Veranstaltungsnachbericht SOLID Konferenz (04.-06. Oktober 2010, Berlin) 

Großer Erfolg der ersten europäischen „SOLID Konferenz“ in Berlin 

Wichtiger Erfahrungsaustausch zum Generellen Programm „Solidarität und Steuerung 

der Migrationsströme“ 

Vom 04.-06.Oktober 2010 trafen sich im Berliner Maritim Hotel erstmals die Verantwortlichen 

des Generellen Programms „Solidarität und Steuerung der Migrationsströme“ (Solidarity and 

Management of Migration Flows - SOLID), um über das Management von Fördergeldern und 

ihre Erfahrungen mit den Programmen zu sprechen. Bis 2013 werden von der Europäischen 

Kommission für diese Programme 4,2 Milliarden Euro zur Verfügung gestellt. 

Alle vier Fonds waren vertreten 

Erstmalig wurden Vorträge, Diskussionen und Austauschrunden zu allen vier Fonds auf einer 

Konferenz angeboten, die damit einzigartig in Europa ist. Referenten und Verantwortliche des 

"Europäischen Flüchtlingsfonds“ (European Refugee Fund – ERF), des "Außengrenzenfonds“ 

(External Borders Fund – EBF), des "Integrationsfonds“ (European Fund for the Integration of Third- 

country nationals – EIF) und des "Rückkehrfonds“ (Return Fund – RF) konnten sich zu ihren 

jeweiligen Finanzierungsinstrumenten austauschen. 

Zudem waren vier Vertreter der Europäischen Kommission anwesend: Doede Ackers (Koordinator 

External Borders Fund), Katerina Wolfová (EIF Koordinator), Patrick Lefévre (ERF Koordinator) und 

Marguerite Chetchuti (Audit, Generaldirektion Inneres & Justiz, verantwortlich für das Auditing aller 

vier Fonds). Die Teilnehmer nutzten die Gelegenheit, um ihre Fragen an die Kommissionsvertreter zu 

stellen und sich über Probleme auszutauschen. 

Highlights der Konferenz 

Die Teilnehmer konnten entsprechend ihrer Interessen gezielt relevante Vorträge und Diskussionen 

mitverfolgen. Da die vier Fonds wurden parallel in separaten Sitzungen abgehandelt. 

Schwerpunktthemen waren: Auswahl und Implementierung von Projekten, förderfähige Ausgaben, 

Monitoring, Evaluation und Audit, rechtliche Rahmenbedingungen, Programmmanagement und 

diverse Fallbeispiele aus den Mitgliedsstaaten.

Die Auditthemen von Lars Langethal (Deutsche Bundespolizei) und Marguerite Chetchuti (Audit, 

Generaldirektion Inneres & Justiz, Europäische Kommission) kamen besonders gut an. Matthias 

Schaef (Leiter der zuständigen Behörde EBF, Bundespolizei) erklärte, warum Frau Chetchutis Vortrag 

sein persönliches Highlight war: „Es ist sehr wichtig für uns, Informationen darüber zu bekommen, was 

die Prüfer in den Mitgliedsstaaten festgestellt haben und auf was sie Wert legen. Das können wir 

berücksichtigen und uns auf Überprüfungen besser einstellen.“ 

Als besonders praktisch und hilfreich wurde die Austauschrunde am zweiten Konferenztag 

hervorgehoben. Dort konnten alle Teilnehmer frei ihre Beispiele aus der Praxis vorstellen, Fragen 

stellen und diskutieren. Folgende Projekte wurden unter anderem vorgestellt:

• Mobile Visastellen in Schweden 

• Boote für die Überwachung auf See in Zypern 

• Meeresüberwachung – IT Anlagen in Norwegen 

Als Kommunikationsplattform zu allen Finanzierungsinstrumenten des Generellen Programms 

„Solidarität und Steuerung der Migrationsströme“ bot die SOLID Konferenz in Berlin erstmals allen 

involvierten Akteuren umfassend einen Überblick über die Thematik. Der Austausch von 

Informationen und Erfahrungswerten stand im Mittelpunkt. Verantwortliche der Europäischen 

Kommission und Experten aus den Mitgliedsländern bekamen Antworten und neue Anregungen für 

Verbesserungen der täglichen Arbeit. Aufgrund der großen Nachfrage nach Unterstützung bei 

aktuellen Herausforderungen, wie zum Beispiel der beginnenden Reportingperiode und der ständige 

Austausch über permanente Veränderungen, wird es eine Weiterführung dieser Expertentreffs in 

naher Zukunft geben.

“It was very useful to discuss the issues between the Member States and the NGO’s. And also what 

we are doing this afternoon which is about exchange of best practise and overview things is quite 

useful. I liked the template of the Belgium colleagues very much. It would have been better to have 

this conference three years ago at the beginning but it is still accomplishing something and we need to 

look what is next – what else we can do to make it easier. We are starting to do reporting. So we need 

to concentrate on reporting more in the near future. See what the problems are and what we can do 

about this.”

Deutschland wäre es wichtig gewesen, schon vor zwei Jahren über die Bedeutung dieses Fonds 

Bescheid gewusst zu haben und Menschen zu verpflichten, die sich dem für längere Zeit annehmen.“

„Wir haben sehr viele neue Erkenntnisse gewonnen. Ich war hier speziell für den EBF. Für uns sind 

immer zwei Sachen sehr wichtig. Das eine ist, dass wir von der Kommission autorisierte Informationen 

bekommen, Fragen stellen können und dann auch belastbare Antworten bekommen, wie wir mit 

einzelnen Problemen und Fragen umgehen. Und das andere ist natürlich der Austausch unter den 

Mitgliedsstaaten. Beides ist hier optimal abgelaufen und insofern nehmen wir sehr viel mit für uns, was 

wir umsetzen können und sind sehr froh und dankbar über die perfekte Organisation, wo wirklich alle 

Key Player zusammen kamen. Und man hat gesehen, dass hier wirklich Experten miteinander 

sprachen und alle in den Tiefen der Materie drin waren und es ihnen auch Spaß gemacht hat. Unser 

Wunsch an die Kommission ist, die Regeln zur Umsetzung zu vereinfachen (was aber auch schon 

passiert) und wir würden uns wünschen, dass solche Veranstaltungen fortgeführt werden, damit man 

immer auf dem aktuellen Stand ist. Es gibt ja ständig Änderungen und sich da austauschen zu 

können.“
