<strong>Guidance</strong> <strong>Note</strong> <strong>for</strong> <strong>completing</strong> a <strong>UK</strong> <strong>catch</strong> <strong>certificate</strong><br />

When do you need a <strong>UK</strong> <strong>catch</strong> <strong>certificate</strong>?<br />

1. For more in<strong>for</strong>mation on when a <strong>UK</strong> <strong>catch</strong> <strong>certificate</strong> is required please<br />

refer to paragraphs 58-69 of In<strong>for</strong>mation <strong>Note</strong> No.2 (December 2009)<br />

published on the <strong>Defra</strong> website.<br />

2. In general, a <strong>UK</strong> <strong>catch</strong> <strong>certificate</strong> will be required when:<br />

• Fish caught by <strong>UK</strong> fishing vessels are exported to a third country (e.g.<br />

<strong>for</strong> processing), and such products are re-exported back to EU.<br />

• A third country requires an EU <strong>catch</strong> <strong>certificate</strong> to accompany imports<br />

of fishery products to that country;<br />

• A <strong>UK</strong> fishing vessel lands fish to a third country, and this fish is<br />

subsequently processed and exported back to the EU.<br />

3. If you do not know the ultimate destination of the product you are<br />

exporting, and it could be re-imported to the EU, it may be prudent to<br />

request a <strong>UK</strong> <strong>catch</strong> <strong>certificate</strong>. Without this documentation the product will<br />

not be allowed to re-enter the EU.<br />

4. <strong>UK</strong> Catch <strong>certificate</strong>s are NOT required:<br />

• For exports to another EU country<br />

• Where the product is exported outside the EU and is not re-imported<br />

(unless the third country requires a <strong>certificate</strong> see above)<br />

• Where a <strong>UK</strong> fishing vessel lands fish to a third country, and this fish is<br />

imported unprocessed to the EU.<br />

Who validates <strong>UK</strong> Catch Certificates?<br />

5. The <strong>UK</strong> IUU Catch Certificate Centre will validate <strong>catch</strong> <strong>certificate</strong>s <strong>for</strong> all<br />

exports of fishery products other than direct landings by <strong>UK</strong> fishing<br />

vessels.<br />

How to complete a <strong>catch</strong> <strong>certificate</strong><br />

NOTE: The <strong>UK</strong> Catch Certificate is an interactive PDF <strong>for</strong>m and may be<br />

completed on screen.<br />

You will need to save a copy to your local drive be<strong>for</strong>e <strong>completing</strong> it.<br />

To do this, please right click on the link and select 'Save Target As' from the<br />

menu, then save the target (the PDF <strong>for</strong>m) to your local drive.<br />

Please note that you will need to have installed Adobe Acrobat Reader 5.1 or<br />

later to use this <strong>for</strong>m interactively. You can download an upgrade via the<br />

following link: www.adobe.com/products/acrobat/readstep2.html.<br />

Section 1: Leave blank. This refers to the <strong>UK</strong> validating authority.<br />

Section 2: This includes details of the vessel that caught the fish to be exported.<br />

Flag – Home Port and Registration Number: Insert the Port and Letter Number<br />

(PLN) of the vessel. This is the registry number assigned to the vessel and appears<br />

as the identifying mark on the vessel hull, in logbooks and on <strong>certificate</strong>s of registry.<br />

Call sign: Include if allocated, this is the International Radio call sign of the vessel.<br />

IMO/Lloyd’s Number (if issued): Please supply number if issued.<br />

Fishing Licence No. : This can be found on the fishing vessel licence issued to the<br />

owners of vessels by the relevant <strong>UK</strong> Fisheries Departments.<br />

Inmarsat No, Fax No, Telephone No, Email address: Please include where<br />

available<br />

Section 3


Type of processing authorised on board: Include where appropriate e.g. Fresh,<br />

Frozen, Dried, Salted etc.<br />

Species: If possible please enter the species name in Latin e.g. N.norvegicus<br />

(Nephrops norvegicus) <strong>for</strong> nephrops/langoustine/Dublin Bay prawn; C.crangon<br />

(Crangon Crangon) <strong>for</strong> brown shrimp etc.<br />

Product code: This is the 8 digit Combined Nomenclature (CN) code of the products<br />

to be exported<br />

Catch area(s) and dates: Please list the relevant ICES area(s) and date of<br />

<strong>catch</strong>(es) http://www.ices.dk/aboutus/icesareas/ICES_areas_Arc9_Weuro_300.pdf<br />

If the ICES area is not known you may enter the relevant FAO area<br />

Estimated live weight, estimated weight to be landed: state estimated live<br />

weight<br />

Verified weight landed: complete where available, e.g. from sales note or landing<br />

declaration<br />

IMPORTANT NOTE: If the products to be exported come from more than one<br />

vessel, you can either complete a <strong>catch</strong> <strong>certificate</strong> <strong>for</strong> each vessel that<br />

contributed to the consignment, or list the vessels and quantities from each<br />

landing that make up the consignment and attach it to the <strong>catch</strong> <strong>certificate</strong>.<br />

Please use the ‘Multiple Vessel Schedule’ template provided as an annex to<br />

the <strong>catch</strong> <strong>certificate</strong>.<br />

Section 4: This section has been pre-filled<br />

Section 5: Name of master of fishing vessel<br />

This section can be completed by the master of the fishing vessel or his<br />

representative/agent. In the case where one <strong>catch</strong> <strong>certificate</strong> includes <strong>catch</strong>es from<br />

a number of vessels, only the name of the master of the fishing vessel needs to be<br />

included.<br />

Section 6: only needs to be completed if fish has been transhipped at sea.<br />

Section 7: only needs to be completed if fish has been transhipped in port.<br />

<strong>Note</strong>: EU fishing vessels are only authorised to tranship <strong>catch</strong>es in port while<br />

in Community waters. Outside Community waters, EU fishing vessels may<br />

only tranship to/from third country fishing vessels if those vessels are<br />

registered as carrier vessels under a Regional Fisheries Management<br />

Organisation.


Section 8: To be completed by the exporter of the products.<br />

Section 9: To be completed by <strong>UK</strong> IUU Catch Certificate Centre.<br />

Section 10 & Appendix I – Transport details:<br />

Include details of how the fishery products will be transported to its destination<br />

outside the EU.<br />

Section 11: This is to be completed by the importer of the products, if they are reimported<br />

back into the EU. It should there<strong>for</strong>e be left blank.<br />

Section 12: To be left blank.<br />

Where to send completed <strong>catch</strong> <strong>certificate</strong>s<br />

7. Once the <strong>catch</strong> <strong>certificate</strong> has been completed i.e. you have completed<br />

sections 2 to 5 (and 6 or 7 if appropriate), 8 and 10 (Appendix I), please<br />

send the <strong>certificate</strong> to the <strong>UK</strong> IUU Catch Certificate Centre <strong>for</strong> validation.<br />

You can do this in the following ways:<br />

• Email - Click the submit button at the end of the <strong>for</strong>m. This will<br />

automatically attach the pdf to an email and will complete the ‘To field’ and<br />

‘subject line’ of the email ready <strong>for</strong> sending. Alternatively, you can attach<br />

the pdf file to an email in the usual way and send it to<br />

<strong>UK</strong>IUUCCC@mfa.gsi.gov.uk<br />

• Fax - Print out a hard copy of the <strong>certificate</strong> and fax it to the Catch<br />

Certificate Centre 020 7238 5174<br />

• Post - If none of the above options are available to you, please post the<br />

<strong>certificate</strong> to:<br />

8. The validated <strong>catch</strong> <strong>certificate</strong> will then be returned to you by fax, and a<br />

hard copy by post.<br />

NOTE: The validated <strong>catch</strong> <strong>certificate</strong> is not required at point of export.<br />

It is only required on entry to the destination country (if the third country<br />

requires this) or on re-import to the EU.


<strong>Guidance</strong> <strong>for</strong> <strong>completing</strong> a Re-Export <strong>certificate</strong><br />

9. Please refer to paragraphs 70-72 of <strong>Defra</strong>’s In<strong>for</strong>mation <strong>Note</strong> No.2 <strong>for</strong><br />

details of when to complete a re-export <strong>certificate</strong>.<br />

10. Please complete the following details:<br />

Certificate number: This is the number on the original <strong>catch</strong> <strong>certificate</strong><br />

Date: Date of re-export<br />

Member State: Insert “<strong>UK</strong>”<br />

Section 1<br />

Weight (kg): Insert the weight of the products to be re-exported<br />

Species: Please include the species name (by Latin name if possible)<br />

Product code: Include the relevant 8 digit Combined Nomenclature (CN) code of<br />

the products to be re-exported.<br />

Balance from total declared in the <strong>catch</strong> <strong>certificate</strong>: insert the weight of the<br />

products from the original <strong>catch</strong> <strong>certificate</strong> that are being re-exported.<br />

Section 2: Please fill in all the re-exporter details including name, address,<br />

signature and date.<br />

Section 3<br />

Leave blank – this will be completed by the <strong>UK</strong> IUU Catch Certificate Centre<br />

Section 4<br />

Leave blank - this will be completed by the <strong>UK</strong> IUU Catch Certificate Centre<br />

Once completed please submit the re-export <strong>certificate</strong> to the <strong>UK</strong> IUU Catch<br />

Certificate Centre (details above).
