10 AFRO EMPREENDEDORISMO CARIOCA AFRO EMPREENDEDORISMO CARIOCA 11 FACES E AÇÕES FACES AND ACTIONS CEPPIR (Special Coordination Center for the Promotion of Racial Equality Policies) strivesfor the development of the afro entrepreneurs group of Rio de Janeiro, through a set of actions that started in 2013. Taking due consideration of the inequality that exists in Brazilian entrepreneurship, as in many other social contexts, CEPPIR turns its attention to the needs of black male and female entrepreneurs,in order to support their empowerment by means training, lectures, publicityand access to the formalization of their work. When comparing entrepreneur groups by ethnicity, one sees that, in May of 2013, the relative weight of people who are self-employed and employers within the economicallyactive white population was of 17.2 % and 6.0 %, respectively. The same statisticwithin the economically activeblack population had the following proportion: the number of those who are self-employment was 18.7%, and those who are employees comprise 2.7%. In 2003, there were about 3.7 million self-employed workerswho residedwithin the six largest Brazilian metropolitan regions. 43.2% were black or brown and 55.8% were white. In 2013, the share of blacks and browns in the number of self-employed workers (about 4.1 million) had risen to 48.7%, while the participation of the whites had fallen to 49.9%. Thus, in the last ten years, the share of black and brown workers among the self-employed had risen by 5.5 percentage points, surpassing their weight in the total labor force in the metropolitan market (47.5% in 2013). Among the employers registered by SMEs in the six major Brazilian metropolitan regions between 2003 and 2013 , the weight of the black and brown population rose from 22.8% to 30.2 % . In other words, there was an increase of 7.4 percentage points in the share of blacks and brown in the total of about one million employers. At the same time, between 2003 and 2013 , the weight of white employers fell by eight percentage points. This change can be partly explained by the increase in participation of black and brown people in the total population and in the total economically active population (EAP. Beyond identifying who the cariocaafro entrepreneurs are, where they are and what they do, this initiative offers an ethnic-racial analysis of the city’s economy, contributing to the promotion of equality in the business environment. Thus, theCarioca Afro Entrepreneurs project arises as a way to help black entrepreneursensure their autonomy and economic and social emancipation. Among the project’s activities is the Catalog ofAfro Entrepreneurs – Faces and Actions, which aims to disseminate information to the public about these entrepreneurs and their work.
