governance
(left to right)
Board of Directors
Chair HelenRuth
Burch and GSVSC
CEO Jean Ann
Hughes
What is governance?
Governance is the responsibility of the board of directors.
It is the establishment of policy and the decision on or
resolution of any major issue affecting the council. The
board is the only policy-making body in the council and
cannot delegate its duties to any other group. The day-today
operations of the council are carried out under the
direction of the chief executive officer, Jean Ann Hughes,
who is responsible to the board of directors. Daily operations
result in the achievement of the yearly operating objectives
adopted by the board. Board Chair HelenRuth Burch and
CEO Jean Ann Hughes work in partnership to ensure that
Virginia Skyline is the best council it can be.
How do I get involved?
You have a chance to influence the decisions of the
board of directors by participating in the Open Council
Dialogue meetings (see our website for dates under
Who We Are, Governance). You can talk with and give
input to the board of directors on issues of importance
to the entire council. This year, the agenda for the Open
Council Dialogue meeting includes discussions on the
changes in our bylaws that impact the way we elect
delegates and the impact of charging a service fee along
with the GSUSA membership fee.
You can also be elected a delegate by your service
unit/community or at-large group. You become voting
members of the corporation with the responsibility of
helping generate the flow of information between the
board of directors and the membership. This position
is extremely important and involves a commitment of
time and study. Delegates must attend at least one Open
Council Dialogue meeting and be well-informed on issues
being discussed by those they will be representing at the
annual council meeting in January.
Membership Voice Committee
The Membership Voice Committee is made up of
volunteers from all parts of the council. It is the
communication link between volunteers and the board of
directors. They chair the Open Council Dialogue meetings,
train delegates and encourage service units/communities
to participate in the governance. To voice your ideas or
concerns, contact them at: mvc@gsvsc.org.
$12 Membership Fee + Council Service Fee?
We want to hear your opinion about the Council Service Fee
proposal. At the National Convention in October 2011, the
National Council approved a proposal that makes it possible
for councils to add a Council Service Fee to the Annual
National Membership Dues ($12 per year per member).
The annual National Membership Dues go directly to Girl
Scouts of the USA (GSUSA) to pay for services provided
by GSUSA. The Council Service Fee (paid only for girls, not
adult volunteers) would stay in Virginia Skyline to be used
for items in the council budget that directly affect girls
and adults. The Virginia Skyline Council Board of Directors
determines whether the council will implement the Council
Service Fee and how much the fee would be.
The Council Service Fee would help our council have more
money to provide services to volunteers and girls. Before
this decision is made, however, we need to look at all the
implications: Will adding to the National Membership dues
be a hardship for families? Will having a Council Service Fee
affect our fundraising efforts? What will the impact be on
membership retention and recruitment?
Parents and volunteers can give us input by completing a
short online survey. To participate in this survey, please go to:
service project in 2011-12,
Cadette Troop 610 of
you know that approximately 380
billion plastic bags are used each
year in the United States and it
takes 12 million barrels of oil to
make those bags? If each person
would reuse fabric bags, that
would save an estimated 22,176
bags from ending up in landfills,
animals. Pictured clockwise from
19.Cadette Troop 3122 of
Blacksburg spent a weekend
in May 2012 at the US National
Whitewater Center in Charlotte,
NC. The girls challenged
themselves through a variety
of high-adventure activities
including zip-lining, high ropes,
kayaking, paddle boarding and
whitewater rafting. The rafting
trips were particularly exciting as
the girls bounced and splashed
down Class III and IV rapids on
the world’s largest man-made
recirculating river. This troop
of 7th graders loves a good
adventure and also enjoyed
several outdoor trips closer to
canoeing on the New River.
20. Junior Troop 1111 of Bridgewater
went camping one weekend in
outdoor cooking, hiking, playing
field games, painting birdhouses to
hang around the unit, and earning
their Camp Bear Patch by weeding
and planting flower beds at camp.
A great time was had by all and they
service projects, and (some girls
but not all) saw baby sea turtles
making their way to the ocean
community organizations. We made tray favors
for Generations Crossings, re-bagged dog and cat
food for the Spay and Neuter Clinic, made scarves
for The Salvation Army, and created birthday
cards for the West Rockingham Food Pantry for
its “birthday-in-a-bag” program. We were able
to see a demonstration by Ronnie and Sable
with Blue & Gray Rescue. The girls really enjoyed
seeing the rescue dog in action. We also learned
about Service Dogs of VA with a demonstration
by Gonzo, a puppy in training! We opted to eat the
spaghetti dinner that was offered at camp, and
it was delicious! After dinner, we enjoyed singing
songs with Jill Siegel and Donna Holden, and after
singing Girl Scout songs, we sang Happy Birthday
a wonderful way to give back! Thanks to all those
A Note from the Recognitions Committee
In 2013, Virginia Skyline will celebrate its 50th Anniversary. What a great time to
recognize those folks who have “gone above and beyond” to help us achieve this
milestone. There are a variety of awards available. The Adult & Girl Recognitions Summary
(Form #4053) has details. While not all awards have a deadline for nomination submission,
some do (November 15). So think about someone you know who deserves a special thank-you
and get those nominations in. We look forward to receiving them!
Camping Progression
If you ask a Girl Scout or former Girl Scout what she likes/
liked best about Girl Scouts, she will almost always answer
with one word: camping! Girl Scouts have gone camping
since the very earliest days. Camping allows the girls to
grow in independence and self-reliance, learn to work as
a team and learn to make plans and carry them out. They
learn to deal with difficulty and overcome it. The most
important thing about camping is that it is FUN!
How do you get a girl excited about the outdoors? How
do you compete with the TV, iPad, laptop, cellphone,
iPod, Facebook, YouTube? How do you prove to a kid that
success comes from persistence, spirit and logic, which
the outdoors teaches, and not from pushing buttons?
GET OUTSIDE!
If you have been in Girl Scouts long, you will have heard
the word “progression.” According to Girl Scouts of
the USA, this means “acquiring the skills needed to
progress to more difficult or highly skilled activities.”
We believe that girls enjoy experiences best if they have
previously had other experiences to prepare them. This
is particularly true when it comes to camping. Taking
a group of girls camping with no preparation is likely to
lead to frustration and confusion on the part of both girls
and adults. Here is a progression “checklist” that leaders
as well as parents can follow to be assured that your
daughter is ready to GET OUTSIDE!
Look Out
Wonder what it is like
Learn what to wear
Learn good outdoor manners
Spotlight on Program Pathways: Camp
In this fast-paced and ever-changing world, Girl Scouts
has adapted to accommodate the busy lives of both girls
and adults. While many associate Girl Scouts with troops,
this is now only one way to participate in Girl Scouting.
Pathways are opportunities. Pathways are open to both
girls and adults, and no one is limited to the choice of only
one pathway. As easily as a girl can choose to participate
in the Girl Scout Leadership Experience through one or
more of the available pathways, an adult can also choose
to volunteer within them.
CAMP – A great Girl Scout tradition! Girl Scouts of
Virginia Skyline is lucky to have three beautiful camp
properties to call home: Camp Sugar Hollow, tucked back
in the mountains outside of Crozet, and not far from the
Charlottesville and Staunton areas; Camp Sacajawea,
located in the beautiful James River area in Lynchburg; and
Icimani Adventure Center, at the base of the Blue Ridge
Parkway mountain ridge in Roanoke. The camp pathway also
includes many day camps that are put on each summer by
some of our council’s great volunteers. It’s not too early to
start thinking about summer camp plans. The upcoming
Sky’s The Limit (due out in February) will be packed full of
information regarding all of our council-sponsored camps
as well as your community volunteer-led camps. Want
to experience the outdoors the Girl Scout Way with your
daughter? To volunteer at camp, contact Laraia Flores,
Relics & Fossils!
by Tricia McMahon
ARC HIVES
The Virginia Skyline Archives Group is charged with the
collection and preservation of objects of an historical
nature related to Girl Scouting and its members, especially
in the area now comprising Virginia Skyline Council; and to
promote interest in and disseminate information about the
history of Girl Scouting within the council.
That means we collect old uniforms, old handbooks,
memorabilia and old papers! It is great fun and the
preservation of our council history is important. The
Archives Group, which has been operating for over 25
years, is made up of volunteers who enjoy working with “old
stuff.” The group meets the second and fourth Wednesday
of most months from 9 AM to 2 PM at the council office.
New members are welcome! This is a very informal group
— come and stay as your time permits. If you are interested
and want more information, please e-mail Tricia McMahon,
pomroomcm@aol.com, subject: GSVSC Archives.
On this page, you will find information about some of the
program materials that are available to borrow.
Journey Through Our Girl Scout Past — program
suitcases help troops celebrate the 100th Anniversary of
Girl Scouting and our council’s 50th Anniversary. Wave
your magic wand over an old suitcase to help Daisies,
Brownies, and Juniors discover Girl Scout history. You’ll find
old uniforms for dress-up and fashion shows, handbooks
for a look at what girls did in the past, a song book and CD
to sing your way through 100 years of Girl Scout songs, and
more. There is also a DVD with The Golden Eaglet, a history
of GS uniforms through 1980, and a troop learning about
Juliette Low on their camping trip. The activity book includes
directions for games, eco-action projects, outdoor activities,
and creative history fun using the items in the suitcase.
Cadettes, Seniors, and Ambassadors can use the suitcase
to plan program for a younger troop. What a great way for
the girls to connect with each other and to take action by
journeying through the past.
Victorian Tea Suitcases — created for Daisies and Brownies.
These provide the girls with fun, hands-on activities that
will help them learn about the period (1870s) when Juliette
Gordon Low was a girl living in Savannah. The focus is a
22
uniforms
display at
the Roanoke
Gala, June
Victorian tea like Juliette Low would have attended. In each
suitcase, there is a notebook with laminated activity cards
and props that can be used to plan and carry out your tea.
You can use this program anytime, but it would be especially
appropriate in October to celebrate Juliette Low’s birthday,
February for Thinking Day or March for Girl Scout Week.
You might want to collect money for the Juliette Low World
Friendship Fund during your tea.
Girl Scout History Exhibit Suitcase — contains memorabilia
and pictures that can be used to create an historical exhibit
about Girl Scouts. The suitcase contains items such as
bandannas; coin purses spanning several decades; and a Girl
Scout camera, mess kit and canteen, compact, pocket knife,
compass and sewing kit.
Girl Scout Camp History Suitcase — includes a variety of
camp uniforms dating to the 1930s, handbooks dating to 1920,
semaphore flags and instructions, sample bedroll materials and
instructions, assorted Girl Scout camping equipment, a newspaper
sit-upon and instructions, paper dolls depicting uniforms through
the years, and a display of assorted pins and patches.
Juliette Low Box — includes a variety of puzzles and games,
pictures, audio tape interview with “Juliette Low,” and
directions for a variety of activities to help girls and leaders
leam about Juliette Low. This box was given to the council by a
Cadette troop as a Silver Award project.
Historical Uniforms — from a facsimile 1912 uniform to
uniforms from the 2000s. The Archives Group maintains
over 100 uniforms for troops to borrow for programs,
displays, and fashion shows. Each comes with an information
sheet and as many accessories and insignia as are available.
To borrow one of the suitcases or historical uniforms, complete Resource
Reservation Form (#2159) and send it to council headquarters with the
required refundable deposit. Leaders/Service Units are responsible for
transporting the suitcase to and from council headquarters. For more
Adventurers
visiting Our
Chalet, the Girl
Scout World
Center in
Switzerland
My European Summer with the Adventurers
by Kelsey Burchett
When I applied to travel to Our Chalet, the Girl Scout
World Center in Switzerland, and Germany and France
with the Adventurers this summer, I thought it might
be fun to go somewhere different. I had no idea that
my expectations would be blown away and this trip
would far exceed my wildest dreams.
I’m not a big hiker, so I wasn’t so sure I would like the
week we spent at Our Chalet since you walk everywhere.
But the scenery was gorgeous and the program was so
much more than hiking. After hiking to our destinations,
we would go rappelling in a gorge, riding scooters down
the mountain, and zip-lining. Cassi and I accomplished
our goal of high-fiving while going opposite ways on the
zip lines. Surprisingly, when we were in Europe one of
the most fun and challenging things I did was jump into
a natural glacier lake in Switzerland. The temperature
of the lake was around 38 degrees Fahrenheit. Despite
being cold, it was a great experience.
In Fussen, Germany, we toured the famous Neuschwanstein
castle and rode an alpine slide. Rothenburg was a small,
quaint medieval walled town with lots of good shopping. I
loved exploring with my friends, then meeting up with the
group in the town square and finding a place to buy a picnic
lunch or eat a delicious German dinner.
Also, I enjoyed riding Segways around Paris. It was a
super fun way of touring the city. The Eiffel Tower was
very interesting. Even though I didn’t like
all the steps, the view at the top was worth
it. We were lucky enough to be in Paris for
Bastille Day, and the fireworks at the Eiffel
Tower that night were amazing.
One thing I will never forget is meeting
all my new friends at Our Chalet from
Newfoundland, Seattle, Canada,
Connecticut and Colorado. Those
experiences we created together are
irreplaceable. I loved meeting the Chalet staff and
volunteers from all over the world. They led the hike and
other programs, but they also spent time with us and
got to know us. They were a lot of fun and such good role
models.
I spent this trip with girls and leaders from Virginia
Skyline named Cassi Parulis, Mary Lundeen, Laura
Burchett, Beth Raynes, Katie Wysocki, Olivia Hodge,
and Jennie Hodge. They made the trip really enjoyable.
I couldn’t have asked for anyone better to share this
experience with.
