afectan a generadores y consumidores.

Fuente imagen: Building Energy
Technology: Solar Photovoltaic
ACERA Member Company: AES Gener
Installed power: 21 MW in operation
(80 MW 2nd phase)
Region: Antofagasta
Injected grid: National Electricity System
The Andes Solar Photovoltaic Park, of Aes Gener, is located in the
Atacama Desert, renowned for its high radiation (the highest in the
world) which, together with the low mountain temperatures, increase its
generation and make it more efficient.
The park has differientiating factors that affect positively its generation. It
will have bifacial panels that receive the radiation both directly and
indirectly as well as the ability to rotate following the sun.
In addition to the 21 MW that are already in operation, Andes Solar will
contribute with 101MW of renewables to the national electric system,
which are essential for further progress in Chile’s energy transition.

THE ENERGY TRANSITION REQUIRES A
ROBUST TRANSMISSION SYSTEM
"Cardones-Polpaico power line copes its capacity in just three months of
operation". Such was the headline of a press release by the end of August
that made public what was already an open secret: within a few months
of its commissioning, the capacity of the largest transmission line in Chile
was being used to the fullest.
Restrictions caused by insufficient transmission capacity affect generators
and consumers. There are generators that not only cannot inject all their
power, but also suffer a significant price reduction for the energy
generated, which may even fall to zero due to the disconnection between
zones of the national electricity system.
“"The modernization of the
2017 transmission law has
had very positive results,
although it seems that it
does not adequately solve
the problems of the
expansion and operation of
the national transmission
system"
The modernization of the 2017 transmission law has been very positive in
many respects. However, from the experience of the Cardones Polpaico
line, it seems that it does not adequately resolve the problems of the
expansion and operation of the national transmission system. We must
also consider the new scenarios that appear as a result of the change in
the generation matrix towards renewable sources and the process of
electrification of energy demands that currently use fossil fuels, as occurs
in transport.
This should lead us to think about how the planning, expansion and
operation of the national electricity system are being addressed with
regard to transmission, taking into consideration the learnings from the
latest expansion projects.
In this regard, we would like to highlight two subjects that we consider to
be of the greatest importance.
First, as far as the National Electricity Coordinator (CEN )is concerned, it is
necessary to clarify its roles and responsibilities as the agency in charge of
coordinating the actions necessary to preserve the safety of the service
and ensure the most economical operation of the electrical system. To
this end, the regulation should include the necessary provisions that
provide an active role in the management of expansion projects, using all
means at their disposal, including the required audits, in order to demand
that the contractor takes all necessary measures to comply with the
technical deadlines and requirements set out in the expansion decrees.
Second, we believe that the energy planning provided by law as an input to
transmission expansion decisions is becoming increasingly important,
mainly because electricity appears as the most effective tool to replace
fossil fuels and thus reduce -and eventually neutralize- CO2 emissions to
deal with the climate crisis.
This inevitable electrification process will increase Chile's rate of
electricity demand growth to a level that could be historic. For its efficient
outcome, the transmission system's ability to transport the necessary
energy, along with a robust distribution system, are essential, so that it can
reach the companies and homes that are being incorporated into this
new system.

Campaign #Dreaming
Energy2030
The ACERA campaign around COP25 advances:
#SoñemosEnergía2030 /#DreamingEnergy2030.
The initiative is developed through the dreams of 30 actors
representing different sectors linked to energy, environment,
mining, government, parliament, and television, to name a few.
You can follow the campaign using the hashtag or on our
YouTube Channel: ACERA AG.
The campaign, which is officially sponsored by COP25, the
Ministry of Energy, and the Ministry of the Environment, will be
carried out in three stages. The first is through the viralization of
the videos. Later, on November 21, a closing seminar will be
held in which "How to make dreams possible" will be discussed
and, finally, these will also be shared with representatives from
Chile and the world in the COP25 Green Zone.
In addition to audiovisual capsules, each dream will be
recorded in writing and collected in a digital book to be
disseminated.
The first Employment Fair
"Energía +Mujer" was held
The National Association of Energy Efficiency Companies,
ANESCO Chile, together with the Energy Sustainability Agency
and the Energy Magister of the Pontifical Catholic University of
Chile, held on September 24th the first Employment Fair
"Energía +Mujer".
The pioneering event sought to establish a greater linkage of
the energy sector with its environment and contribute to the
implementation of the "Public-Private Plan" carried out by the
energy industry in this area, with a view to opening up a space
that adds more women to the sector. The fair was supported
by the Ministry of Energy.
The stands showed the lines of work of companies and
organizations around this topic, in addition to highlighting the
new development opportunities for women with professional
careers in energy.
The fair also featured a seminar, involving the Minister of
Women and Gender Equity, Isabel Plá, the Minister of Energy,
Juan Carlos Jobet, the Ministerial Commissioner for Gender of
the Ministry of Energy, Marcela Zulantay, in addition to
representatives of different companies in the sector among
which was Paola Hartung, Director of Regulatory Affairs of AES
Gener and Director of ACERA.
06.
Changes to the stabilized price
affecting PMGDs
Small Distributed Generation Media (PMGD) play an important
role in the national electric matrix. That is why, when in May of
this year the Ministry of Energy announced a proposal to
change the stabilized price, created precisely to boost the
development of this sector, the industry went on alert.
This led to several studies conducted by independent
consultants and successive working meetings between the
Ministry and the associations representing the PMGD industry
(ACERA and ACESOL). On August 2, the Ministry published for
consultation the final document with the amendments to
Decree 244 and the reactions were critical. "The effect this will
have on the sector is greater uncertainty and insecurity
regarding projects. Our position is not opposed to making
adjustments to the system, but we made a stabilized price
calculation proposal, backed by studies, which would make the
installation of power plants even more attractive and it was not
considered", noted Carlos Finat, Executive Director of ACERA.
In its original form, the proposal submitted by the Ministry of
Energy could also have an impact on the investments that drive
such projects annually. The amount is estimated to be around
US$ 100 million annually in solar technology initiatives alone,
added to hydroelectric and wind developments.
What products or services does your company deliver and to
what kind(s) of NCREs?
We provide environmental consulting services, including permits,
relevances, Environmental Impact Statement, Environmental
Impact Assessment, Environmental Due Diligence, compliance with
post-Environmental Qualification Resolution commitments and
expert reviews by third parties, among others. Our philosophy is to
achieve a sustainable future, so all NCRE are a natural part of our
business objective.
Which are the latest new services or changes introduced by
your Company?
B-Ambiental is a young company that was born in early 2018. We
are formed as company B, and now we are starting the certification
process with BLab.
What are the main projects -or themes- you have been
recently working on concerning NCRE or the environment? In
case they are generation plans, where are they located and
which are their main characteristics?
We are working in the area of energy, sanitary, engineering, and
mining, addressing environmental impact statements and other
environmental process formalities, as well as early community
relationship, among other projects.
Which elements characterize and/or distinguish your
company?
We are a company formed by partners with a long experience in
environmental consulting, in projects of high complexity, and in the
public sector. All of them are directly involved in the projects,
together with a network of close, proven and high-quality
collaborators, which makes us flexible and adaptable to the
requirements of the customer.
How important is NCRE participation in the Chilean electric
system?
It's of the utmost importance. And not as a future issue, but as a
present reality today in tune with the huge sustainability challenges
and imposing a sense of urgency to deepen the penetration of
these technologies. We believe in this as part of our mission and
we are looking forward to supporting it to be a reality.
Why would you recommend being an ACERA member?
We joined ACERA seeking to collaborate in the creation of the
future that we all need, because we believe that we can achieve
the greatest depth of these shared dreams in a space of
collaboration. ACERA offers the opportunity to be part of the
construction of this ever-urgent future.
What products or services does your company deliver and to
what kind(s) of NCREs?
EnorChile specializes in asset management and remote
operations center for renewable plants. Today the center
manages more than 1,400 MW of energy, focusing mainly on
solar and wind power plants across the country.
Which are the latest new services or changes introduced by
your Company?
We are focused on the development of our NCRE projects and on
exploring emerging markets such as electromobility and
distribution.
What are the main projects -or themes- you have been
recently working on concerning NCREor the environment?
In case they are generation plans, where are they located and
which are their main characteristics?
We are working on two renewable energy projects in the central
zone of Chile, which will enter commercial operation during
2020. In addition, we already have more than a year of successful
operation of power plants that generate biogas. Distributed plants,
with clean operation, state-of-the-art technology and with a high
plant factor.
Which elements characterize and/or distinguish your
company?
EnorChile is characterized by providing tailor-made solutions with
the haste that each client requires. We are a 100% Chilean
company with over 18 years of experience in the electric market.
How important is NCRE participation in the Chilean electric
system?
They are the base that will sustain the generation of electric
energy in the near future. In the same way, the new storage
systems and demand management will provide the flexibility that
our system requires.
Why would you recommend being an ACERA member?
Because it is the association leading the energy transition towards
a renewable energy future, bringing together more than 130
