Man when I say thank you to<br />
all the volunteers who made the<br />

Top athletes battle for RustMan honors<br />

T.C. Cardillo turned on the speed<br />
in the fi nal leg of Monday’s RustMan<br />
triathlon to take fi rst place. Cardillo<br />
was down by 6 minutes before starting<br />
the 10-kilometer run.<br />
Cardillo’s time of 2:17:44 topped<br />
second place <strong>and</strong> last year’s champion,<br />
Nick Perry, by more than two<br />
minutes.<br />
“<strong>The</strong> biggest surprise this year<br />
was Thomas Cardillo’s beating<br />
Nick Perry <strong>and</strong> Robert Guidi, the<br />

year, there were 32 individuals <strong>and</strong><br />
24 teams, putting 56 contestants on<br />
each course segment.<br />
Categories for athletes included,<br />
male or female open, for men or<br />
women 19–39; male or female<br />
youth, for males or females 18<br />
<strong>and</strong> under; male or female master,<br />
for men or women 40 <strong>and</strong><br />
older.<br />
<strong>The</strong> youngest contestant<br />
this year was Chris Berlind,<br />
16. He completed<br />
the triathlon in 2:35:<br />
44, 15 minutes off<br />
of his time from last<br />
year.<br />
<strong>The</strong> oldest contestant<br />
was 55-year old<br />

USAKA fl exes response muscles in mass<br />

<strong>The</strong> <strong>Kwajalein</strong> <strong>Hourglass</strong><br />

Heart-stopping words…airplane<br />
crash, injuries, death… were uttered<br />
at 9:20 a.m. Saturday on <strong>Kwajalein</strong>.<br />
Words of comfort…response, aid,<br />
rescue…followed closely behind at<br />
9:25 a.m.<br />
In a scenario used to test the isl<strong>and</strong>’s<br />
emergency response capabilities, an<br />
airplane en route from Honolulu to<br />
Guam crashed on the U.S. <strong>Army</strong><br />
<strong>Kwajalein</strong> Atoll installation. At 9:30<br />
a.m. of the reported 151 passengers<br />
<strong>and</strong> nine crew members, 42 were accounted<br />
for, 10 listed in critical condition,<br />
21 injured, 11 confi rmed dead<br />
<strong>and</strong> 118 unaccounted for.<br />
<strong>The</strong> incident prompted activation of<br />
the Emergency Operations Center by<br />
Maj. Craig Holton, USAKA/RTS Operations<br />
offi cer.<br />
“<strong>The</strong> EOC is the focal point of all<br />
on-isl<strong>and</strong> emergency response efforts<br />
of this magnitude,” explained Holton,<br />
“<strong>and</strong> all the information from the fi eld<br />
is passed to the EOC where the decisions<br />
are made <strong>and</strong> orders issued.”<br />
Holton said that during a mass-casualty<br />
exercise such as the one that<br />
took place Saturday, the fi re department<br />
<strong>and</strong> hospital are the key players.<br />
<strong>The</strong>ir quick <strong>and</strong> effective response is<br />
what pleased Holton most about the<br />
exercise.<br />
First responders line up <strong>and</strong> assess casualties on the airfi eld. Approximately 30<br />
volunteer victims participated in Saturday’s exercise.<br />

He added that the <strong>Kwajalein</strong> Police<br />
Department has a supporting role <strong>and</strong><br />
in some cases, such as a water rescue,<br />
participate in rescue efforts as well as<br />
secure the accident scene <strong>and</strong> other<br />
critical areas.<br />
Numerous not-so-obvious departments<br />
also play a role, as do many<br />
more behind the scenes. For instance,<br />
Holton said that in this accident scenario,<br />
there was a large amount of jet<br />
fuel on the ground.<br />
“We dispatched a hazardous material<br />
unit. <strong>The</strong> Water department also<br />
was notifi ed to seal up the lens wells<br />
so they would not get contaminated<br />
with fuel run off. Automotive supplied<br />
additional vehicles <strong>and</strong> drivers to move<br />
the victims. <strong>The</strong> list goes on <strong>and</strong> on,”<br />
he said.<br />
Adding realism to this year’s exercise<br />
were approximately 30 volunteer victims,<br />
who donned makeup to refl ect<br />
their prescribed injuries.<br />
“This year I was very lucky in that I<br />
was able to enlist the help of a great<br />
group of folks who volunteered to be<br />
exercise makeup artists,” Holton said.<br />
“<strong>The</strong>se folks took time out of their day<br />
to attend a class taught by the hospital<br />
nurses <strong>and</strong> then came out early this<br />
morning <strong>and</strong> did an outst<strong>and</strong>ing job<br />
making our victims look gruesome.<br />
This extra effort paid off by giving our<br />
medical personnel a more realistic<br />
looking victim to work on.”<br />
When asked how it feels to be tested,<br />
Jerry Leverett, assistant Fire chief<br />
<strong>and</strong> Incident comm<strong>and</strong>er, said that<br />
Leslie-Ana Curtiss, donning makeup<br />
indicating that the crash left her missing<br />
one eye, untangles a fellow victim’s<br />
medical tag as they wait under the<br />
makeup tent for the start of the exercise.<br />

only way to do it,” adding that in the<br />
emergency services arena, these types<br />
of training sessions are encouraged.<br />
“It is the only way to know if your<br />
plan works. If it does, great. If not, now<br />
you know where to go next if any adjustments<br />
are needed,” he said.<br />
This exercise tested the department’s<br />
capabilities while splitting<br />
forces. Because the scenario called for<br />
part of the aircraft wreckage to be in<br />
the water, fi re <strong>and</strong> emergency services<br />
supported the police boat with rescue<br />
swimmers.<br />
Leverett said that searching for possible<br />
survivors in the open water took<br />
away from the ground rescue efforts.<br />
He explained that adjustments were<br />
made <strong>and</strong> “we carried on with the<br />
mission at task.”<br />
Operational organization <strong>and</strong> teamwork<br />
shone throughout, said Leverett,<br />
<strong>and</strong> “every obstacle was addressed<br />
with solid reasoning as it was presented<br />
to them.”<br />
“In mass casualty exercises, the<br />
element of surprise is worked in, to<br />
truly test you. Although we were tried<br />
by these elements, the crews gelled<br />
together as one,” he said. “I am very<br />
fortunate to lead<br />
such a veteran<br />
group of fi refi ghters.”<br />
Leverett added<br />
that there was<br />
great response<br />
from the fi re prevention<br />
office,<br />
explaining that<br />
much of the laborintense<br />
tasking<br />
was h<strong>and</strong>led by<br />
them when firefi<br />
ghters were tied<br />
up with other responsibilities.<br />
Dr. Eric Lindborg,<br />
<strong>Kwajalein</strong><br />
Hospital’s chief<br />
medical offi cer, served as Red Team<br />
leader during the exercise, with responsibility<br />
for oversight of prioritizing<br />
the medical response.<br />
Lindborg said he was pleased with<br />
his area’s “excellent teamwork,” adding<br />
that there was a good review of<br />
procedures <strong>and</strong> staff call-in for the<br />
mass-casualty event.<br />
Lindborg also offered kudos to the<br />
fi re department personnel, who he<br />

“More simulated patients than in prior<br />
exercises emphasizes the challenges of<br />
making spur-of-the-moment decisions<br />
regarding what can <strong>and</strong> cannot be done<br />
for a given patient,” he said.<br />
By 10:42 a.m., the exercise had come to<br />
an end. Overall, Holton said that he thinks<br />

Sholar said that training<br />
for the annual event varies<br />
greatly. “Someone like<br />
Thomas Cardillo got away<br />
with very little triathlon<br />
training <strong>and</strong> still won,<br />
because he stays very fi t<br />
all the time <strong>and</strong> plays lots<br />
of sports that produce endurance.<br />
Several contestants<br />
had their training<br />
regimens broken by TDY<br />
business activity or family<br />
emergencies. Most of<br />
these relish the event so<br />
much that they competed<br />
anyway, knowing they almost<br />
surely would not be<br />
able to match prior best<br />
performances,” he added.<br />
<strong>The</strong> winner, Cardillo<br />
said, “I surf for the swimming<br />
portion (note the gen-<br />

Cardillo added, “We have<br />
a great environment to play<br />
in so get out <strong>and</strong> be active<br />
throughout the year.”<br />

segment that has the better<br />
bikers on Isl<strong>and</strong> asking<br />
“How did he do that?” according<br />
to Sholar.<br />
<strong>The</strong> RustMan began as<br />
an idea tossed around<br />
at a back-yard barbecue<br />
in either 1979 or 1980,<br />
depending on who you<br />
ask. It was started as a<br />
mini-Ironman <strong>and</strong> is onefourth<br />
the length of the<br />
Hawaiian competition.<br />
“And of course, someone<br />
suggested the RustMan,<br />
because if it wasn’t going<br />
to be an Ironman <strong>and</strong><br />
it was on Kwaj,” Sholar<br />

of a part-time United States magistrate<br />
judge for the United States District Court<br />
for the District of Hawaii at <strong>Kwajalein</strong> <strong>Missile</strong><br />

<strong>The</strong> duties of the position are dem<strong>and</strong>ing<br />
<strong>and</strong> wide-ranging, <strong>and</strong> include: (l) the<br />
conduct of most preliminary proceedings<br />
in criminal cases; (2) the trial <strong>and</strong> disposition<br />
of misdemeanor cases; (3) the<br />
conduct of various pretrial matters <strong>and</strong><br />
evidentiary proceedings on delegation<br />
from the judges of the district court; <strong>and</strong><br />
