NUISANCE ABATEMENT ENFORCEMENT<br />

CONTINUES IN OUR NEIGHBORHOODS<br />

The Harris County Sheriff’s Office has an overall Nuisance Abatement<br />

program for neighborhoods, such as ours, which have suffered from<br />

severe neglect during the sub-prime foreclosure crisis. Empty homes with<br />

junk and clutter in the front and back yards, eyesores for the community,<br />

inoperable vehicles, health and safety hazards… these and much more<br />

are addressed under Texas law as it applies to Nuisance Abatements in<br />

the Traffic Code and the Health and Safety code.<br />

All contract units are trained in every Nuisance Abatement law on the<br />

books. Each law will be enforced quickly. Once again, we are putting a<br />

burden on the Sheriff’s Office that rightfully belongs on other agencies<br />

and the homeowners’ associations, but this is the most expeditious way<br />

of solving the many problems we are seeing in both <strong>Westlake</strong> <strong>Forest</strong> and<br />

<strong>Westlake</strong>.<br />

So, if you know of a home that is abandoned, has a junk vehicle in the<br />

driveway or street, trash, debris, high grass, a dangerous swimming pool,<br />

etc., please email Annette Baldwin at info.westlake@gmail.com or call<br />

her at 281-578-9118. She will forward the information to our deputy or<br />

the district nuisance abatement deputy who will act on it immediately.<br />

This program began in 2011 following the training of all deputies. New<br />

deputies who bid into contracts are trained in Nuisance Abatement prior<br />

to their new assignment.<br />

The vehicle Nuisance Abatement and parking code are enforced in an<br />

ongoing policy for <strong>Westlake</strong> and <strong>Westlake</strong> <strong>Forest</strong>. The health and safety<br />

laws will supplement that for further improvement in our neighborhoods.<br />

The Harris County Sheriff’s Office is partnering with the Harris County<br />

Health Department and the County Attorney in an effort to clean up<br />

these problems.<br />

WARN YOUR CHILDREN ABOUT SURFACE WATER<br />

IN BAYOUS & SPILLWAYS<br />

Please warn your children not to swim in any surface water bayous or<br />

spillways in Harris County. Most MUD districts dump “gray water” into<br />

the surface water of Harris County. “Gray water” is partially processed<br />

waste water from sewers and contains lots of bacteria. Recently we have<br />

seen younger children wading in the spillways and teenagers in the<br />

waters of the bayous. In addition to the bacteria, our bayous are home to<br />

a number of animals such as alligators and snakes.<br />

Just to be safe, have a conversation with your children about our<br />

waterways.<br />

If you don’t call to report a crime or suspected criminal activity in progress<br />

or suspicious persons or vehicles, no arrests will be made, the crime or<br />

criminal activity will continue and the Sheriff’s Office will not know that<br />

anything is going on. Yes, we have those rare occasions where a deputy,<br />

by pure luck, drives up on a crime or suspicious activity in progress. But<br />

why rely on luck when you have a telephone? The number to call is 713-<br />

221-6000. This is the phone number for the Harris County Sheriff’s Office.<br />

If there is an emergency, call 9-1-1. We live in HARRIS County. If you would<br />

like a magnet for your refrigerator so that both these numbers are readily<br />

available to you, stop at the Franz Road Fry Store Front and pick one up.<br />

Do NOT call the Franz Road Store Front for a deputy or in an emergency.<br />

These deputies are with the Crime Prevention Bureau. The phones are<br />

answered during weekdays only. You can go to the Store Front to file a<br />

minor report such as the theft of a bicycle or to pick up information or<br />

complete a Vacation Watch form. However, this office does not dispatch<br />

deputies.<br />

GARAGES AND CARS ARE<br />

MADE FOR EACH OTHER<br />

While parking on the street and in the<br />

driveway is legal, it is amazing how<br />

many people do not use their garages<br />

for vehicle parking. If your garage is<br />

full of junk, this might be the time to<br />

clean it out, throw it away or put it in<br />

the attic.<br />

If you must park on your driveway,<br />

please remember to lock your vehicle. Before leaving your vehicle,<br />

take out items that might attract a criminal (major or minor) such as<br />

CDs, tapes, computers, cell phones, cash, credit cards, bags containing<br />

unknown items and anything that might attract a crime of opportunity.<br />

If you leave items in your vehicle and your vehicle is unlocked, don’t be<br />

surprised if your property is missing the next day.<br />

Recently, we have reports of catalytic converters, wheels and tailgates<br />

of pickups being stolen from various vehicles parked both on the street<br />

and in driveways. All of these are expensive replacements, minimally<br />

requiring a deductible payment on vehicle insurance and often raising<br />

your rates with a claim. It would seem wiser to empty the garage and<br />

park the cars there overnight.<br />

PARKING LAWS MEANT<br />

TO INCREASE SAFETY<br />

Once again, we are asking you to please be considerate of your neighbors<br />

and the emergency personnel who risk their lives for us. Fire engines<br />

and ambulances often cannot squeeze down some of our streets when<br />

cars and trucks are parked on the street. Park cars in your garage and on<br />

your driveway. Always lock cars parked on your driveway and make sure<br />

you have removed “attractive valuables” from them. Since the largest<br />

homes in our subdivisions have four bedrooms, there is really no reason<br />

for more than four cars per house… two in the garage and two in the<br />

driveway. Guests can park on the street, but they need to be very aware<br />

of the parking laws in Texas. Due to the continuing upswing in street<br />

parking, the following Parking Laws of the state of Texas will be enforced<br />

to the letter:<br />

1. Park no closer than 30 feet from a stop sign<br />

2. Park no closer than 20 feet from a cross walk<br />

3. Park no closer than 15 feet from a fire hydrant<br />

4. Park no farther from the curb than 18”<br />

5. Cars parked on the street must be locked<br />

6. Park with the flow of traffic<br />

7. Vehicles parked on the street must have a valid and current registration<br />

and inspection sticker and be in operable condition<br />

8. Parking for more than 48 hours on the street is a violation that can<br />

result in towing<br />

9. Do not obstruct the driveways of others with your vehicle<br />

10. Double parking will result in immediate citation and possible towing<br />

These laws are not designed for a neat appearance and for the safety of<br />

the public. The life you save might just be your own. And many citations<br />

have been written over the past six months; citations will be written to<br />

any vehicle that is illegally parked.<br />

Join us for the 1 st Katy Color Run 5K on Saturday, March 25, <strong>2017</strong> at APEX<br />

Medical Building located at 25722 Kingsland Blvd, Katy, Texas 77494. This<br />

family fun event is a joint fundraiser between Christ Clinic, Clothed by<br />

Faith and Hope Impacts, nonprofits that aid the underserved in the Katy<br />

community. We are anticipating at least 500 people in attendance.<br />

a Mascot led 1K Kids Dash to start at 9 AM. In addition to racing fun,<br />

a Chalk Art contest highlighting local artists, fitness demonstrations, Kid<br />

will last until noon and will incorporate a variety of other<br />

activities, including live entertainment, vendors, autograph<br />

sessions, celebrity chefs and a kid’s zone. Proceeds from the<br />

cook off will go to the Katy Rotary Club to be used to fund<br />

The Ballard House is a non-profit that provides a “home away from home”<br />

for patients and their families who have traveled to the Houston area to<br />

receive treatment for a life threatening illness. Most of our guests are<br />

battling cancer or are waiting or recovering from a transplant. We don’t<br />

charge the families anything, nor do we take government or insurance<br />

funding, only private donations. Therefore, we hold fundraisers to<br />

support our mission. On <strong>February</strong> 25, <strong>2017</strong>, we’re having a Sporting Clays<br />

Tournament at Westside Sporting Grounds. If you’d like more information<br />
