diplomacy’ <strong>of</strong> these organisations, however, amounts effectively to a policy <strong>of</strong> political<br />

non-<strong>in</strong>terference <strong>in</strong> domestic matters, and they too are thus <strong>of</strong> limited potential for CRISE.<br />

Even at times <strong>of</strong> f<strong>in</strong>ancial crisis, the government has been resistant to <strong>in</strong>ternational aid<br />

and conditionalities; after the Asian currency crisis <strong>of</strong> 1997, which saw the r<strong>in</strong>ggit slip to<br />

less than one third <strong>of</strong> its previous value, the government refused to accept an IMF<br />

package similar to those taken by neighbours Thailand and Indonesia, opt<strong>in</strong>g <strong>in</strong>stead for<br />

currency controls and other measures to regulate currency flows. Initially condemned by<br />

the Bretton Woods <strong>in</strong>stitutions, a recent World Bank report conceded that this approach<br />

had been successful, although liberal economists rema<strong>in</strong> sceptical <strong>of</strong> their long run<br />

susta<strong>in</strong>ability, perhaps on ideological rather than empirical grounds.<br />

More broadly, the government has long adopted a vocal policy <strong>of</strong> ‘<strong>Malaysia</strong> is nobody’s<br />

bus<strong>in</strong>ess but ours’, an attitude which has hampered its relations with Australia <strong>in</strong><br />

particular. The extent to which this attitude pervades the political situation is well<br />

demonstrated by Al Gore’s visit to <strong>Malaysia</strong> dur<strong>in</strong>g the height <strong>of</strong> the reformasi protests <strong>in</strong><br />

December 1998. Gore, then Vice President <strong>of</strong> the USA, praised the protestor as ‘brave’,<br />

a comment which drew condemnation not only from government m<strong>in</strong>isters but also from<br />

opposition activists, who also saw it is ‘<strong>in</strong>terference’.<br />

7. Conclusions<br />

As noted <strong>in</strong> the <strong>in</strong>troduction, this paper draws picture <strong>of</strong> the policy process <strong>in</strong> <strong>Malaysia</strong> as<br />

<strong>in</strong>ward-look<strong>in</strong>g with a highly centralised and authoritarian government. On the one hand,<br />

a comb<strong>in</strong>ation <strong>of</strong> legislative measures, <strong>in</strong>clud<strong>in</strong>g the constitutional ‘special rights’ and<br />

social control laws such as the Pr<strong>in</strong>t<strong>in</strong>g Presses and Publications Act, severely limit the<br />

potential <strong>of</strong> those outside government as potential policy levers for CRISE. On the other<br />

hand, <strong>Malaysia</strong>’s low levels <strong>of</strong> foreign debt and its apparent lack <strong>of</strong> concern for Westerndom<strong>in</strong>ated<br />

<strong>in</strong>ternational political norms similarly limit the impact <strong>of</strong> <strong>in</strong>ternational policy<br />

levers. In this respect, the best approach for CRISE to adopt may well be a dualistic one<br />

<strong>of</strong> constructive engagement with the government itself, possibly through the semiautonomous<br />

th<strong>in</strong>k tanks, alongside jo<strong>in</strong>t research and mediation with civil society and the<br />

non-governmental sector. Moreover, an approach based on cooperation with the<br />

government, rather than direct policy recommendations, may be the appropriate one,<br />

given that CRISE is look<strong>in</strong>g to learn from <strong>Malaysia</strong>’s successes <strong>in</strong> manag<strong>in</strong>g ethnic<br />

conflict.<br />
