By participating in ,the pooled capacity agreement in the JOA, Edison Sault is able to<br />
meet its load obligations and its capacity reserve requirements through the pooled<br />
capacity. In 2005, the Mid America interconnected Network (MAIN) reliability area,<br />
which included the sewice territories of We Energies and Edison Sault, required each<br />
utility member to maintain a minimum 15% capacity reserve requirement. The 15%<br />
- minimum capacity reserve level has been used in the calculation of the amount of<br />
g pooled capacity to be reserved by Edison Sault. For 2006, the ReliabiiityFirst<br />
& Corporation became the successor to MAlN for We Energies and Edison Sauit, and it<br />
s<br />
8 will maintain the same capacity reserve requirements that MAlN used in 2005.<br />
2 Additionally, the pooled capacity obtained by We Energies represents a portfolio of<br />
capacity resources which include short, mediumand long-term capacity agreements.<br />
Without the JOA, Edison Sault would not be able fo obtain a capacity portfolio as<br />
diverse as the pooied capacity, and Edison Sault could be harmed by over-reliance on a<br />
2 partjcular type of contract. For example, if Edison Sault entered a long-term contract,<br />
and the price for short-term capacity dropped significantly, Edison Sault wouid not be<br />

able to take advantage of short-term capacity agreements.<br />

from the specific pooled.capacity resources. Instead, -the JOA has separate provisions<br />
3 for the price of energy. This is importantbecause much of the pooled capacity is<br />
natural gas fired, which tends to have an energy strike price that is higher than the<br />
3 market price that Edison Sault pays for energy under the JOA.<br />

Without the pooled capacity resources, Edison Sault would not only have insufficient<br />
reserves, it would not have sufficient capacity to meet its peak loads (see ABATE<br />
Discovey Request 15, Document 2, Capacity workpapers). If the JOA energy and<br />
capacity were not available, and such requirements were not able to be replaced from<br />
another source, Edison Sault wouid have to run its higher cost diesel generating unib<br />
and impose outages on its customers on a daily basis.<br />
If Edison Sault attempted to meet the electrical requirements of its customers by<br />
purchasing energy on the short term markets (without reserving sufficient capacity), it<br />
would expose itself and its customers to significant risks of higher costs and forced<br />
interruptions. it would also be operating in a manner inconsistent with generally<br />
accepted good utility practice. If the entire electric industy operated in this manner,<br />
customers would be exposed to high costs and frequent outages.<br />

Edison Sault is a network transmission customer of the American Transmission Company<br />
LLC (ATC). Power purchased under the Consumem Energy and WEPCo contracts<br />
reaches the Edison Sault service territory through two ATC owned 138 kV transmission.<br />
lines at the Machac Straits and in ATC owned double circuit 138 kV line coImecthg<br />
the Perkins and Indian Lalces substations at the west end of Edison Sault's service<br />
territory, The transmission lines are expected to be sufi?cient to sene Edlson Sault's<br />

Bdison Sault and Cloverland's service territories has not yet occuned There has been<br />
minimal alternate supplier activity, reflectirig the small market area, the' utilities<br />
