4. CULTURAL HERITAGE SIGNIFICANCE<br />

4.1 COMPARATIVE ASSESSMENTS<br />

Data and comparisons at a global level are included in Appendices 10 & 11. Comprehensive<br />

comparative data for assessments at a <strong>National</strong> level are not available, but sufficient data has been<br />

gained to make some assessments (<strong>Australian</strong> production, fields, important places etc). At a State<br />

level, Victorian comparative data is comprehensive, thanks to <strong>the</strong> State-wide Victorian Goldfields<br />

Project. In NSW, <strong>the</strong> data is not as comprehensive. Comparative sources are identified by reference<br />

in this section, or in <strong>the</strong> Appendices.<br />

4.2 SIGNIFICANCE<br />

4.2.1 ASSESSMENT AGAINST CRITERIA<br />

The "<strong>Mining</strong> <strong>Heritage</strong> Places Assessment Manual", Pearson & McGowan, 2000 (AHC & <strong>National</strong><br />

Trust) has been used for <strong>the</strong> heritage assessment <strong>of</strong> mining places at a <strong>National</strong> Level. This report<br />

lays out an assessment procedure relating to <strong>Australian</strong> <strong>Heritage</strong> Commission criteria for assessment<br />

<strong>of</strong> cultural heritage significance.<br />

The criteria <strong>of</strong> <strong>the</strong> <strong>Heritage</strong> Council, Vic 8 , and <strong>the</strong> State <strong>Heritage</strong> Office, NSW, have been used for <strong>the</strong><br />

heritage assessment <strong>of</strong> mining places at a State level in Victoria and New South Wales respectively.<br />

4.3 INTERNATIONAL SIGNIFICANCE<br />

Global context histories for four similar areas around <strong>the</strong> world have been presented in Appendix 10<br />

attached to this report, and for three <strong>of</strong> <strong>the</strong>se (Klondike, Siberia, Rocky Mountains), strong historical<br />

<strong>the</strong>mes <strong>of</strong> global importance are indicated. The <strong>Australian</strong> <strong>Alps</strong> do not appear to contain similarly<br />

significant mining heritage values at a universal level.<br />

4.4 NATIONAL SIGNIFICANCE<br />

4.4.1 INTRODUCTION<br />

Places <strong>of</strong> <strong>National</strong> cultural heritage significance are defined as "outstanding examples <strong>of</strong> aes<strong>the</strong>tic,<br />

historical, scientific or social significance or o<strong>the</strong>r special values at a <strong>National</strong> level".<br />

4.4.2 IDENTIFIED NATIONAL VALUES<br />

Kiandra:<br />

The Kiandra goldfield demonstrates <strong>National</strong> cultural heritage significance values in relation to<br />

<strong>the</strong> conditions under which mining was undertaken. This is social significance, under <strong>the</strong> general<br />

historical <strong>the</strong>me "Struggling with remoteness, hardship & failure" (<strong>Australian</strong> Historic Themes<br />
