Skating Club begin <strong>the</strong> first,<br />

day of competition in <strong>the</strong><br />

Cariboo North-Central<br />

Regional Figure Skating<br />

championships at Terrace.<br />

Representing <strong>Quesnel</strong> at<br />

<strong>the</strong> four-day event are<br />

Kimberley Pilkington, Tina<br />

Funn <strong>and</strong> alternate Shauna<br />

Daly in <strong>the</strong> preliminary<br />

ladies (age 10 <strong>and</strong> under)<br />

category; Traci Dorsey in<br />

<strong>the</strong> preliminary ladies (11<br />

<strong>and</strong> over) group; Leanne<br />

Doucette <strong>and</strong> Rhonda Heppner<br />

in pre-juvenile ladies<br />

<strong>and</strong> Tracy Lowery in prenovice.<br />

For most of <strong>the</strong> skaters<br />

this will be <strong>the</strong>ir first crack<br />

at regional competition.<br />

Ten-year-old Pilkington<br />

is making her first appearance<br />

in competition,<br />

earning a berth in <strong>the</strong> championships<br />

by placing first in<br />

<strong>the</strong> club s skate-off. •<br />

Six girls competed for<br />

two spots in <strong>the</strong> preliminary<br />

ladies, with Pilkington, a<br />

four-year member of <strong>the</strong><br />

club, taking first spot <strong>and</strong><br />

Funn finishing second.<br />

This will be Funn's first<br />

competition as well. The<br />

10-year-old has been<br />

skating with <strong>the</strong> club for<br />

four years.<br />

Nine-year-old Daly is <strong>the</strong><br />

youngest member of <strong>the</strong><br />

contingent <strong>and</strong> will be <strong>the</strong><br />

alternate in <strong>the</strong> preliminary<br />

ladies event.<br />

Dorsey is <strong>the</strong> lone club<br />

representative in <strong>the</strong><br />

preliminary ladies (11 <strong>and</strong><br />

over) category. The 12-year<br />

old has been with <strong>the</strong> club<br />

for four years, <strong>and</strong> is also<br />

making her first appearance<br />

in competition.<br />

Kangaroos' preseason perfect<br />

<strong>Quesnel</strong> Kangaroos<br />

finished <strong>the</strong> pre-season with<br />

an unblemished 5-0 record<br />

last Wednesday as <strong>the</strong>y<br />

outscored <strong>the</strong> Mohawks 8-5<br />

at Prince George in <strong>the</strong> final<br />

exhibition game of <strong>the</strong> year<br />

for both teams.<br />

It was <strong>Quesnel</strong>'s third<br />

win against Prince George,<br />

<strong>and</strong> came before <strong>the</strong><br />

smallest Mohawk crowd in<br />

10 years: just 123 fans paid<br />

to see <strong>the</strong> game.<br />

Prince George opened <strong>the</strong><br />

scoring in <strong>the</strong> first period<br />

on a goal by Wes Scott but<br />

<strong>the</strong> Kangaroos came back<br />

with four straight to take a<br />

4-1 lead.<br />

Dave Wood brought <strong>the</strong><br />

Mohawks within two near<br />

<strong>the</strong> end of <strong>the</strong> first <strong>and</strong><br />

Prince George tied it in <strong>the</strong><br />

second period on goals by<br />

Rick Symenuk <strong>and</strong> Gord<br />

Merritt.<br />

It was all <strong>Quesnel</strong> in <strong>the</strong><br />

third, however, as <strong>the</strong>y<br />

capitalized on Mohawk<br />

miscues with four goals to<br />

wrap up <strong>the</strong> win.<br />

Brad Crossan got <strong>the</strong><br />

lone Prince George goal of '<br />

<strong>the</strong> period.<br />

Lyle Inglis scored<br />

ano<strong>the</strong>r two goals to bring<br />

his pre-season total to eight,<br />

while Brian Festerling with<br />

two, Rob Lattman, Don<br />

Festerling <strong>and</strong> Barry<br />

Gagnon rounded out <strong>the</strong><br />

'Roos scoring.<br />

"It went better than last<br />

time," said acting coach<br />

Dick Marsh of <strong>the</strong> game.<br />

"We outshot <strong>the</strong>m (44-25)<br />

<strong>and</strong> we played in <strong>the</strong>ir end a<br />

lot.<br />

"We were passing <strong>the</strong><br />

puck much better."<br />

Marsh said <strong>the</strong> players<br />

still have to work on playing<br />

as a team, but <strong>the</strong>y are<br />

starting to come around.<br />

Brian David played <strong>the</strong><br />

first period <strong>and</strong> a half in<br />

goal for <strong>Quesnel</strong>.<br />

teacher was making his first<br />

start <strong>and</strong> played "very<br />

well" said Marsh.<br />

"He's a little unorthodox,"<br />

said Marsh, "but<br />

what he lacks in experience<br />

One of <strong>the</strong> important things for all Canadians to realize<br />

about <strong>the</strong> Constitutional Debate that is going on now, is<br />

that <strong>the</strong> government controls all stages of <strong>the</strong> debate.<br />

Many people could easily make <strong>the</strong> assumption that <strong>the</strong><br />

speeches which are being given/now can alter <strong>the</strong> Liberal<br />

proposal.<br />

In fact, a/ny speeches given in <strong>the</strong> House of Commons<br />

are intended to inform <strong>the</strong> public, ra<strong>the</strong>r than to change<br />

Liberal minds.<br />

The best thing that an MP can do at this stage is let <strong>the</strong><br />

people of his riding know what <strong>the</strong> dangers arein <strong>the</strong><br />

Liberal proposal.<br />

The present government has shown on many occasions<br />

that it listens to opinion polls more than it does to sound<br />

arguments. My job, as I see it, is to convey <strong>the</strong> opinions of<br />

people in my riding so that <strong>the</strong> government will take<br />

ano<strong>the</strong>r look at <strong>the</strong> patriatioh plan for <strong>the</strong> Constitution.<br />

So what exactly is <strong>the</strong> procedure that is being followed in<br />

<strong>the</strong> Constitutional Debate?<br />

When <strong>the</strong> Act was introduced into <strong>the</strong> House of Commons,<br />

<strong>the</strong> purpose was for <strong>the</strong> legislation to be referred to<br />

a Committee. The present debate is over that motion, <strong>and</strong><br />

at this point <strong>the</strong>re can be ho changes to <strong>the</strong> Resolution.<br />

Eventually, <strong>the</strong> motion for <strong>the</strong> referral to Committee<br />

will be passed, <strong>and</strong> a Committee will be established to<br />

recommend amendments to <strong>the</strong> Act.<br />

This committee will be controlled by government<br />

Members, <strong>and</strong> so <strong>the</strong> Liberals will have control at this stage<br />

also.<br />

Finally, <strong>the</strong> Resolution will be sent back to <strong>the</strong> House of<br />

Commons for <strong>the</strong> implementaton of <strong>the</strong> amendments<br />

recommended by <strong>the</strong> Committee.<br />

At this stage, <strong>the</strong> Liberals can continue to control <strong>the</strong><br />

Debate because of <strong>the</strong>ir majority. In o<strong>the</strong>r words, <strong>the</strong><br />

Committee's recommendations can be totally ignored.<br />

After this, <strong>the</strong> Resolution will be rubber-stamped by'<strong>the</strong><br />

Senate, <strong>and</strong> <strong>the</strong> entire package will be sent to London for<br />

approval <strong>the</strong>re.<br />

What, <strong>the</strong>n, is <strong>the</strong> point of this long, drawn-out procedure?<br />

Very simply, a Member of <strong>the</strong> Opposition hopes<br />

that during <strong>the</strong> Debate, he can rally enough public support<br />

against <strong>the</strong> action which <strong>the</strong> government proposes.<br />

Eventually, it does come back to <strong>the</strong> man in <strong>the</strong> street<br />

after all! The government will try to shorten <strong>the</strong> length of<br />

<strong>the</strong> Debate so that <strong>the</strong> Opposition does not have <strong>the</strong> time to<br />

convince <strong>the</strong> people of our position.<br />

I certainly hope that <strong>the</strong> Liberals are not successful in<br />

<strong>the</strong>ir attempts to do this, because if <strong>the</strong>y do, it will be your<br />

voice which is stifled.<br />

The voice of <strong>the</strong> people of Cariboo-Chilcotin must be<br />

heard, because if it is not, your lives will be run from Ottawa.<br />

The Prime Minister wishes to concentrate power in Central<br />

Canada, because that is where he gets his votes.<br />

British Columbia is simply a nuisance, a place that will<br />

not co-operate with his plans.<br />

Many people come to me <strong>and</strong> say that-Ottawa does not<br />

listen, that <strong>the</strong> government does not care about<br />

Westerners. If <strong>the</strong> Prime Minister gets his way now, <strong>the</strong>n I<br />

am sure that you will find that Ottawa will be stone deaf in<br />

<strong>the</strong> future.<br />

The time to be heard is now, while your voice still counts<br />

for something in <strong>the</strong> capital. i<br />

Smuggling is on <strong>the</strong> increase<br />

in <strong>the</strong> Punjab along<br />

<strong>the</strong> border with Pakistan.<br />

Senior officers of <strong>the</strong><br />

Punjab police, <strong>the</strong> B.S.F.<br />

<strong>and</strong> <strong>the</strong> Central Excise <strong>and</strong><br />

Customs recently agreed to<br />

intensify patrolling along<br />

<strong>the</strong> State's international<br />

border.<br />

The Punjab government<br />

has decided to select police<br />

officers who are known for<br />

<strong>the</strong>ir integrity <strong>and</strong> efficiency<br />

for appointment as Station<br />

House Officers in <strong>the</strong><br />

border belt.<br />

According to reports<br />

<strong>the</strong>re is a spurt in smuggling<br />

in <strong>the</strong> border region of<br />

Amritsar district. Smugglers<br />

from 1976 to 1979.<br />

He has been professor of<br />

art education in <strong>the</strong> Faculty<br />

of Education at UBC since<br />

1955, where he now teaches<br />

part-time.<br />

In 1972, he set up <strong>the</strong><br />

visual arts' program at <strong>the</strong><br />

Banff Centre of Fine Arts.<br />

He has also conducted<br />

workshops for <strong>the</strong> Outreach<br />

program.<br />

Smith has had numerous<br />

one-man shows in major<br />

Canadian cities, <strong>and</strong> ex­<br />

hibits regularly in Canada,<br />

<strong>the</strong> U. S., <strong>and</strong> Engl<strong>and</strong>. His<br />

work is included in many<br />

private, corporate <strong>and</strong><br />

public collections in North<br />

America.<br />

Originally a watercolourist<br />

<strong>and</strong> commercial<br />

designer, he was influenced<br />

by British painting <strong>and</strong> his<br />

traditional training in Winnipeg.<br />

After a visit to San Francisco<br />

in 1950, he began to<br />

explore painting with more<br />

freedom. His works have<br />

become more simplified,<br />

often stressing colour relationships<br />

or structure, <strong>and</strong><br />

show his concern with <strong>the</strong><br />

polarities of realism versus<br />

abstraction.<br />

A long-time resident of<br />

<strong>the</strong> Cariboo, Jim Miller,<br />

died at G.R. Baker Hospital<br />

October 9, 1980, at <strong>the</strong> age<br />

of 79.<br />

Mr. Miller first came to<br />

<strong>the</strong> area in 1922, when he<br />

settled near Marguerite.<br />

Ten years later he moved to<br />

<strong>Quesnel</strong> <strong>and</strong> worked for <strong>the</strong><br />

PGE Railroad as section<br />

foreman.<br />

In 1950, he was appointed<br />

roadmaster, a position<br />

which he held until his<br />

retirement in 1961, after<br />

having spent more than 40<br />

years with <strong>the</strong> rail company.<br />

Miller was predeceased<br />

by his wife Ester in 1960,<br />

<strong>and</strong> two sons who were killed<br />

in <strong>the</strong> Second World<br />

War.<br />

Surviving are three sons:<br />

Ernest <strong>and</strong> William of<br />

<strong>Quesnel</strong>, <strong>and</strong> Edward of<br />

Delta. Also surviving are<br />

two daughters, Beatrice Inglis<br />

of <strong>Quesnel</strong> <strong>and</strong> Evelyn<br />

Wea<strong>the</strong>rill of Perth,<br />

Australia.<br />

Mr. Miller also leaves a<br />

bro<strong>the</strong>r, Norman, of Abbbotsford,<br />

19 gr<strong>and</strong>children<br />

<strong>and</strong> 15 great-gr<strong>and</strong>children.<br />

than it did in February, up<br />

to $82,000 from $60,000.<br />

A Victoria bungalow is<br />

now $105,000, up 32.1 per<br />

cent from $79,500.<br />

Only one area surveyed<br />

recorded a price increase of<br />

less than 16 per cent: East<br />

Vancouver, where <strong>the</strong><br />

Increases were even more<br />

Surrey recorded a staggering<br />

house over <strong>the</strong> eight-month<br />

survey period, from<br />

$120,000 in October.<br />

Prices were up 36 per cent<br />

in North Vancouver, 25.9<br />

per cent in Kelowna.<br />

The survey, conducted<br />

every four months, is based<br />

on opinion <strong>and</strong> data from<br />

its more than 160 residential<br />

generally in <strong>the</strong> one to six<br />

showed <strong>the</strong> greatest appreciation,<br />

in Richmond Hill, from<br />

Today I walked down <strong>the</strong><br />

restored sidewalks <strong>and</strong> cobblestone<br />

alleys of historic<br />

Bastion Square in Victoria,<br />

British Columbia.<br />

A couple of days ago, I<br />

walked through <strong>the</strong> Gastown<br />

<strong>District</strong> of Vancouver, British<br />

Columbia. This, too, is an<br />

area of great historical significance,<br />

<strong>and</strong> today is enjoying<br />

a resurgence of popularity<br />

<strong>and</strong> activity.<br />

It's a national trend —<br />

both in Canada <strong>and</strong> <strong>the</strong> United<br />

States — recycling older<br />

districts of major cities into<br />

unique <strong>and</strong> highly atmospheric<br />
