2007 CENSUS OF POPULATION - CHD-Davao Region

EXPLANATORY NOTEIntroductionThe National Statistics Office conducted the 2007 Census of Population orPOPCEN 2007 on August 1, 2007. This nationwide undertaking is the 12 th censusof population that was undertaken since the first census in 1903.Like the previous censuses conducted by the office, POPCEN 2007 wasdesigned to take an inventory of the total population in the Philippines and itsprovinces, cities, municipalities and barangays and to collect some informationabout the demographic, social, and economic characteristics of the population.Authority for conducting the POPCEN 2007Section 2 of Commonwealth Act No. 591, approved on August 19, 1940,authorized the Bureau of the Census and Statistics (now the National StatisticsOffice or NSO) to collect by enumeration, sampling or other methods, statisticsand other information concerning population and to conduct, for statisticalpurposes, investigations and studies of social and economic conditions in thecountry, among others.Executive Order No. 121, signed on January 30, 1987, declared that theNSO shall be the major statistical agency responsible for generating generalpurposestatistics and for undertaking such censuses and surveys as maybedesignated by the National Statistical Coordination Board (NSCB);Presidential Proclamation No. 1346 “Declaring August 2007 as NationalCensus Month” enjoined all departments and other government agencies includinggovernment-owned or controlled corporations, as well as local government units toimplement and execute the operational plans for the 2007 Census of Population(POPCEN 2007), directives and orders of the NSCB, through the NSO.Coordination for the POPCEN 2007The NSO, headed by the Administrator, is the agency mandated toformulate and execute plans to undertake POPCEN 2007. All authoritiespertaining to the operational procedures of census undertaking emanate from theNSO Administrator.
