For the projects identified above with a categorical exemption for environmental<br />

review, pursuant to the authority and criteria contained in<br />

the California Environmental Quality Act (CEQA), the Planning Commission<br />

has analyzed the proposed projects and found that they are<br />

listed among the classes of projects that have been determined not to<br />

have a significant adverse effect on the environment. Therefore, the<br />

projects are categorically exempt from the provisions of CEQA. The<br />

Planning Commission has further determined that none of the six exceptions<br />

to the use of a categorical exemption apply to these projects<br />

(CEQA Guidelines Section 15300.2). A written staff report will be<br />

available at or before the hearing. Following an oral staff report at the<br />

beginning of the hearing, the applicants and appellants may be given<br />

up to 15 minutes to make a presentation. Any amount of that time<br />

may be saved for rebuttal. All other persons wishing to address the<br />

Council will be provided three minutes to address the Council. These<br />

time limits may be changed at the discretion of the Council. At the<br />

conclusion of the testimony, the Council will deliberate and its decision<br />

will be memorialized in a written resolution. Copies of all related<br />

documents, including the grounds for appeal, are available for review<br />

at City Hall during regular business hours. Written comments may be<br />

presented to the City Council at any time prior to the beginning of the<br />

public hearing.<br />

COASTAL COMMISSION APPEAL - For the project appealable to<br />

the Coastal Commission, an aggrieved person may appeal the City's<br />

approval to the Coastal Commission within 10 working days of the issuance<br />

of the City's Notice of Final Action. Appeal forms may be<br />

found online at www.coastal.ca.gov or in person at the Coastal Commission<br />

South Central Coast District office located at 89 South California<br />

Street in Ventura, or by calling 805-585-1800. Such an appeal<br />

must be filed with the Coastal Commission, not the City.<br />
