Tables, chairs, bright umbrellas could be placed around the building, with<br />

awnings and heat lamps to protect against inclement weather.The operator<br />

<strong>of</strong> the kiosk could also be in charge <strong>of</strong> restroom keys and lending out<br />

board games. In<strong>for</strong>mation about upcoming events in the park could be<br />

posted in this central café.<br />

Potentially buffer the freeway noise on the west side <strong>of</strong> the lawn by<br />

adding sound buffering panels such as those found in <strong>Seattle</strong>’s bus tunnels.<br />

Widen the path at the entrances to this area and eliminate the uneven<br />

edges to the path to make it easier to navigate and maintain.<br />

LONG-TERM RECOMMENDATIONS<br />

In the long term, the entire area between the American Legion<br />

Fountain and the Convention Center Plaza should be modified so<br />

that people using the east stairs come directly into the plaza.<br />

Horizon House should consider expanding its facilities and developing<br />

the area above the garage on the east side <strong>of</strong> Forest Walk in order to<br />

connect better to the park.This would provide direct access into the park<br />

and toward the Convention Center and downtown, instead <strong>of</strong> the current<br />

circuitous route through the Pigott Corridor.<br />

PARTNERSHIPS FOR ACTIVE MANAGEMENT<br />

The Convention Center could oversee the northern end <strong>of</strong> the American<br />

Legion Fountain area, and integrate it with its plaza.<br />

The American Legion could be in charge <strong>of</strong> maintaining the fountain and<br />

adjacent plantings.<br />

The café operator could oversee the southern end <strong>of</strong> the American Legion<br />

Fountain area.<br />

The Washington <strong>Park</strong> Arboretum, the Horizon House Garden Club and<br />

other area residents could help plan or maintain plantings in this area.<br />
