Dear Friends,<br />

<strong>Christine</strong> <strong>Ann</strong> <strong>Domestic</strong> <strong>Abuse</strong> <strong>Services</strong>’ journey of healing families and changing lives began<br />

on September 16, 1984, over 25 years ago. With each passing year, the number of individuals and<br />

families in need of our programs and services increased, and our commitment to them did so<br />

as well. From the first day we opened the shelter to the end of this past year over 11,000 victims<br />

walked through our front doors, 6,684 women and children sought shelter, and the 24-Hour<br />

Helpline had been answered over 177,000 times to assist someone on the other end seeking<br />

information and help.<br />

Over the past 25 years <strong>Christine</strong> <strong>Ann</strong> has provided the highest quality of programs and services<br />

and achieved positive outcomes. In <strong>2009</strong> we enhanced programming to meet the evolving<br />

needs of victims, organized hundreds of men to stand up and speak out against violence against<br />

women, assessed our future space needs, increased work place safety training and ensured that<br />

we have the financial stability to continue to be in the community now and well into the future.<br />

In addition, we have expanded the Safe and Secure training program to numerous businesses<br />

addressing domestic violence and its impact on the workplace. We are also focusing on the<br />

increase in teen dating violence and working in partnership with schools and other agencies to<br />

address this issue on a county-wide level.<br />

As we reflect on the past 25 years, we will always honor the journey of the agency, the journey<br />

of survivors and the journey of a community. Together, we recognized domestic abuse as a<br />

community issue and took action to stop it. It was not a popular message but one that needed to<br />

be heard. It took a few concerned and dedicated citizens to begin the process but it has taken a<br />

whole community to help us achieve the impact we have today.<br />

We remain deeply grateful to all of our partners and supporters for their dedication to end<br />

abuse in the community. We look forward to continuing to work together to heal families and<br />

change lives.<br />

EmERgENcy ShELTER PRogRAm<br />

<strong>Christine</strong> <strong>Ann</strong> <strong>Domestic</strong> <strong>Abuse</strong> <strong>Services</strong>’ emergency shelter, the <strong>Christine</strong><br />

<strong>Ann</strong> Center, provides immediate safety to individuals and families who<br />

might otherwise be homeless as a result of domestic abuse. The shelter offers<br />

safe and temporary housing in a welcoming and supportive environment<br />

- in addition to having their basic needs met, victims meet with advocates to<br />

discuss personal and safety options and receive emotional support. While in<br />

shelter, the agency also offers victims legal advocacy, support groups, education<br />

and referrals to community resources—all while they maintain their own<br />

living spaces, make their own meals and take care of family needs. The<br />

shelter also houses the agency’s 24-Hour Helpline, answered by advocates<br />

and trained volunteers to assist victims, and concerned friends and family<br />

member with information on domestic violence issues. The goal is to offer<br />

a safe, self-empowering environment for individuals and families victimized<br />

by domestic violence.<br />

cLIENT AdVocAcy SERVIcES PRogRAm<br />

The Client Advocacy <strong>Services</strong> Program is the agency’s largest program in<br />

terms of the number of clients served, supporting clients in their journey<br />

from victim to survivor. The program offers comprehensive support services<br />

to meet the often complex needs of victims including individual options<br />

advocacy, safety planning, support groups, legal advocacy and referrals to<br />

community resources as well as other essential needs such as housing, financial<br />

assistance, child care, medical and mental health, parenting support, transitional<br />

living services, and employment and training programs. The goal of the<br />

program is to increase safety and to strengthen the self-sufficiency of victims<br />

caught in the cycle of abuse, moving them from victims to survivors.<br />

chILdREN ANd TEEN PRogRAm<br />

The Children and Teen Program provides services to youth that witness<br />

or are direct victims of domestic violence. <strong>Christine</strong> <strong>Ann</strong> provides a safe<br />

environment in which they can manage their fears and feelings, and learn<br />

about and understand healthy relationships and what it means to be safe.<br />

<strong>Services</strong> include individual support sessions, safety planning, support<br />

groups, and community referrals. The teen advocate works primarily with<br />

teens that are in abusive and unhealthy dating relationships, providing<br />

advocacy that centers on healthy and safe relationships. The program also<br />

offers support for parents (or caretakers) through positive parenting skills,<br />

and connecting them to community resources. The overall goal of the<br />

program is to enhance the safety and quality of life for children and teens<br />

that have witnessed or experienced domestic violence.<br />

offENdER INTERVENTIoN PRogRAm<br />

Alternatives and Treatment for Abusive Men (A.T.A.M) is a 44-week<br />

cognitive behavioral treatment program designed to work specifically with<br />

domestic violence offenders. The A.T.A.M. program holds batterers<br />

accountable for their violent and abusive choices, teaching them to<br />

recognize how their abusive behavior affects their partners and children,<br />

and to practice alternatives to abusive behaviors. In addition to A.T.A.M.,<br />

the program offers individual assessments of domestic violence perpetrators<br />

as well as a companion program for female offenders called Choices and<br />

Consequences. The overall goal of the program is to enhance the quality of<br />

life for domestic violence victims by changing the attitudes and behaviors<br />

of batterers through intervention and treatment.<br />

commUNITy EdUcATIoN ANd PREVENTIoN PRogRAm<br />

<strong>Christine</strong> <strong>Ann</strong> offers a comprehensive community education and prevention<br />

program in that works to prevent domestic violence through education<br />

and public awareness. The program offers presentations and trainings to a<br />

variety of community groups, organizations, and businesses; it also targets<br />

students in grades K-12 within the schools, addressing characteristics of<br />

abusive as well as healthy relationships, and teaching youth healthy ways to<br />

handle conflict and anger. The goal of the program is two-fold: To increase<br />

awareness of domestic violence by educating the community on how to<br />

help victims and to ensure that all victims know where to go for help; and<br />

to provide proactive services to decrease the generational cycle of violence<br />

and reduce future incidences of violence in the community.<br />

gREEN LAkE coUNTy RURAL oUTREAch PRogRAm<br />

<strong>Christine</strong> <strong>Ann</strong> operates a satellite office in Green Lake County to address<br />

the needs of rural victims and their children who face unique barriers to<br />

leaving an abusive situation—barriers that include geographic isolation,<br />

limited access to transportation, and confidentiality. The goal of the<br />

program is to mitigate these barriers and to help victims achieve safety and<br />

self-sufficiency. <strong>Services</strong> offered in Green Lake County include shelter<br />

options, support groups, 24-Hour Helpline support, children and teen<br />

programming, individual advocacy, safety planning, legal advocacy, and<br />

VoLUNTEER PRogRAm<br />

<strong>Christine</strong> <strong>Ann</strong> relies on the many volunteers who through their gifts of time<br />

and talent assist in the essential work that is required to successfully meet<br />

the agency’s mission. As advocates work with families in the community<br />

who are experiencing domestic violence, volunteers are busy greeting<br />

clients and donors, answering phones, and assisting with other office tasks.<br />

Many other volunteers are helping with shelter maintenance, repair and<br />

yard work. Additionally, volunteers provide support to <strong>Christine</strong> <strong>Ann</strong>’s<br />

children and teen advocates as they help youth understand and recover from<br />

the affects of abuse. Volunteers also serve in a variety of capacities to help<br />

plan and execute special events and activities, assisting the agency in raising<br />

critical revenue and awareness.<br />

hISToRy of chRISTINE ANN domESTIc ABUSE SERVIcES<br />

<strong>2009</strong> marked the 25 th anniversary of <strong>Christine</strong> <strong>Ann</strong> <strong>Domestic</strong> <strong>Abuse</strong> <strong>Services</strong>, 25 years of healing families and changing lives.<br />

Over the years our services have evolved to meet the diverse needs of families experiencing abuse. Below is a history of that evolution:<br />

SEPTEmBER 1984 – Regional <strong>Domestic</strong> <strong>Abuse</strong> <strong>Services</strong> (RDAS)<br />

opened a 13 bed shelter located at Park View Health Center and offices at the<br />

Neenah/Menasha YMCA.<br />

1987 – Children’s Program was added to serve children coming<br />

into shelter and children in the community who were growing up with<br />

family violence.<br />

1988 – Part-time Volunteer Coordinator was hired to recruit, train, and<br />

schedule volunteers to assist staff members in every phase of operation.<br />

1989 – Offender Intervention Program implemented as a result of<br />

Wisconsin passing the Mandated Arrest Law.<br />

1991 – Shelter was moved from Park View Health Care to a larger facility<br />

on Algoma Blvd. The shelter was renamed the <strong>Christine</strong> <strong>Ann</strong> Center, in<br />

memory of <strong>Christine</strong> <strong>Ann</strong> Clark, who lost her fight against domestic violence<br />

when she was murdered by her husband.<br />

1992 – Rural Outreach Program started in Berlin to better serve the needs<br />

of Green Lake County families.<br />

1995 – Prevention Specialist hired to address family violence issues and<br />

develop curriculums for the K-12 school systems in Winnebago and Green<br />

Lake Counties.<br />

1995 – Agency purchased the property next to the <strong>Christine</strong> <strong>Ann</strong> Center,<br />

which became an addition to the shelter to improve and maintain services to<br />

families affected by domestic violence.<br />

1996 – Completed a successful $1.3 million capital campaign to include the<br />

addition of an office area, group rooms, a board room, as well as indoor play<br />

area in the shelter’s lower level. Also added a handicap accessible bedroom to<br />

the first floor of the shelter and an additional 10 beds.<br />

1997 – The addition to the shelter was completed and an open house was<br />

held in May to showcase the new quarters.<br />

1998 – A special <strong>Domestic</strong> <strong>Abuse</strong> Investigative Unit for Winnebago County<br />

was initiated with two officers dedicated to investigating domestic abuse<br />

incidents. This was a first for the State of Wisconsin.<br />

T H E N A N D N O W<br />

ThEN: Shelter that could house 13 women and children and<br />

served 51 women and children in shelter and 8<br />

women and 1 child with advocacy services.<br />

NoW: Shelter with 35 beds that in <strong>2009</strong> served 258 women<br />

and children in shelter and 757 women and 275<br />

children and teens with advocacy services.<br />

ThEN: <strong>Domestic</strong> abuse was viewed as a “women’s issue.”<br />

NoW: Community recognizing abuse as a societal issue.<br />

1999 – As a result of grant funding, the agency was able to dedicate a staff<br />

person to providing legal advocacy to victims and to keeping the needs of<br />

victims at the forefront of the legal system.<br />

2000 – Choices & Consequences Program was developed to serve women<br />

who were arrested for domestic violence.<br />

2001 – The Board of Directors voted to change the name of the agency to<br />

<strong>Christine</strong> <strong>Ann</strong> <strong>Domestic</strong> <strong>Abuse</strong> <strong>Services</strong>, Inc., combining the overall Agency<br />

name with the name of the Shelter.<br />

2001 – Recognizing the rise in teen dating violence, the agency developed a<br />

program for teens in abusive dating relationships and hired a Teen Advocate.<br />

Again, another first for the State of Wisconsin.<br />

2003 – <strong>Christine</strong> <strong>Ann</strong> in collaboration with ADVOCAP received a Federal<br />

grant to launch Project P.O.W.E.R. (Providing Opportunities for Women’s<br />

Employment and Retention). The program was created to meet the unique<br />

need of domestic abuse victims in securing and maintaining employment.<br />

The program continues today through private support.<br />

2006 – To meet the increasing need for boys who are showing signs of<br />

abusive behaviors, a pilot program was developed for aggressive teen boys.<br />

2008 – The agency took the lead in forming a Teen Coordinated<br />

Community Response Team to address the growing and complex needs of<br />

teen dating violence and to bring all those in the community together to<br />

address the issue. This team is currently the only one in the State of Wisconsin.<br />

SEPTEmBER <strong>2009</strong> – <strong>Christine</strong> <strong>Ann</strong> <strong>Domestic</strong> <strong>Abuse</strong> <strong>Services</strong><br />

commemorated its 25 th anniversary with an open house at its shelter. Friends<br />

and family members of <strong>Christine</strong> <strong>Ann</strong> Clark’s were in attendance and shared<br />

their memories.<br />

Today, <strong>Christine</strong> <strong>Ann</strong> <strong>Domestic</strong> <strong>Abuse</strong><br />

<strong>Services</strong> continues to enhance its programs<br />

and services to meet the increasingly<br />

complex needs of individuals and families<br />

experiencing domestic violence and abuse,<br />

and to help guide and support clients in<br />

their journey from victim to survivor.<br />

ThEN: When police were called to a domestic violence<br />

incident abusers were told to “cool off.”<br />

NoW: The mandatory arrest law holds abusers accountable.<br />

ThEN: Only women speaking out on the issue.<br />

NoW: Men are taking a role in addressing violence<br />

against women.<br />
