Introduction<br />
• <strong>Taiwan</strong> is located <strong>in</strong> <strong>the</strong> subtropical zone near Western<br />
Pacific Ocean and manifests typical island climate.<br />
Typhoons and storms <strong>in</strong>vade <strong>Taiwan</strong> frequency and<br />
usually result <strong>in</strong> serious casualty.<br />
• The crucial obligation <strong>for</strong> <strong>the</strong> government is to<br />
make a prompt decision as soon as possible to<br />
per<strong>for</strong>m <strong>the</strong> rescu<strong>in</strong>g action with<strong>in</strong> limited time.<br />
The <strong>in</strong><strong>for</strong>mation will give a help<strong>in</strong>g hand <strong>for</strong> <strong>the</strong><br />
authorities be<strong>for</strong>e <strong>the</strong>y take action.
In time <strong>of</strong> flood<strong>in</strong>g<br />
