NOTICE INVITING TENDER (NIT)<br />

<strong>Tender</strong> No.<strong>Raj</strong><strong>Bhavan</strong>-1012/PRO/ Dated: 18 th July, 2012.<br />

<strong>Raj</strong> <strong>Bhavan</strong>, <strong>Mumbai</strong> invites tenders from Reputed Publishers in two<br />

envelope system for <strong>the</strong> following work:<br />

Name of work: Publication of <strong>Coffee</strong> table books in English and Marathi.<br />

<strong>Raj</strong> <strong>Bhavan</strong> intends to take up publication of a coffee table book illustrating <strong>the</strong><br />

various aspects of <strong>the</strong> institution. This coffee table book will be of interest to<br />

students, scholars, heritage lovers and citizens in general. It will also be presented<br />

to visiting dignitaries as a souvenir. Bids are being invited for <strong>the</strong> publication of <strong>the</strong><br />

coffee table book.<br />

1. Eligibility criteria<br />

The bidder should have prior experience of publishing (inclusive of content<br />

generation, research, photography, design and printing) at least 3 coffee table<br />

books in English of not less than 150 pages each. The bidder should provide a<br />

list of such publications and submit a self-certification of <strong>the</strong> activities carried<br />

out by <strong>the</strong> bidder in each publication. The bidder should have an office within<br />

<strong>the</strong> state of Maharashtra.<br />

2. Specifications<br />

The coffee table book should have around 150 pages. The size of <strong>the</strong> coffee<br />

table book should be 11 * 11 inches. The book should be hard bound (3 mm<br />

board), machine stitched and provided with dust jacket wrapping. The<br />

specifications of <strong>the</strong> paper to be used are as follows.<br />

For <strong>the</strong> Dust jacket - Foreign Art Paper, Matt Finish, 135 GSM<br />

For <strong>the</strong> book - Foreign Art Paper, Matt Finish, 170 GSM<br />

The book should have two versions- English and Marathi. The first edition is<br />

likely to be around 1500 copies (both versions toge<strong>the</strong>r). The exact number of<br />

copies of <strong>the</strong> English and Marathi editions will be specified in <strong>the</strong> work order.<br />

(The tentative volume is expected to be 70% English and 30% Marathi.)<br />

3. Theme<br />

The book is intended to provide readers with a visual feel of <strong>the</strong> various facets of<br />

<strong>Raj</strong> <strong>Bhavan</strong>. The book should reflect <strong>the</strong> historical, architectural and cultural


heritage of <strong>the</strong> institution. The different aspects of life and <strong>the</strong> aes<strong>the</strong>tic<br />

grandeur of <strong>Raj</strong> <strong>Bhavan</strong> should be tastefully brought out through <strong>the</strong><br />

photographs. Small commentaries, anecdotes and captions should be included<br />

to provide <strong>the</strong> required perspective to <strong>the</strong> reader. The textual content should,<br />

however, be kept to <strong>the</strong> minimum so that <strong>the</strong> visual feel of <strong>the</strong> book is retained.<br />

Apart from <strong>Mumbai</strong>, <strong>Raj</strong> <strong>Bhavan</strong>s are located at Pune, Nagpur and<br />

Mahabaleshwar also. Various facets of all <strong>the</strong> 4 <strong>Raj</strong> <strong>Bhavan</strong>s should find place in<br />

<strong>the</strong> coffee table book, with greater focus on <strong>Raj</strong> <strong>Bhavan</strong>, <strong>Mumbai</strong>. The period<br />

prior to 1947 should also be covered briefly. The coffee table book should depict<br />

<strong>the</strong> architecture, flora and fauna, special events and functions like swearing-in<br />

ceremonies, visits of international dignitaries, banquets, “at-home” functions,<br />

artifacts, <strong>the</strong> Governor’s paraphernalia, exotic furniture, carpets, paintings etc.<br />

4. Scope of work<br />

The bidder will be responsible for content generation, research, photography, lay<br />

out designing, compiling of photographs and printing. A Technical Advisory<br />

Committee headed by Shri. Sadashiv Gorakshkar will grant approval to <strong>the</strong><br />

content (both text and photographs). Necessary changes in lay-out and design<br />

can also be suggested by <strong>the</strong> Technical Advisory Committee and will have to be<br />

incorporated by <strong>the</strong> bidder.<br />

<strong>Raj</strong> <strong>Bhavan</strong> will provide access to archival material and photographs in its<br />

possession. The bidder can also source material from <strong>the</strong> Directorate of State<br />

Archives, <strong>Mumbai</strong>. The bidder can also source archival material and<br />

photographs from private sources as well. No separate charges for this will be<br />

payable for this. The bidder may also need to take some photographs afresh.<br />

All bidders are required to submit a brief concept note (2-3 pages) and a sample<br />

of <strong>the</strong> coffee table book as part of <strong>the</strong> technical bid documents. The sample<br />

should be around 30 pages in size and illustrate all <strong>the</strong> concepts that <strong>the</strong> bidder<br />

proposes to use in <strong>the</strong> book. The content (text and photographs) in <strong>the</strong> sample<br />

book should be real. For this purpose, <strong>the</strong> bidders will be provided limited and<br />

supervised access to <strong>the</strong> <strong>Raj</strong> <strong>Bhavan</strong> premises. The bidder will have to indicate<br />

<strong>the</strong> number, source and description of <strong>the</strong> photos that he intends to source from<br />

private sources.<br />

5. Clarification of tender documents<br />

The prospective bidders may attend pre-bid conference for <strong>the</strong>ir clarifications, if<br />

any. All <strong>the</strong> prospective bidders must register <strong>the</strong>ir name and o<strong>the</strong>r particulars<br />

before <strong>the</strong> start of pre-bid conference. No request for clarifications shall be<br />

entertained after pre-bid conference.<br />

6. Bid validity<br />

A bid shall remain valid for 90 days after <strong>the</strong> date of opening of technical bid(s).<br />

A bid valid for a shorter period shall be rejected. In exceptional circumstances,


<strong>Raj</strong> <strong>Bhavan</strong> may seek <strong>the</strong> bidders consent for extension of <strong>the</strong> period of validity<br />

of bid(s).The request and <strong>the</strong> responses <strong>the</strong>re to shall be made in writing.<br />

7. Time-lines<br />

The following schedule will be followed for <strong>the</strong> bidding process.<br />

8. General conditions<br />

1) <strong>Tender</strong> forms will be available in <strong>the</strong> office of <strong>the</strong> Public Relations Officer, <strong>Raj</strong><br />

<strong>Bhavan</strong>, <strong>Mumbai</strong> from 20 th July to 3 rd August from 10 AM to 5 PM on all<br />

working days. <strong>Tender</strong> forms can also be downloaded from <strong>the</strong> website-<br />

http://rajbhavan.maharashtra.gov.in.<br />

2) The cost of <strong>the</strong> tender form is Rs. 1000/- payable by demand draft or pay<br />

order drawn in favour of Accounts Officer, <strong>Raj</strong> <strong>Bhavan</strong>, <strong>Mumbai</strong>. The demand<br />

draft or pay order should be submitted as part of <strong>the</strong> technical bid<br />

documents. This amount will not be refundable.<br />

3) All bidders will have to submit a security deposit of Rs. 5000/- (in <strong>the</strong> form of<br />

a demand draft drawn in favour of Accounts Officer, <strong>Raj</strong> <strong>Bhavan</strong>, <strong>Mumbai</strong>)<br />

along with <strong>the</strong> technical bid document. This amount will be refunded to<br />

unsuccessful bidders within 1 week of <strong>the</strong> opening of <strong>the</strong> commercial bid.<br />

4) The bidders should submit <strong>the</strong>ir bids in <strong>the</strong> two envelope system. The first<br />

envelope should contain <strong>the</strong> documents for <strong>the</strong> technical bid and <strong>the</strong> second


envelope should contain <strong>the</strong> documents for <strong>the</strong> commercial bid. These<br />

envelopes should be sealed and enclosed in a single large envelope which<br />

should also be sealed.<br />

5) The following documents should be submitted as part of <strong>the</strong> technical bid-<br />

a. Demand draft of Rs. 5000/- towards security deposit.<br />

b. Details of <strong>the</strong> printing press where <strong>the</strong> coffee table book is proposed to<br />

be printed.<br />

c. Details of <strong>the</strong> prior experience of publishing 3 coffee table books (as<br />

specified in <strong>the</strong> eligibility criteria) along with self-certification<br />

document. A copy of each of <strong>the</strong> 3 coffee table books should be<br />

submitted along with <strong>the</strong> technical bid. (Annexure-1). These books will<br />

be returned after <strong>the</strong> tender process is completed.<br />

d. Xerox copy of <strong>the</strong> latest Income tax return filed by <strong>the</strong> bidder.<br />

e. Proof of payment of VAT.<br />

f. Xerox copy of license for running a printing establishment.<br />

g. Sample (around 30 pages) of <strong>the</strong> coffee table book with actual<br />

photographs and text.<br />

h. Samples of <strong>the</strong> paper proposed to be used in <strong>the</strong> book and <strong>the</strong> cover.<br />

6) The amount quoted in <strong>the</strong> commercial bid should be in <strong>the</strong> format specified in<br />

Annexure- 2 and should be inclusive of all taxes. No o<strong>the</strong>r charges will be<br />

payable.<br />

7) The bidder shall bear all <strong>the</strong> costs associated with <strong>the</strong> preparation and<br />

submission of his bid(s). <strong>Raj</strong> <strong>Bhavan</strong> will in no case, be responsible or liable<br />

for any cost(s), regardless of <strong>the</strong> outcome of <strong>the</strong> bidding process.<br />

8) Filled tender forms (with technical and commercial bid) can be sent by<br />

post/courier to <strong>the</strong> following address.<br />

Alternatively, <strong>the</strong>y can be submitted in person at <strong>the</strong> above address. In case,<br />

<strong>the</strong> tender form is being sent by post/courier, it should be received on or<br />

before <strong>the</strong> last date specified in <strong>the</strong> tender document. <strong>Tender</strong> forms sent<br />

through post/courier should have <strong>the</strong> words “TENDER FORM- Not to be<br />

opened before 4 th September” written clearly on <strong>the</strong> cover.


9) The duration of <strong>the</strong> project will be 3 months from <strong>the</strong> date of issue of <strong>the</strong><br />

work order to <strong>the</strong> successful bidder.<br />

10) No advances will be payable.<br />

11) The printed coffee table books should be delivered to <strong>the</strong> Public<br />

Relations Officer, <strong>Raj</strong> <strong>Bhavan</strong>, <strong>Mumbai</strong> by <strong>the</strong> bidder. No separate freight<br />

charges for <strong>the</strong> same will be payable.<br />

12) The final product will be subjected to necessary quality control checks.<br />

The quality of paper used in <strong>the</strong> final product should be similar to <strong>the</strong> sample<br />

provided along with <strong>the</strong> technical bid document.<br />

13) After <strong>the</strong> final product is accepted, <strong>the</strong> bidder can submit <strong>the</strong> invoice.<br />

Payments will be made within 90 days of <strong>the</strong> receipt of <strong>the</strong> invoice.<br />

14) <strong>Raj</strong> <strong>Bhavan</strong>, <strong>Mumbai</strong> reserves <strong>the</strong> right to reject one or more tenders<br />

without specifying any reason for <strong>the</strong> same.
