Establish or participate <strong>in</strong> a task force or<br />
committee on child labour <strong>in</strong> representative<br />
employers’ organizations at <strong>the</strong> local, state or<br />
national level.<br />
Support <strong>and</strong> help design educational/vocational<br />
tra<strong>in</strong><strong>in</strong>g <strong>and</strong> counsell<strong>in</strong>g programmes for <strong>work</strong><strong>in</strong>g<br />
children, <strong>and</strong> skills tra<strong>in</strong><strong>in</strong>g for parents of <strong>work</strong><strong>in</strong>g<br />
children.<br />
Encourage <strong>and</strong> assist <strong>in</strong> launch<strong>in</strong>g supplementary<br />
health <strong>and</strong> nutrition programmes for children<br />
removed from dangerous <strong>work</strong>, <strong>and</strong> provide<br />
medical care to cure children of occupational<br />
diseases <strong>and</strong> malnutrition.<br />
4.2.6 Development partners<br />
Development partners are both <strong>in</strong>ternational<br />
<strong>and</strong> local non-governmental organizations<br />
as well as (<strong>in</strong>ter)national organizations with a<br />
focus on development issues. The follow<strong>in</strong>g<br />
recommendations are directed at development<br />
partners:<br />
Ensure that child labour issues with regard to<br />
<strong>livestock</strong> are ma<strong>in</strong>streamed <strong>in</strong>to development<br />
programmes <strong>and</strong> projects.<br />
Support <strong>in</strong>itiatives that aim to improve school<br />
attendance with<strong>in</strong> rural areas, for example,<br />
<strong>in</strong>creas<strong>in</strong>g access to quality <strong>and</strong> affordable<br />
education relevant to <strong>the</strong> community.<br />
Support governments <strong>in</strong> <strong>the</strong> design <strong>and</strong><br />
implementation of particular policies <strong>and</strong> actions<br />
with regard to child labour <strong>and</strong> with<strong>in</strong> general<br />
poverty alleviation strategies.<br />
Monitor child labour issues at <strong>the</strong> community<br />
level <strong>and</strong> support <strong>the</strong> development <strong>and</strong><br />
<strong>in</strong>stitutionalization of child labour monitor<strong>in</strong>g<br />
systems <strong>and</strong> databases.<br />
Undertake <strong>and</strong> support research on child labour<br />
<strong>in</strong> <strong>the</strong> <strong>livestock</strong> <strong>sector</strong>, <strong>in</strong>clud<strong>in</strong>g provid<strong>in</strong>g<br />
support <strong>in</strong> risk assessments <strong>and</strong> def<strong>in</strong><strong>in</strong>g<br />
countries’ lists of hazardous <strong>work</strong> for children.<br />
Initiate <strong>and</strong> support awareness rais<strong>in</strong>g <strong>and</strong><br />
campaign<strong>in</strong>g on education <strong>and</strong> child labour,<br />
especially its worst forms.<br />
Produce specific sensitization material on child<br />
labour <strong>in</strong> <strong>the</strong> <strong>livestock</strong> <strong>sector</strong> <strong>and</strong> transfer it<br />
through suitable channels.<br />
4.2.7 FAO<br />
It is recommended that FAO:<br />
Cont<strong>in</strong>ue to raise awareness on child labour<br />
<strong>in</strong> <strong>the</strong> <strong>livestock</strong> <strong>sector</strong> with<strong>in</strong> FAO <strong>and</strong> <strong>in</strong> FAO<br />
member countries to promote actions <strong>in</strong><br />
areas where FAO has a specific m<strong>and</strong>ate <strong>and</strong><br />
comparative advantage to help prevent <strong>and</strong><br />
reduce child labour <strong>in</strong> agriculture, for example,<br />
support<strong>in</strong>g poverty alleviation as a specific <strong>and</strong><br />
targeted means of reduc<strong>in</strong>g child labour.<br />
Contribute to build<strong>in</strong>g stakeholders’ capacity<br />
to ma<strong>in</strong>stream child labour <strong>in</strong> <strong>livestock</strong> <strong>in</strong>to<br />
agricultural <strong>and</strong> rural development policies,<br />
programmes, projects <strong>and</strong> activities <strong>in</strong> order to<br />
create an enabl<strong>in</strong>g environment for child labour<br />
reduction <strong>and</strong> prevention.<br />
Support <strong>the</strong> development <strong>and</strong> implementation<br />
of primary (<strong>and</strong> secondary) school curricula that<br />
are relevant to <strong>the</strong> rural <strong>and</strong> agricultural context<br />
<strong>and</strong> pastoralist societies.<br />
Work with partners to promote exist<strong>in</strong>g<br />
good practices (e.g. <strong>in</strong>tegrated area-based<br />
approaches to child labour prevention), develop<br />
related tools <strong>and</strong> explore <strong>in</strong> which specific<br />
situations alternative <strong>livestock</strong> practices, such as<br />
community-managed herd<strong>in</strong>g <strong>and</strong> child labour<br />
rangel<strong>and</strong> management, can be useful for<br />
reduc<strong>in</strong>g child labour.<br />
More actively address child labour <strong>in</strong> its ongo<strong>in</strong>g<br />
<strong>work</strong> on <strong>livestock</strong>, for example <strong>in</strong> <strong>the</strong> <strong>work</strong><br />
undertaken <strong>in</strong> <strong>the</strong> context of governance of <strong>the</strong><br />
<strong>livestock</strong> <strong>sector</strong>.<br />
Promote decent rural employment, particularly<br />
for youth, turn<strong>in</strong>g situations of hazardous<br />
child labour <strong>in</strong>to conditions for decent youth<br />
employment.<br />
Contribute to reduc<strong>in</strong>g <strong>the</strong> knowledge gap <strong>in</strong><br />
child labour <strong>in</strong> <strong>the</strong> <strong>livestock</strong> <strong>sector</strong> by support<strong>in</strong>g<br />
research <strong>in</strong>itiatives on <strong>the</strong> issue, especially with<br />
regard to <strong>the</strong> worst forms of child labour <strong>in</strong> this<br />
<strong>sector</strong> <strong>and</strong> <strong>the</strong> exact hazards <strong>and</strong> risks related to<br />
particular <strong>work</strong> activities.<br />
Actively exp<strong>and</strong> collaboration with<strong>in</strong> established<br />
structures (e.g. with <strong>the</strong> ILO <strong>and</strong> <strong>the</strong> IPCCLA) <strong>and</strong><br />
seek new l<strong>in</strong>ks with <strong>in</strong>ternational organizations<br />
(<strong>in</strong>clud<strong>in</strong>g those of <strong>the</strong> United Nations) to <strong>work</strong><br />
toge<strong>the</strong>r on <strong>the</strong> prevention <strong>and</strong> elim<strong>in</strong>ation of<br />
child labour, especially <strong>the</strong> worst forms, <strong>in</strong> <strong>the</strong><br />
<strong>livestock</strong> <strong>sector</strong>.
