From small peasant properties to the pr<strong>of</strong>itable farms <strong>in</strong><br />
Romania. Reality and expectations<br />

The market economy <strong>in</strong> agriculture requests about 50 hectares parcels.<br />
Unfortunately, ever s<strong>in</strong>ce 1990, all Romanian governments have been rather<br />
<strong>in</strong>terested <strong>in</strong> ga<strong>in</strong><strong>in</strong>g abstract electorates than <strong>in</strong> resolv<strong>in</strong>g real, immediate<br />
problems and create the premises <strong>of</strong> a pr<strong>of</strong>itable agriculture. Therefore, by<br />
the 18 / 1991 Law, about 1 million properties with an approximate surface<br />
<strong>of</strong> 0,5 hectares have been created, favor<strong>in</strong>g those who hadn’t been forced to<br />
contribute with significant land properties to the communist cooperative,<br />
and dim<strong>in</strong>ish<strong>in</strong>g the properties <strong>of</strong> the rightful owners. This is how the<br />
medium surface for a family’s plot has become one <strong>of</strong> 2,2 hectares. In<br />
addition to that, the governments did not succeed <strong>in</strong> organiz<strong>in</strong>g the<br />
agricultural credits either. The subventions handed to the agricultural<br />
producers – and taken out <strong>of</strong> the state budget – have been <strong>in</strong>significant <strong>in</strong><br />
value for most <strong>of</strong> them, while the real agricultural f<strong>in</strong>ancial support has<br />
been shared accord<strong>in</strong>gly to the <strong>in</strong>terests <strong>of</strong> the rul<strong>in</strong>g political parity /<br />
parties.<br />
In these circumstances, the juridical circulation <strong>of</strong> plots couldn’t have<br />
worked either. Frequently, notary and cadastral fees are higher than the<br />
land’s price. Lack<strong>in</strong>g fast solutions, Romania’s <strong>in</strong>tegration <strong>in</strong> UE rema<strong>in</strong>s<br />
questionable.<br />
This paper presents urgent, necessary measures for a successful agriculture<br />
<strong>in</strong> Romania, such as: f<strong>in</strong>aliz<strong>in</strong>g agricultural cadastral national reports, free<br />
<strong>of</strong> charge cadastral layouts, notary fees reduction for land transactions,<br />
organiz<strong>in</strong>g the agricultural funds, <strong>in</strong>vestments <strong>in</strong> <strong>rural</strong> <strong>in</strong>dustry <strong>in</strong> order to<br />
<strong>in</strong>crease employment, sett<strong>in</strong>g auctions on <strong>rural</strong> products, etc.<br />

Realitate şi speranţe<br />
În agricultură, în economia de piaţă, sunt necesare parcele de aproximativ<br />
50 de hectare. D<strong>in</strong> nefericire, toate guvernele României d<strong>in</strong> 1990 încoace<br />
au fost mai degrabă <strong>in</strong>teresate să câştige electorate abstracte decât să<br />
rezolve problemele reale, imediate şi să creeze premizele unei agriculturi<br />
rentabile. Pr<strong>in</strong> urmare, pr<strong>in</strong> legea Nr. 18 / 1991 au fost create aproximativ<br />
1 milion de proprietăţi cu o suprafaţă de aproximativ 0,5 hectare, fi<strong>in</strong>d
