It is also requested that the date of the <strong>Circle</strong> Council Meeting may please be fixed in this<br />
month itself as the last <strong>Circle</strong> Council Meeting was held in Feb 20<strong>12</strong>.<br />

Item <strong>No</strong>. 68: - Optimization and maintenance of Cell Towers:<br />
There is a bitter problem regarding maintenance and optimization of Cell<br />
Towers. It is also learnt that subscriber can give a message to 54141 for signal problems, but the<br />
functioning and response to the complaints was not satisfactory. And the staff side demands for<br />
full optimization and strengthening of cell tower maintenance.<br />
Item <strong>No</strong>. 69: - Launching of Tablet ‘PC’ in A.P. <strong>Circle</strong>:<br />
On 5 th march 20<strong>12</strong> an advertisement was given for advance booking of 3<br />
types of tablet PC. It is learnt that there is a good response for the tablets. But now booking for<br />
tablet PC’s is stopped at CSC’s, and the image of the company in view of the subscriber is going<br />
down. The staff side demand for early release of tablet PC’s please.<br />
Item <strong>No</strong>. 70: - Proper Maintenance of Exges/BTS during power failures in the <strong>Circle</strong>:<br />
All over the state there is a huge power cut in the circle due to improper<br />
maintenance of battery back up engine alternater, AC Units earth resistance, exges/BTS’S was<br />
not functioning well. Huge amounts in the name of Annual Maintenance charges are also paid<br />
of repairs of E/A/AC Units but no use. Hence the staff side demands for strengthening of entire<br />
system for mtce. doing power failures.<br />
Item <strong>No</strong>. 71: - Supply of <strong>No</strong>n Standard components on National Repair Centre:<br />
It is observed that every year Tender are floated for procurement of<br />
components. The value of the Tender is in crores of rupees. It is observed that non standard<br />
components are being supplied by the contractor. An enquiry in to this is demanded by the staff<br />
side.<br />
Item <strong>No</strong>. 72: - Functioning of disaster recovery servers at Saroornagar:<br />
It is observed that tenders are floated for purchases “Recharge through mobile and disaster<br />
recovery servers” and installed in Saroornagar Exge by spending crores of Rupees which is not<br />
function since 2 years. Therefore it is demanded the functioning of this services may be made<br />
immediately.<br />
Item <strong>No</strong>. 73: - Installation of inferior quality equipment in Land Line Network Management<br />
System:<br />
It is observed that Land Line Network Management system was installed<br />
at VJ & HD for generating fault reports of exchanges. <strong>No</strong>w it is learnt that this service is to being<br />
utilized properly and that vender was paid crores of rupees with out AT and without taking in to<br />
consideration for supply of inferior Quality Equipment.
Item <strong>No</strong>. 74: - Supply of <strong>No</strong>n Standard Material by the Contractor while Providing FTTH and<br />
IPTV facility to the Customers.<br />
The following problems are observed in FTTH<br />
1. Voice calls (call breaks and disturbance)<br />
2. IPTV <strong>No</strong> entertainment channels provided<br />
3. Refusal to take bill payments at cash counters<br />
4. Delay in restoration after complaint<br />
5. <strong>No</strong> provision of W1F1 Facility to the customer end customer<br />
premises equipment<br />
6. Supply of <strong>No</strong>n standard material such as single core fiber and<br />
flexible pipe, single core PLB Pipe etc.<br />
Item <strong>No</strong>. 75: - Inclusion of TSM Service in the HR Package.<br />
As 50% of the TSM service will be counted for pension calculation the<br />
particulars of TSM Service is to be included tin HRMs Data. Already orders are issued by the<br />
circle office vide SDE(HR) HD <strong>No</strong>. TA/ST A/HRP/2008/DDO’s/<strong>11</strong>2 Dt 20.07.2009.<br />
But it is observed that the TSM service particulars are not included in<br />
most of the cases. And hence particulars and compliance report to that extent may<br />
please be taken.<br />
Item <strong>No</strong>. 76: - Approval for payment of final withdrawal of GPF taking the service from the<br />
date of appointment as TSM.<br />
As the 50% of the TSM service is counts for pension calculation the date<br />
of appointment of TSM is to be taken as appointment of conversion of GPF advance as GPF final<br />
withdrawal. Hence instructions to that effect may please be issued.<br />
Item <strong>No</strong>. 77: - Closure of Tele. Exges below 30 working connections.<br />
At Present there are guide lines from corporate office that Tele. Exge<br />
below 10 working connections may be closed and those working conections may be connected<br />
to near by exge. <strong>No</strong>w it is proposed to close that tele exge which are having 30 working<br />
connectins so that the expenditure on electricity, diesel, E/A Mtcc can be curtailed.<br />
Item <strong>No</strong>. 78: - <strong>No</strong>n Implementation of Transfer policy guide lines at Karimnagar &<br />
Rajahmundry, Eluru etc,.<br />
It brings to the notice of the management that all India transfer policy<br />
guide lines, circle office instructions Dt 25.06.20<strong>11</strong> etc are not implemented incertain SSA’s and<br />
they are giving a sterio type reply that there are no clear cut guide lines. Hence it is requested to<br />
instruct those SSA’s to implement the guide lines scrupulously.<br />
Item <strong>No</strong>. 79: - Transfer of officers from the sensitive seats Just as Admn, Marketing, Vig. etc.,<br />
for more than four years.
It is observed that in the <strong>Circle</strong> some of the officers are continuing in the sensitive seats like<br />
Admn, Marketing, Vig. etc for more than 10 years. Or they are being transferred to other seats<br />
for just a year and coming back to the same sensitive seat. Hence it is requested that the<br />
officers who are continuing in the sensitive seats for more than 4 years may please be shifted to<br />
other seats and follow CVC Gide lines.<br />
Item <strong>No</strong>. 80: - Circulation of Gradation List/ SB’s to the officials for rectification of errors.<br />
As per the norms S/B and gradation list of the <strong>Circle</strong> /SSA are to circulated among staff for every<br />
four years. But either the circle office or the SSA’s are not following this guidelines by which<br />
when they are retiring, DOT Cell is rejecting the pension case for want of omissions. Hence it is<br />
requested to see that the SB/Gradation List may be circulated at <strong>Circle</strong>/SSA Level.<br />
Item <strong>No</strong>. 81: - Attending of Repair works in EG District Staff Quarters especially at Tuni Exge.<br />
It is brought to your notice that the Mtce of Staff Quarters at EG. Dist is very poor and expecially<br />
in Tuni exge the rain water is coming in to tele exge this may be addressed immediately in view<br />
of coming rain season.<br />
Item <strong>No</strong>. 82: - Supply of Plans/Triff’s introduced during the month to the staff along with pay<br />
slips.<br />
It is demanded by the staff side many times that the Tariffs/plans introduced during the month<br />
may please be brought to the notice of the all the staff along with the pay slips to educate the<br />
staff.<br />
Item <strong>No</strong>. 83:- Posting of General Managers in Adilabad, Warangal, Eluru, Cuddapah,<br />
Ananthapur etc, where GM posts are vacant:<br />
It is observed that most of the SSAs in the <strong>Circle</strong> are not having Regular General Managers such<br />
as ADB, WL, WG, Cuddapah, Ongole, ATP etc, thereby the the developmental works are not<br />
implemented properly. Hence, it is suggested that the General Managers who are in excess of<br />
sanctioned strength at Hyderagbad may be posted in the above SSAs.<br />
Item <strong>No</strong>.84:- Consideration of Request transfers liberally in the SSAs to avoid TA/TP.<br />
It is observed that the request transfers from Rural Areas to Urban stations are not being<br />
considered for decades together in the SSAs. As per the All India transfer policy issued in<br />
August 2008 the request transfers at the rate of 10% are to be considered. But the same was<br />
not implemented in most of the SSAs. Hence it is demanded by the staff side to issue<br />
instructions to the SSA Heads to consider liberally the request transfers from Rural areas to<br />
Urban areas.<br />
Item <strong>No</strong>.85:- Opening of CSCs in Urban Areas in entire <strong>Circle</strong> and the willing officials including<br />
stenos may be posted for giving better services.
In the present scenario, more number of CSCs are essential to be opened to give proper and<br />
better services to the customers and also to generate more revenue, since the potentiality will<br />
be in Urban Areas. All the willing officials including stenos may be utilised for the purpose by<br />
imparting training of one week on different plans etc.<br />
Item <strong>No</strong>.86:- Marketing Advertisement in bi-monthly magazine being published by the<br />
Recognized Union i.e. <strong>BSNLEU</strong>:<br />
The Recognized Union, <strong>BSNLEU</strong> is publishing a bi-monthly magazine more than 15000 copies<br />
and circulated among entire circle. The Marketing Advertisement can be published in our<br />
magazine on reasonable rate explaining the new plans introduced from time to time to<br />
enlighten the staff and common public at the large.<br />
Item <strong>No</strong>. 87: - Insufficient fund allotment of welfare funds and not payment of book<br />
awards/scholarships for 10-<strong>11</strong>, <strong>11</strong>-<strong>12</strong>.<br />
It is observed that corporate office has allotted only 10lakhs for A.P. <strong>Circle</strong> in March 20<strong>12</strong> and<br />
where as 75lakhs allotted to Karnataka <strong>Circle</strong> and 45lakhs for Kerala <strong>Circle</strong>. When enquired at<br />
corporate office they are saying that there are 36lakhs of welfare funds at A.P. <strong>Circle</strong>. It is also<br />
observed that each SSA is Keeping one lakh and odd with their welfare board and saying that<br />
they are keeping the fund for payment of death cases. There are clear cut instructions in the 8 th<br />
welfare board meeting that Administrative funds can be utilized for payment of death cases and<br />
recouped later on. Hence it is demanded that the existing funds may be utilized for payment of<br />
Book awards/scholarships and additional funds may be asked for corporate office.<br />
