P ART. 1 – ORGANIZATION<br />
The “VDK-Driedaagse <strong>De</strong> <strong>Panne</strong>-Koksijde” is being organized by KVC PANNE<br />
SPORTIEF, Prins Albertlaan 84, 8660 <strong>De</strong> <strong>Panne</strong>, under the UCI-cycling regulations.<br />
This three-day cycle race will be held from Tuesday 26 March 2013<br />
until Thursday 28 March 2013 and will comprise four stages.<br />
Tuesday 26.03.2013 Stage 1: Middelkerke - Zottegem 199,80 km<br />

P ART. 2 – TYPE OF COMPETITION<br />
The competition is classified by Europe Tour and is reserved for elite and<br />
under-23 men. It is included on the UCI-calendar under 2HC. The following<br />
points are awarded, in accordance with art. 2.11.014 of the UCI-regulations:<br />
■■ 100 / 70/ 40 / 30 / 25 / 20 / 15 /10 / 9 / 8 / 7 / 6 / 5 / 4 and 3 points for<br />
the first 15 riders in the individual general classification by time<br />
■■ 20 / 14 / 8 / 7 / 6 / 5 / 4 and 2 points for each stage or half-stage<br />
■■ 10 points for the leader of the general classification for the UCI-Continental<br />
Elite Men classification<br />
P ART. 3 – PARTICIPATION<br />
In accordance with art. 2.1.005 of the UCI-regulations, the competition is<br />
open to the following teams: UCI-ProTeams (max 70%), UCI-professional<br />
continental teams, UCI-continental teams of the country and the National<br />
teams of the country of the organizer.<br />
■■ In accordance with article 2.2.002 of the UCI-regulations, the maximum<br />
number of riders is 200<br />
■■ In accordance with article 2.2.003 of the UCI-regulations, the maximum<br />
number of riders per team is 8, no team may take the start with less than<br />
5 riders.<br />
P ART. 4 – RACE HEADQUARTERS<br />
Race headquarters will be set up at Middelkerke Casino, located on the<br />
seawall, and will be open on Monday 25 March 2013 from 3.00 to 4.45 pm.<br />
Registration of the participants and collection of numbers by the team managers<br />
will also take place between 3.00 and 4.45 pm. The team managers’<br />
meeting, organized in accordance with article 1.2.087 of the UCI-regulations,<br />
in the presence of the commissaires panel, is scheduled to take place on Monday<br />
25 March 2013 at 5.00 pm at race headquarters at Middelkerke Casino.<br />
P ART. 5 – STARTING ORDER INDIVIDUAL TIME TRIAL<br />
The individual time trial (stage <strong>3b</strong>) is reserved for the first 120 riders in the<br />
individual general classification by time, and the starting order is based on<br />
this general classification. The last rider in this classification, the one in 120th<br />
place after stage <strong>3a</strong> (<strong>De</strong> <strong>Panne</strong> - <strong>De</strong> <strong>Panne</strong>), will start first. The leader of the<br />
individual general classification by time will start last. The riders will set off<br />
at one-minute intervals. The leaders of each classification must take part in<br />
the time trial. The commissaires panel may change the number of participants<br />
in the time trial, and also the starting order to prevent two riders from<br />
the same team starting immediately after one another. There will be additional<br />
neutral technical support vehicles for riders who cannot use their own<br />
team car. Feeding is not allowed.<br />
P ART. 6 – RADIO INFORMATION<br />
Information during the stages will be broadcast on a frequency of 164.510<br />
MHz; internal frequency: 442.550 MHz.<br />
P ART. 7 – NEUTRAL TECHNICAL SUPPORT<br />
Neutral technical support will be provided by the Libéma-SHIMANO team,<br />
which will have three cars (and one motorcycle during stage 1).<br />
P ART. 8 – INCIDENTS IN THE LAST 3 KILOMETRES OF THE STAGE<br />
In the case of a duly noted fall, puncture or mechanical incident in the last<br />
three kilometers of a road race stage, the rider or riders involved shall be<br />
credited with the time of the rider or riders in whose company they were<br />
riding at the moment of the accident. His or their placing shall be determined<br />
by the order in which he or they actually cross the finishing line.<br />
If, as the result of a duly noted fall in the last three kilometers, a rider cannot<br />
cross the finishing line, he shall be placed last in the stage and credited with<br />
the time of the rider or riders in whose company he was riding at the time<br />
of the accident.<br />
In accordance with art. 2.6.027 of the UCI-regulations, this measure does not<br />
apply in the individual time trial (stage <strong>3b</strong>) on 28 March 2013.<br />
P ART. 9 – THE FINISHING DEADLINE<br />
The finishing deadline is variable, depending on the nature and degree of<br />
difficulty of the stage:<br />

RULES OF COMPETITION<br />
■■ Stages of average difficulty: 15% stages 1, 2 and <strong>3a</strong><br />
■■ Individual time trial: 25% stage <strong>3b</strong><br />
In accordance with art. 2.6.032 of the UCI-regulations, in exceptional cases<br />
only, unpredictable and of force majeure, the commissaires panel may extend<br />
the finishing time limits after consultation with the organiser. In case riders<br />
out of the time limit are given a second chance by the president of the commissaires<br />
panel, they shall have confiscated the equivalent points awarded to<br />
the winner of this same stage to their individual general classification by<br />
points even if their points total in this classification becomes negative.<br />
P ART. 10 – CLASSIFICATIONS – TIME BONUSES – TRANSFERS<br />
The following classifications are made:<br />
Individual general classification by time<br />
The individual general classification by time is calculated<br />
on the basis of the sum of all the times obtained in each<br />
individual stage, taking into account any time bonuses<br />
earned (see below), in accordance with article 2.6.015<br />
of the UCI-regulations, and any penalties imposed. The<br />
leader of this classification wears the WHITE JERSEY.<br />
General classification by points<br />
The general classification by points is calculated on the<br />
basis of the sum of the points gained during the four<br />
stages. The following points are awarded at the finish<br />
of stages 1 and 2: 20, 18, 16, 14, 12, 10, 9, 8, 7, 6, 5,<br />
4, 3, 2 and 1 to the first fifteen riders. The following<br />
points are awarded at the finish of stages <strong>3a</strong> and <strong>3b</strong>:<br />
10, 9, 8, 7, 6, 5, 4, 3, 2 and 1 to the first ten riders. The<br />
leader of this classification wears the GREEN JERSEY. In<br />
accordance with article 2.6.017 of the UCI-regulations, in the event of a tie,<br />
the following criteria are applied in order until the riders are separated:<br />
1. Number of stage wins<br />
2. Individual general classification by time<br />
To qualify for this classification, the riders must finish the four stages within<br />
the time limit.<br />
General mountain classification<br />
The general mountain classification is contested over a<br />
total of 19 climbs spread over the course. The following<br />
points are given to each of these climbs (all the climbs<br />
are in the same category). First: 5 points – Second: 3<br />
points – Third: 1 point. The general mountain classification<br />
is calculated on the basis of the sum of all climbs in<br />
the mountain classification. The leader of this classification<br />
wears the RED JERSEY. In accordance with article<br />
2.6.017 of the UCI-regulations, in the event of a tie, the following criteria are<br />
applied in order until the riders are separated:<br />
1. Number of first places in the climbs<br />
2. Individual general classification by time<br />
To be included in this classification, the riders must finish the four stages<br />
within the time limit.<br />
General Rush classification<br />
The general sprint classification is calculated on the<br />
basis of the sum of all points received during all sprints:<br />
3, 2 and 1 point(s). In the event of a tie, the number of<br />
first places in the intermediate sprints will be the deciding<br />
factor. If there is still a draw, the number of second<br />
places will be decisive, and so on until a winner can be<br />
identified. In the event that the positions are still tied,<br />
placing in the last sprint will be decisive. Time bonuses:<br />
see article 10. To be included in this classification, the riders must finish the<br />
four stages within the time limit. The leader of this classification wears the<br />
BLUE JERSEY.<br />
Time bonuses<br />
Time bonuses (only applicable in the individual general classification by time)<br />
will be awarded in the following stages for sprints and finishes, in accordance<br />
with article 2.6.019 of the UCI-regulations:<br />
1° For every sprint: 3”, 2” and 1” to the first three placed riders<br />
2° For the finish of stages 1 and 2: 10”, 6” and 4” to the first three placed<br />
riders<br />
3° For the finish of stage <strong>3a</strong>: 6”, 4” and 2” to the first three placed riders<br />
Prize for the most combative rider<br />
The prize for the most combative rider will be awarded daily by a panel of<br />
judges, appointed by the organizer. After stage <strong>3b</strong> the judges will select the<br />
overall combative winner.<br />
General team classification<br />
In accordance with article 2.6.016 of the UCI-regulations, the team classification<br />
for the day will be calculated on the basis of the sum of the three best<br />
individual times from each team. In the event of a tie, the following criteria<br />
are applied in order until the teams are separated:
