after the expiration <strong>of</strong> 30 days from the date <strong>of</strong> issue <strong>of</strong> the certificate, but not later<br />
than 60 days after issue, to surrender this certificate in exchange for a new identity<br />
card (see rules 8 (3) and 9 (7) <strong>of</strong> the <strong>Registration</strong> <strong>of</strong> <strong>Persons</strong> Rules).<br />
