significant damage to infrastructure. The existing national health and social services systems require strengthened<br />

support to assist persons with disabilities and the elderly.<br />

Awareness-raising and sensitization campaigns;<br />

Community support activities through community volunteers;<br />

Targeted support services for individuals (e.g. psychosocial, referral for health services etc.);<br />

Capacity-strengthening support for established health and social services, in coordination with MoSA, MoH and<br />

the health sector;<br />

Financial support for the purchase of prostheses and other required equipment, support or services;<br />

Support to Government institutions and services for persons with disabilities.<br />

6. Targeted financial and material support to persons with specific needs<br />

The provision of financial and material support to persons with specific needs can assist them in meeting critical<br />

household or personal needs and in mitigating their exposure to protection problems. While food assistance,<br />

shelter, and core relief items are provided through other sectors, namely Food and Shelter/NFI sectors, small-scale<br />

additional support, with one-time cash assistance grants and provision of targeted material assistance is provided<br />

through the protection and community-services sector, to persons with specific needs. This small-scale assistance<br />

provides critical support for individuals supplemental to the standard relief packages, until they can regularly<br />

access the specialized additional support they require, and in some locations where delivery of Core Relief Items<br />

(CRI) assistance is challenging due to access difficulties, cash assistance is provided in lieu of CRIs. The<br />

distribution of cash assistance and targeted material assistance is based on vulnerability criteria developed and<br />

monitored by MoSA and relevant UN agencies.<br />

7. Strengthening community-based initiatives<br />

Given the magnitude of needs and the challenges faced by assistance and service providers to safely and regularly<br />

reach all affected populations, it is essential to encourage and support community mobilization and communitybased<br />

initiatives, which have proven to be an effective tool to strengthen community resilience, promote solidarity,<br />

and empower affected populations to collectively identify and implement, in a participatory approach solutions, to<br />

address their priority concerns.<br />

Community-based initiatives (CBI) and community programmes in coordination with MoSA.<br />

Support to small local organizations working directly with communities on protection and community services<br />

activities, in cooperation with MoSA.<br />

8. Mainstreaming protection, gender and environment across all sectors of humanitarian response<br />

Protection mainstreaming will be promoted across all sectors by incorporating protection principles in humanitarian<br />

assistance and promoting meaningful access, safety and dignity in humanitarian aid 46 . The sector will also seek to<br />

advance gender equality in all its activities, with a particular focus on the prevention and response to GBV 47 , which<br />

targets a particular group of persons who are disadvantaged because of their gender role. In the humanitarian<br />

response, all sectors will also prioritise the need to preserve the environment by promoting a consciousness among<br />

humanitarian actors of the potential negative impacts of humanitarian action, and what steps may be needed to<br />

mitigate the negative effects on the environment.<br />

46 The key protection principles that must be taken into account in all humanitarian activities are: (a) avoid causing harm, (b) equality and (c)<br />

beneficiary participation.<br />

47 With specific reference to the Executive Summary, for the purposes of the <strong>SHARP</strong>, GBV means the prevention and response to violence<br />
