camino verde y eficiente económicamente.<br />
Adicionalmente, el país cuenta por primera vez en su historia con<br />
una Política Energética de Largo Plazo que propone acciones y<br />
metas concretas, pensadas en una perspectiva de desarrollo con<br />
una mirada a la distancia y futuro. Justamente, esa política recoge<br />
y se construye sobre la base de una declaración que señala que “la<br />
energía es un factor clave y estratégico para alcanzar las metas de<br />
desarrollo económico y social que nos hemos propuesto” para el<br />
país.<br />
Así, el desarrollo energético debe acompañar al país en sus<br />
avances en lo social, económico y ambiental.<br />
Sería entonces erróneo pensar que con lo realizado hasta la fecha<br />
hemos resuelto todo lo necesario respecto a la energía y que, por<br />
lo tanto, debemos sólo implementar los cambios ya legislados o<br />
reglamentados en los últimos años. Sería pensar que todo está<br />
hecho y no es así. La política energética plantea una base por la<br />
cual hay que caminar para seguir avanzando, pero, por decirlo así,<br />
es un camino pavimentado hasta la mitad.<br />
En un año en que se celebrarán elecciones presidenciales y<br />
parlamentarias, creemos de suma importancia que se tenga clara<br />
conciencia de la atención que requiere el sector de energía y en<br />
particular el eléctrico. Asimismo, creemos necesario que los<br />
asesores programáticos de las diferentes candidaturas incluyan en<br />
sus programas cuáles serán también los avances y metas que<br />
comprometerán para el período 2018-2021. Es importante conocer<br />
cuál es el camino que cada cual ofrece para lograr las metas de<br />
inclusividad, competencia y sostenibilidad antes mencionadas.<br />
La Política Energética de Largo Plazo lanzada por el actual<br />
Gobierno fue desarrollado de forma consultiva por los principales<br />
actores del sector de energía, minería, público, privado, academia y<br />
sociedad civil, entre otros. Sería importante que cada candidato<br />
considerara partir desde esta misma base. <strong>ACERA</strong> se pone a<br />
disposición para colaborar en la identificación y definición de todos<br />
los avances necesarios y metas a conseguir durante los próximos<br />
años.

CERRO DOMINADOR: SE REACTIVA LA PRIMERA<br />
PLANTA TERMOSOLAR DE CHILE<br />
Con la presencia de autoridades nacionales, locales y representantes del sector financiero<br />
nacional, se dio inicio a la reactivación de las obras del complejo solar Cerro Dominador, el<br />
cual contempla una planta fotovoltaica de 100 MW y de la que será la primera planta<br />
termosolar de torre de Chile y América Latina, con una capacidad de 110 MW. En la<br />
ocasión, la compañía a cargo del proyecto, EIG, explicó que en una primera etapa se<br />
retomarán las obras de la planta fotovoltaica de 100 MW y los trabajos de la conexión de<br />
la planta CSP, y que una vez alcanzado el cierre financiero se espera retomar el trabajo en<br />
la planta termosolar. “Estamos confiados en concretar el cierre financiero a mediados de<br />
año, lo que conllevará la reactivación de la totalidad de las obras del complejo solar. Se trata<br />
de un proyecto innovador y emblemático para el país. Una tecnología limpia y eficiente que<br />
soluciona el problema de la intermitencia pudiendo producir las 24 horas al día”, indicó<br />
Fernando González, CEO del proyecto Cerro Dominador.<br />
La tecnología termosolar de torre consiste en un conjunto de espejos (heliostatos) que<br />
siguen al sol en dos ejes, concentrando la radiación solar en un receptor situado en la parte<br />
superior de la torre, generando energía durante las 24 horas.<br />
NUEVA LICITACIÓN DE SUMINISTRO ELÉCTRICO<br />
POR 4.200 GW ANUALES<br />

Este 2017 -como ya es costumbre en el mundo energético desde la ley de<br />
Licitaciones N°20.385- tendrá una nueva subasta de suministro eléctrico, la cual<br />
contempla 4.200 GWh anuales. La próxima Licitación Pública Nacional e<br />
Internacional para el Suministro de Potencia y Energía Eléctrica, que tiene por<br />
objetivo abastecer los consumos de clientes sometidos a regulación de precios<br />
(Licitación Suministro 2017/01) incorporan innovaciones importantes. Al respecto, el<br />
Secretario Ejecutivo de la Comisión Nacional de Energía, Andrés Romero, señaló que<br />
“en esta oportunidad los principales cambios en la licitación están en el diseño de los<br />
bloques, donde se cuenta con 3.540 GWh/año en bloques horarios o 24 horas y 660<br />
GWh/año en bloques trimestrales o anuales; el mecanismo de adjudicación en dos<br />
etapas y el aumento de las boletas de garantías, de 400 UF/GWh a 800 UF/GWh en total para proyectos”. Asimismo, el proceso exige a las<br />
empresas oferentes un Informe de Calificación de Riesgo con seguimiento y un respaldo físico de la oferta.<br />
Por su parte, el Ministro de Energía, Andrés Rebolledo, afirmó que “su objetivo es seguir invitando a la mayor cantidad de actores nacionales<br />
e internacionales a participar de esta licitación y seguimos sosteniendo que una prioridad para este sector es sostener precios competitivos y<br />
bajos y en ese sentido la participación de más actores en un escenario y en un contexto mayor de competencia es uno de los elementos<br />
centrales que ha venido explicando esto”. Las Bases Definitivas fueron publicadas el 30 de enero en la web de la Comisión Nacional de Energía<br />
(CNE) www.cne.cl.<br />

“CERRO PABELLÓN”, PRIMER PROYECTO GEOTÉRMICO DE CHILE COMIENZA PERIODO DE PRUEBAS<br />
Durante el mes de febrero de 2017, el Servicio de Evaluación Ambiental aprobó 3 proyectos ERNC, por un total de 328 MW, todos basados en<br />
tecnología solar fotovoltaica. Entre ellos, destaca “Solar Escondido”, de Mainstream RP (245 MW).<br />
Por otra parte, 4 proyectos ERNC fueron admitidos a calificación durante este mes (40 MW), destacando el “Parque Eólico Duna del Sur”, de<br />
Seawind (6 MW).<br />
En la resolución exenta número 97 del 21 de febrero de 2017, publicada por la CNE, se declararon 3 nuevos proyectos ERNC en construcción,<br />
uno de ellos correspondiente a tecnología eólica (80MW), y los otros 2 corresponden a proyectos fotovoltaicos: “Cabisol” (3MW) Y “Panquehue<br />
II” (6MW), ambos de Grenergy.<br />
Además, en ese documento se anunció también que los proyectos “La Esperanza II”, de Grenergy (9 MW, Fotovoltaico), “San Juan VI, V y VI”,<br />
de LAP (92,4MW, Eólico) y el proyecto geotérmico “Cerro Pabellón”, de Enel Green Power (48 MW) entraron en periodo de pruebas.<br />

ESTADÍSTICAS<br />
Durante enero de 2017, las ERNC aportaron un 14,73% de la energía total del sistema.<br />
La energía solar fue la que más contribuyó con un 5,21%, lo que significó una disminución del 0,94% con respecto a la generación del mes anterior.<br />
Le siguió la energía eólica con un 3,9%, disminuyendo un 3,3% con respecto al mes de diciembre del 2016. La bioenergía estuvo en tercer<br />
lugar con 3,13%, representando un incremento del 2,06% respecto al mes anterior. Finalmente, estuvo la energía proveniente de centrales mini-hidro,<br />
con un 2,5%, con una disminución del 7,64% con respecto a diciembre del 2016.<br />

aproximadamente 10 años ejerciendo la profesión, siempre en materias de<br />
medio ambiente y recursos naturales. Actualmente, es Director del área de<br />
Medio Ambiente & Recursos Naturales en un destacado estudio de<br />

¿Cuáles son los productos o servicios que ofrece o a los que se dedica y hacia<br />
qué tipo(s) de ERNC?<br />
Por ser parte de una firma legal multiservicio, presto asesoría en diversos<br />
aspectos del derecho, tales como evaluación ambiental, procedimientos<br />
sancionatorios, obtenciones de permisos, licitaciones de suministro, conexión a<br />
la red, concesiones eléctricas, servidumbres y financiamiento de proyectos, entre<br />
otras.<br />
¿Cuáles son las novedades que ha desarrollado en el último tiempo en torno al<br />
desarrollo ERNC?<br />
He participado en la creación de un área especializada para dar asesoría<br />
específica en temas de energía y medio ambiente, a tono con la relevancia de las<br />
renovables en la matriz energética en el país y muy enfocada en aquellos<br />
aspectos regulatorios que rigen esta actividad.capacidad de consultoría, soporte<br />
y entrenamiento a usuarios y mantenedores.<br />
¿Cuáles son los principales proyectos -o temas- que está trabajando en el último<br />
tiempo en torno a las ERNC o el medioambiente?<br />
Asesoría en el procedimiento de evaluación de impacto ambiental de ciertos<br />
proyectos, tales como “Central Hidroeléctrica Doña Alicia”, “Central<br />
Hidroeléctrica Diuto II” y “Central Hidroeléctrica del río Chaica”. Tramitación<br />
exitosa de recursos de reclamación ante el Comité de Ministros para revertir<br />
calificaciones ambientales desfavorables y en la defensa de proyectos ante los<br />
Tribunales Ambientales. Asimismo, participo del equipo que asesora de manera<br />
permanente a Solarpack.<br />
¿Qué elementos caracterizan y/o diferencian el trabajo que usted desarrolla?<br />
He tenido la fortuna de haber conformado equipos en el sector público y privado,<br />
de modo que comprendo las necesidades y preocupaciones de cada uno de<br />
ellos, lo que se traduce en una asesoría enfocada en el negocio y en la obtención<br />
de resultados.<br />
¿Cuál considera que es la importancia de la participación ERNC en el sistema<br />
eléctrico del país?<br />
Las ERNC han tenido una vital importancia para la diversificación de la matriz<br />
energética en el país, para aumentar la competencia en un mercado sumamente<br />
concentrado y para bajar los precios de los suministros eléctricos. Me complace<br />
mucho estar contribuyendo con nuestra asesoría legal a su posicionamiento.<br />
¿Por qué recomendaría ser socio de <strong>ACERA</strong>?<br />
Porque es una institución que constituye una importante ayuda al momento de<br />
desarrollar un proyecto energético en base a ERNC. A través de sus distintas<br />
comisiones, se ha transformado en un think tank. En un clima muy cordial, se<br />
puede obtener asesoría en materias muy diversas.<br />

Universidad de Chile y se especializó con un Magíster con mención en<br />
Sistema de Potencia.<br />
¿Cuáles son los productos o servicios que entrega su empresa y hacia qué tipo(s)<br />
de ERNC?<br />
Nuestro campo de trabajo es amplio. No estamos asociados con algún tipo de<br />
energía en particular, sino que entregamos apoyo a todo tipo de proyectos ERNC.<br />
Las asesorías y consultorías de servicios que realizamos abarcan desde la<br />
creación conceptual de los proyectos hasta su puesta en servicio. Algunos de<br />
estos servicios son estudios de prefactibilidad eléctrica, estudios sistémicos para<br />
la conexión y estudios económicos.<br />
¿Cuáles son las novedades o cambios de su empresa en el último tiempo?<br />
Nuestra empresa ha crecido en forma progresiva, por lo que -a nuestras<br />
actividades tradicionales- hemos incorporado nuevas áreas y equipos de trabajo<br />
como la Gerencia de Negocio y una Gerencia de Desarrollo de Proyectos.<br />
¿Cuáles son los principales proyectos -o temas- que están trabajando en el<br />
último tiempo en torno a las ERNC o el medioambiente? En caso de ser plantas<br />
de generación, ¿Dónde se ubican? ¿Cuáles son sus características centrales?<br />
Trabajamos con múltiples clientes que están desarrollando actividades<br />
relacionadas con las ERNC, entregando asesorías en el campo de los análisis<br />
eléctricos, como estudios sistémicos, desarrollo de proyectos de ingeniería<br />
básica y de detalle para centrales MiniHidro y Due diligence para centrales<br />
fotovoltaicas, entre otras.<br />
¿Qué elementos caracterizan y/o diferencian a su empresa?<br />
Uno de nuestros atributos diferenciadores, es que somos partner de nuestros<br />
clientes, entregándoles mucha ayuda y facilitándoles una visión amplia del<br />
mercado eléctrico en el cual participan. Los ayudamos de forma integral en el<br />
desarrollo de sus proyectos.<br />
¿Cuál considera que es la importancia de la participación ERNC en el sistema<br />
eléctrico del país?<br />
Es fundamental, ya que permitirá sustantivos ahorros en la operación económica<br />
del sistema, permitiendo un mercado eléctrico más sustentable y con una<br />
contribución al medioambiente.<br />
¿Por qué recomendaría ser socio de <strong>ACERA</strong>?<br />
Porque para toda empresa interesada en las ERNC, es sumamente importante<br />
estar al día con lo que pasa en el mundo de las fuentes de generación renovables.<br />

energético y relacionarse con los principales actores de transmisión, distribución<br />

The electrical sector: a path yet to be completed<br />
The heading of this column is not intended to criticize what<br />
has been done and achieved up to date in the electrical<br />
energy sector, but to point out that it is an ongoing task.<br />
Over the last three years, the electrical sector has undergone<br />
a deep and successful modernization, the results of which<br />
are evident, especially the strong decrease in power price<br />
resulting from the intense competition generated by the<br />
incorporation of NCRE sources and their low costs.<br />
transition process in the energy sector that we are going<br />
through, a process in which the important advances of the<br />
last few years mark an intermediate state of what this sector<br />
will be in 2020, 2030 or 2050. This is why in <strong>ACERA</strong> we<br />
believe that what is going on is a transition process towards<br />
a sector that will stand out for its high degrees of<br />
inclusiveness, competitiveness and sustainability. A green<br />
and economically efficient path.<br />
In addition, for the first time in history, the country has a<br />
Long-term Energy Policy which sets concrete actions and<br />
goals with a long run development perspective. In fact, this<br />
policy embraces is based on a statement indicating that<br />
“energy is a key and strategic factor to achieve the<br />
economic and social development goals we have set” for the<br />
country.<br />
In this way, power development must accompany the<br />
country’s social, economic and environmental advances.<br />
It would be therefore a mistake to think that what has been<br />
done up to date has solved all our needs regarding energy,<br />
and that it is a matter of implementing the changes that have<br />
been enacted or regulated in the last few years. The work is<br />
not over yet. The energy policy shows the path on which we<br />

In a year of presidential and parliamentary elections, we<br />
believe it is crucial to be very aware of the attention the<br />
energy sector requires, especially the electric sector. We<br />
also think that the program advisors of the different<br />
candidates must include in their programs the advances and<br />
goals they will commit to for the 2018-2021 period. It is<br />
important to know the way they offer to achieve the<br />
aforementioned inclusiveness, competitiveness and<br />
sustainability goals.<br />
The Long-term Energy Policy launched by the present<br />
Government was developed in a consultative manner by the<br />
main actors of the energy, mining, public, private, academia<br />
and civil society actors, among others. It would be desirable<br />
that every candidate considers to start from the same basis.<br />
<strong>ACERA</strong> offers its collaboration to identify and define the<br />
advances required and goals to be achieved over the next<br />
years.

CERRO DOMINADOR: THE FIRST THERMOSOLAR<br />
PLANT IN CHILE HAS BEEN REACTIVATED<br />
With the presence of national and local authorities as well as representatives of the national<br />
financial sector, the reactivation of the works of the Cerro Dominador solar complex has<br />
begun. This complex comprises a 100 MW photovoltaic plant and the first thermosolar<br />
tower plant in Chile and Latin America, with a 110MW capacity. On this occasion, EIG, the<br />
company in charge of the project, explained that at a first stage they would resume the<br />
works at the 100 MW photovoltaic plant and the CSP plant connection, and once the<br />
financial closing is reached, they hope to resume the works at the thermosolar plant. “We<br />
are confident to reach the financial closing by mid-year, which will lead to the reactivation of<br />
all of the solar complex works. This is an innovating and emblematic project for the country,<br />
a clean and efficient technology that solves the intermittence problem by producing 24<br />
hours a day”, stated Fernando Gonzalez, CEO of the Cerro Dominador project.<br />
The thermosolar tower technology is composed of a set of mirrors (heliostats) which track<br />
the sun at two axis, concentrating solar radiation in a receiver located on the top of the<br />
tower, generating energy 24 hours a day.<br />
NEW ELECTRIC SUPPLY TENDER FOR<br />

This year -as usual in the energy sector since Tender Law Nº 20,385 was issued- a<br />
new electric supply bid will take place, for 4,200 annual GWh. The forthcoming<br />
National and International Public Tender for the Supply of Electric Energy and Power,<br />
whose aim is to provide the consumption of customers subject to price regulation<br />
(Supply Tender 2017/01), introduces important innovations. In this regard, the<br />
Executive Secretary of the National Energy Commission, Andres Romero, stated that<br />
“this time the main changes in the bid are: block design, i.e. 3,540 GWh/year in hourly<br />
or 24-hour blocks and 660 GWh/year in quarterly or annual blocks; the two-stage<br />
award mechanism, and the increase of guarantee bills from 400 UF/GWh to 800<br />
UF/GWh in total for projects”. The process also requires from the bidding companies<br />
a Risk Assessment Report with follow-up and a physical backup of the bid.<br />
The Minister of Energy, Andres Rebolledo, stated that “its goal is to continue inviting as many national and international actors as possible to<br />
take part in this tender, and we still believe that a priority for this sector is to keep competitive and low prices. In this sense, the participation<br />
of more actors in a scene and context of higher competition is one of the central elements explaining this”. The Definitive Bases were published<br />
on January 30 in the National Energy Commission web site www.cne.cl.<br />

“CERRO PABELLÓN”, THE FIRST GEOTHERMAL PROJECT IN CHILE, BEGAN ITS TEST PERIOD<br />
During the month of February 2017, the Environmental Assessment Service granted the environmental approval to 3 NCRE projects for a total of 328<br />
MW, all based on solar photovoltaic technology. Among the approved projects, we can point out “Solar Escondido”, of Mainstream RP (245 MW).<br />
On the other hand, four NCRE projects were admitted to environmental permit process during this month (40 MW), of which the “duna del Sur Wind<br />
Park” of Seawind (6 MW) must be pointed out.<br />
In the Exempt Resolution Nº 97 of February 21, 2017, published by the National Energy Commission - CNE, 3 new NCRE projects were declared in<br />
construction. One of them is based on wind technology (80 MW), and the other 2 are photovoltaic projects: : “Cabisol” (3MW) and “Panquehue II”<br />
(6MW), both of Grenergy.<br />
In addition, the document states that the projects “La Esperanza II”, of Grenergy (9 MW, photovoltaic), “San Juan VI, V y VI”, of LAP (92,4MW, wind)<br />
and “Cerro Pabellón”, of Enel Green Power (48 MW geothermal), began their test period.<br />

During January 2017, NCRE’s contribution to the total energy system amounted to 14.73%.<br />
The highest contribution was solar energy, with a 5.21%, which represents a 0.94% decrease as compared to the prior month generation, followed<br />
by wind energy, with a 3.9%, representing a 3.3% decrease as compared to December, 2016. Bioenergy was placed third, with a 3.13%, representing<br />
a 2.06% increase, and finally, energy from mini hydro stations was placed fourth, with a 2.5%, representing a 7.64% decrease as compared to<br />

Aldo Poblete is Chilean, single and a lawyer from the Universidad de Chile.<br />
He has practiced this profession for 10 years, always concerning<br />
environmental and natural resources matters. He is the Director of the<br />
Environmental and Natural Resources Area at an outstanding law firm.<br />
What products or services do you deliver and to what kind(s) of NCREs?<br />
As part of a multi-service law firm, I provide counselling on different law aspects,<br />
such as environmental assessment, sanctioning procedures, procedures to obtain<br />
permits, supply tenders, grid connection, electric concessions, easements, and<br />
project financing, among others.<br />
What are the latest developments you have been involved in concerning NCRE?<br />
I have been involved in the creation of a department specialized in specific<br />
counselling concerning energy and environment, on a par with the relevance of<br />
renewable energies in the country’s power matrix, and focused on the regulatory<br />
aspects of this activity.<br />
What are the main projects -or themes- you have been recently working on<br />
concerning NCRE or the environment?<br />
Counselling on the environmental impact assessment of certain projects, such as<br />
“Doña Alicia”, “Diuto II, and “Rio Chaica” Hydroelectric Power Plants. Successful<br />
processing of complaint appeals before the Ministers’ Committee to reverse<br />
unfavorable environmental qualifications, and in the defense of projects before<br />
Environmental Courts. I also take part in the team that gives permanent advisory<br />
services to Solarpack.<br />
Which elements characterize and/or distinguish the work you perform?<br />
I have had the fortune of being part of both public and private sector teams, which<br />
allows me to understand their particular needs and concerns, and thus focus the<br />
consulting on business and results.<br />
How important is NCRE participation in the Chilean electric system?<br />
NCRE have been vitally important for the country’s energy matrix diversification,<br />
to increase competition in a highly concentrated market, and to lower the price of<br />
electrical supplies. I am very pleased to contribute to its positioning through our<br />
legal consultancy.<br />
Why would you recommend being an <strong>ACERA</strong> member?<br />
Because it is really helpful when you are developing a NCRE-based power Project.<br />
Through its different commissions, it has become a think tank. You can obtain<br />
counseling in many different aspects, in a very friendly atmosphere.<br />

What products or services does your company deliver and to what kind(s) of<br />
NCREs?<br />
Our field of work is wide. We are not linked to any kind of particular energy, and<br />
therefore we provide support to all kinds of NCRE projects. Our advisory and<br />
consulting services include from the conceptual creation of the projects until they<br />
come into service. Some of these services are electric pre-feasibility studies,<br />
systemic studies for connection and economical studies.<br />
Which have been the latest new services or changes introduced by your<br />
Company?<br />
Our Company has grown progressively and therefore we have added -to our<br />
traditional activities- new work areas and teams such as the Business<br />
Management and a Project Development Management.<br />
What are the main projects -or themes- you have been recently working on<br />
concerning NCRE or the environment? In case they are generation plans, where<br />
are the located and which are their main characteristics?<br />
We work with multiple customers that are carrying out activities related with<br />
NCRE, providing them with consultancy in the field of electrical analysis, such as<br />
systemic studies, development of basic and detailed engineering projects for Mini<br />
Hydro centrals, and Due diligence for photovoltaic plants, among others.<br />
Which elements characterize and/or distinguish your company?<br />
One of our differentiating attributes is that we are a partner of our customers,<br />
helping them and providing them a wide vision of the electrical market where they<br />
are participating. We assist them in the development of their projects in an<br />
integral way.<br />
How important is NCRE participation in the Chilean electric system?<br />
It is fundamental, since it will allow substantial savings in the economic operation<br />
of the system, providing a more sustainable electrical market, and contributing to<br />
the environment.<br />
Why would you recommend being an <strong>ACERA</strong> member?<br />
Because it is very important that every Company interested in NCRE keeps<br />
updated with what is going on in the renewable generation source field. As<br />
members of <strong>ACERA</strong>, we can take part in the public policies concerning the power<br />
