With reference to the above cited letter, <strong>BSNL</strong><br />

<strong>Employees</strong> <strong>Union</strong> has pointed out in the <strong>Circle</strong> council<br />

meeting for non-provision of WLL(M) instruments to all<br />

the eligible outdoor line staff.<br />

In this connection, I'm directed to request that<br />

kindly arrange to provide the WLL(M) instruments to<br />

all the eligible outdoor line staff within a month with the<br />

available mobile instruments. If any shortage of instruments<br />

is there, kindly submit the requisition for the same<br />

to planning branch for arranging mobile instruments.<br />

MERGER OF 50% OF DEARNESS ALLOWANCE<br />

(DA) WITH BASIC PAY TO THE EMPLOYEES ON<br />

IDA SCALES OF <strong>BSNL</strong> W.E.F. 1.1.2007<br />

In terms of Department of PUblic Enterprises<br />

OM No. 2(7)/2005-DPE(WC)-GL-III, dated 26.2.2008<br />

and approval of DOT conveyed vide DOT letter No.<br />

79-38/2006-SU, dated 1.5.2008 on the above subject,<br />

the approval is, hereby, accorded for merger of 50%<br />

IDA with basic pay of the employees' of <strong>BSNL</strong> w.e.f.<br />

1.1.2007. This merger of 50% IDA with basic pay will<br />

be regulated as under:<br />

i) Portion of IDA equal to 50% of the existing<br />

basic pay may be merged w.e.f. 1.1.2007 with the basic<br />

pay of the employees and shown distinctly as 'Dearness<br />

Pay' which would be counted for purposes like<br />

payment of allowances, Transfer Grant, Retirement<br />

Benefits, Contribution to Contributory Provident Fund,<br />

License Fee, various advances etc.<br />

ii) The entitlement for Perks, PLI, LTC, TA/DA<br />

while on tour and transfer would, however, continue to<br />

be governed on the basic pay alone without taking<br />

Dearness Pay into account.<br />

iii) Portion of Dearness Allowance converted into<br />

Dearness Pay will be deducted from the existing rate<br />

of Dearness Allowance while computing quantum of<br />

Dearness Allowance. The revised rate of IDA w.e.f.<br />

1.1.2007 is given in the annexure enclosed.<br />

2. The payment on account of merger of 50% IDA<br />

with basic pay will be chargeable to the Head 'Salaries'<br />

under the relevant Sub-Head of Account to which<br />

pay and allowance of the staff is debited. The payment<br />

will be made from the sanctioned grant for the year<br />

2008-09.<br />

3. All the concerned units may be directed to ensure<br />

that payment on account of merger is made at<br />

the earliest. After payment, the total expenditure incurred<br />

and the number of employees paid may be ascertained<br />

from all the units and consolidated figures<br />

intimated to <strong>BSNL</strong> Finance by last week of June 2008.<br />

period of 6 months w.e.f. 1.5.2008 to WLL(M) Service<br />

connections.<br />

ii) Provision of 94 facility to WLL(M) Service connections<br />

at Guntur & Prakasham SSAs.<br />

SANCTION OF WLL(M) SERVICE TELEPHONE<br />

CONNECTION TO PHONE MECHANICS<br />

<strong>BSNL</strong> No. 2-22/2002-PHA dated 12-6-2008<br />

As per the existing instructions WLL (Limited<br />

Mobility) service to telephone connections are allowed<br />

to phone mechanics posted in exchanges located in<br />

rural areas and outdoor phonemechanics in NCR<br />

towns, state capital towns and towns having competition<br />

in basic telephone services from other private<br />

telecom operator(s).<br />

2. The policy for sanction of WLL(LM) service<br />

connetions has been reviewed by the management<br />

committee in its meeting held on 4.4.2008 and following<br />

decisions have been taken.<br />

i) Regular Mazdoors were who are looking after<br />

work of phone mechanics may also be provided<br />

WLL(LM) service connections in accordance<br />

with existing instructions issued vide this office<br />

letters dt. 11.7.2005 and 10.10.2005 referred<br />

above.<br />

ii) Wherever and as soon as the Phone Mechanic<br />

is posted again in place of the Regular Mazdoor,<br />

such WLL(M) connection shall be taken back<br />

from Regular Mazdoor and given to the Phone<br />

Mechanic.<br />

iii) WLL(LM) service telephone eonnection may also<br />

be provided to all Phone Mechanics (and the RM<br />

in case a RM is looking after the work of Phone<br />

Mechanic) who are utilized for route patrolling in<br />

outdoor sub-divisions in all Maintenance Regions.<br />

iv)<br />

In case it is considered absolutely essential on<br />

the basis of functional need, WLL(M) service<br />

connection may be snactioned on very select<br />

basis to non-executives not covered in the existing<br />

policy. However, such connections should<br />

be sanctioned with the personal approval of the<br />

CGM in the normal channel of reporting in circles<br />

and concerned Director in Corporate Office.<br />

v) In specific cases where area of operation of an<br />

employee falls in more than one SDCA, the 95<br />

facility, if considered absolutely essential, may<br />

be provided with the personal approval of the<br />

CGM in the normal channel of reporting.<br />

Access from all the WLL (Limited Mobility) service<br />

connections provided to Phone Mechanics<br />

(and Regular Mazdoor in case a RM is looking<br />

after the work of Phone Mechanic), including the<br />

connections already provided, shall be restricted<br />

to only level '2' phones of <strong>BSNL</strong>. Access to STD,<br />

level- '95', other level- '9' (including level 94 of<br />

<strong>BSNL</strong>) as well as any other levels of private operators<br />

shall be barred.<br />

All WLL (LM) service connections shall be provided<br />

under '<strong>BSNL</strong> One India Tariff Plan' without<br />

any plan charges and the free usage limit<br />

shall be limited to Rs. 300. The calls in excess<br />

of the free limit made in the interest of service<br />

shall also not be charged if the same are counter<br />

signed by an officer holding SAG level post<br />

or above in the normal channel of reporting.<br />

The WLL(LM) handset shall be provided and<br />

maintained at <strong>BSNL</strong>'s cost, as at present.<br />

The existing policy regarding loss/theft of Mobile<br />

handsets as prescribed vide letter No. 2-7/02-<br />

PHA dated 29.8.2002 (Circular No. 15/02) shall<br />

continue to apply for handsets in case of<br />

WLL(LM) Service connections.<br />

3) The other terms and conditions of this policy shall<br />

remain unchanged.<br />

SECOND PROMOTION IN RESTRUCTURE<br />

CADRE ON COMPLETION OF 26 YEARS<br />

I am directed to invite a reference to this office<br />

letter of even number dated 8th November, 2005 which<br />

it was clarified that 'there are no OTBP/BCR pay scales<br />

in the Restructured cadres. Placement in the higher pay<br />

scales of the restructured cadres in accordance with<br />

DoT Letter No. 1-38/98-MPP dated 20.4.99 is to be<br />

done from the actual date of completion of 26 years of<br />

service and not on 1st January and 1st July of the respective<br />

year, subject to fulfillment of all other prescribed<br />

conditions.It was further clarified that these<br />

orders shall come in force from the date of issue. Earlier<br />

settled cases are not to be re-opened."<br />

2. However, the staff side raised objection against<br />

the decision in not extending the benefit of placement<br />

in higher pay scales of the restructured cadres in respect<br />

of officials whose cases already stands settled.<br />

Accordingly, the matter has been examined in consultation<br />

with the Department of <strong>Tele</strong>com and it is hereby<br />

clarified there are not OTBP/BCR pay scales in the<br />

restructured cadres. Placement in the higher pay scales<br />

of the restructured cadres in accordance with DoT letter<br />

No. 1-38/98-MPP dated 20.4.1999 is to be done from<br />

the actual date of completion of 26 years of service and<br />

not on 1st January and 1st July of the respective year,<br />

subject to fulfillment of all other prescribed conditions.<br />

These orders shall be applicable to all such eligible<br />

officials, including where the cases which have already<br />

been settled earlier.<br />
