WASHINGTON SCENE<br />
<strong>Serbian</strong> Orthodox Church Delegation<br />
in Washington, DC<br />
A delegation of the <strong>Serbian</strong> Orthodox<br />
Church visited the United States of America<br />
from March 25th lasting until April 15th,<br />
2005. The delegation was appointed by the<br />
Holy Synod of Bishops of the <strong>Serbian</strong> Orthodox<br />
Church, with His Holiness <strong>Serbian</strong><br />
Patriarch Pavle presiding, according to decision<br />
no. 123 of the Holy Synod of Bishops<br />
dated January 28, 2005.<br />
The members of the delegation included:<br />
- His Grace Bishop Grigorije of Zahumlje<br />
and Herzegovina – member of the Holy<br />
Synod of Bishops of the <strong>Serbian</strong> Orthodox<br />
Church and the Holy Assembly of Bishops<br />
of the <strong>Serbian</strong> Orthodox Church’s Council<br />
for Kosovo;<br />
- His Grace Bishop Teodosije of Lipljan<br />
– abbot of Visoki Decani Monastery, vicar<br />
to the Bishop of Raska and Prizren and<br />
member of the Holy Assembly of Bishops<br />
of the <strong>Serbian</strong> Orthodox Church’s Council<br />
for Kosovo;<br />
- Hieromonk Irinej Dobrijevic – consultant<br />
to the Holy Synod of Bishops for international<br />
and inter-church affairs and member<br />
of the Holy Assembly of Bishops of the <strong>Serbian</strong><br />
Orthodox Church’s Council for Kosovo;<br />
- Dr. Bogoljub Sijakovic – vice-dean for sciences<br />
of the Orthodox Theological Faculty<br />
of the University of Belgrade; and<br />
- Andrej (Andy) Veric – director of the <strong>Serbian</strong><br />
<strong>Unity</strong> <strong>Congress</strong> Washington office<br />
Accompanying them was monk Jezekilj,<br />
secretary of the SOC Delegation<br />
The first meeting began at the United Nations<br />
headquarters in New York City to discuss<br />
matters of importance of the <strong>Serbian</strong><br />
Orthodox Church in Kosovo-Metohija, Republika<br />
Srpska, and elsewhere. At the UN,<br />
the SOC Delegation presented the recently<br />
signed Memorandum on the restoration of<br />
<strong>Serbian</strong> Orthodox holy shrines signed by<br />
Patriarch Pavle by the <strong>Serbian</strong> Orthodox<br />
Church directly to the UN Secretary General<br />
Kofi Anan.<br />
The Delegation of the <strong>Serbian</strong> Orthodox<br />
Church visit to New York<br />
NEW YORK - Following the meeting at the<br />
United Nations, the Delegation split into<br />
two groups. Bishop Grigorije, Fr. Irinej,<br />
and Dr. Sijakovic arranged meetings with<br />
the office of Religions for Peace, which has<br />
helped to mediate violent conflicts in the<br />
Balkans and elsewhere. Bishop Teodosije,<br />
Fr. Jezekilj, and Andy Verich, met with the<br />
Italian U.N. Mission. At the Italian Mission,<br />
Bishop Teodosije presented icons and<br />
gifts to the Italian diplomats who spent time<br />
in KiM as a sign of appreciation for their<br />
friendship.<br />
On March 29, the Delegation was invited<br />
to the Park East Synagogue in Manhattan<br />
to meet with Senior Rabbi Arthur Schneier,<br />
President, Appeal of Conscience Foundation.<br />
During the discussions, Rabbi Schneier<br />
proposed that the Appeal of Conscience<br />
Foundation organize a conference in Belgrade<br />
with all the religious leaders of the<br />
various ethnic groups throughout the Balkans.<br />
These discussions could address the<br />
various ethnic and religious issues in the<br />
region. Bishop Grigorije also announced<br />
that following the Delegation’s visit to the<br />
United States, plans will be put forth to hold<br />
a memorial for the Jasenovac crimes.<br />
The SOC Delegation meets with members<br />
of the SUC DC Chapter and St. Luke <strong>Serbian</strong><br />
Orthodox Church<br />
WASHINGTON – In coordination with<br />
SUC Board member Sofija Skoric and SUC<br />
DC Chapter member George Jovanovic a<br />
presentation by Bogoljub Sijakovic was<br />
given at St. Luke <strong>Serbian</strong> Orthodox Church<br />
in Potomac, MD on April 2, 2005. The presentation<br />
focused on Professor Sijakovic’s<br />
book “A Critique of Balkanistic Discourse.”<br />
Following the presentation, the SOC Delegation<br />
took questions from the audience.<br />
In addition to the book, the Bishops spoke<br />
about the Delegation’s goal of visiting the<br />
United States and situation of the SOC<br />
throughout former Yugoslavia. Professor Sijakovic<br />
also provided his expertise on the<br />
situation in Montenegro.<br />
A number of people expressed<br />
interest to purchase Professor Sijakovic’s<br />
book, after the successful presentation. It<br />
was announced that the book could be ordered<br />
by sending a check to the <strong>Serbian</strong><br />

NOTE: Professor Sijakovic is an author of<br />
many books and a Professor of Greek Philosophy<br />
at the Faculty of Philosophy in Niksic<br />
and a Professor at the Faculty of Theology<br />
in Belgrade (Serbia and Montenegro). From<br />
the fall of 2000 to the end of 2002 he was<br />
a Minister of Religious Affairs in the Federal<br />
Government of Yugoslavia. He authored the<br />
Law on Religions, widely deemed to have<br />
met the highest of European standards.<br />
High-Level Meeting at the U.S. State Department<br />
WASHINGTON – On April 4, 2005 the<br />
Undersecretary of State Nicholas Burns received<br />
the <strong>Serbian</strong> Orthodox Church Delegation.<br />
Burns, a former Ambassador to<br />
Greece and later to NATO, has recently<br />
replaced Undersecretary Marc Grossman.<br />
The position is the third highest in State<br />
Department after Secretary of State Condoleeza<br />
Rice. The Undersecretary expressed<br />
that he is focusing on relations with Serbia<br />
Montenegro, Bosnia – Herzegovina and in<br />
particular Kosovo. According to Bishop<br />
Grigorije, this is the highest level meeting at<br />
State Department ever made by members of<br />
the <strong>Serbian</strong> Orthodox Church.<br />
Bishop Grigorije opened his discussion<br />
with the following: “We have come<br />
from a small land but with great problems.”<br />
However, the Bishop stated that the <strong>Serbian</strong><br />
Orthodox Church will stay in Kosovo<br />
– Metohija - no matter what the political<br />
outcome is. The Ambassador responded<br />
that as a former representative of NATO,<br />
he is truly disturbed how KFOR performed<br />
in March of 2004. The Undersecretary expressed<br />
that following the March anti-Serb<br />
pogrom, meetings took place at the highest<br />
level of the Department of Defense to<br />
work out the problems that NATO faced in<br />
its failure to halt violence against the Serbs<br />
in KiM. However, he stated very strongly<br />
that this should never have taken place under<br />
NATO’s watch. Furthermore, and not<br />
mentioning countries by name, the Undersecretary<br />
blamed the failure on several<br />
countries who took orders from the capitals<br />
rather than the KFOR central command.<br />
“You know who these countries are,” stated<br />
the Undersecretary.<br />

The Delegation then presented their ideas<br />
for the future of reconstruction for KiM. Due<br />
to the successful meeting with Kofi Anan,<br />
UNMIK issued an executive order to establish<br />
buffer zones around the monasteries.<br />
These zones will allow Serbs to return and<br />
to lay down the ground work for repatriation<br />
of Serbs in KiM. However, members of<br />
the Delegation also reported that there are<br />
still obstacles to implementing free zones.<br />
Floren Krasniqi, made famous for his recent<br />
interview with CBS 60 Minutes on how he<br />
duped U.S. customs to send arms to the KLA<br />
in Kosovo, is claiming territory surrounding<br />
the monasteries for his personal business<br />
projects. Krasniqi, reported the Delegation<br />
to the Undersecretary is an American citizen<br />
from the area of Decani. His projects<br />
to extract marble and bottle spring water<br />
on Church property will be an obstacle to<br />
the Church’s plans to encourage repatriation.<br />
Therefore, an important step that has<br />
to be made is restitution of property seized<br />
during the communist era in order for the<br />
Church to secure its rightful ownership. The<br />
Undersecretary indicated he will discuss<br />
these issues with Pristina Mission and Contact<br />
Group.<br />
The Undersecretary will be meeting<br />
with members of the Contact Group to<br />
discuss Kosovo this Wednesday in London.<br />
White House Meeting<br />
WASHINGTON – The <strong>Serbian</strong> Orthodox<br />
Church delegation, headed by Their Graces<br />
Bishop Grigorije of Zahumlje and Herzegovina,<br />
and Bishop Teodosije of Lipljan<br />
(Kosovo-Metohija), met with advisors to<br />
President Bush from the National<br />
Security Council in the<br />
White House to discuss proposals<br />
for reconstruction of <strong>Serbian</strong><br />
Orthodox Holy sites, restitution<br />
of property and repatriation of<br />
Serbs in Kosovo-Metohija.<br />
The advisors included Dr.<br />
Jack Crouch II, Assistant to the<br />
President and Deputy National<br />
Security Advisor in the White<br />
House, and Dan Fried, a top<br />
aide at the White House National<br />
Security Council. Ambassador<br />
Fried explained to<br />
the Delegation the process that<br />
will take place in the next six<br />
to eight months in deciding the<br />
status on Kosovo. According<br />
to Fried, during the summer of<br />
2005 the International Community will review<br />
the so-called standards. Only if the<br />
U.N. finds there is enough standards that<br />
have been achieved will there be any start<br />
to the status process. He also emphasized<br />
that nobody will make any announcements<br />
of a decision of status whatsoever until<br />
there is a long discussion of which Serbs<br />
will be part of. Fried also advised the Delegation<br />
that the Serbs should not wait for<br />
this discussion to begin. They should begin<br />
rebuilding as much as possible. He further<br />
advised that the Serbs in Kosovo need to<br />
participate more and that the United States<br />
wishes local power to be strengthened and<br />
that Serbs should have more power.<br />
The Delegation presented to the<br />
White House the proposal of the <strong>Serbian</strong><br />
Orthodox Church to begin the repatriation<br />
of Serbs to the newly established buffer<br />
zone around the Decani Monastery. This<br />
will allow Serbs to be gainfully employed<br />
in the reconstruction and allow Serbs to<br />
have a chance to work through the UNMIK<br />
tendering process for reconstruction of Serb<br />
Holy Sites. The Delegation explained that<br />
Serbs should live in compact areas instead<br />
of repatriating Serbs in small islands that<br />
cannot provide security or ability to sustain<br />
lives. When this is achieved, it will become<br />
more feasible for Serbs to be able to re-enter<br />
the transitional government.<br />
The Delegation further presented<br />
the need for restitution of property in Kosovo<br />
– Metohija. Although UNMIK has issued an<br />
order declaring Decani as a buffer zone, the<br />
Albanian-American roofing businessman<br />
Florin Krasniqi is threatening to develop<br />
his own private business enterprise on the<br />

Church’s lands. Not only would this disrupt<br />
the lives and work of the Decani brotherhood,<br />
it also will prevent repatriation of<br />
Serbs to this buffer zone. The Delegation<br />
further provided articles and transcripts of<br />
Krasniqi’s recent interviews with CBS 60<br />
minutes, and his boasting of running arms<br />
from the United States to Kosovo unhindered.<br />
The Delegation then presented the<br />
White House with a copy of a documentary<br />
titled “The Brooklyn Connection” provided<br />
by the SUC Washington office that reveals<br />
Krasniqi’s gun running and ties to the KLA.<br />
The documentary was televised last summer<br />
in Holland and also catches Krasniqi<br />
and his associates on film donating money<br />
to Richard Holbrooke and General Clark for<br />
the 2004 Kerry Presidential Campaign.<br />
The Delegation also mentioned<br />
the importance of these meetings not just<br />
for Serbs in Kosovo-Metohija or in Serbia,<br />
but for the Serb Diaspora in the United<br />
States. The Delegation noted that Delegation<br />
members Fr. Irinej Dobrijevic and Andy<br />
Verich are American born Serbs and the importance<br />
of the role of the Serb Diaspora<br />
for consulting on these issues. The <strong>Serbian</strong><br />
<strong>Unity</strong> <strong>Congress</strong> in particular represents the<br />
Serb community in the United States.<br />
As a result of the Delegation’s presentations,<br />
the Deputy National Security Advisor<br />
Dr. Crouch stated that he understands<br />
the problems of Serbs in Kosovo much better<br />
now. He also agreed that restitution is a<br />
huge issue for them and he further advised<br />
that the <strong>Serbian</strong> Orthodox Church and SUC<br />
Washington office to maintain contacts<br />
with the Administration and State Department.<br />
The White House also promised to<br />
study the Delegation’s proposals and to see<br />
how to move forward.<br />
Important Notes:<br />
Dr. Jack Crouch II is the Assistant to<br />
President George W. Bush and the Deputy<br />
National Security Advisor. Prior to his post,<br />
Dr. Crouch was the Ambassador to Romania<br />
which saw its integration into NATO<br />
and earlier, he was the Assistant Secretary<br />
of Defense for International Security Policy<br />
from 2001 to 2003.<br />
Ambassador Dan Fried is a former<br />
U.S. ambassador to Poland and is nominated<br />
to become the U.S. assistant secretary of<br />
state for European affairs pending Senate<br />
confirmation. His nomination is reportedly<br />
being backed by Senator George Voinovich<br />
(R-OH) who assisted in contacting Fried<br />
during the March 17, 2004 anti-Serb riots.<br />

During the riots, it was reported that Fried<br />
was instrumental in securing a more robust<br />
rules of engagement for the U.S. contingent<br />
of KFOR that resulted in the failure of Albanians<br />
to attack Serb Holy Sites within the<br />
U.S. sector.<br />
Most recently he has been senior<br />
NSC director for European and Eurasian affairs<br />
and a trusted adviser to Condoleezza<br />
Rice when she was President Bush’s national<br />
security adviser.<br />
SOC Delegation presents reconstruction<br />
and repatriation proposals to USAID Director,<br />
Andrew Natsios on April 5<br />
WASHINGTON – The SOC Delegation met<br />
with Andrew Natsios, Administrator of the<br />
United States Agency for Internatnational<br />
Development (USAID). The meeting included<br />
Sarah Farnsworth, USAID Balkans<br />
Division, and several aids to Natsios. Mr.<br />
Natsios listened to the presentations by the<br />
members of the Delegation about the situation<br />
in KiM and received concrete proposals<br />
of how the USAID can assist the plans of<br />
the <strong>Serbian</strong> Orthodox Church to establish a<br />
buffer zone in which repatriated Serbs can<br />
participate in reconstruction efforts of the<br />
Church and the local economy.<br />
During the meeting, Natsios asked<br />
Sarah Farnsworth of the USAID Balkans Division<br />
why aren’t programs already helping<br />
the Serbs in Kosovo. Farnsworth noted that<br />
previously Serbs have refused to cooperate.<br />
However, the Delegation explained that the<br />
<strong>Serbian</strong> Orthodox Church has established<br />
a contact office at the Patriarchate in Belgrade<br />
and they may contact the Church via<br />
the <strong>Serbian</strong> <strong>Unity</strong> <strong>Congress</strong> Washington<br />
office for any coordination of USAID projects.<br />
Natsios instructed Farnsworth to begin<br />
moving forward with establishing contact.<br />
The groups also discussed the importance<br />
of restitution of property and its importance<br />
of solving many issues – including the proposals<br />
of Floren Krasniqi to seize Church<br />
property for his own business interests. Mr.<br />
Natsios explained that this is a real problem<br />
even with his own family – who are<br />
Greeks who were land owners in present<br />
day southern Albania. Natsios himself personally<br />
visited his family’s land which contained<br />
fertile vineyards and farm land but<br />
because of Albanian discrimination against<br />
Orthodox in Albania, his family still has not<br />
been granted restitution to land he feels is<br />
rigthfully his family’s.<br />

ciate of Fr. Irinej Dobrijevic who served together<br />
on the board of directors of the International<br />
Orthodox Church Charities (IOCC)<br />
before he came to USAID.<br />
The SUC Washington office hosts important<br />
meetings for the <strong>Serbian</strong> Orthodox<br />
WASHINGTON – In addition to facilitating<br />
various press conferences and interviews<br />
with members of the <strong>Serbian</strong> media,<br />
the SUC Washington office hosted several<br />
meetings of importance for the Delegation<br />
of the <strong>Serbian</strong> Orthodox Church on April<br />
6, 2005. Director for Southeast Europe of<br />
the White House National Security Council,<br />
Bertram Braun met the Delegation to<br />
discuss the upcoming meeting at the White<br />
House. Mr. Braun reported to the Delegation<br />
what he believes will be the reality and<br />
future for Kosovo.<br />
Braun stated that a comprehenisve<br />
review of standards in Kosovo will take place<br />
this summer. The reason why the United<br />
States wants to start the standards process<br />
is because, the current situation is bad, explained<br />
Braun. Following the review, there<br />
will be a new resolution that will deal with<br />
solving the issues and restitution and a detailed<br />
plan will be submitted to members of<br />
the International Community. This will lead<br />
to a new U.N. resolution. However, Braun<br />
doubts that the result will allow Kosovo to<br />
become reintegrated back into Serbia under<br />
Belgrade, but instead will most likely result<br />
in some kind of unit of government that will<br />
require International protection. Braun also<br />
advised that the Serb community and the<br />
<strong>Serbian</strong> Orthodox Church need to propose<br />
concrete plans in details what they want<br />
and what they need to make a Kosovo solution<br />
work. Once they have a detailed plan,<br />
the Serbs then will be able to engage the<br />
team conducting<br />
the review. He also<br />
stated that Belgrade<br />
must be involved<br />
with this process<br />
and work with it<br />
and not try to derail<br />
it. He also hopes<br />
that Russia will also<br />
not try to derail this<br />
process.<br />

Church Delegation. The Delegation briefed<br />
Dean on the mission and aims of the recent<br />
visits in New York and Washington including<br />
details of the fruitful meeting with the<br />
USAID Administrator Andrew Natsios, former<br />
board member of the IOCC.<br />
It was agreed that the IOCC will<br />
work with the <strong>Serbian</strong> Orthodox Church to<br />
assist with the facilitation of the proposed<br />
plans of reconstruction of Serb Orthodox<br />
Holy Sites and repatriation of Serbs in Kosovo-Metohija.<br />

Your rep needs to hear from you!<br />
Members of the <strong>Serbian</strong> Caucus need to know how much their<br />
constituents are interested in <strong>Serbian</strong> issues. They cannot determine<br />
this if Serbs do not inform their reps.<br />
Q: Is the <strong>Serbian</strong> Caucus a lobby group?<br />
A: No, this is a common misunderstanding. The Caucus is an informal<br />
group of lawmakers who meet to discuss issues related to<br />
Serbia and the <strong>Serbian</strong> people (Contact SUC for a free copy and<br />
Caucus kit). This is very important for Serbs for the following reasons:<br />
1. Due to terrorism, events in the Middle East, Sudan, and numerous<br />
other issues, the Balkans receive less attention these days. A<br />
<strong>Serbian</strong> Caucus ensures that more attention is paid to human rights<br />
of Serbs in the region and ensuring better relations between <strong>Serbian</strong><br />
and the United States.<br />
2. In the past, members of <strong>Congress</strong> received their information<br />
from limited sources. Most often this information was misleading<br />
or biased against Serbs. A <strong>Serbian</strong> Caucus combined with the Serb-<br />
American involvement, will ensure that the members of <strong>Congress</strong><br />
receive the <strong>Serbian</strong> side of the story.<br />
3. Participation by Serb - Americans is crucial. Most members who<br />
join the Caucus joined because their constituents took the time<br />
and initiative to show their rep there is a Serb community within<br />
their district. The more interest in Serb issues that Serb Americans<br />
display, the more members of <strong>Congress</strong> will take our issues seriously.<br />

ПОДЕЉЕНЕ СТИПЕНДИЈЕ ЗАДУЖБИНЕ СТУДЕНИЦА:<br />
Десета година рада на подстицању образовања у Матици, Задужбина Студеница<br />
И ове године Задужбина Срба из<br />
Америке, Студеница, доделила је<br />
стипендије у вредности од 50.000<br />
долара. На свечаној додели у сали<br />
Министарства за дијаспору педесет<br />
студената из Приштине, Београда, Новог<br />
Сада, Котора, Никшића, Бања Луке<br />
итд. примило је овогодишње стипендије.<br />
У име председника Задубине г.<br />
Мирослава Мајкла Ђорђевића добитнике<br />
је поздравила и честитала им<br />
директор КСУ у Београду Славка Драшковић.<br />
Присутне стипендисте и госте<br />
поздравили су Министар за дијаспору<br />
Војислав Вукчевић и његов заменик,<br />
Александар Чотрић. Министар Вукчевић<br />
је том приликом поздравио овакве напоре<br />
дијаспоре истичући посебан значај<br />
које образовање има за нацију.<br />
Свечаности су присуствовали и представници<br />
Бироа Републике Српске,<br />
бројни новинари, уредници и представници<br />
медија, чланови КСУ и гости.<br />
Студеницу су основале 1995. у Сан<br />
Франциску породице угледних чланова<br />
Конгрес српског уједињења, Мирослава<br />
Мајкла Ђорђевића, породица Ћеловића<br />
из Детроита и Боре Вуковића из Денвера.<br />
Осим давања стипендија Студеница<br />
је до сада помогла издавање више од<br />
десет књига за школе, давала награде<br />
ђацима на литерарним конкурсима<br />
које је организовала у Србији и РС,<br />
опремила рачунарски неколико школа<br />
и студентских организација, помогла<br />
више студијских путовања и докторских<br />
и магистарских радова. У сарадњи са<br />
Nikolic Trust Задужбина помаже да<br />
докторате заврши око 20 студената из<br />
Србије Црне Горе и РС на престижним<br />
универзитетима у Америци. Конкурс<br />
за стипендије Задужбине за следећу<br />
2005/06 биће објављен крајем септембра<br />
на сајту Конгреса српског уједињења.<br />
Добитници стипендија при додели у свечаној сали Министарства за дијаспору<br />
САОПШТЕЊЕ О ПДВ-У НА<br />
ХУМАНИТАРНУ ПОМОЋ<br />
Министарство за дијаспору Владе<br />
Републике Србије реаговало је на<br />
бројне захтеве дијаспоре за укидање<br />
пореза на додату вредност (ПДВ) на<br />
хуманитарну помоћ и у складу са тим<br />
проф. др Војислав Вукчевић, министар<br />
за дијаспору у Влади Републике Србије<br />
је поднео иницијативу Влади Републике<br />
Србије за измену Закона о порезу на<br />
додату вредност, којом би хуманитарна<br />
помоћ увезена из иностранства била<br />
ослобођена од наведеног пореза.<br />
Реагујући између осталог и на иницијативу<br />
Министарства за дијаспору<br />
која је проистекла из апела многобројних<br />
припадника дијаспоре чија је<br />
хуманитана помоћ од изузетног значаја<br />
за нашу земљу, Министарство финансија<br />
у Влади Републике Србије је<br />
14. априла на конференцији за штампу<br />
обавестило јавност да је у оквиру предвиђених<br />
измена и допуна Закона о<br />
Додела стипендија у свечаној сали<br />
Министарства за дијаспору<br />
Грамата Задужбине “Студеница”<br />
порезу на додату вредност предвиђено<br />
и ослобађање од обавезе плаћања ПДВ<br />
при увозу хуманитарне помоћи и добара<br />
која су предмет уговора о донацији.<br />
Министар финансија господин Млађан<br />
Динкић је најавио и да ће бити извршена<br />
рефундација и за период од почетка<br />
примене Закона о ПДВ, па до ступања<br />
на снагу измена овог правног акта. ПДВ<br />
се више неће плаћати ни при увозу<br />
ортопедских помагала за инвалиде.<br />

Србије ради на Предлогу закона о сарадњи<br />
са дијаспором. У јединственом<br />
законском тексту, чије се усвајање у<br />
Скупштини Србије очекује до краја 2005.<br />
године, биће кодификована целокупна<br />
материја која се односи на питања исељеништва,<br />
њихових потомака, као и<br />
припадника српског народа ван граница<br />

за упоредно право, Универзитета<br />
у Београду, Српске академије наука<br />
и уметности,Српске православне цркве<br />
и других националних институција.<br />
Закон ће, поред осталог, уређивати<br />
питања држављанства, гласања у иностранству,<br />
избора представника дијаспоре,<br />
образовања и информисања<br />
на матерњем језику, као и односа са<br />
матичном државом на привредном, културном,<br />
просветном и спортском плану.<br />

НОВЕ МОГУЋНОСТИ ЗА РАД<br />
Састанак са Љиљаном Милутиновић,<br />
генералним секретаром<br />
Министарства за дијаспору<br />
Крајем марта завршено је пресељење<br />
КСУ Канцеларије у Београду. Много<br />
посла око селидбе целе канцеларије<br />
опреме и телефона и брзе компјутерске<br />
везе надокнађено је сјајном локацијом<br />
и могућностима новог простора. На<br />
новој адреси у Васиној 20 у поткровљу,<br />
у самом срцу Београда, канцеларија је<br />
смештена на око 100 м 2 , колико је отприлике<br />
био велик и простор на ранијој<br />
адреси.<br />
Други, пространији део простора величине<br />
око 140 м 2 , који је КСУ такође<br />
изнајмио, за сада је празан и ту је планиран<br />
Пословни центар дијаспоре који<br />
ће моћи да користе све организације<br />
из дијаспоре, као и појединци приватно<br />
или пословно. Овај део под<br />
радним називом «Ваша канцеларија<br />
у Београду» замишљен је да пружа<br />
информације како да се региструје<br />
фирма, коју банку или адвоката да изаберу,<br />
каква је правна регулатива за<br />
поједине области улагања и сл. Поред<br />
основних секретарских услуга, Центар<br />
би посредовао око организовања састанака,<br />
press конференција, успостављања<br />
контактата, рекламе, обавештавања<br />
о привредним догађањима,<br />
итд. У току је процес дефинисања и<br />
планирања буџета за овај пројекат. У<br />
истом простору биће и професионални<br />
Press центар, где ће се објављивати и<br />
часопис Министарства за дијаспору посвећен<br />
дијаспори.<br />
Генерални секретар Министарства дијаспоре,<br />
у чијој се згради налази простор<br />
за организације из дијаспоре посетила<br />
је канцеларију КСУ. Разговарано је о<br />
сарадњи и редовној размени информација.<br />

УНАПРЕДИТИ ПРИВРЕДУ<br />

Канцеларија Конгреса српског уједињења<br />
у Београду радила је на<br />
дефинисању и организацији новог<br />
концепта Економског форума који је<br />
последњих пар година држан као претходница<br />
КСУ Конвенције.<br />
Основна намера је да се развије идеја<br />
Форума и да се привуку стране инвестиције<br />
у Србију те да дијаспора допринесе<br />
унапређењу српске привреде.<br />
Да би овај концепт био успешан заказали<br />
смо у Београду заједнички састанак<br />
на коме су почетком априла<br />
учествовали, поред КСУ, представици<br />
Министарства за дијаспору, Привредне<br />
коморе Србије, SIEPA-е и Националне<br />
Штедионице. На састанку је договорена<br />
подршка ових институција напорима<br />
Конгреса српског уједињења да се Економски<br />
форум успешно организује. Део<br />
подршке је помоћ у припреми Форума,<br />
који би био на јесен у Америци, једним<br />
припремним скупом — Форумом на<br />
пролеће у Београду. Оба ова догађаја,<br />
припремни у Београду и централни у<br />
Америци, добила су већ подршку министра<br />
дијаспоре Вукчевића и министра<br />
привреде и приватизације, Бубала, тако<br />
да је састанак о коме је реч био први<br />
оперативни састанак како бисмо ове<br />
идеје и одлуке спровели у дело.<br />

A delegation of SUC members met<br />
with <strong>Congress</strong>man Darrell Issa, California<br />
Republican in the San Diego North County<br />
to brief him on the Balkans and to invite<br />
him to join the <strong>Serbian</strong> Caucus. The members<br />
were Dr. Sam Mikolaski, past chapter<br />
president and Issa’s constituent, Lilly Pantovich,<br />
chapter president, and Dr. Vojin Joksimovich,<br />
past SUC president. Two of Issa’s<br />
assistants were present including his District<br />
Director.<br />
Darrell Issa, 50, was first elected to<br />
<strong>Congress</strong> in 2000 and currently serves on<br />
the House Government Reform Committee<br />
where he is Chairman of the Subcommittee<br />
on Energy and Resources. He is also a<br />
member of the House International Committee<br />
and House Judiciary Committee. .<br />
He is best known in California as the architect<br />
of a successful effort to recall former<br />
governor Gray Davis in 2003.<br />
Prior to election to the <strong>Congress</strong>,<br />
Issa was a technology industry leader and<br />
CEO. He founded Vista based Directed Electronics,<br />
the industry-leading manufacturer<br />
of automobile security and convenience<br />
products. He had served as Chairman of the<br />
Consumer Electronics Association, Director<br />
of the San Diego Economic Development<br />
Association and the Greater San Diego<br />
County Chamber of Commerce. In 1994 received<br />
the Entrepreneur of the Year Award.<br />
Issa is the grandson of immigrants and an<br />
Orthodox Christian.<br />
Sam offered introductory remarks<br />
in which he pointed out that Serbs are loyal<br />
Americans who believe in democracy and<br />
market economy, but are concerned about<br />
the welfare of the <strong>Serbian</strong><br />
people in particular those<br />
living in Kosovo where<br />
their human rights have<br />
been violated daily for<br />
almost six years. Lilly expanded<br />
on the history and<br />
work of the SUC and the<br />
recently formed <strong>Serbian</strong><br />
Caucus. <strong>Congress</strong>man Issa<br />
told us that he had already<br />
decided to join the Caucus<br />
and was looking forward<br />
to working with congressmen<br />
Dan Burton and Rahm<br />
Emanuel.<br />
Hence, the further discussion<br />
was focused on<br />
Kosovo. Vojin added the<br />
concrete data on the present<br />
situation and left some<br />
materials with the congressman<br />
including his Kosovo book. Issa<br />
questioned why Kosovo independence was<br />
unacceptable to the Serbs. He was told that<br />
Kosovo to the Serbs is equivalent to what<br />
Jerusalem is for the Jews, Vatican to Roman<br />
Catholics, Mecca to Muslims and Alamo to<br />
Texans. Issa was of the opinion that our best<br />
case was human rights violations. When<br />
Vojin mentioned terrorism, he said that everybody<br />
was using that argument. However,<br />
it turned out that he was unaware of White<br />
Al Qaeda existence in Kosovo and Bosnia.<br />
Vojin recommended that Bodansky should<br />
brief him.<br />

MEETS LAS VEGAS SERBS<br />
On Sunday, March 27, 2005, several<br />
BoD members traveled to <strong>Las</strong> <strong>Vegas</strong>, and<br />
gave two-hour long presentation to about<br />
100 <strong>Las</strong> <strong>Vegas</strong> Serbs in the St. Simeon <strong>Serbian</strong><br />
Orthodox Church. The BoD members<br />
were met with great hospitality and interest,<br />
and friendly discussion about presented issues<br />
and ways for better collaboration lasted<br />
long after the presentation was over.<br />
We would like to express our gratitude<br />
to Fr. Uros Todorovic, dr Aleksandar<br />
Knezevic, president, and Veselin Jevtic,<br />
vice-president of the Executive Board of St.<br />
Simeon, and particularly to Marko Rucnov,<br />
Zoran and Kristina Savicic, who help with<br />
the organization of our visit. Also, we are<br />
grateful to Prof. Michael Pravica, who recently<br />
joined the faculty at the University of<br />
Nevada, <strong>Las</strong> <strong>Vegas</strong>, for agreeng to help with<br />

Having in mind that Nevada has<br />
only 2 congressmen (Jim Gibbons, R-NV2,<br />
and Jon C. Porter, R-NV3) and one congresswoman<br />
(Shelley Berkley, D-NV1) we prepared<br />
3 sets of packages that also included<br />
the Census 2000 data for ethic groups from<br />
former Yugoslavia for all three congressional<br />
districts . For example, in Nevada <strong>Congress</strong>ional<br />
District 1 there are 54% Serbs, 35%<br />
Croats and only 2% Albanians, while in Nevada<br />
<strong>Congress</strong>ional District 2 there are 65%<br />
Serbs, 22% Croats and 2% Albanians.<br />
Overall, the BoD members meetings<br />
with local <strong>Serbian</strong> communities were<br />
very successful in informing our members<br />
and getting them involved in our projects.<br />
We are planning to continue with this project<br />
and invite our members in local communities<br />
to organize similar events.<br />

Uz 60 godina od jurisa obeznadjenih<br />
jasenovackih kostura na ustaske<br />
bodljikave zice, mitraljeze i bunkere<br />
“TRAZIMO POMILOVANJE”<br />
O jasenovackom sistemu ustaskih<br />
logora genocida nad Srbima, Jevrejima i<br />
Romima, kao i masovnom ubijanju nepocudnih<br />
elemenata bilo koje narodnosne<br />
provenijencije jedno vreme se uopste nije<br />
prilazilo sa bilo kakvim ljudskim pristupom<br />
i obzirima. Postivanje kulta mrtvih je davna<br />
civilizacijska tekovina, ako ne i najstariji<br />
ljudski trag. Tek, uz svaku komemorativnu<br />
svecanost, posvecenu svetom neprebroju<br />
jasenovackih velikomucenika, koje je prvo<br />
J. B. Tito poceo da “praktikuje” u poznije<br />
vreme svoje besprizivne faraonske vlasti,<br />
bila su prisutna najogoljelija politikantska<br />
podmetanja od one najsarkasticnije vrste,<br />
koja su uvek isla u smeru, pre svega, narusavanja<br />
vecnog mira bezbrojnih zrtava<br />
jasenovackog crnog arhipelaga i minimiziranja<br />
nepojamnog megagenocidnog<br />
zlocina koji je sa sobom “odnekud” doneo<br />
ustaski kleronacisticki pokret i koji se<br />
smatrao (a i danas smatra) drzavotvornim<br />
fundamentom Paveliceve Nezavisne<br />
Drzave Hrvatske, “porodjene” na nemackim<br />
bajonetama i vatikanskom svemocnim<br />
pokroviteljstvom i logistikom.<br />
Sa diktiranom marginalizacijom<br />
“jasenovacke teme” nastavljeno je veoma<br />
konzistentno sve do ovovremenih smutnih<br />
dana. U prvom planu je i dalje nastavljeno<br />
samo sa “pricom” o broju zrtava, dok je na<br />
nepojamne ustaske zlocine i neverovatno<br />
razrogacenom mrznjom brojnih egezekutora<br />
potpuno zaboravljeno ili jezuitski<br />
vesto relativizirano i skrajnuto. Najsveziji<br />
primer je “slucaj” Stjepana Mesica, sopstvenika<br />
osobitog sarkazma kada su u pitanju<br />
megazlocini neverovatne patologije<br />
u jasenovackom sistemu ustaskih logora<br />
genocida. Prvo je nedavno u Izraelu i to bas<br />
u Jad Vasemu napravio pravi diplomatski<br />
incident sarkasticno reagujuci na izjavu<br />
srpskog predstavnika iz Republike Srpske<br />
Paravca o stotinama hiljada ubijenih Srba u<br />
jasenovackim logorima, pitajuci ga kako je<br />
i gde sabrao tolike srpske zrtve, da bi nedavno<br />
na komemoraciji u samom Jasenovcu<br />
prolivao krokodilske suze za desetinama<br />
hiljada jasenovackih zrtava. Upravo kako je<br />
njegov poglavnik Franjo Tudjman govorio u<br />
Hagu krajem 1991. godine o 20 tisuca zrtava<br />
Jasenovca. S druge strane i na drugoj<br />
obali Save na memorijalnom kompleksu<br />
u Donjoj Gradini u povodu 60. godisnjice<br />
herojskog jurisa jasenovackih logorasa<br />
odrzana je 17. aprila ove godine visoko<br />
dostojanstvena komemorativna svecanost<br />
“Trazimo pomilovanje”. Njih nesto manje<br />
od hiljadu su u nedelju 22. aprila 1945.<br />
jurnuli golim prsima na ustasku bodljikavu<br />
zicu, mitraljeze i bunkere. Spasilo ih se<br />
nesto manje od stotine. Dan pre ustase su<br />
likvidirale zenski deo logora, usmrtivsi oko<br />
hiljadu zatocenih zena. Nakon odrzanog<br />
komemorativnog skupa u dostojanstvenoj<br />
tisini u Donjoj Gradini svetom je proletela<br />
gotovo neverovatna i velicanstvena vest,<br />
koja ce u mnogome pomoci da sveti jasenovacki<br />
neprebroj konacno nadje svoj, toliko<br />
zasluzeni, vecni smiraj. U Holokaust Parku<br />
u Bruklinu otkriveno je spomen obelezje<br />
u cast zaboravljenih jasenovackih zrtava, a<br />
gradonacelnik Njujork Sitija Majkl Blumberg<br />
proglasio je 17. april za dan secanja<br />
na nesrecne jasenovacke velikomucenike<br />
sa osnovnim motom da se to necuveno<br />
ustasko zlo nikada ne zaboravi (“So That<br />
You May Not Forget”).<br />
Uvod u stvaranje nove NDH poceo<br />
je upravo na tim “temeljima” minimiziranja<br />
ustaskog mega-zla u jasenovackim logorima<br />
(Logor I - Krapje, Logor II - Brocice, Logor<br />
III - Ciglana, Logor IV - Koz’ara, Logor V -<br />
Stara Gradiska, Logor VI - Lepoglava, Logor<br />
Kruscica, Logor Loborgrad, Logor Gornja<br />
Rijeka, Logor Djakovo, Logor Tenja, Logor<br />
Jastrebarsko, ...). I doprinos tome tekuceg<br />
predsednika najnovije hrvatske drzave je<br />
nezaobilazan. Naime, pred prve posleratne<br />
visestranacke izbore u Socijalistickoj Republici<br />
Hrvatskoj (koji ce se ubrzo pokazati<br />
kao prvi predratni izbori) u prolece 1990.<br />
godine slucaj je hteo (ili nije) da vreme tzv.<br />
izborne cutnje padne u vreme tradicionalnog<br />
komemorativnog skupa u Jasenovcu<br />
sa direktnim TV - prenosom za celu tadasnju<br />
Jugoslaviju. Tudjman-Mesiceva stranka<br />
HDZ (sa izbornim sloganom: “HDZ -<br />
zna se”) trazila je da direktni TV - prenos<br />
komemoracije jasenovackim zrtvama ne<br />
bude prikazivan na teritoriji Hrvatske, jer bi<br />
to podsecanje na neverovatne ustaske zlocine<br />
i neprebrojne jasenovacke zrtve moglo<br />
da utice na izborno telo (!). I ono sto je<br />
najzalosnije taj zahtev je uvazen od strane<br />
izborne komisije i direktnog TV - prenosa<br />
jasenovacke komemoracije nije bilo na teritoriji<br />
tadasnje Hrvatske.<br />
Ono sto ce se kasnije desiti u Hrvatskoj<br />
bilo je na postojanom tragu onih zlogukih<br />
“trecina” dr Mile Budaka - “Jednu trecinu<br />
Srba iseliti, jednu trecinu pokatoliciti, a<br />
JASENOVAC - 60 YEARS AFTER<br />
jednu trecinu - pobiti”. Taj i takav “drzavotvorni<br />
program” ucinio je da se u poslednjih<br />
stotinjak godina broj Srba na prostorima<br />
Slavonije, Dalmacije, Vojne Krajine i<br />
Hrvatske (danas je sve to - Hrvatska) smanjio<br />
za gotovo deset puta (!). Gde su pravoslavni<br />
Srbi danas u danasnjoj Hrvatskoj, a o<br />
katolickim Srbima vise nema ni nevidljivih<br />
tragova, a u prvim decenijama proslog<br />
veka imali su cak i svoje novine. Ono sto<br />
je tridesetih godina minulog veka svojevremeno<br />
pisao u listu “Hrvat” zloglasni Gustav<br />
Perhcec i danas je na dnevnom redu (uz<br />
aktuelne modalitete):Izvan sumnje je svima<br />
i svakome, da mi Hrvati uopste nemamo<br />
dusmanina kao sto je Srbin, pa s tom cinjenicom<br />
treba racunati od sada, pa dok<br />
bude i jednog Hrvata i jednog Srbina”.<br />
Potpisnik ovih redaka bio je u odboru za<br />
obelezavanje pola veka od prestanka “rada”<br />
jasenovackog sistema ustaskih logora genocida<br />
i herojskog jurisa u nebo jasenovackih<br />
logorasa i dok su se razne srpske delegacije<br />
dogovarale (i nikako da dogovore) oko datuma<br />
komemoracije nove ustase su napale<br />
Republiku Srpsku Krajinu i uz koristenje<br />
uniformi organizacije UN usli u Jasenovac.<br />
Tom prilikom, pored ostalih, ubijen je Milos<br />
Bachic - Crni, jedan od potomaka vlasnika<br />
zemljista na kome je centralni jasenovacki<br />
logor - Logor III - Ciglana. Kada su Srbi iz<br />
Republike Srpske Krajine napustali svoja<br />
vekovna ognjista tekuci predsednik tekuce<br />
hrvatske drzave je opet dosao do izrazaja sa<br />
svojim sarkazmom, kazavsi kako Srbi mogu<br />
poneti sa sobom samo zemlju na svojim<br />
opancima (!). Inace, da zalost bude veca,<br />
tekuci predsednik tekuce hrvatske drzave je<br />
srpski zet iz stradalnog banijskog sela Slabinje.<br />
Vise od pola ovog srpskog sela nestalo<br />
je u jasenovackim logorima. Ona manja<br />
polovica je opet uspela podici ovo selo<br />
na noge, ali danas je ono takoreci prazno.<br />
Pamtimo i njegovu izjavu kao poslednjeg<br />
predsednika Avnojevske Jugoslavije, kao je<br />
on zavrsio svoj posao - i da Jugoslavije vise<br />
nema !<br />
Dakle, mrak je jos uvek na dnevnom<br />
redu. “Ko govori da je u svetlosti, a mrzi<br />
svoga brata, jos uvek je u tami” (Prva poslanica<br />
Jovanova, 2:9). A sta nama Srbima<br />
preostaje u ovim smutnim vremenima koja<br />
nikako da prominu!? U uslovima prave elementarne<br />
katastrofe, kada nas je vecina<br />
izvan svojih maticnih koordinata kolektivno<br />
pamcenje ce biti jedini lek, pravi put i svetlokaz,<br />
lelujavi plamicak svece u aktuelnoj<br />
olujnoj tmici.<br />

Michigan Serbs Unite In Detroit!<br />
It is official! After only one meeting Michigan<br />
Serbs are on a united front to revitalize<br />
the <strong>Serbian</strong> <strong>Unity</strong> <strong>Congress</strong> Chapter in<br />
Detroit, and help their <strong>Serbian</strong> community<br />
throughout the Homeland and Diaspora!<br />
On a sunny April 9th, 2005, the<br />
Detroit <strong>Serbian</strong> community and <strong>Serbian</strong> students<br />
from the University of Michigan welcomed<br />
Dr. Jasmina Vujic, who is a Professor<br />
of Nuclear Engineering at the University of<br />
California, Berkely and the Vice President<br />
of the <strong>Serbian</strong> <strong>Unity</strong> <strong>Congress</strong>.<br />
Dr. Vujic delivered an important<br />
speech regarding the critical issues facing<br />
the <strong>Serbian</strong> community in the US and the<br />
Homeland. The speech covered U.S. policy<br />
towards our holy land of Kosovo and Metohija,<br />
preservation and promotion of our<br />
Kosovo heritage, and Homeland cooperation<br />
and Diaspora participation. Additionally,<br />
Dr. Vujic spoke about a new and exciting<br />
campaign that the SUC has launched<br />
known as “Know Your <strong>Congress</strong>”.<br />
The goal with this campaign is to<br />
get more <strong>Congress</strong>men to join the <strong>Congress</strong>ional<br />
<strong>Serbian</strong> Caucus, which currently<br />
includes 22 Members of <strong>Congress</strong>. It is<br />
during this process that Detroit Serbs can<br />
present the concerns of the community to<br />
their elected Representatives. However,<br />
this goal cannot be attained without volunteers<br />
of the local <strong>Serbian</strong> community. This is<br />
where the Michigan Serbs are rising to the<br />
challenge.<br />
Specific materials were prepared<br />
for the Detroit Serbs to take home with them<br />
to utilize. They were provided with the list<br />
of Representatives in the Southeast Michigan<br />
area, sample letters that they could immediately<br />
send out to their Representative,<br />
and a membership packet that provided an<br />
instruction sheet on how to present their<br />
case to their <strong>Congress</strong>man/woman.<br />
Dr. Vujic pointed out key phrases<br />
for our future success in Detroit. The first<br />
phrase is “Professionalism”. We need to be<br />
there, organize members, and effectively<br />
communicate. The second phrase is “Member<br />
Support”. Wide support of our efforts<br />
is essential both in numbers and finances.<br />
And the third and final phrase is “Volunteering”.<br />
Footwork done by members and<br />
supporters is vital.<br />
The <strong>Serbian</strong> community has never<br />
come together as a whole in this construc-<br />
tive manner and the Detroit Chapter is<br />
building the foundation of unity in its local<br />
metro area.<br />
Zlatko Erdeljan and myself, Violeta<br />
Grujovski have accepted the interim positions<br />
of the President and Secretary of the<br />
SUC Michigan Chapter. A “Kick Off” meeting<br />
is planned for sometime in May 2005 in<br />
which we will then elect Chapter Officers.<br />
During this short time I have had<br />
great pleasure with working with Zlatko.<br />
He and I are committed to be strong leaders<br />
and to help build confidence and unite this<br />
Michigan Chapter. It will take time but with<br />
everyone’s hard work and dedication it can<br />
be done!<br />
After our meeting ended, Zlatko<br />
and I packed our things into our cars and<br />
as I made my way home my thoughts went<br />
to Dr. Vujic’s presentation and our people.<br />
This year is a very important year for the<br />
<strong>Serbian</strong> Community throughout the world.<br />
No one will speak for us unless we do and<br />
no one will help us so we need to help ourselves<br />
and be united.<br />
I would love to believe that our famous<br />
slogan “Samo Sloga Srbina Spasava”<br />
actually mean something to each <strong>Serbian</strong>.<br />
They are words that should not be said or<br />
taken lightly. They are very powerful because<br />
it is a statement of truth. Without us<br />
being united and in agreement of the things<br />
that are important, which today is Kosovo-<br />
Metojhia, we lose a lot and we end up with<br />
nothing.<br />
Today the Michigan Serbs are uniting<br />
and we ask everyone to unite with us as<br />
we create one voice for the world to hear.<br />
Let us work together and present our case to<br />
our elected Representatives and reach the<br />
goal of 50 Members for our caucus by Vidovdan!<br />
We thank Dr. Vujic and the Washington<br />
Staff for all of their dedication, support,<br />
and guidance they have provided to<br />
Zlatko and I these past several weeks! The<br />
Michigan Chapter is looking forward to<br />
working with them and many other members<br />
throughout the Diaspora.<br />

with PLI from Vancouver and Toronto has<br />
organized 2 months of English language<br />
study.The basic criteria for admission to the<br />
English studies program is involvement in<br />
<strong>Serbian</strong> society. We are trying to motivate<br />
our <strong>Serbian</strong> intelectuals in Austria to become<br />
interested in <strong>Serbian</strong> organizations<br />
and to help us by becoming members or increasing<br />
their involvement with the implementation<br />
of projects.<br />
We are planning similar projects<br />
for Belgrade, Podgorica and Banja Luka<br />
(next year). Vesti Frankfurt will be actively<br />
involved in both projects.<br />
These projects are well welcomed<br />
by all serbian organizations and the media.<br />
We have received the most compliments we<br />
have received from Vienna University Student<br />
Club, which consists of aproximately<br />
200 members.<br />

Needed Census Project<br />

The <strong>Serbian</strong> Orthodox Church endorses<br />
this project and our North American Bishops<br />
gave it their blessings. If it will make<br />
you any more comfortable, you may submit<br />
completed forms to your parish priest who<br />
will forward them on to the census data collection<br />
center.<br />
Our census center will eliminate any duplications.<br />
The Serbia Ministry for the Diaspora<br />
also endorsed this action. The form is<br />
also published in the <strong>Serbian</strong> National Defense’s<br />
publication “Sloboda – Liberty” and<br />
the <strong>Serbian</strong> National Federation’s publication<br />
“SRBOBRAN” Please be assured that<br />
any data that you submit will not be used<br />
for any commercial purposes, sold to mailing<br />
list operators or similar.<br />
