SPECIAL MEETING HELD AUGUST 7th<br />
Commodore Gahan called the meeting<br />
to order at precisely 7 PM Thursday,<br />
August 7th. He gave a brief overview<br />
of the purpose of the meeting before<br />
turning the floor over to Secretary<br />
Dave Hubbard to read the call of the<br />
meeting to the 83 members in attendance.<br />
The first matter before the membership<br />
addressed approving the additional<br />
20<strong>03</strong> Capital Improvement Expenditures<br />
as set forth by the Capital Improvement<br />
Committee and funding of<br />
these expenditures by $130,000 in<br />
Member Bonds.<br />
Capital Improvements Committee<br />
Chairman, Gerry Nocton told the<br />
members that the current committee,<br />
consisting of L. Ball, M. Carney, D.<br />
O’Brien, E. Hardy, S. Merola, and R.<br />
Clark, was formed in May and has<br />
already had 6 meetings. Gerry reviewed<br />
the capital expenditures completed<br />
thus far in 20<strong>03</strong>, (roofing and<br />
gutters, Pilot house roof and HVAC,<br />
and Head Pier/Snack Bar fire and<br />
safety needs). He also described expenditures<br />
that have been authorized by the<br />
Board of Directors, (an engineering<br />
survey of the club underpinning and<br />
foundation, and sprinkler/fire needs for<br />
the main building). Lastly Gerry and<br />
Bob Clark described the condition of<br />
the Woodside property and accompanying<br />
corrections that are needed. A<br />
slide presentation helped the members<br />
understand the problems which include<br />
-numerous holes in the siding making it<br />
necessary to replace the siding,<br />
-windows leaking, rotting, or broken<br />
requiring replacement,<br />
-voids in the foundation,<br />
-porch underpinnings rotting causing it<br />
to sag and the need to be brought up to<br />
code,<br />
-deterioration of front hall ceiling requiring<br />
correction,<br />
-1st floor bathroom and kitchen need<br />
total renovation, and<br />
-waste pipe deterioration requiring correction.<br />
The second floor is in much better shape<br />
but the bathroom and kitchen need sprucing<br />
up.<br />
Treasurer Norm Hyett reviewed the<br />
Capital Improvement financial forecast,<br />
outlining the 20<strong>03</strong> expenditures and proposed<br />
spending shortfall. Dave Aloise<br />
outlined the plan for funding the capital<br />
improvement shortfall with member<br />
bonds and reviewed the proposed bond<br />
issue terms. The bonds are to be 5%<br />
fixed with simple non-compounding interest<br />
payable over 10 years in ten equal<br />
annual payments. Member bond subscriptions<br />
have a minimum of $3,000 and<br />
a maximum of $10,000. If the bonds issue<br />
is oversubscribed, there is to be a<br />
lottery.<br />
Discussion before voting on the bond<br />
issue covered many areas. There was<br />
clarification that the engineering survey<br />
was being done because there are some<br />
problems that are developing under the<br />
club, not because of any existing plans to<br />
change the location of the pilot house.<br />
Considerable discussion took place with<br />
respect to the Woodside avenue property.<br />
The discussed areas included whether or<br />
not is would be better to sell the property<br />
in the current high market, whether it<br />
would be advisable to hold onto the property,<br />
which has no debt against it, to fund<br />
future capital improvements, the question<br />
of water rights, future rent structure, and<br />
details of renovating the property. Numerous<br />
comments were made on the proposed<br />
bond issue especially with regard<br />
to the rate of interest.<br />
The Capital Improvement Expenditures<br />
and Bond issue passed with 73 votes in<br />
favor, 8 against and 1 abstention.<br />
The next matter before the membership<br />
was an amendment to the By-laws making<br />
the interior to the club house a nonsmoking<br />
area starting <strong>Sept</strong>ember 1, 20<strong>03</strong>.<br />
Discussion centered on whether making<br />
the pilot house non-smoking would effect<br />
revenues favorably or adversely, on<br />
smoker verses non-smoker rights, on the<br />
time frame to begin the no smoking policy,<br />
and on doing the right thing. Points were<br />
made for either side of the question. There<br />
were 59 yes votes and 25 no votes making<br />
a 68% in favor of non-smoking. As 66%<br />
was required to pass the by-law, the club<br />
interior is NON-SMOKING as of <strong>Sept</strong>ember<br />
1, 20<strong>03</strong>.<br />
The last item on the agenda was the sale or<br />
disposal of club furnishings. The majority<br />
of items listed were abandoned by a Woodside<br />
tenant upon moving. None of the articles<br />
have any historical significance to the<br />
to the club.<br />

According to the Tuesday August 12, 20<strong>03</strong><br />
Globe, (page F 1) Duke Energy Corporation<br />
“is abandoning, for now, a $100 million<br />
proposal to build a seven-mile natural<br />
gas pipeline from Winthrop to Everett that<br />
could have required tunneling under runways<br />
at Logan Airport. “ The reasons<br />
Duke is putting the proposal on hold are<br />
reportedly financial problems for the Exelon<br />
power plant in Everett, a lower than<br />
anticipated demand for liquefied natural<br />
gas, and major safety concerns from the<br />
communities that would be effected by the<br />
pipeline. Massport had expressed some<br />
serious concerns, specifically catastrophic<br />
explosion or sabotage, and had asked Duke<br />
PIPELINE UPDATE<br />
Energy to provide them with comprehensible<br />
risk assessment for the construction<br />
phase as well as the operations.<br />
While Duke energy has said that it is considering<br />
other routes for the pipeline, the<br />
article implies that once the new owner of<br />
Exelon is known, there will probably be<br />
renewed consideration to building the pipeline<br />
as the existing energy plants are not<br />
going away.<br />
While under a reprieve, it behooves CPYC<br />
and Winthrop to continue to be aware of<br />
what is happening with the pipeline project.<br />
Thanks to Dick Dimes for the heads up on<br />
this information.<br />
ADULT SAILING LESSONS END<br />
The very successful Adult Sailing lessons ended with an evening of sailing on some of<br />
the larger sailboats at the club. The students got to drive as they toured Boston Harbor<br />
while others enjoyed the views, beverages and snacks. Thanks to all of the students<br />
and instructors for making this such a successful CPYC program both on the water<br />
and socially. It harbors well for future years. In <strong>Sept</strong>ember students and instructors got<br />
together for a final dinner.<br />

CPYC Youth Sailors, Instructors and Commodore Gahan<br />
On August 5 & 6, the <strong>Cottage</strong> <strong>Park</strong> Youth Sailing Program hosted the annual N-10<br />
Association Midgets Regatta for sailors age 13 and under. Held only two days after<br />
the CPYC’s Make-A-Wish fundraising regatta, over 60 sailors and 30 sailboats from<br />
surrounding yacht clubs returned to <strong>Cottage</strong> <strong>Park</strong> Tuesday and Wednesday to compete<br />
in this event. The <strong>Cottage</strong> <strong>Park</strong> youth sailors paused only long enough for a<br />
quick photo with <strong>Club</strong> Commodore Michael Gahan (above top) before cooling off in<br />
the cold harbor waters.<br />
The <strong>Cottage</strong> <strong>Park</strong> youth sailors were well represented in the regatta. With 12 boats<br />
racing, CPYC secured six of the top ten positions. First Place winners, from CPYC,<br />
are Skipper Sam Roberts and Crew Matt Cesario; Second Place winners, also from<br />
CPYC, are Skipper Jessica Curley and Crew Gabrielle Gosselin. The coveted<br />
Merriman Trophy for the top-placing skipper age 11 and under went to Paige Burns<br />
of Hull <strong>Yacht</strong> <strong>Club</strong>. CPYC Commodore Mike Gahan, Youth Sailing Mentor Hatch<br />
Brown, N-10 Association President Ted Burns, CPYC Youth Sailing President<br />
Connie Goll, and Regatta Chairperson Kathie Roberts presented the trophies to the<br />
youth sailors.<br />

parents from the <strong>Cottage</strong> <strong>Park</strong> <strong>Yacht</strong> <strong>Club</strong> including instructors Dan Vannoni, Chris<br />

of 1956. A sailor, over the years Tom<br />
has been an active member of CPYC<br />

Often he has been seen adorned with<br />

or another. Tom is one of the CPYC<br />
