Interview von Herrn Bruno Zuppiger, Präsident von Swiss Label<br />
Die Armbrust lebt - bester Beweis ist der markante Mitgliederzuwachs<br />
von 38 Unternehmen im vergangenen Jahr; dazu gehört auch<br />
ein Verband mit 11 Einzelmitgliedern. Gerade im Hinblick auf<br />
die zunehmende Globalisierung der Märkte wird eine klare<br />
Herkunftsbezeichnung der Produkte und Dienstleistungen<br />
immer zentraler. <strong>SWISS</strong> <strong>LABEL</strong> leistet damit einen zunehmend<br />
wichtigen Beitrag für die Förderung des Wirtschafts- und<br />
Arbeitsplatzes Schweiz. Mit der Armbrust, dem Markenzeichen<br />
von <strong>SWISS</strong> <strong>LABEL</strong>, heben sich unsere Mitglieder von der<br />
Konkurrenz ab und bekennen sich unmissverständlich zum<br />
Standort Schweiz und damit zur Qualitätsproduktion in unserem<br />
Land. Wenn wir unseren Wohlstand halten und festigen wollen,<br />
müssen wir qualitativ besser sein als die internationale Konkurrenz.<br />
Die Diskussion “Armbrust versus Schweizer Kreuz” wird im<br />
laufenden Jahr weiter zu führen sein. Die Antwort des Bundesrates<br />
auf eine von mir am 18. März 2005 eingereichte Interpellation<br />
“Missbräuchliche Verwendung des Schweizer Kreuzes” ist ausweichend<br />
ausgefallen: Daher habe ich mich nur teilweise befriedigt<br />
erklärt und die Diskussion im Plenum verlangt. Wir werden uns<br />
überlegen müssen, die Armbrust allenfalls mit einem Schweizer<br />

Das Markenzeichen von <strong>SWISS</strong> <strong>LABEL</strong>, der Gesellschaft zur Promotion von Schweizer Produkten und Dienstleistungen,<br />
ist die Armbrust. Die Wurzeln von <strong>SWISS</strong> <strong>LABEL</strong> reichen bis anfangs des letzten Jahrhunderts zurück: Als “Schweizer<br />
Woche” wurde sie 1917 ins Leben gerufen. Die Armbrust ist heute in der Schweiz und in vielen Ländern markenrechtlich<br />
geschützt. Nur Mitgliedern von <strong>SWISS</strong> <strong>LABEL</strong> ist es erlaubt, die Armbrust als typisches schweizerisches<br />
Ursprungssiegel zu verwenden, beispielsweise als Kleber, Stempel, Etikette oder in elektronischer Form auf ihren<br />
Produkten und Schriftstücken. Der schweizerische Wertanteil muss mindestens 50 Prozent betragen, damit die Marke<br />
beansprucht werden darf. Über 200 Unternehmen verschiedenster Grösse und Branchen sind Mitglied bei <strong>SWISS</strong><br />
<strong>LABEL</strong> - Tendenz klar steigend. Präsident ist seit Juni 2003 Nationalrat Bruno Zuppiger (SVP, Zürich), das Sekretariat<br />
wird vom Schweizerischen Gewerbeverband geführt (www.swisslabel.ch).<br />
Kreuz zu ergänzen, da vor allem im Ausland das Schweizer Kreuz<br />
einen wesentlich höheren Bekanntheitsgrad aufweist als die<br />
Armbrust. Für <strong>SWISS</strong> <strong>LABEL</strong> kommt nicht in Frage, dass das<br />
Schweizer Kreuz weiterhin ungeahndet als Herkunftszeichen<br />
geführt werden darf, obwohl dies gemäss Wappenschutzgesetz<br />
verboten ist. Dies schafft Ungerechtigkeiten und ungleiche Spiesse,<br />
die mit allen Mitteln bekämpft werden müssen.<br />
Die Entwicklung der Wirtschaft im laufenden Jahr stimmt mich<br />
zuversichtlich. Sie zeigt sich nämlich in einer guten Verfassung,<br />
und der solide Aufschwung dürfte auch 2007 noch anhalten. Die<br />
positiven Tendenzen auf dem Arbeitsmarkt sollten sich weiter<br />
entwickeln. Von diesem günstigen Umfeld wird auch <strong>SWISS</strong><br />
<strong>LABEL</strong> profitieren. So durfte bereits in den ersten drei Monaten<br />
des Jahres 2006 ein weiterer Mitgliederzuwachs von 21<br />
Unternehmen verzeichnet werden: <strong>SWISS</strong> <strong>LABEL</strong> ist endgültig<br />
aus dem Dornröschenschlaf erwacht. Allerdings wäre es verfehlt,<br />
auf den Lorbeeren auszuruhen: Wir werden weiterhin mit viel<br />
Engagement und innerem Feuer auf allen Ebenen arbeiten, um die<br />
hochgesteckten Ziele zu erreichen und zur führenden<br />
Markenorganisation der Schweiz zu werden - und dies nicht als<br />
Selbstzweck, sondern im Interesse der Stärkung des Wirtschaftsund<br />
Arbeitsplatzes Schweiz.<br />

1. AVANT-PROPOS DU PRÉSIDENT<br />
L’arbalète est bien vivante - la meilleure preuve en est l’augmentation<br />
remarquée du nombre de ses membres de 38 entreprises<br />
l’année dernière ; parmi celles-ci une association comptant à elle<br />
seule 11 membres. Au vu de la globalisation toujours croissante<br />
des marchés, une distinction claire de l’origine des produits et<br />
services gagne sans cesse en importance. <strong>SWISS</strong> <strong>LABEL</strong> apporte<br />
ainsi une contribution toujours plus marquée à la promotion de<br />
la place économique et de travail suisse. Grâce à l’arbalète, signe<br />
distinctif de <strong>SWISS</strong> <strong>LABEL</strong>, nos membres se distinguent clairement<br />
de la concurrence et se réclament ouvertement de la place<br />
économique suisse et par là même de produits suisses de qualité.<br />
Si nous voulons conserver et renforcer notre prospérité, nous<br />
devons être meilleurs sur le plan de la qualité que ne l’est la<br />
concurrence internationale.<br />
La discussion « Arbalète versus croix suisse » se poursuivra cette<br />
année. La réponse du Conseil fédéral à mon interpellation lancée<br />
le 18 mars 2005 « utilisation abusive de la croix suisse » est<br />
tombée ; je me suis déclaré comme étant partiellement satisfait<br />
par celle-ci et ai exigé une discussion au plénum. Nous devons<br />
réfléchir à la manière dont nous pouvons compléter au besoin le<br />

QU’EST-CE QUE <strong>SWISS</strong> <strong>LABEL</strong> ?<br />
Le signe distinctif de <strong>SWISS</strong> <strong>LABEL</strong>, société pour la promotion des produits et services suisses, est la légendaire<br />
arbalète. Les racines de <strong>SWISS</strong> <strong>LABEL</strong> remontent au début du siècle dernier, lorsque furent créées en 1917 „les<br />
semaines suisses». L’arbalète est aujourd’hui légalement protégée en Suisse et dans plusieurs pays. Seuls les membres<br />
de <strong>SWISS</strong> <strong>LABEL</strong> sont autorisés à utiliser le signe de l’arbalète comme garantie d’origine typiquement suisse, par<br />
exemple sur des autocollants, des timbres, des étiquettes ou sous forme électronique pour les produits<br />
et leurs emballages. La part suisse à la valeur d’un produit doit s’élever au moins à 50% pour pouvoir revendiquer<br />
un droit d’usage de la marque. Plus de 200 entreprises de différentes grandeurs et appartenant à diverses branches<br />
sont membres de <strong>SWISS</strong> <strong>LABEL</strong> - et la tendance est clairement à la hausse. Son président est depuis juin 2003<br />
le conseiller national UDC zurichois Bruno Zuppiger, quant au secrétariat, il est assuré par l’Union suisse des arts<br />

la croix suisse bénéficie d’un degré de notoriété plus important<br />
que l’arbalète. Pour <strong>SWISS</strong> <strong>LABEL</strong>, il ne peut être question de<br />
laisser la croix suisse être impunément utilisée comme marque<br />
d’origine, alors que la loi sur la protection des armoiries et autres<br />
signes publics l’interdit. Cela est source d’injustices, chacun ne<br />
disposant alors pas d’armes égales, et doit être combattu par tous<br />
les moyens.<br />
L’évolution économique actuelle me donne confiance. L’économie<br />
paraît être dans une bonne forme et cette solide croissance devrait<br />
se poursuivre en 2007. Les signes positifs sur le marché du travail<br />
devraient également se renforcer. Cet environnement favorable,<br />
<strong>SWISS</strong> <strong>LABEL</strong> en profite également : ainsi 21 entreprises ont déjà<br />
rejoint les membres de notre société au cours des trois premiers<br />
mois de l’année 2006 ; <strong>SWISS</strong> <strong>LABEL</strong> est enfin sortie de son<br />
profond sommeil. Toutefois, ce serait une erreur de se reposer sur<br />
ses lauriers : Nous poursuivrons notre travail sur tous les fronts avec<br />
engagement et force conviction pour atteindre les buts élevés que<br />
nous nous sommes fixés et faire de <strong>SWISS</strong> <strong>LABEL</strong> la plus grande<br />
organisation de défense de marques et labels suisses - non pas<br />
comme but en soi, mais dans l’intérêt du renforcement de la place<br />
économique et de travail suisse.<br />

COMPANY PROFILE<br />
What are the origins of the Centre?<br />
The creation of the CSEM was the wish of the Swiss government, with<br />
whom we have a service contract. Our role is to provide added value to<br />
the results of research projects in order to detect applications that can be<br />
used in industry. In fact, Switzerland is at the forefront of research, but<br />
technologies are becoming more complex all the time, and the globalisation<br />
of the market means that there is more and more competition.<br />
Many industrialists have therefore given up their vocation for research.<br />
Today there is an enormous gap between research and industry, and the<br />
mission of the CSEM is to close this gap. We are here to make use of<br />
research results and turn them into technologies that can be utilized.<br />
What are the fields of application of your research activities?<br />
There’s no limit, technology is everywhere nowadays!<br />
As a general rule, we begin our research around a technology, and then<br />
we try to deduce the key applications. If this approach works, we widen<br />
the scope of application. In the space technology field, for example, we<br />
are faced with very specialised techniques, at the cutting edge, notably<br />
because we have to take into account very wide temperature variations.<br />
The techniques we use here can be applied to many other fields.<br />
How do you go about linking research and industry?<br />
We work with partners and clients, with whom we have development<br />
contracts. In general, the aim is to supply a prototype, a concept or an<br />
essential component. After that, the client turns this into a product.<br />
On the other hand, if we ourselves develop a technology that seems<br />
promising then we try to find clients for it, either in Switzerland or<br />
elsewhere in the world. If we don’t find any but we really believe in what<br />
we have done, then we create a start-up to develop the technology. In<br />
fact, we don’t have the necessary funds to develop our own products.<br />
The CSEM is a non profit-making organization, and all our investment<br />
capacity goes into research. We call up risk capital. Over the last five<br />
years the Centre has thus created twenty-two independent companies<br />
which employ more than 350 people.<br />
Who are your clients today?<br />
Apart from in Switzerland and in other European countries, we have a<br />
lot of clients in Japan. The Japanese have the same problem as we have<br />
in Switzerland, they are very competent in the fundamental scientific<br />
disciplines but the follow through is very difficult, except for the large<br />
industrial conglomerates such as Sony. They don’t have an organisation<br />
playing the role of the CSEM and they are very interested in our model.<br />
The CSEM is also striving to be present in world markets. We have<br />
subsidiaries in central Switzerland and in Zurich, but also in the United<br />
Arab Emirates where we work on water-related technologies and on solar<br />
power. These are areas of research that we can’t explore in Switzerland<br />
but that hold a lot of promise in these parts of the world.<br />

An interview with Professor Thomas Hinderling,<br />
the General Manager of the Centre<br />
The CSEM is one of the leading research centres in Europe. Its main fields of activity are micro and nano technologies<br />
and the technologies involved in data processing and communications.<br />
Is there any particular reason why the CSEM is located in Neuchâtel?<br />
Yes, because the Neuchâtel canton is the centre of Swiss watch making.<br />
This is where micro-technological activities began. That’s where the<br />
roots of CSEM come from. Years ago, it was a research centre for watch<br />
makers, who are still amongst our major clients.<br />
The Centre employs around 280 people. Our collaborators come from<br />
all over the world, including forty different nationalities. Half still come<br />
from the Neuchâtel region. We are fortunate enough to be able to<br />
choose our staff members because the Centre attracts people with skills<br />
and know-how from all over the world.<br />
How do you cope with such cultural disparity in the organisation?<br />
To begin with, we offer training at various levels, both professional training<br />
opportunities and the financing of conferences. We also provide<br />
cultural training, by which we mean that we try to influence the behaviour<br />
and the working methods of our staff. We unite them around a<br />
common culture. I think that people are proud to work for the Centre<br />
and that this pride creates a family feeling within the organization: we<br />
all belong to the same clan.<br />
In order to maintain this spirit we have drawn up a Charter that we call<br />
“The rules of the game”, in which we define our principles.<br />
In this spirit of shared culture, we decided four years ago to take the<br />
necessary measures to be environmentally friendly. We are the first<br />
company in French-speaking Switzerland to have received ISO<br />
Environmental Management Certification. This follows on logically<br />
from the three safety themes that we fight for: Safety of personnel, safety<br />
for the environment and safety for the equipment and installations.<br />
Professor Thomas Hinderling studied nuclear physics and then<br />
molecular biology before obtaining a Doctorate in biomedical engineering.<br />
He acquired international experience by working for<br />
NA<strong>SA</strong> in the U<strong>SA</strong>, in Swiss industry and then for two years in<br />
Hong Kong before taking over the reins of the CSEM. Meanwhile,<br />
Thomas Hinderling has taken off his scientist’s lab-coat to become<br />
a manager, but this has not curbed his enthusiasm!<br />

L’Ecole-club Migros est l’une des institutions de pointe dans le<br />
domaine de la formation des adultes en Suisse. Elle accueille<br />
cependant tous les publics : particuliers et entreprises, enfants,<br />
adolescents et adultes. Les formations proposées couvrent les<br />

Management existentiel », « Linux comme serveur dans une PME »<br />
ou encore « Convaincre par téléphone ».<br />
« Nous offrons à la fois des formations qui visent les entreprises et<br />
leurs besoins spécifiques et des cours pour les particuliers qui souhaitent<br />
se détendre, exercer leur passion, se cultiver, se rencontrer dans un<br />
cadre convivial et tout à fait unique ».<br />
En effet, l’Ecole-club Migros de Neuchâtel tient ses quartiers dans un<br />
magnifique bâtiment classé offrant une vue superbe sur le lac. L’institution<br />
a également des antennes au Val-de-Travers et au Val-de-Ruz.<br />
Dans tous les domaines, les cours dispensés par l’Ecole-club visent à<br />
l’obtention de diplômes reconnus au niveau national et international :<br />
Certificats européens de langues, First Certificate (The University of<br />
Cambridge, Goethe Institut,…) et TOEFL, Certificats Microsofts,<br />
diplôme de secrétaire, d’agent commercial, d’assistant marketing,<br />

« Etes-vous plutôt exécutant ou dirigeant ? » Derrière cette question,<br />
l’Ecole-club offre une série de cours pointus à l’attention des entreprises,<br />
dont celui intitulé « Performances de pointe en sport, performances<br />
de pointe en entreprise ». Il s’agit ici de décrire, sous forme de<br />
thèses, des cas concrets de réussites ou d’échecs en sport de haut niveau<br />
et d’en tirer des parallèles pour le management d’entreprises. Ce cours<br />
est dispensé par M. Jean-Pierre Egger, ancien athlète de haut niveau,<br />
entraîneur et coach de sportifs et d’équipes d’élite. « Cet exemple<br />
illustre parfaitement la professionnalisation de l’école, qui n’est pas<br />
seulement généraliste mais se professionnalise de plus en plus ».<br />
Par leur fonction, les dirigeants sont appelés à s’exprimer dans les<br />
situations les plus diverses. Convaincre, motiver mais aussi gérer des<br />
oppositions, des conflits. Notre voix est un formidable outil de travail<br />
encore faut-il en avoir conscience et savoir l’utiliser. L’Ecole-club<br />
propose aux entreprises deux types de séminaires. L’un portant sur<br />
l’apprentissage des techniques et l’autre sur l’interaction de la voix<br />
dans un groupe, en réponse aux diverses situations.<br />
En outre, l’une des spécificités de l’Ecole-club Migros est de proposer<br />
des formations de formateurs d’adultes. « Elles s’adressent aux<br />
personnes qui veulent être formateurs ainsi qu’à tous ceux travaillant<br />

de promouvoir et de soutenir la nouveauté et l’innovation tout en offrant<br />
à un vaste public la possibilité d’accéder à des prestations culturelles et<br />
sociales. Les coopératives régionales Migros sont tenues de consacrer<br />
chaque année 0,5% du volume des ventes de détail à des projets culturels<br />
et sociaux, la Fédération des coopératives Migros y affectant pour sa part<br />
1% du volume des ventes en gros. En 1999, les institutions et activités du<br />
Pour-cent culturel ont bénéficié d’un soutien de plus de 120 millions de<br />
francs. Plus de 56% des fonds sont consacrés à la formation.<br />
L’Ecole-club Migros de Neuchâtel - La Chaux-de-Fonds fête ses 50 ans<br />
cette année. « A cette occasion, nous organisons à la rentrée des journées<br />
« découverte ». Pendant ces journées, nous proposons des séances<br />
très courtes afin que chacun puisse essayer tout ce qui le tente. Par<br />
exemple, une journée est prévue autour de l’apprentissage de la langue<br />
chinoise. Il s’agira en fait d’une journée de découverte de la Chine<br />
puisque nous aborderons les thèmes culturels, culinaires… Une autre<br />
journée de rencontre est prévue autour du thème de la détente et<br />
proposera du fitness, des cours de maquillage, etc.<br />
C’est un moyen pour l’Ecole-club de se faire connaître du plus grand<br />
nombre et de montrer par des activités concrètes que nous nous<br />

Sa formation d’ingénieur électrotechnique l’a dirigé dès<br />
1965 vers l’horlogerie, où il travaille quatorze ans, avant de<br />
rejoindre une société de micro électronique à Bienne.<br />
Pendant dix ans, Claude Gaille y développera des circuits<br />
hybrides. Puis, sur le conseil même de son patron, il crée son<br />
entreprise en 1989 avec un associé. L’aventure démarrée à<br />
deux se poursuit encore aujourd’hui, avec 44 collaborateurs.<br />
Mon but n’a jamais été de faire grimper l’entreprise au plus<br />
haut sommet, mais de la faire grandir raisonnablement,<br />
en restant compétitifs et en répondant à des demandes<br />
spécifiques. Le simple, tout le monde peut le faire. Nous, nous<br />
sommes spécialisés dans des circuits miniaturisés et complexes. C’est<br />
un formidable atout.<br />
APPRENTIS<strong>SA</strong>GES UTILES<br />
Mes années passées en horlogerie m’ont familiarisé avec les éléments<br />
fins. De même, à Bienne, je suis passé de la fine mécanique et de la<br />
micro électronique à la sérigraphie en couches épaisses et au montage<br />
de puces, ainsi qu’aux connexions par fils d’or (25 à 30 microns de<br />
diamètres). Le montage et le câblage des puces étant au centre de notre<br />
activité, ce savoir faire spécifique s’est accru au cours des années.<br />
Nous aimons bien relever les défis de nos clients, dont certains, très<br />
prestigieux, nous ont accompagnés tout au long de notre parcours. Il<br />
nous arrive encore de réussir ce que des clients n’ont pu réaliser chez<br />
eux ou chez d’autres.<br />
SÉRIEUSES RÉFÉRENCES EXIGÉES<br />
Certaines de nos applications, choisies pour la fusée Ariane 5, fonctionnent<br />
encore au niveau des capteurs de vibrations. Autre source de<br />
fierté : avoir été homologués par la Nasa. Ainsi, les 39 moteurs de deux<br />
véhicules qui tournent encore sur Mars sont équipés de composants<br />
électroniques fabriqués chez nous. Notre prestation, qui a exigé des<br />
efforts impressionnants (douze ans avant d’arriver à la Nasa !), n’a pas<br />
beaucoup augmenté notre chiffre d’affaires,mais l’important est<br />
d’avoir participé à un projet prestigieux.<br />
Plusieurs montages effectués pour le Cern depuis deux ans, notamment<br />
des outils de mesure pour le nouvel accélérateur, nous ont de nouveau<br />
confrontés à un niveau d’exigence à la hauteur de ce grand projet.<br />
L’industrie et le médical nécessitent aussi de gros efforts. Dans chaque<br />
domaine, les relations se tissent lentement, et nos clients, gros ou<br />
petits, toujours satisfaits et fidèles, ont instauré un bouche à oreille<br />

HYBRID <strong>SA</strong> A ENCORE UN BEL AVENIR DEVANT ELLE<br />
Le développement de capteurs inductifs, inusables et fiables, a longtemps<br />
« nourri » Hybrid, mais c’est notre collaboration avec Maxon Motors,<br />
fabricant de micro-moteurs, qui nous a permis de développer ce que nous<br />
avions engagé avec la Nasa ! Nous fabriquons pour eux des circuits similaires<br />
à ceux qui fonctionnent sur Mars. En 2005 nous avons construit<br />
un nouveau bâtiment pour doubler notre potentiel de production.<br />
La satisfaction que je retire de nos succès ne parvient pas à masquer les<br />
effets de plusieurs décennies de travail acharné. Heureusement, nos<br />
collaborateurs se sont mis d’accord en 2004 pour continuer après moi.<br />
Cet arrangement me permet de diminuer peu à peu mon quota de<br />
travail. M’occuper de mes vergers, de mes volailles et pigeons est<br />
moins stressant et tout aussi intéressant ! Mais comme je n’oublie pas<br />
ceux qui m’ont fait confiance à mes débuts, il est naturel que je fasse<br />
de même avec mes successeurs.<br />

My aim has never been to make the company reach the very<br />
top, but to make it grow reasonably, by remaining<br />
competitive and responding to specific demands. Everyone<br />
can do the simple things, but we have specialised in miniaturised and<br />
complex circuits. It’s a tremendous advantage.<br />
USEFUL EXPERIENCE<br />
The years I spent in watch-making made me familiar with very small<br />
parts. Similarly, in Bienne, I went from small scale mechanics and<br />
microelectronics to silk-screen printing in thick layers and fitting<br />
microchips, as well as to gold wire connections (25 to 30 microns in<br />
diameter). Because fitting and wiring microchips is our core business,<br />
this special expertise has increased over the years.<br />
We really like taking up the challenges presented by our customers,<br />
some of whom, very famous names, have been with us since we<br />
started. We still manage to succeed in doing what customers haven’t<br />
been able to achieve in-house or through other companies.<br />
IMPRESSIVE REFERENCES REQUIRED<br />
Some of our applications, chosen for the Ariane 5 rocket, are still<br />
functioning in vibration sensors. Another source of pride is that we<br />
have NA<strong>SA</strong> approval. The 39 motors on the two vehicles that are still<br />
running on Mars are fitted with electronic components made at our<br />
works. The service we provided, which demanded an impressive<br />
amount of effort (twelve years before we got to NA<strong>SA</strong>!), hasn’t<br />
greatly increased our turnover, but the important thing is that we<br />
have participated in a prestigious project.<br />

His training as an electrical engineer led him to watchmaking<br />
in 1965, in which he worked for fourteen years<br />
before joining a microelectronics company in Bienne.<br />
There, for ten years Claude Gaille developed hybrid<br />
circuits. Then, on his boss’s advice, in 1989 he set up his<br />
own company with a partner. What began as a two-man<br />
venture is still in business today, with 44 staff.<br />
Several assemblies done for CERN over the last two years, notably<br />
measurement equipment for the new accelerator, have once more<br />
confronted us with the challenge of meeting the demanding standard<br />
required for this major project.<br />
Manufacturing and medical projects also require a huge effort. In each<br />
field, relationships are forged slowly, and our customers, big or small,<br />
always satisfied and loyal, now recommend us by word of mouth,<br />
which means we don’t have to depend on sales staff or a marketing<br />
department. We’ve had too much work to think about it!<br />
HYBRID <strong>SA</strong> STILL HAS A GREAT FUTURE BEFORE IT<br />
The development of inductive, hard-wearing and reliable sensors has<br />
long “nourished” Hybrid, but it is our collaboration with Maxon<br />
Motors, a manufacturer of micro-motors, which has enabled us to<br />
develop what we started with NA<strong>SA</strong>! For them we make similar<br />
circuits to those running on Mars. In 2005 we constructed a new<br />
building to double our production potential.<br />
The satisfaction I draw from our successes does not mask the effects<br />
of decades of extremely hard work. Happily, in 2004 our staff agreed<br />
to continue after I go. This arrangement allows me to gradually reduce<br />
the amount of work I do. Looking after my orchards, poultry and<br />
pigeons is less stressful and just as interesting! But just I have not<br />
forgotten those who had confidence in me when I started out, I will<br />
naturally do the same for my successors.<br />

Scott Morrison, new-yorkais diplômé de géologie et<br />
d’ingénierie métallurgique, démarre sa carrière dans le<br />
secteur des métaux non ferreux et du charbon. Il choisit de<br />
vivre dans le pays de son épouse, la Suisse. Employé pendant<br />
quinze ans à la Société Générale de Surveillance à Genève,<br />
il rejoint en 2003 Metalor, multinationale spécialisée dans<br />
le raffinage et la production de métaux précieux : 400<br />
collaborateurs en Suisse et 700 répartis entre ses 15 filiales<br />
dans le monde, neuf usines et 26 bureaux commerciaux.<br />
Metalor a été rachetée à UBS en 1998 par des investisseurs<br />
privés. « À mon arrivée, il m’a fallu repenser sa culture, sa<br />
structure et sa stratégie, renforcer le volet international,<br />
porter nos efforts vers le marché asiatique et nous rapprocher davantage<br />
des clients. Deux ans plus tard, nous sommes passés de 0% de<br />
marge à 8% en 2005. Les perspectives sont encore meilleures pour<br />
2006. Donc tout va bien ! »<br />

Chaque jour sont réceptionnés ici lingots, déchets d’atelier, solutions<br />
ou vieux œuvres en métaux précieux, immédiatement contrôlés et<br />
traités. Ceci n’est qu’une petite partie de nos activités, réparties en<br />
quatre divisions, toutes attachées à offrir un service irréprochable.<br />
La première, basée à Marin, traite l’affinage, également effectué aux<br />
Etats-Unis et en Chine. Nos barres d’or, d’argent, de platine et de<br />

international. Metalor approvisionne les banques et institutions<br />
financières en lingots, fournit les autres divisions du groupe et des industriels<br />

Deuxième division, l’horlogerie et la bijouterie. Les grandes marques<br />
horlogères nous achètent des alliages sophistiqués pour la fabrication<br />
de boîtes de montres, de bracelets, de ponts, d’aiguilles ainsi que des<br />
produits finis (bandes, fils, tubes, alliages à braser, plots pour la coulée<br />
de cire continue) et un service d’outillage performant. Il nous arrive<br />
aussi d’accompagner nos clients depuis la conception jusqu’à la<br />
production en série et de gérer leurs comptes métaux précieux.<br />
La division « Advanced Coatings » propose des solutions innovantes<br />
dans l’électroplastie, utilisées pour l’électronique, les semi-conducteurs,<br />
la décoration, la médecine, la publicité, etc.<br />
Dans la quatrième division « Electrotechnics », alliages et pseudo alliages<br />
d’argent sont transformés en contacts électriques dans des usines<br />
réparties en France, Angleterre, Allemagne et Chine. Il s’agit d’améliorer<br />
la sécurité et l’endurance des appareils électriques (distribution,<br />
commandes numériques ou analogiques, transports, électroménager).<br />
Le département Technology Products rassemble les lignes de produits<br />

Scott Morrison, a New Yorker with diplomas in Geology<br />
and Metallurgical Engineering, began his career in the<br />
sector of coal and non-ferrous metals. He chose to live in<br />
his wife’s country, Switzerland. After working for 15 years<br />
with the Société Générale de Surveillance in Geneva,<br />
he joined Metalor in 2003. Metalor is a multinational<br />
company, which specialises in the refining and the<br />
production of precious metals: it has 400 employees in<br />
Switzerland, and 700 more in its 15 subsidiaries around the<br />
world, its nine factories and its 26 sales offices.<br />
In 1998, Metalor was sold by UBS to a group of private shareholders.<br />
“When I arrived, I had to rebuild the company’s<br />
culture, its structure and its strategy, reinforce the international<br />
aspect, increase our presence in the Asian market and get closer to<br />
our clients. Two years later, in 2005, we had increased our net<br />
margin from 0% to 8%. The outlook is even better for 2006. So, all<br />
is well!”<br />
GREAT KNOW-HOW<br />
Every day we receive ingots, scraps from workshops, solutions and<br />
precious metal artefacts, which are immediately checked and treated.<br />
That is just a small part of our activities, which are split into four<br />
Divisions, all aiming to provide irreproachable service.<br />
The first, based in Marin, deals with refining, and we also have refining<br />
plants in the United States and China. Our gold, silver, platinum and<br />
palladium bars have Good London Delivery (GLD) approval on the<br />
international market. Metalor supplies ingots to banks and financial<br />
institutions, and supplies other Divisions of the Group and industrialists<br />
with precious metals, the purity of which can be up to 999.99.<br />
The second Division deals with watch-making and jewellery. The big<br />
watch-making companies buy our sophisticated alloys for the manufacture<br />
of watch casings, bracelets and straps, bridges and hands as<br />
well as our finished products (rings and strips, wires and leads, tubes,<br />
brazing alloys, blocks for wax casting) and our excellent tooling<br />
services. We sometimes accompany the client right from the design<br />
phase to mass production and manage his stocks of precious metals.<br />
The “Advanced Coatings” Division offers innovative solutions in electroplating,<br />
which are used in electronics, semiconductors, decoration,<br />
medicine, advertising etc.<br />
In the fourth, “Electrotechnics” Division, silver and pseudo-silver alloys<br />
are transformed into electrical contacts in factories located in France,<br />
England, Germany and China. It’s a question of improving the safety<br />
and the service life of electrical appliances (for distribution, numerical<br />
or analogue controls, transports, and household appliances).<br />

Lorsqu’on a le privilège de visiter les 12.000 m 2 de bureaux, ateliers et salles blanches qui composent le site de<br />
production de NagraID <strong>SA</strong>, au Crêt-du-Locle (NE), il apparaît bien vite que de telles surfaces sont nécessaires, au vu de la<br />
multitude des étapes de la production d’une carte plastique, allant de la création graphique au laminage, en passant par<br />
l’encartage de puces électroniques à la pose de bandes magnétiques.<br />
Histoire<br />
L’histoire de NagraID débute en 1999, lorsque M. André Kudelski et<br />
l’inventeur chaux-de-fonnier, M. François Droz, propriétaire de l’entreprise<br />
Thermoplex <strong>SA</strong>, se réunissent pour fonder une « joint-venture » qui<br />
a pour but de développer les nombreux brevets déposés par ce dernier.<br />
C’est ainsi qu’en octobre 2001, NagraID devient le centre de compétence<br />
du Groupe Kudelski pour la fabrication de cartes à puces avec<br />
ou sans contact (RFID), destinées aux systèmes d’accès.<br />
Fondé en 1951, le Groupe Kudelski, renommé pour la fabrication de<br />
magnétophones, dont le siège social se trouve à Cheseaux-sur-Lausanne,<br />
emploie plus de 1.400 collaborateurs.<br />
Le Groupe Kudelski est devenu en l’espace de 20 ans, le leader mondial<br />
en matière de technologies de sécurité : contrôle d’accès conditionnel et<br />
domaine de l’échange de données (télévision digitale, Internet à bande<br />
large et vidéo à la demande), ainsi que de la gestion d’accès physique aux<br />

En obtenant les certifications sévères ISO 9001 : 2000 et EMV<br />
(EuroPay/MasterCard/VI<strong>SA</strong>), NagraID est entrée dans le cercle très<br />
restreint des producteurs de cartes gouvernementales (identité, santé,<br />
permis de conduire, etc.) et cartes bancaires (débit et crédit).<br />
Les cartes gouvernementales et bancaires intègrent des solutions<br />
d’impression sécuritaire, identiques à celles que l’on trouve sur les billets<br />
de banque : graphisme avec des trames spéciales, encres fiduciaires,<br />
hologrammes, effets de reliefs pour contrôle tactile. Par des échanges<br />
permanents avec des leaders mondiaux suisses en matière d’impression<br />
de sécurité, NagraID offre à sa clientèle la garantie d’une protection<br />
optimale pour éviter la contrefaçon.<br />
NagraID possède des références de premier ordre, en matière de<br />

Authentification biométrique<br />
L’augmentation constante de la capacité d’enregistrement des données<br />
sur la puce électronique permet de stocker une multitude d’informations<br />
propres au détenteur de la carte : les données biométriques. Celles-ci<br />
permettent d’identifier automatiquement un individu en se basant sur ses<br />

Nouveaux développements<br />
NagraID est à l’avant-garde en matière de développement, ce qui lui a<br />
permis de positionner ses produits sur les 5 continents.<br />
Exemple de concrétisation de projet : la célèbre carte SKI Data, qui<br />
peut être lue à distance, sur plus de 3.500 sites à travers le monde, tels<br />
que stations de ski, stades, parkings et parcs d’attractions.<br />
Fin 2005, NagraID a concrétisé, en qualité de partenaire industriel,<br />
un développement révolutionnaire, en intégrant dans une carte aux<br />
normes ISO (0,86 mm d’épaisseur) ; un processeur, une batterie et<br />
un écran LCD. Cette solution permet d’offrir une sécurité dynamique<br />
aux cartes bancaires ou autres applications, grâce à l’affichage<br />

NagraID’s history began in 1999, when Mr. André Kudelski and the<br />
inventor from Chaux-de-Fon, Mr. François Droz, the owner of<br />
Thermoplex <strong>SA</strong>, came together to found a joint-venture, the objective<br />
of which was to develop the numerous patents belonging to the latter.<br />
In October 2001, NagraID became the Kudelski Group’s main site for<br />
the production of standard chip cards and radio frequency contactless<br />
cards (RFID), destined for use in access systems.<br />
Founded in 1951, the Kudelski Group is renowned for the manufacture<br />
of cassette players. The main offices are at Cheseaux-sur-Lausanne and<br />
the Group employs more than 1,400 people.<br />
Over a period of twenty years, the Kudelski Group has become the<br />
world leader in Security Technology: conditional access controls and<br />
data exchange (digital television, Broadband Internet and video downloading),<br />
as well as physical access controls for various sorts of sites.<br />

By obtaining the stringent ISO 9001: 2000 and EMV (EuroPay/<br />

Bankcards and government document cards use secure printing solutions,<br />
identical to those found on banknotes: graphics with special<br />
raster and half-tone screens, special inks, holograms and a raised effect<br />
for tactile control. Thanks to a permanent dialogue with Swiss world<br />
leaders in secure printing, NagraID offers its clients the guarantee of<br />
optimum protection against counterfeiting.<br />
NagraID has first-class references in access control. One of these is the<br />
World Economic Forum (WEF) which takes place each year in Davos,<br />
Switzerland and brings together world leaders from the government<br />

Biometric authentication<br />
The constant increase in the amount of data that can be kept on an electronic<br />
chip has now led to the possibility of storing information about<br />
the owner of the card: biometric data. This data makes it possible to<br />
automatically identify an individual based on his physiological or behavioural<br />
characteristics. In the field of access control, the following biometric<br />
data is taken into account: fingerprints, iris, voice and face. Other<br />
information, useful for a person’s health, such as the blood group, the<br />
DNA code or a medical file, can also be held on this type of memory.<br />

When you have the privilege of visiting the 12,000 square meters of offices, workshops and clean rooms that make up the<br />
NagraID <strong>SA</strong> production site in Crêt-du-Locle (NE), you realise immediately that this amount of space is necessary, because<br />
of the multiple phases and stages in the production of a plastic card, from the graphic design to the rolling and laminating<br />
processes, and including the insertion of electronic chips and the installation of magnetic bands.<br />

NagraID is at the forefront of development projects, which allows<br />

An example of a successful project: the famous SKI Data card,<br />
that can be read at a distance on more than 3,500 sites around<br />
the world such as ski resorts, stadiums, car parks and amusement<br />
parks.<br />
At the end of 2005, in partnership with other industrialists NagraID<br />
achieved a revolutionary development by integrating a processor, a<br />
battery and an LCD screen into a card answering to ISO standards<br />
(0.86mm thick). This solution makes it possible to provide dynamic<br />
security for bankcards and other applications, thanks to the display of<br />
an access code that can be changed every 30 seconds. The next step<br />
from this development is already well under way, with biometric<br />

for not doing so, and to adapt itself rather early to the new<br />
deal wanted by the legislators - this axiom has steered the<br />
way towards municipal management that is more economically<br />
transparent. These two towns of the Haut region have taken the bull<br />
by the horns rather than wait and then react in a catastrophic<br />
manner. Fundamentally, the tasks are the same: to acquire, sell, and<br />
deliver energy (electricity, natural gas and thermic heat), as well as<br />
drinking water to 31,00 households and to Neuchâtel mountain<br />
businesses. Business and Financial Director Josette Frésard (who has<br />
always headed SIM <strong>SA</strong> since she became a member of the La-Chauxde-Fonds<br />
Municipal Council), and Technical Director Philippe<br />
Burri, insist on the need to respond to the demands of the market as<br />
well as to those of market ethics. Thus, they speak of “a fair cost” and<br />
not of “the lowest cost.” For the majority of consumers, the direction<br />
is downwards, with a new kind of transparent billing. But this<br />
is not about aiming for the best short-term profitability with collateral<br />
damages that would create a perfectly logical financial scenario<br />
like that of Great Britain. A study carried out by SIM <strong>SA</strong> with its<br />
industrial consumers shows that energy supply safety and energy<br />
quality are their primary requirements. And, without a doubt, the<br />
same holds true for households. The public interest moves through<br />
a long-term vision that is responsible for investments and the maintenance<br />

Three years after the merger of the La-Chaux-de-Fonds and Locle industrial<br />
services, the capital stock of which is held entirely by the two towns, SIM (Services<br />
Industriels des Montagnes Neuchâteloises, TN: Neuchâtel Mountain Industrial<br />
services) <strong>SA</strong> fills the role of broadening the base of the electricity market, and<br />
before too long, the base of the natural gas market. Two key phrases serve as a<br />
guide: public interest and long-term development.<br />

remains uncertain. If the principles<br />
of the new federal law<br />
were known, parliament was<br />
delayed in taking action and<br />
gray areas remain, so much so<br />
that the electricity market was<br />
opened up, even before it was<br />
regulated. This entails the risk<br />
of unrestrained competition<br />
in a domain where the public<br />
interest should prevail.<br />
The era of prices being fixed by the districts has fallen by the wayside.<br />
But this is not about playing the part of a discounter at the risk of<br />
threatening, at the middle term, all regional autonomy in energy<br />
matters while the threat of shortages loom on the horizon.<br />
Therefore, SIM <strong>SA</strong>’s philosophy is obviously that of long-term development,<br />
along with the intention of recovering renewable energies in<br />
the region. The remote heating system CAD (TN: French acronym,<br />
remote heating) offers such an example. In terms of the numbers who<br />
use heating, 35% of the Chaux-de-Fords population is tied into it.<br />
CRIDOR (the waste recovery center in the Jura Arc) covers the supply<br />
of energy at 65%, 15% is covered by the Eplatures Woods Heating<br />
Plant, and the balance comes from natural gas reserves. A good deal<br />
for consumers, CAD, remote heating system (TN: French acronym,<br />
remote heating system) considerably reduces CO2 emissions when<br />
compared to a number of traditional heating plants.<br />
The “Electric Duo”, Josette Frésard, and Philippe Burri, affirm their<br />
confidence in the future with the prospect of a new merger on the<br />
horizon in 2007: that of SIM <strong>SA</strong> with Neuchâtel Industrial Services.<br />
Large-scale savings, regional cohesion, and affirmation of the public<br />
interest, reinforced in an energy sector that is in complete upheavalthis<br />
is the challenge of the future SIRUN organization that would<br />

Riche parcours que celui de ce Neuchâtelois de 46 ans.<br />
Ingénieur EPFL en électricité et ETS en mécanique, il<br />
travaille d’abord pour ABB à Zurich puis passe un an en<br />
tant que chercheur au MIT de Boston. Passionné des nouvelles technologies,<br />
il œuvre durant 9 ans dans un grand groupe suisse, leader<br />
dans les métaux précieux. Là, il s’occupe de gestion de processus<br />
industriels, intègre des centres de profit aussi bien aux Etats-Unis à<br />
Boston qu’en France à Chartres. Des technologies aux métaux<br />
précieux, il était prédestiné à mettre ses expériences au service du<br />
monde horloger et c’est ce qu’il fit en 2000. Nommé COO, il développe<br />
le pôle industriel pour les marques Tag Heuer et Louis<br />
Vuitton Montres du groupe LVMH. Sensibles à l’humain et aux<br />
attentes des clients, ses équipes et lui atteignent de belles performances<br />
dont il nous parle avec fierté.<br />
« Chacune de mes expériences professionnelles m’a permis de<br />
mettre en place et de gérer des organisations commerciales ou<br />
industrielles.<br />
J’ai eu le plaisir de former des équipes, de monter des projets, de<br />
créer des structures, tout en étant très souvent sur le terrain et proche<br />
des personnes et des clients. Ma touche, c’est ma présence, ma capacité<br />

Dès l’an 2000, l’horlogerie mécanique a connu un développement<br />
remarquable. La belle microtechnique faisait à nouveau envie. Dans<br />
ce domaine, il y a d’une part le leader du marché des mouvements<br />
qui fournit aujourd’hui des bijoux de technologie à des centaines de<br />
milliers d’exemplaires et d’autre part, les grandes manufactures<br />
horlogères qui fabriquent leurs propres mouvements.<br />
En 2001, des visionnaires et investisseurs ont réalisé qu’il manquait sur<br />
le marché des produits destinés à des marques voulant se différencier<br />
et ne plus dépendre des gabarits standards. Une place à prendre, donc,<br />
sans pour autant songer à se mesurer aux grands !<br />
A la Chaux-de-Fonds est développée une famille de produits mécaniques<br />
: un mouvement à remontage manuel, un mouvement automatique<br />
et un tourbillon. En France voisine, le groupe d’investisseurs<br />
a repris la société France Ebauches, une structure horlogère qui a eu<br />
ses heures de gloire jusqu’à la fin des années 80.<br />

En retrouvant les compétences du passé et avec la contribution de<br />
l’université de Franche-<strong>Com</strong>té, Technotime a développé les moyens de<br />
production nécessaires pour produire ses propres spiraux, lesquels font<br />
battre le cœur de ses mouvements.<br />
L’entreprise compte aujourd’hui 200 employés. « Nos cibles sont les<br />
marques de montres qui veulent différencier leurs produits avec des<br />
mouvements haut de gamme dans la pure tradition horlogère ».<br />
DIVERSIFICATION DES <strong>SA</strong>VOIR-FAIRE<br />
« Nous savons tous que le monde horloger vit des hauts et des bas.<br />
Nous produisons donc 1 million et demi de mouvements quartz sur<br />
une base d’assemblage qui bénéficie du swiss made. Nous avons également<br />
une usine en Chine où une centaine d’employés assurent la<br />
production destinée au marché asiatique. Cette plateforme internationale<br />
nous permet de jouer la carte de la diversification indispensable<br />
pour pérenniser les acquis industriels ».<br />
Autre activité et non des moindres : Technotime a ouvert sa palette<br />
de services en faisant de la sous-traitance. Nous utilisons nos outils<br />
industriels dans le cadre des métiers de la micro électronique, de la<br />
