(UNDP) Global Program on<br />

Biodiversity and Ecosystems<br />

has a broad portfolio of projects<br />

on biodiversity in Latin<br />

America and the Caribbean.<br />

Among these projects, a<br />

growing number promote<br />

access to genetic resources and<br />

the fair and equitable sharing<br />

of the benefits <strong>de</strong>rived from<br />

their use (ABS). In Panama, this<br />

program operates from the<br />

Country Office Environment<br />

and Sustainable Development<br />

Cluster.<br />

This publication is a col<strong>la</strong>boration<br />

un<strong>de</strong>r the UNDP-GEF Global<br />

project on ABS: “Strengthening<br />

Human Resources, Legal<br />

Frameworks, and Institutional<br />

Capacities to Implement the<br />

Nagoya Protocol”.<br />

This project promotes the full<br />

and effective implementation of<br />

the Nagoya Protocol on access<br />

to genetic resources in 24 countries,<br />

including Panama, with the<br />

general objective of helping <strong>de</strong>veloping<br />

countries to strengthen<br />

their national frameworks on ABS,<br />

and build their human and administrative<br />

capacities to implement<br />

the Protocol. With this objective<br />

in mind, the project works, at<br />

national scale, on the execution of<br />

the following three components:<br />

Building legal, political, and institutional<br />

capacity to <strong>de</strong>velop National<br />

ABS Frameworks<br />

Fostering trust between users and<br />

provi<strong>de</strong>rs of genetic resources to<br />

facilitate efforts for biodiscovery<br />

Building the capacity of local<br />

and indigenous communities to<br />

<strong>con</strong>tribute to the application of the<br />

Nagoya Protocol<br />

This col<strong>la</strong>boration will enable<br />

a <strong>de</strong>eper appreciation of the<br />

potential for bioprospecting and<br />

biotra<strong>de</strong> in the Private Nature<br />

Reserve of <strong>Punta</strong> <strong>Patiño</strong>, in Darién,<br />

Panama. This recognition can<br />

<strong>con</strong>tribute significantly to the<br />

<strong>con</strong>servation and sustainable<br />

use of natural resources present<br />

in this key area for biodiversity,<br />

which <strong>con</strong>nects the protected<br />

areas of the Darién National Park,<br />

a Biosphere Reserve and World<br />

Heritage Site. The UNDP advocates<br />

for an integrated approach to<br />

ecosystem management, biodiversity,<br />

and <strong>la</strong>nd use on both local<br />

implementation p<strong>la</strong>ns and private<br />

sector initiatives as a core element<br />

to meeting the Sustainable<br />

Development Goals (SDGs).<br />

At UNDP, we recognize the good<br />

work done by the research team<br />

involved in this publication, and<br />

we are sure that it will <strong>la</strong>y the<br />

foundation to promote greater<br />

interest for the sustainable use of<br />

biodiversity as an e<strong>con</strong>omic alternative<br />

to local communities who<br />

should directly reap the benefits.<br />

We also hope that this work can<br />

<strong>con</strong>tribute to the recognition of<br />

the rich diversity of the genetic<br />

resources found in the Private<br />

Nature Reserve of <strong>Punta</strong> <strong>Patiño</strong><br />

and in Panama in general, while<br />

making sure that access to these<br />

resources generates opportunities<br />

and benefits that are equitably<br />

shared among all of the stakehol<strong>de</strong>rs<br />

involved, including local<br />

and indigenous communities.<br />
