Link Up And Lifeline Programs<br />
Home Telephone Service Payment Assistance Programs<br />
Can’t afford telephone service: Link Up and Lifeline<br />
programs can help. Link Up and Lifeline programs<br />
help eligible people pay PART of their telephone costs.<br />
Link Up Program<br />
Will save you 50% of the initial charges to hook up<br />
primary telephone service, or $30, whichever<br />
is less.<br />
Your telephone company may defer payment on the<br />
balance and waive interest.<br />
You may qualify for service without a deposit. Ask<br />
your local telephone company.<br />
Lifeline Program<br />
Can save you money on your monthly phone bill for<br />
primary local telephone service.<br />
Applies only to primary local telephone service in<br />
the home where you live.<br />
Eligibility<br />
Anyone qualifi ed under one of the four major economic<br />
assistance programs: TANF, Food Stamps,<br />
Energy Assistance, Medicaid.<br />
Repair Service<br />
Before You Call<br />
1. Hang up all telephones. Make sure phone<br />
accessories – answering or fax machines, computers,<br />
modems, security system, and telephone sets – are<br />
working. To check, unplug the phone cord from<br />
the unit or the jack and check for damage. Leave<br />
everything unplugged for 5 minutes. Then try<br />
plugging in phone sets one at a time to see if<br />
the trouble still<br />
exists.<br />

How to Obtain Services<br />
When you qualify for TANF, Food Stamps, Energy<br />
Assistance, or Medicaid through your county social<br />
services offi ce you will automatically receive a<br />
Qualifying Certifi cate within a month by mail.<br />
Provide the Qualifying Certifi cate to your local<br />
telephone company.<br />
End of Benefi ts<br />
If you no longer quality for any economic program,<br />
you no longer quality for the Link Up or Lifeline<br />
programs.<br />

your local telephone company or another company.<br />

A. Take a working phone to the network interface<br />
box (singles line phone only).<br />
B. Remove the modular plug from the test jack<br />
and insert the modular plug from your phone.<br />
If the same problem occurs:<br />
the problem may be in the phone lines. Call your local<br />
telephone company. If the problem is in the phone lines,<br />
they will repair the lines at no charge to you.<br />
If the problem does not occur:<br />
the problem is in your wiring. Call your local telephone<br />
company or another company to repair your inside wiring.<br />
If the problem is in your telephone set:<br />
follow the instructions on your warranty or contact your<br />
equipment retailer for repair or replacement.<br />
