Nuevo gobierno, nuevas oportunidades<br />
El 11 de marzo próximo se realizará un nuevo cambio de<br />
gobierno, un rito democrático que nos enorgullece como país y<br />
que permite la alternancia en el poder de las principales<br />
coaliciones políticas, entregando dinamismo y diversidad a la<br />
gestión de Chile.<br />
El paso a un nuevo gobierno, como todo cambio, genera<br />
ansiedad e incertidumbre por conocer cuáles serán los<br />
escenarios que manejarán las nuevas autoridades. En el caso<br />
del sector energía, a juzgar por los programas de gobierno de<br />
las diferentes candidaturas, pareciera haber un acuerdo en que<br />
el camino de su desarrollo está marcado por una transición<br />
energética hacia una matriz que en pocas décadas más podría<br />
provenir 100% de fuentes renovables.<br />
También está delineado por la Política Energética lanzada en<br />
2015. <strong>ACERA</strong> ha sostenido que ésta representa intereses de<br />
Estado, por lo que constituye una base para los próximos<br />
desarrollos de política y regulación. Sin duda es perfectible, y<br />
cada gobierno efectuará los cambios que le permitan<br />
implementar sus ideas y objetivos, pero siempre con una visión<br />
de largo plazo.<br />
En lo que respecta a las ERNC, la mirada hacia el futuro<br />
comenzó con la publicación de la ley N°20.257 (2008), que<br />
sentó las bases para incentivar la inversión en estas<br />
tecnologías. Desde ese momento, la industria ERNC ha<br />
trabajado y perseverado en plantearse como una alternativa<br />
limpia, competitiva y sustentable a los generadores<br />
termoeléctricos, que permite aprovechar los excepcionales<br />
recursos naturales y renovables de nuestro país. Ese es el<br />
escenario eléctrico que recibe a la nueva administración.<br />
El sector energético se encuentra en un muy buen momento.<br />
Entre otras cosas, se han obtenido precios récord en los<br />
contratos de suministro a distribuidoras, contamos con una<br />
legislación del sistema de transmisión que incorpora una<br />
moderna visión para su expansión, tarificación y operación<br />
coordinada, existe un acuerdo para no construir más centrales<br />
a carbón y para analizar su retiro, y líderes internacionales nos<br />
reconocen como un ejemplo a seguir. Es un escenario positivo y<br />
que permite pensar en metas ambiciosas.<br />
Así, vemos al próximo gobierno como una oportunidad para dar<br />
otro gran paso: establecer el camino para que Chile cuente con<br />
un suministro eléctrico sustentable, basado exclusivamente en<br />
energías renovables y con un uso racional y eficiente de la<br />
energía. Ese es nuestro objetivo y colaboraremos con las<br />
nuevas autoridades para trabajar en conjunto sobre este foco.<br />
Finalmente, queremos agradecer a las autoridades salientes por<br />
su dedicado e intenso trabajo para lograr un suministro<br />
eléctrico más competitivo, seguro y sustentable. Destacamos<br />
su permanente apertura y disponibilidad para escuchar la voz<br />
de todos los actores involucrados con el sector -incluido el<br />
nuestro-, por mantener las puertas abiertas a la conversación y<br />
por implementar una forma de hacer políticas públicas más<br />
moderna, mediante la participación de todas las partes<br />
interesadas en que Chile sea cada día mejor.

NUEVO GABINETE: SUSANA JIMÉNEZ SERÁ LA PRÓXIMA<br />

El presidente electo, Sebastián Piñera, puso fin a las especulaciones y presentó a las 23<br />
personas que liderarán las carteras ministeriales. Susana Jiménez fue la elegida para<br />
encabezar el Ministerio de Energía desde el 11 de marzo próximo. Ella es ingeniera<br />
comercial y Magíster en Economía de la ¡ÉSTA Pontificia ES LA Universidad PRIMERA PLANTA Católica de Chile,<br />
Diplomada en Libre Competencia de la misma GEOTÉRMICA casa de estudios DE SUDAMÉRICA!<br />
y con un Magister en<br />
Humanidades de la Universidad del Desarrollo. La futura Ministra ocupaba el cargo de<br />
Subdirectora de Libertad y Desarrollo al momento de su nombramiento.<br />
Tras su designación, Susana Jiménez comentó a la prensa sobre las que serán las<br />
prioridades de su cartera, adelantando que ya cuenta con los lineamientos del programa<br />
de energía que contempla el gobierno del presidente electo y que apunta al fortalecimiento<br />
de las energías renovables “generando las condiciones para que ello ocurra de manera<br />
segura y eficiente, además de avanzar en infraestructura de transmisión que es un desafío<br />
importante”.<br />
MUJERES Y ENERGÍA: INTEGRACIÓN PARA NUEVOS DESAFÍOS<br />
Con la intención de continuar con el fortalecimiento del rol de la mujer en el sector<br />
energético, se realizó el “Conversatorio Mujeres y Energía”, con la asistencia de<br />
representantes de empresas, gremios, instituciones y medios de comunicación. La<br />
actividad fue encabezada por el Ministro de Energía, Andrés Rebolledo y la<br />
Subsecretaria, Jimena Jara, en el cual dieron a conocer los avances y desafíos de la<br />
Agenda de Género de este ministerio. “En 2017 presentamos la primera Agenda de<br />
Energía y Género del ministerio, pues la incorporación de la mujer en esta área nos<br />
hace avanzar como país más allá de su crecimiento económico”, fueron las palabras<br />
de la Subsecretaria.<br />
Por su parte, Fernanda Varela, Directora de Comunicaciones de <strong>ACERA</strong>, valoró los<br />
avances en el sector y el trabajo del ministerio, sin embargo, indicó que “la<br />
participación de la mujer en la industria, si bien ha aumentado, en los números sigue<br />
siendo dramáticamente menor a la de los hombres, desaprovechando el gran<br />
potencial, capacidades y talento que tiene el género”.<br />
En la actividad Marcela Zulantay, Encargada Ministerial de Género, presentó los<br />
avances logrados y los próximos desafíos sectoriales, enmarcados en el Quinto<br />
Objetivo de Desarrollo Sostenible 2030 - “Igualdad de Género”, y cuyos ejes de acción<br />
son empoderamiento, emprendimiento y productividad.<br />

CONFERENCIA DE PRENSA <strong>ACERA</strong>: UN <strong>2018</strong> DE METAS AMBICIOSAS<br />
Hacer un balance al finalizar cada año es un ejercicio que se vuelve necesario para cualquier<br />
institución, es por esto que -como el gremio representante del sector renovable- <strong>ACERA</strong><br />
realizó su tradicional Conferencia de Prensa Anual, donde, en primer lugar, se hizo un repaso<br />
por los objetivos de la Asociación, lo que representa y el anhelo de llegar a un Chile 100%<br />
renovable. “Estamos expectantes al nuevo gobierno, que tiene metas muy ambiciosas, pero<br />
que esperamos apoyar activamente para buscar ¡ÉSTA los mecanismos ES LA PRIMERA necesarios PLANTA para cumplir con<br />
la meta del 100% de energías renovables al año GEOTÉRMICA 2040. Es una DE meta SUDAMÉRICA!<br />
totalmente alcanzable y<br />
realizable, pero para lo cual es necesario definir un plan de acción coherente con la<br />
descarbonización”, señaló el presidente del gremio, José Ignacio Escobar.<br />
El 2017 -entre otras cosas- representó la entrada de una tecnología ERNC que estaba en<br />
deuda, sobre todo por el alto potencial que tiene Chile: la geotermia. Cerro Pabellón, la primera<br />
planta geotérmica en operación del país (48 MW), es también la primera planta de este tipo en<br />
Sudamérica. Al respecto, el Director Ejecutivo de <strong>ACERA</strong>, Carlos Finat, enfatizó en que “ha<br />
sido muy importante la aparición de tecnologías que no estaban presentes anteriormente,<br />
como es el caso de la geotermia y esperamos que esto se siga desarrollando durante los<br />
próximos años”.<br />
Es evidente que el <strong>2018</strong> trae consigo muchos desafíos, como revisar las metas ambientales<br />
que tiene el país, así como reducir las emisiones y revisar el impuesto al carbono. Es ahí donde<br />
<strong>ACERA</strong> identifica su rol, promoviendo todas las tecnologías ERNC y las bondades que ellas<br />
ofrecen al sistema eléctrico.<br />
INSTITUTO SOLAR MINERO SE REÚNE CON EL SECTOR ERNC<br />
Presentar los objetivos y desafíos del Instituto Solar Minero (ISM), iniciativa que busca<br />
acercar el sector de las energías renovables a la minería, fue el propósito del desayuno<br />
para empresas pertenecientes al gremio de las ERNC, que organizó el Comité Solar de<br />
CORFO y la Asociación Chilena de Energías Renovables - <strong>ACERA</strong>.<br />
El ISM surge como respuesta a los desafíos de fortalecimiento de las capacidades<br />
tecnológicas nacionales para el desarrollo de investigación aplicada y nuevas<br />
tecnologías en el ámbito de la energía solar, así como también a la oportunidad que<br />
brinda la energía para contribuir a la visión de una minería más sustentable, los que<br />
fueron levantados en los procesos de construcción de Hoja de Ruta de los programas<br />
de Energía Solar y Alta Ley.<br />
El evento contó en la apertura con el Vicepresidente Ejecutivo de CORFO, Eduardo<br />
Bitrán, quien además de dar unas palabras de bienvenida a los presentes, realizó una<br />
introducción sobre esta importante iniciativa. Posteriormente, se desarrolló un panel de<br />
conversación donde, junto a Rodrigo Mancilla y Marcela Angulo, ambos representantes<br />
de CORFO, se sumó Carlos Finat, Director Ejecutivo de <strong>ACERA</strong>, en representación del<br />
gremio ERNC y Diego Hernández, presidente de la Sociedad Nacional de Minería –<br />
SONAMI, quien entregó la mirada desde su sector.<br />
La que será una Corporación Privada, sin fines de lucro, espera convertirse en una gran<br />
oportunidad para acercar las energías limpias al sector de la minería, vinculando dos<br />
sectores que son vitales para el desarrollo del país.
ESTADÍSTICAS<br />
LAS ERNC REPRESENTARON EL 16% DEL TOTAL DE LA ENERGÍA ELÉCTRICA GENERADA DURANTE 2017<br />
Durante el mes de enero de <strong>2018</strong>, el Servicio de Evaluación Ambiental aprobó sólo un proyecto ERNC. Éste es de tecnología solar fotovoltaica<br />
y de 144 MW.<br />
Por otra parte, cuatro proyectos ERNC fueron admitidos a calificación durante este mes, totalizando 27 MW. Tres de ellos son solar fotovoltaico<br />
(20 MW) y uno corresponde a una Mini-hidro de pasada (7 MW).<br />
En la resolución exenta número 33 del 21 de enero de <strong>2018</strong>, publicada por la CNE, un proyecto solar fotovoltaico fue declarado en construcción,<br />
totalizando 9 MW.<br />
Además, en el mismo documento se anunció que tres proyectos ERNC entraron en periodo de pruebas, sumando 104 MW. Entre ellos, destaca<br />
la central fotovoltaica “Santiago Solar”, de la empresa socia de <strong>ACERA</strong>, EDF EN (98 MW), que se convierte también en la planta solar FV más<br />
grande de la Región Metropolitana.<br />

Durante diciembre de 2017, las ERNC aportaron el 17,82% de la energía total del sistema.<br />
La energía solar fue la que más contribuyó con un 7,21%, lo que significó un aumento del 9,8% con respecto a la generación del mes anterior.<br />
Le siguió la energía eólica con un 4,32%, disminuyendo un 7,82% con respecto al mes de noviembre del 2017.<br />
La bioenergía estuvo en tercer lugar con 3,11%, representando un aumento del 86,43% respecto al mes anterior. A continuación, estuvo la<br />
energía proveniente de centrales mini-hidro, con un 2,87%, con un decremento del 17,63% con respecto a noviembre de 2017.<br />
Finalmente, estuvo la energía geotérmica, que contribuyó con un 0,3%, lo que significó una disminución del 154,55% con respecto a la<br />
generación del mes anterior.<br />

¿Cuáles son los productos o servicios que entrega su empresa y hacia qué tipo(s)<br />
de ERNC?<br />
Como empresa de generación, hemos comenzado a incorporar desde hace<br />
algunos años las energías solar y eólica, a través de tres caminos: el desarrollo de<br />
proyectos propios; alianzas con terceros para incorporar estas tecnologías a<br />
nuestra matriz y la compra de activos asociados a este tipo de energía.<br />
¿Cuáles son las novedades o cambios de su empresa en el último tiempo?<br />
Una de las grandes novedades ha sido la adjudicación de la licitación para el<br />
desarrollo del Parque Eólico Horizonte, el que se proyecta como el más grande de<br />
Latinoamérica. Con esta iniciativa, Colbún reafirma convertirse en un jugador<br />
relevante en este tipo de tecnología, que se suma a nuestro porfolio diversificado<br />
de activos.<br />
¿Cuáles son los principales proyectos -o temas- que están trabajando en el<br />
último tiempo en torno a las ERNC o el medioambiente? En caso de ser plantas<br />
de generación, ¿dónde se ubican? ¿Cuáles son sus características centrales?<br />
Durante este año hemos estado estudiando varias opciones de proyectos solares<br />
y eólicos, donde destacamos la reciente adjudicación de terrenos por parte de<br />
Bienes Nacionales para construir el futuro Parque Eólico Horizonte. Otros hechos<br />
destacables son nuestra participación en el programa AtamoS-TEC para realizar<br />
investigación en tecnología solar y la construcción de la planta fotovoltaica PMGD<br />
(9MW) que se emplazará en la zona central de Chile.<br />
¿Qué elementos caracterizan y/o diferencian a su empresa?<br />
Somos una compañía con experiencia y respaldo, capaz de ofrecer energía<br />
segura, competitiva y sustentable, pero a la vez con la flexibilidad para<br />
adaptarnos a los cambios del entorno. El respaldo de nuestros activos, sumado a<br />
un buen trabajo comunitario y a nuestros altos estándares ambientales, son parte<br />
de los elementos que nos caracterizan.<br />
¿Cuál considera que es la importancia de la participación ERNC en el sistema<br />
eléctrico del país?<br />
La energía eólica y solar son fuentes de generación con varios atributos, como<br />
son sus bajos impactos ambientales y alta aceptación social, que contribuyen al<br />
objetivo de avanzar hacia una economía menos intensa en CO2. A ello se suma<br />
una importante baja en sus costos de desarrollo.<br />
¿Por qué recomendaría ser socio de <strong>ACERA</strong>?<br />
<strong>ACERA</strong> reúne a los distintos actores vinculados a las tecnologías de generación<br />
ERNC, lo que va en línea con parte de la estrategia de nuestra compañía.<br />

Marcos es español y recientemente se instaló en Chile. Es ingeniero<br />
industrial y MBA y tiene diez años de experiencia en el sector de las energías<br />
renovables y la eficiencia energética en diversos países.<br />
¿Cuáles son los productos o servicios que entrega su empresa y hacia qué tipo(s)<br />
de ERNC?<br />
Neoelectra cuenta con un parque de generación de 170 MW en propiedad.<br />
Además, es una empresa especializada en aportar soluciones energéticas<br />
eficientes a la industria, ofreciendo servicios de comercialización de electricidad,<br />
suministro de utilidades industriales, recuperación de CO2, O&M de instalaciones<br />
y redes eléctricas y desarrollo de proyectos.<br />
¿Cuáles son las novedades o cambios de su empresa en el último tiempo?<br />
Este último año Neoelectra ha iniciado sus operaciones en Chile, adquiriendo su<br />
primer activo de generación y abriendo oficina en Santiago. El grupo se encuentra<br />
en una importante fase de crecimiento, replicando su exitoso modelo de gestión<br />
de activos energéticos industriales, ya sea en propiedad como en Outsourcing.<br />
¿Cuáles son los principales proyectos -o temas- que están trabajando en el<br />
último tiempo en torno a las ERNC o el medioambiente? En caso de ser plantas<br />
de generación, ¿dónde se ubican? ¿Cuáles son sus características centrales?<br />
En julio de 2017 Neoelectra adquirió una planta de cogeneración a biomasa de 11<br />
MWe, ubicada en la región del Bio-Bio. Siguiendo con su estrategia, estudia<br />
oportunidades de inversión similares, tanto BrownField y GreenField, en diversas<br />
tecnologías: fotovoltaica, biomasa, cogeneración, mini-hidro y eólica, entre otras,<br />
así como en el desarrollo de proyectos energéticos en el ámbito industrial.<br />
¿Qué elementos caracterizan y/o diferencian a su empresa?<br />
Contamos con un equipo humano altamente especializado, lo cual añade valor y<br />
rentabilidad en la operativa de nuestras plantas, así como en los servicios que<br />
desarrollamos para nuestros clientes. Este know-how permite llegar a reducir la<br />
huella de CO2, así como el costo en la factura energética en hasta un 20% por<br />
instalación.<br />
¿Cuál considera que es la importancia de la participación ERNC en el sistema<br />
eléctrico del país?<br />
El crecimiento de las ERNC en Chile supone un ejemplo a nivel mundial,<br />
alcanzando cotas de participación importantes en el mix energético, mediante un<br />
esquema muy competitivo que beneficia al usuario final y dota al país de cierta<br />
independencia energética.<br />
¿Por qué recomendaría ser socio de <strong>ACERA</strong>?<br />
<strong>ACERA</strong> permite a sus asociados disponer de un conocimiento profundo sobre el<br />
sector de las ERNC, de sus actores, su funcionamiento y su evolución, actuando<br />
como motor de cambio y mejora del mismo.

New government, new opportunities<br />
On next March 11, a new change of government will take place,<br />
a democratic ritual which we are proud of, and which allows a<br />
power rotation of the main political coalitions, granting Chilean<br />
government dynamism and diversity.<br />
The shift to a new government, as any change, generates<br />
anxiety and uncertainty about the future scenarios the new<br />
authorities will manage. As far as the energy sector is<br />
concerned, if we look at the government programs of the<br />
different candidates, they all seem to agree on the fact that the<br />
path to its development is marked by an energy transition<br />
towards a matrix that in a few decades might come 100% from<br />
renewable sources.<br />
This was also established in the Energy Policy launched in<br />
2015. <strong>ACERA</strong> has maintained that such policy represents state<br />
interests, and therefore is a basis for the forthcoming political<br />
and regulatory development. It is certainly perfectible, and each<br />
government shall make the changes required for the<br />
implementation of its ideas and objectives, but always with a<br />
long-term view.<br />
Regarding NCRE, the gaze into the future began when the Law<br />
No 20,257 (2008) was published, which laid the basis for<br />
encouraging investments in these technologies. As from that<br />
moment, the NCRE industry has worked constantly to be<br />
considered a clean, competitive and sustainable alternative to<br />
thermoelectric generators, making use of the exceptional<br />
natural and renewable resources of our country. That is the<br />
electric scenario the new administration is receiving.<br />
The energy sector is living a great moment. Among other<br />
things, record prices have been achieved in supply contracts<br />
with distributors, we have a transmission system legislation with<br />
a modern view for its expansion, pricing and coordinate<br />
operation, there is an agreement to stop building coal-fired<br />
power plants and analyze their withdrawal, and we are<br />
recognized by international leaders as an example to follow.<br />
Therefore, we see the next government as an opportunity to<br />
give the next big step: pave the way for a sustainable electricity<br />
supply based solely on renewable energies, with a rational and<br />
efficient use of power. This is our goal, and we shall collaborate<br />
with the new authorities to work together on this focus.<br />
Finally, we would like to thank the outgoing authorities for their<br />
dedicated and hard work pursuing a more competitive, secure<br />
and sustainable electrical supply. We appreciate their<br />
permanent openness and availability to listen to the voice of all<br />
the actors involved in the sector -including our own-, for<br />
keeping the doors open to dialogue, and for modernizing the<br />
way of doing public policies, allowing the participation of all the<br />
parts interested in making Chile get better every day.

NEW CABINET: SUSANA JIMÉNEZ WILL BE THE<br />
NEXT MINISTER OF ENERGY<br />

The president-elect, Sebastian Piñera put an end to the speculations and introduced<br />
his 23 future ministers. Susana Jiménez was chosen to lead the Ministry of Energy<br />
as from next March 11. She is a commercial engineer with a Master’s Degree in<br />
Economy from the Pontificia Universidad ¡ÉSTA Católica ES LA de PRIMERA Chile, a Diploma PLANTAin Free<br />

Universidad del Desarrollo. At the time of her appointment, the future Minister held<br />
the position of Deputy Director of Libertad y Desarrollo.<br />
After her appointment, Susana Jimenez told the press about the priorities of her<br />
portfolio, anticipating that she already has the guidelines of the president-elect’s<br />
government energy program, which will be focused on strengthening renewable<br />
energies, “creating the conditions so that this is carried on in a safe and efficient way,<br />
and also grow in transmission infrastructure, which is a major challenge”.<br />
WOMEN AND ENERGY: INTEGRATION FOR NEW CHALLENGES<br />
With the purpose of continuing to strengthen the woman’s role in the energy sector, the<br />
“Conversatorio Mujeres y Energía” (Conference on Women and Energy) was held, with<br />
the presence of representatives of companies, guilds, institutions and the media. The<br />
activity was headed by the Minister of Energy, Andres Rebolledo and the<br />
Undersecretary, Jimena Jara, who presented the advances and challenges of this<br />
ministry’s Gender Agenda. “In 2017 we introduced the first Energy and Gender<br />
Agenda of the ministry, since the participation of women in the area means a step<br />
forward for the country, beyond its economic growth”, were the words of the<br />
Undersecretary.<br />
On the other hand, Fernanda Varela, <strong>ACERA</strong>’s Director of Communications, valued<br />
the advances in the sector and the work of the ministry, but stated that “even though<br />
the women’s participation in the industry has increased, it is still dramatically below the<br />
men’s participation, squandering the gender’s huge potential, capacities and talent”.<br />
In the activity, Marcela Zulantay, in charge of the Ministry’s Gender Agenda, set out<br />
the sector’s achievements and future challenges within the Fifth Goal of 2030<br />
Sustainable Development – “Gender Equality”, whose lines of action are<br />
empowerment, entrepreneurship and productivity.<br />

<strong>ACERA</strong> PRESS CONFERENCE: A <strong>2018</strong> OF AMBITIOUS GOALS<br />
To take stock by the end of every year is a necessary exercise for any institution, and thus,<br />
as the association representing the renewable sector, <strong>ACERA</strong> carried on its traditional<br />
Annual Press Conference, where a review of the Association’s goals was made, what it<br />
stands for, and its desire of achieving a 100% renewable Chile. As stated by <strong>ACERA</strong>’s<br />
president Jose Ignacio Escobar, “We are expectant ¡ÉSTA ES towards LA PRIMERA the new PLANTA government, which<br />
has very ambitious goals that we hope to support GEOTÉRMICA actively, DE seeking SUDAMÉRICA! for the mechanisms<br />
necessary for attaining the goal of 100% renewable energies by 2040. It’s a completely<br />
achievable and feasible goal, which requires an action plan consistent with<br />
decarbonization”.<br />
Last year -among other things- represented the introduction of an NCRE technology that<br />
was in debt, mainly because of its high potential in Chile: geothermal energy. Cerro<br />
Pabellón, the first geothermal plant operating in the country (48 MW), is also the first of its<br />
kind in South America. In this regard, <strong>ACERA</strong>’s Executive Director, Carlos Finat,<br />
emphasized that “ the emergence of technologies that were not present in the past, such as<br />
geothermal, has been very important, and we hope this will continue developing during the<br />
next years”.<br />
Evidently, <strong>2018</strong> entails many challenges, as looking over the country’s environmental goals,<br />
reducing emissions and reviewing the carbon tax. That’s where <strong>ACERA</strong> identifies its role,<br />
promoting all NCRE technologies and the benefits they offer to the electrical system.<br />
INSTITUTO SOLAR MINERO MEETS THE NCRE SECTOR<br />
The Solar Committee of CORFO and the Chilean Association of Renewable Energies<br />
(<strong>ACERA</strong>) organized a breakfast for NCRE’s Association member companies, with the<br />
purpose of setting out the objectives and challenges of the Instituto Solar Minero (ISM), an<br />
initiative that seeks to bring the renewable energies sector closer to the mining one.<br />
The ISM emerged in response both to the challenges of strengthening national<br />
technological capacities for the development of applied investigation and new technologies<br />
in the field of solar power, and to the contribution that solar energy may provide for a more<br />
sustainable mining, all of which were gathered during the elaboration of the roadmap of<br />
Energía Solar and Alta Ley programs.<br />
The event was opened by CORFO’s Executive Vice-President, Eduardo Bitran, who<br />
welcomed the attendees, and made an introduction to this important initiative. A<br />
discussion panel followed with the participation of Rodrigo Mancilla and Marcela Angulo,<br />
both representing CORFO, Carlos Finat, Executive Director of <strong>ACERA</strong>, representing the<br />
NCRE’s sector, and Diego Hernandez, president of the National Mining Society-SONAMI,<br />
who gave the view of his sector.<br />
The ISM will be a Private non-profit Corporation, and hopes to become a great opportunity<br />
to bring clean energies closer to the mining sector, linking two sectors that are vital for the<br />
country’s development.
STATISTICS<br />
NCRE REPRESENTED 16% OF THE TOTAL ELECTRIC POWER GENERATED DURING 2017<br />
During the month of January <strong>2018</strong>, the Environmental Assessment Service granted the environmental approval to only one NCRE project, of solar<br />
photovoltaic technology and 144 MW.<br />
On the other hand, four NCRE projects were admitted to environmental permit process during this month, totaling 27 MW. Three of them are<br />
solar photovoltaic (20 MW) and the other is a run-of-river mini hydro.<br />
In the Exempt Resolution Nº 33 of January 21, <strong>2018</strong>, published by the National Energy Commission - CNE, one solar photovoltaic NCRE project<br />
was declared in construction, totaling 9 MW.<br />
In addition, the document states that three NCRE projects began their test period, totaling 104 MW. Among them we must point out the<br />
“Santiago Solar” photovoltaic plant, of <strong>ACERA</strong>’s member company EDF EN (98 MW), which will become the largest solar PV plant in the<br />
Metropolitan Region.<br />

STATISTICS<br />
During December 2017, NCRE’s contribution to the total energy system amounted to 17.82%.<br />
The highest contribution was solar energy, with a 7.21%, which represents a 9.8% increase as compared to the prior month generation, followed<br />
by wind energy with a 4.32%, representing a 7.82% decrease as compared to November 2017.<br />
Bioenergy was placed third with a 3.11%, which represents an 86.43% increase as compared to the prior month, followed by energy from mini<br />
hydro stations, with a 2.87%, representing a 17.63% decrease as compared to November 2017.<br />
Finally, geothermal energy was placed fifth, with a 0.3% contribution, which meant a 154.55% decrease as compared to the prior month<br />
generation.<br />

Thomas Keller is a commercial engineer from the Adolfo Ibañez University,<br />
with an MBA from the Chicago University. He is at present the General<br />
Manager of Colbun.<br />
What products or services does your company deliver and to what kind(s) of<br />
NCREs?<br />
As a generating company, we have been incorporating solar and wind energies for<br />
the last few years, in three ways: developing our own projects, through alliances<br />
with third parties aimed at incorporating these technologies to our matrix, and<br />
purchasing assets related to these kinds of energy.<br />
Which have been the latest new services or changes introduced by your<br />
Company?<br />
One of the greatest innovations has been the award of the tender for the<br />
development of Horizonte Wind Farm, meant to be the largest in Latin America.<br />
This initiative will reaffirm the decision of Colbun to become a relevant player in<br />
this kind of technology, in addition to our diversified asset portfolio.<br />
What are the main projects -or themes- you have been recently working on<br />
concerning NCRE or the environment? In case they are generation plants, where<br />
are the located and which are their main characteristics?<br />
During this year, we have been analyzing several solar and wind project options.<br />
We can outline the recent award from the Ministry of Public Lands to build the<br />
future Horizonte Wind Farm. Other outstanding events are our participation in the<br />
AtamoS-TEC program to undertake research on solar technology, and the<br />
construction of a PMGD photovoltaic plant (9 MW) located in the central zone of<br />
Chile.<br />
Which elements characterize and/or distinguish your company?<br />
Our company has experience and backup. We are able to offer secure,<br />
competitive and sustainable energy, with the flexibility required to adapt to the<br />
environment changes. Some elements that distinguish our company are our<br />
asset backup, a good community work, and our high environmental standards.<br />
How important is NCRE participation in the Chilean electric system?<br />
Wind and solar power are generating sources with several attributes, such as their<br />
low environmental impact and high social acceptance, which contribute to the<br />
goal of moving towards a less CO2- intense economy. In addition, they bring an<br />
important decrease in development costs.<br />
Why would you recommend being an <strong>ACERA</strong> member?<br />
<strong>ACERA</strong> is a meeting place for the different actors related to NCRE generation<br />
technologies, which is in line with part of our company’s strategy.<br />

Marcos is Spanish and has recently settled in Chile. He is an industrial<br />
engineer with an MBA and ten years of experience in the renewable energies<br />
and energy efficiency sector in several countries.<br />
What products or services does your company deliver and to what kind(s) of<br />
NCREs?<br />
Neoelectra has its own 170 MW generating park. In addition, it has specialized in<br />
providing efficient energy solutions to the industry, offering electricity marketing<br />
services, supply of industrial utilities, CO2 recovery, facilities and electric grid<br />
O&M, and project development.<br />
Which have been the latest new services or changes introduced by your<br />
Company?<br />
Neolectra started operations in Chile last year, purchasing its first generation<br />
asset and opening its office in Santiago. The group is going through a major<br />
growth phase, replicating its successful industrial energy asset management<br />
model, both of its own property and through outsourcing.<br />
What are the main projects -or themes- you have been recently working on<br />
concerning NCRE or the environment? In case they are generation plants, where<br />
are the located and which are their main characteristics?<br />
In July6 2017, Neoelectra purchased an 11MWe biomass co-generation plant,<br />
located in the Bio-Bio region. Following its strategy, it is analyzing similar<br />
investment opportunities, both BrownField and GreenField, in several<br />
technologies: photovoltaic, biomass, co-generation, mini-hydro and wind, among<br />
others, as well as the development of energy projects in the industrial field.<br />
Which elements characterize and/or distinguish your company?<br />
We have a highly specialized human team, which adds value and profitability both<br />
to our plant operations and to the services we develop for our customers. This<br />
know-how allows a reduction of C02 footprint and the cost of power bills in up to<br />
20% per facility.<br />
How important is NCRE participation in the Chilean electric system?<br />
The growth of NCRE in Chile is an example worldwide, reaching important<br />
participation levels in the energy mix through a highly competitive scheme that<br />
benefits the final user and provides the country with a certain energy<br />
independence.<br />
Why would you recommend being an <strong>ACERA</strong> member?<br />
<strong>ACERA</strong> allows its member to have a deep knowledge of the NCRE sector, its<br />
actors, operation and evolution, acting as a driving force for change and<br />
improvement.
