From small peasant properties to the profitable farms in
Romania. Reality and expectations

The market economy in agriculture requests about 50 hectares parcels.
Unfortunately, ever since 1990, all Romanian governments have been rather
interested in gaining abstract electorates than in resolving real, immediate
problems and create the premises of a profitable agriculture. Therefore, by
the 18 / 1991 Law, about 1 million properties with an approximate surface
of 0,5 hectares have been created, favoring those who hadn’t been forced to
contribute with significant land properties to the communist cooperative,
and diminishing the properties of the rightful owners. This is how the
medium surface for a family’s plot has become one of 2,2 hectares. In
addition to that, the governments did not succeed in organizing the
agricultural credits either. The subventions handed to the agricultural
producers – and taken out of the state budget – have been insignificant in
value for most of them, while the real agricultural financial support has
been shared accordingly to the interests of the ruling political parity /
parties.
In these circumstances, the juridical circulation of plots couldn’t have
worked either. Frequently, notary and cadastral fees are higher than the
land’s price. Lacking fast solutions, Romania’s integration in UE remains
questionable.
This paper presents urgent, necessary measures for a successful agriculture
in Romania, such as: finalizing agricultural cadastral national reports, free
of charge cadastral layouts, notary fees reduction for land transactions,
organizing the agricultural funds, investments in rural industry in order to
increase employment, setting auctions on rural products, etc.
