Kompetenz im System entwickeln! Eine kritisch-‐ökologische Perspektive auf die Professionalisie-‐<br />
rung frühkindlicher Bildung, Betreuung und Erziehung in Europa<br />
Towards a competent system! A critically-‐ecologic perspective on processes of professionalization of the<br />
early childhood workforce in Europe (Vortrag in deutscher Sprache)<br />
Early childhood education and care has been, since the 1992 Council Recommendations on child care,<br />
a recurring topic on European policy agendas. Throughout the EU, there is a consensus on the need for<br />
more and higher quality services, increasing integration of ‘childcare’ and ‘early education’, and en-‐<br />
hanced training and status for the workforce whose members are seen as essential to quality provi-‐<br />
sion. But this consensus does not extend to how to achieve these goals: national strategies and ap-‐<br />
proaches vary and there is a lack of understanding of the competences of practitioners working with<br />
young children, and their relationship to the outcomes for children. This paper draws on findings from<br />
a pan-‐European study on ‘competence requirements of staff in early childhood education and care’<br />
(CORE), funded by the European Commission, Directorate General for Education and Culture, and con-‐<br />
ducted by a research team based at the University of East London, UK and the University of Gent, Bel-‐<br />
gium. Adopting the perspective of a critical ecology of the profession, the paper identifies and discuss-‐<br />
es key challenges of professionalization in the highly complex context of working with young children,<br />
families and communities and argues for a re-‐conceptualisation of ‘competence’ in a systemic frame-‐<br />
work.<br />
Prof. Dr. Mathias Urban, Reader in Education (Associate Professor), works for the Cass School of Edu-‐<br />
cation and Communities, University of East London. His research interests unfold around questions of<br />
diversity and equality, evaluation and professionalism in working with young children, families and<br />
communities in diverse socio-‐cultural contexts. He is a founding member of a consortium of European<br />
Universities to develop and deliver the first European Joint Masters programme in Early Childhood<br />
Education and Care (EMEC) and a convenor (with Carmen Dalli, Victoria University of Wellington, New<br />
Zealand) of an international special interest group on professionalism in early childhood.<br />

Gestaltung von Interaktions-‐ und Bildungsprozessen in der frühen Kindheit<br />
Viele Sprachförderkonzepte zielen zwar auf die Verbesserung der sprachlichen Fertigkeiten ab, führen<br />
jedoch nicht gleichzeitig zu guten Gesprächen zwischen Fachkraft und Kind(ern). Beziehungs-‐ und<br />
Bildungsgelegenheiten bleiben damit häufig ungenutzt. Im Beitrag werden zwei aktuelle Projekte vor-‐<br />
gestellt, die darauf abzielen, die Handlungskompetenzen <strong>zur</strong> Gestaltung von Interaktionen im pädago-‐<br />
gischen Alltag zu befördern. In dem Projekt „Gestaltung von Interaktionsgelegenheiten im Alltag (GI-‐<br />
nA)“ (2011-‐2013) werden videogestützte Beobachtungen von Fachkraft-‐Kind-‐Interaktionen durchge-‐<br />
führt und nach einem kriteriengeleiteten, mehrstufigen Beobachtungsverfahren ausgewertet. Das Pro-‐<br />
jekt „1.<strong>2.</strong>3. Die Jüngsten im Blick“ (2012-‐2014) ist ein Qualitätsentwicklungsprojekt für die pädagogi-‐<br />
sche Arbeit mit Kindern in den ersten drei Lebensjahren und beinhaltet u.a. die videogestützte Evalua-‐<br />
tion typischer Alltags-‐ und Pflegesituationen in Kindertageseinrichtungen.<br />
Prof. Dr. Dörte Weltzien ist Professorin für Pädagogik der frühen Kindheit an der Evangelischen Hoch-‐<br />
schule Freiburg und leitet dort seit 2009 den Bachelor-‐Studiengang „Pädagogik der Kindheit“, zusätz-‐<br />
lich lehrt sie in dem Master-‐Studiengang „Bildung und Erziehung im Kindesalter“. Als Sozialwissen-‐<br />
schaftlerin arbeitete sie mehrere Jahre in der empirischen Sozialforschung, seit 2004 forscht und lehrt<br />
sie im Bereich der frühen Kindheit. Forschungsschwerpunkte: Gestaltung von Interaktions-‐ und Bil-‐<br />
dungsprozessen, Evaluation frühpädagogischer Programme, Kindheit und Lebenswelt, Methoden der<br />
Kindheitsforschung sowie Lebensqualität, soziale Ungleichheit und Netzwerke.<br />
