- Promoting the development of a regional network for<br />

monitoring popu<strong>la</strong>tions and distribution of threatened<br />

Mediterranean bird species, in co-ordination with other<br />

organisations.<br />

- Supporting and col<strong>la</strong>borating with Contracting Parties in<br />

the establishment of areas at sea important for birds.<br />

- Providing detailed guidelines to assist countries in their<br />

efforts to afford adequate legis<strong>la</strong>tive protection to<br />

endangered species.<br />

- E<strong>la</strong>borating guidelines for monitoring and management<br />

p<strong>la</strong>ns in col<strong>la</strong>boration with experts and other interested<br />

organisations.<br />

- Organising meetings of experts on specific subjects<br />

re<strong>la</strong>ting to the ecology and <strong>conservation</strong> of the bird<br />

species found in Annex II.<br />

- Preparing reports on progress in the implementation of<br />

this Action <strong>P<strong>la</strong>n</strong>.<br />

Complementary work, done by other international<br />

organisations with the same objectives, shall be<br />

encouraged, promoting co-ordination and avoiding<br />

possible duplication of effort.<br />

5.2 Participation<br />

- Any interested international and or national organisation<br />

is invited to participate in actions necessary for the<br />

implementation of this Action <strong>P<strong>la</strong>n</strong>.<br />

- Links with other bodies responsible for Action <strong>P<strong>la</strong>n</strong>s<br />

dealing with one or more species of bird listed in Annex II<br />

should be made, to strengthen co-operation and avoid<br />

duplication of work.<br />

5.3 “Action <strong>P<strong>la</strong>n</strong> Partners”<br />

To encourage and reward contributions to the work of<br />

applying the Action <strong>P<strong>la</strong>n</strong>, the Contracting Parties may at<br />

their ordinary meetings grant the title of “Action <strong>P<strong>la</strong>n</strong><br />

Partner” to any organisation (governmental, nongovernmental,<br />

economic, etc.) that has to its credit<br />

concrete actions likely to help the <strong>conservation</strong> of birds in<br />

Annex II of the Protocol. Conditions for the awarding of the<br />

Partner title shall be adopted by the Contracting Parties<br />

following advice given by the meeting of National Focal<br />

Points for SPA.<br />
