2007 Census of Population Explanatory Notehousehold he/she shares the housing unit with. This person is listed as a separatehousehold.Whom to EnumerateAs in past population censuses, enumerators in POPCEN 2007 wereprovided with guidelines on whom to list as members of a household. This willensure uniformity in determining household membership and in identifying personsto be included in the enumeration or excluded from it. Furthermore, this willensure that there is no omission or duplication in the enumeration of persons andhouseholds during census-taking. The following are the guidelines in determininghousehold membership:Persons enumerated as members of the householdThe following individuals are enumerated as members of a household.1. Those present at the time of visit and whose usual place of residence isthe housing unit where the household lives.2. Family members who are overseas workers and who have been away atthe time of census for not more than five years from the date ofdeparture and are expected to be back within five years from the date oflast departure. These include overseas workers who are on vacation inthe Philippines and with existing work contract.An overseas worker is a household member who is currently out of thecountry due to overseas employment. He/She may or may not have aspecific work contract or may be presently at home on vacation but hasan existing overseas employment to return to. Undocumented overseasworkers, or “TNT” (“Tago Nang Tago”), are considered as overseasworkers for as long as they are still considered members of thehousehold and if they have been away for less than five years.However, immigrants are excluded from the census.3. Those whose usual place of residence is the place where the householdlives but are temporarily away at the time of the census for any of thefollowing reasons:a. on vacation, business/pleasure trip, or training somewhere in thePhilippines and are expected to be back within six months from theNational Statistics Officeix
